General Information on WIPO Training Program for Nationals of Developing Countries and Countries in Transition to a Market Economy

Objectives

The objective of the WIPO training program is to providegeneral and specialized training for professionals in the field ofintellectual property. The program is carried out in cooperationwith governments and specialized institutions. The variousprograms provide basic or specialized training on the law,administration and enforcement of intellectual property rightsand the use and dissemination of industrial propertydocumentation and information.

Field and Scope of Training

The WIPO training program covers all fields of intellectualproperty: industrial property, copyright and related rights. Theprogram offers training on international developments in thefield of intellectual property at WIPO’s headquarters in Geneva,Switzerland. It also offers practical training at one or morecooperating national or regional industrial property or copyrightoffices. The types of courses offered, including a brief summaryof the issues covered, are described below.

Target Groups

Training is provided for persons in the fields of industrialproperty and copyright or related rights. Efforts are made toselect the form of training that best suits the needs of the officeconcerned as well as that of the candidate. The WIPO trainingprogram is demand-driven and aims at promoting exchange ofinformation among different groups, including right owners,administrators and law enforcement officers. The target groupsinclude intellectual property officials from Member States inindustrial property offices, copyright offices and other ministrieswhose mandate comprises intellectual property issues.

Eligibility

Candidates to be nominated by governments should, ingeneral, belong to one of the above-mentioned target groups.Candidates from the private sector should submit theirapplications through the relevant government authoritiesresponsible for intellectual property matters. Attention is drawnto the information on the nature and scope of each course andthe qualification requirements therefor. Government authoritiesare requested to propose only persons who are expected tocontinue their service in the field of intellectual property, or inrelated institutions, on completion of their training.

Candidates for the Interregional Intermediate Seminar on Industrial Property and the Interregional IntermediateSeminar on Copyright and Related Rights should complete the Distance Learning Course (DL-101) “General Course on Intellectual Property” and pass the examination. The Distance Learning Course Calendar (Table 1, below) gives the registration dates for 2004.

Candidates who do not have access to the Internet mayrequest the WIPO Worldwide Academy to provide a CD-ROMcontaining the DL-101 Course.

The application form is available in Adobe PDF and in MSWord formats on the website of the WIPO Worldwide Academy(http://www.wipo.int/academy/en/index.html). You may alsoobtain the form from your national intellectual property officeor ministry of foreign affairs.

Selection of Candidates

The selection of candidates is carried out by WIPO. The government authorities will be notified of the selectedcandidates through direct channels as well as, where applicable,the relevant UNDP office.

Information concerning travel and other administrativearrangements for participation in the training program will becommunicated through the UNDP office or directly to thecandidate.

Administrative Arrangements

Medical Insurance:Holders of WIPO fellowships participating in courses or

seminars lasting two weeks or more are covered by a medicalinsurance taken out by WIPO throughout the training period.Details of the medical insurance scheme are sent to selectedcandidates.

Medical Examination:

Candidates selected for a training course lasting two weeksor more are required to undergo a medical examinationconfirming that they are in good health. The medicalexamination is to be carried out by a physician recognized bythe United Nations in the candidate’s country.

When applicable, WIPO will inform the selected candidatesof the requirement for medical examination through therelevant UNDP office.

Language Proficiency

Candidates are required to have a good knowledge of thelanguage in which the training is to be conducted.

In order to be considered, candidates from a country wherethe official or national language is not the language of trainingmust submit a certificate of proficiency in that language. Thecertificate should be from a language institution recognized bythe United Nations Development Programme (UNDP) office inthe candidate’s country. In the absence of such a certificate,candidates will be required to pass a language test organized bythe UNDP office in that country.

Candidates from a country without a UNDP office shouldpresent other language certificates, preferably issued by publicinstitutions.

Application Form

The application form should be duly completed and signedby the applicant and endorsed by the Minister or other seniorofficial of the Ministry of Foreign Affairs or other relevantMinistry before it can be considered.

Special attention is drawn to sections 10 to 12 of the form,which should be completed correctly, stating clearly definedtraining requirements and the objectives that the candidatewishes to achieve.

A recent photograph of the candidate must also beattached to the application form.

Applications will be considered for training in 2004 or 2005.

Certificate

A certificate of participation will be issued to theparticipants at the end of each training program.

Special Conditions

Attendance:Regular attendance is compulsory throughout the training

period. WIPO reserves the right to terminate the fellowship ofany participant who fails to meet this requirement.

Accompanying Persons:Participants are requested not to take any accompanying

persons to the courses. In any event, WIPO will not take anyresponsibility or incur administrative costs or take any action(e.g., make travel arrangements, provide subsistence allowance,arrange entry visas or insurance, etc.) for such persons.Arrangements made for the participants by WIPO and/or thehost institutions are solely for the benefit of the participants.

Visa Requirements:In view of the strict entry visa requirements of countries in

which the training courses or seminars will be organized, WIPOwill not authorize the selected candidates to travel unless theyhave obtained all the required entry visas in advance.

Travel and Accommodation

Arrangements:Travel and subsistence expenses are borne by WIPO and/or

by the governments or organizations cooperating with WIPO inorganizing the training course. Participants will receive a dailysubsistence allowance adequate to cover the cost ofaccommodation and meals. In certain cases, the allowance ispartly replaced by free-of-charge accommodation and/or meals.

Evaluation

At the end of each course or seminar, the participants arerequired to complete an evaluation questionnaire prepared byWIPO. The answers to the questionnaire are treated in strictconfidence. They are intended to serve as a basis for assessingthe value of, as well as to enrich, the various courses andseminars in order to help WIPO improve its courses in the future.

Each participant in the WIPO training program is alsorequired to transmit a report on the course or seminar following completion.

The report should contain brief comments on the contents,organization and other relevant aspects of the course orseminar. WIPO also welcomes suggestions or recommendationsthat would assist it in improving its training program. Reports and suggestions are treated in strict confidence.

IntroductionThe seminar is designed

to explore various aspectsof industrial property andrecent trends. The visit toWIPO’s headquarters alsogives the participants theopportunity to meet WIPOofficials in charge of theCooperation forDevelopment Program intheir respective regions aswell as specialists in variousaspects of IndustrialProperty. Participants willbe required to have partici-pated in and successfullycompleted the DistanceLearning Course “GeneralCourse on IntellectualProperty” (DL-101) beforebeing considered for partic-ipation in this program.The Intermediate Seminar isfollowed by two weeks ofpractical training in variousintellectual property offices.
