WHHA Policies & Procedures
WHHA races under the Rules & Regulations of the
United States Trotting Association. In addition,
the Following Policies & Procedures will govern
ALL WHHA sponsored & co-sponsored race meets
Membership
1. One owner and/or trainer of each horse
entered to race at WHHA sponsored or co-
sponsored race meets MUST be a 2018
member of the Wisconsin Harness Horse
Association in order to race.
2. ALL DRIVERS who drive at WHHA sponsored or
co-sponsored race meets MUST be a 2018
member of the Wisconsin Harness Horse
Association in order to drive.
3. Those who are not members are allowed to
join on race day when paying entry fee.
Coggins Test
1. Each horse must have an ORIGINAL 2018
Negative Coggins test to enter the grounds.
You may be asked to present papers at the
gate, so BE PREPARED. Horses not having
papers will have to immediately leave the
grounds and may be subject to quarantine.
2. The ORIGINAL and a photocopy must be
presented to the Clerk of Course when paying
entry fee. You will keep the original and the
clerk will keep the copy.
3. For your convenience, you should make as
many copies as races you are planning to
attend. The Clerk of Course must compare the
WHHA Policies & Procedures cont’d
photo copy to the ORIGINAL at each race
meet. Once deemed valid, the Clerk of Course
will keep the photo copy on file at the Fair /
Race Office for the required period of 5 years.
4. Those who do NOT have an ORIGINAL copy of
the Negative 2018 Coggins Test will NOT be
permitted to race at any Wisconsin Race
meets.
Breathalyzer Testing
1. All race meets may be tested.
2. Each of the following who participate that day
will be tested:
a. Drivers
b. Starting Gate Driver
c. Starter
d. Presiding Judge
e. Associate Judges
f. Clerk of Course
g. Other Appointed Racing Officials
3. There are two (2) Breathalyzer units available
for testing.
4. Testing will be conducted within one (1) hour
of post time by two (2) WHHA appointed
officials.
5. Appointed official will ask the driver/official to
blow into the unit, count to seven (7) and
check the reading. Unit will then be shown to
2nd official and driver for verification of
authenticity.
6. Drivers/Officials must test at a 0.0 level before
being permitted to drive or perform their
scheduled duty.

7. Drivers/Officials, who do not test 0.0, will have
the opportunity to re-test with the 2nd
Breathalyzer unit.
8. If drivers/officials fail to test 0.0 with the
second unit, they will be given the opportunity
to retest again just prior to post time.
9. The WHHA reserves the right to retest any
individual(s) at any point during the meet.
10. WHHA will offer their Breathalyzer units to
any other fair for use free of charge provided
they have their own qualified testing officials.
Race Day Insurance
The Wisconsin Harness Horse Association
recognizes the need for universal insurance for
the drivers in our sport. We are proud to
continue to offer to help subsidize the insurance
costs so that every race meet in the State of
Wisconsin is able to afford race day on-track
driver’s insurance. In return, each host track
that receives a subsidy has agreed to the policy
that ALL drivers must be 2018 Members of the
WHHA in order to drive at their race meet in the
State of Wisconsin this year. Drivers will be
allowed to join on race day prior to the first post.
Newly Amended USTA Whipping Rules
Amend § 18.09 by adding the language in bold: Whip Regulations/Prohibitions - The following actions shall
be considered as excessive or indiscriminate use of the whip:
(a) All drivers must keep a line in each hand beginning
when the horse is behind the starting gate and continuing
through the finish of the race.
(b) Whipping shall be restricted to elbow and wrist action
only and the whipping arm shall not be raised above the
driver’s shoulder height.
(c) Drivers shall not move their whipping arm in an
exaggerated manner and the lines shall remain reasonably
taut during the race.
(d) Driver shall not use the whip below the level of the
shaft, forward of the race bike’s wheels.
(e) Drivers shall not place the whip between the horse’s
legs.
(f) Drivers shall not strike another horse or driver with the
whip.
(g) Drivers shall not use the handle of the whip on a horse.
(h) Drivers are permitted to use their hand or the whip in
a sliding or gliding manner above the level of the shaft.
(i) Drivers shall not use the whip on a tired horse, on a
horse that is not visibly responding, or when a horse is not
in contention in a race.
(j) Drivers shall not use the whip without giving the horse
time to respond to a previous application of the whip.
(k) No leather or unusual materials may be used. The
conventional snapper shall not be knotted and tape is only
permitted on the handle of the whip. All other
modifications of the whip are prohibited.
(l) Excessive, indiscriminate, visibly injurious or abusive
use of the whip is prohibited.
“Scratch Reasons”
The scratch reason of “Judges – Not Reported” is no
longer available for selection in eTrack. This change was
made to coincide with USTA Rule 14, Section 14 which
states “Notification of scratched horse – Whenever the
judges list a horse as being “scratched” by the judges
they shall also list the specific reason for the scratch.”
Please be aware that if you scratch your horse at any
Wisconsin race meet, you must provide the Judge / Clerk
of Course with a valid scratch reason. In accordance with
§ 7.03 Inaccurate Information.—An owner, trainer, driver,
or others found guilty of providing inaccurate
information on a horse’s performance, or of attempting
to have misleading information given on a program may
be fined, suspended, or expelled.

With an ongoing effort to enhance the WHHA and harness
racing in Wisconsin on social media, please take the time out

Wisconsin Trotter, Pacer, & Driver of the Year
Points are accumulated throughout the summer
at all Wisconsin race meets and fairs. Points are
tallied as follows:
1st place – 50 pts
2nd place – 25 pts
3rd place – 12 pts
4th place – 8 pts
5th place – 5 pts
In any double gaited event, points will be awarded separately by gait. For example, if pacers finish 1-2 and trotters finish 3-4, Pacers will receive 50 pts &
25pts and the trotters will also receive 50 pts & 25 pts. respectively. Must be a minimum of 2 horses each gait.

WHHA “IRON HORSE”
$100 (*ties will split) will be awarded to the
Trotter and Pacer who have the most starts in
the State of Wisconsin in 2018. A start is defined
as each dash the horse participates in. For
example, if you double enter at Elkhorn and race
two dashes, it counts as two starts! Prizes will be
awarded at the WHHA Annual Banquet in January
2019.
Mineral Point Dedicated Trainer Any trainer that races at all three (3) race meets at
Mineral Point this year will be entered in a drawing
for $250 to be presented at the Iowa County Fair!

2017 Pacer of the Year

Southwest Wisconsin Wind-Up Circuit
Comprised of the races at Mineral Point, Richland
Center & Viroqua. The pacer, trotter & trainer of
the year will each be awarded a plaque and $50
cash based upon the following conditions:
1. The winner must have started in ALL three (3)
of the Wind-Up Circuit events
2. Pacer, trotter & trainer awards will be based
on points earned as follows:

4th 4pts
5th 2pts
6th & back 1pt
3. In case of a tie, award will go to the winner
with the fastest time/trainer with most wins.
4. The trotter will be recognized on Saturday and
the pacer & trainer on Sunday after the last race
at the Vernon County Fair in Viroqua. The
plaques will be presented to the winning owners
at the WHHA Annual Banquet in January 2019.

may be classified according to age, sex, gait and
money earnings. Conditions governed by USTA
rules. Races will be 1 Dash unless there are less
than 6 races carded.
Purse Pool: $3,500 split equally among above races
Conditions: All horses require proof of 2018 Coggins test and current health certificates. $20.00 to enter. USTA rules govern. Fair limits its races to advertised dates only. entering please state if there is any day you can
NOT race. Races will be carded on the date that
best fits the racing program of the fair. *Note:
The fair will do it’s best to accommodate all
horses. If you can only race a certain day,
you have the possibility of being up in class.
