The cost of the contract for phase 1 is£251,000 with the few extra costs foritems not in the contract offset by savings. Total costs including planning and professional fees are£293,000, but at the present, availablefunds are only £276,000 - a shortfall of£17,000. We have made approaches tomany potential funders and are hopeful that some will be successful butis likely that interest free loans promisedby members of the committee will be required. This is not ideal as it will be acall on future funds generated by theVillage Hall activities. On a positivenote the Big Lottery have made a grantof £8,595 from the Celebrate programmeto help with the opening event

including this leaflet and to purchaseitems of equipment such as displayboards, staging and mats.

Phase 2 - the fitting out of the upperfloor to provide a meeting room and office with a platform lift for wheelchairs is already to go once funding is secured. This work is estimated at £29,000 and bids are with 2 potential funders which if successful will require local fund raising to provide about £5,000 to seethe upper floor completed and thewhole building in operation. The additional room will not only ensure the existing massive contribution tocommunity activities continues but alsoexpand with a particular aim the provision of numeracy, literacy andIT sessions as well as activities for small groups.

A Community Venuefor the 21st Century

Our new hall is the realisation of a

15 year dream and has been 2 years

of intense effort in the making from the

concept design commissioned in

October 2014 when the possibility of

substantial grants from Exeter City

Council and Devon County Council

emerged to the finished (almost)

building we now have for the future.

The exterior of the new hall is almost as

the concept design but the internal

layout has been amended many times

to meet planning conditions and building

control regulations with full approval

gained in March this year.

Funding constraints and high tenderprices prompted a split of the projectinto 2 phases so that construction ofphase 1 could go ahead this summerand not put the grants from Exeter CityCouncil and Devon County Council of£75,000 and £100,000 respectively inquestion. Very particularly the committee did not want to disappointall the residents who had helped thelocal funds grow to £101,000 since ourfirst Buy a brick campaign in 2001 andhad been waiting so long for the newbuilding.

Countess Wear Village Hall has made a gigantic move from the past into the future with the completion of phase 1 -all external works including the shell ofthe upper floor and completion of theinterior of the ground floor. Our veryimpressive new building is a modern,light and airy community venue whichmeets all the latest standards andregulations aimed at maximising bestvalue with functionality. This is a verysubstantial, solid building designed tolast for 100 years.

The new hall fits very well into the streetscene with the red brick and whiterender exterior matching the adjacent1920s houses and the tiled roof matching St. Luke’s Church Rooms next door.

We have used every inch of our restricted site to increase the spacewithin the building to provide a traditional hall, toilets and a tearoombut also to meet the latest requirementssuch as a disabled toilet and babychanging. Step free access from thepavement for the less mobile includingwheel chair users which of course is also

a big help to parents with prams andbuggies is a key feature of the newbuilding.

The hall has a very high energy rating with masses of insulation in the walls, ceiling and floor and verygreen heating - an air source heat pump assisted electric system usingelectricity from the solar panels on the roof.

A big change from the old hall is that thenew building does not have a fixedstage, rather we will use flexible staging(bought with a Lottery grant) when required which will allow more flexibleuse of space and indeed more space forsome of our activities. The hall floor issuitable for dancing and better for floorexercises such as yoga. We have beendonated 65 chairs which are far morecomfortable than the plastic ones usedfor so many years and we have invested(funded by The Lottery) in exercise matsfor martial arts, circuit training and similar and our parent and toddlergroup, Ducklings.

The building has been constructed byExeter based SML Contractors whostepped in at short notice back in Maywith an offer to do the work in 20 weeksfor a sum we could almost afford andcommenced on June 6. Having spentconsiderable sums on professional services and surveys including a projectmanager/QS, architect, and structuralengineer, very few unforeseen itemshave emerged giving a largely troublefree build helped by good weather thissummer. Three of the trustees, TimDavies, Gill Tippins and Jon Kirkhamhave monitored the work on behalf ofthe Village Hall, meeting every 2 weekswith SML who have proved to be excel-lent, delivering the building on budgetand on time. Hand over was on October21 with courses and workshops trans-ferring into the hall from the temporary

created in 1922 when land in School

Lane next to the School and Church was

leased by Lady Granger of Northbrook

Park to the village of Countess Wear as

it then existed on which to erect a former

army dormitory hut as a centre for the

social well-being of the villagers in part

as a memorial to those in WW1. In 1965

the successors of Lady Granger gifted

the land to the village to be held in trust

by 4 trustees who must be

residents of the old village.

The Village Hall has served the community for 94 years, looked after byresidents in the roads close to the halland the recent extensions to the originalvillage city-side of the Roundabout through the Trustees and a Management Committee whohave ensured its continuation for successive generations. Governancearrangements developed from the conditions of the 1922 lease and 1944Rules for the Management of the Hallwere formalised in a Deed of Gift andDeclaration of Trust in 1965. Trusteeshave changed many times but always bya Deed of Retirement and Appointmentensuring the continuity of the Trust.

A new constitution was written for theVillage Hall as an unincorporated association embodying the historicprecedents and the provisions of theTrust in a modern format reflecting 21stcentury practice and Charity Commission guidance and adopted atthe AGM in February 2015. It establishes that the control and management of the Village Hall, landand assets resides through the trusteesand management committee with themembers of the Village Hall. TheTrustees and Committee consider thatwithin modern day Exeter the Village Hall serves the current and future residential areas both sides of Topsham Road between the CountessWear Roundabout and the MillbrookVillage. Only residents of this area aged18 or over can be members of the VillageHall and vote at AGMs. The use of the Village Hall has grownhugely over the last 15 years and is nowthe highest in all the 94 years. On average it is in use for 2 sessions everyweekday and on most Saturdays andSundays as well. Around 40 weekendworkshops and 6 weekly courses are

organised as well as our parent and toddler group, Ducklings and 5 socialevents in a typical year. We offer a veryaffordable community venue and up to 6 groups hire the Hall every week. Thetotal footfall generated by all activities isin the order of 4,000 over the year. Byany reckoning this is a very significantlevel of activity for a community venuerun by volunteers.

The activities provided are publicisedacross Exeter and in surrounding areasincluding 13,000 brochures delivereddoor to door twice a year. In particularthe courses and workshops, which is thelargest programme organised by a community group in Devon, are makinga massive contribution to communityeducation in the city. All in all the Village Hall even with very limited facilities in recent years and run completely by volunteers is bringingmany activities within easy reach ofmany residents and making a major contribution to the community.

Increasingly the old building was creaking and leaking and did not meetmodern regulations and standards. Itwas a wooden structure with metalcladding and roof, outside toilets andvery poor access for disabled people. It had no insulation and heating was amajor expense as were bust pipes inmany winters. Over the years the wood interior had been renewed, and upvcwindows and new heaters installed andlast year the floor covering was replacedbut on going maintenance was a growing expense. The poor facilitieshave limited the scope of our activitiesand whilst the volunteers have donewonders with an out of date building,the only way to ensure that the substantial contribution to communityactivities both locally and in Exeter as awhole is continued and expanded was anew building. This has been the dreamof the trustees and the managementcommittee since 2000.
