1. Mr. Dion Davis – 2018-2019 HIB & SSDS Report Period I Presentation

Mr. Davis, Director of Human Resources / Anti Bullying Coordinator, submitted for approval, the Winslow Township School District, violence, vandalism, substance abuse and HIB incidents for the period of January 16, 2019 through January 31, 2019.

2. NJ School Boards Association Presentation Mr. Tinsley, from the New Jersey School Boards Association, presented an Anti-Bullying Update regarding legal and labor relation laws that were recently adopted.

X. PUBLIC COMMENTS (Time Limited)

A motion was made by Ms. Martin, seconded by Ms. Dredden, to open the meeting for Public Comments at 7:54 p.m.

The Winslow Township Board of Education highly values the input of citizens in making important decisions that affect the children of our community. We also believe in the rights of citizens to observe Board Meetings. To ensure that all of our citizens have the opportunity to attend School Board Meetings and offer comment, and to ensure that the Board can conduct the important business of the District, we ask that speakers follow the guidelines for making public comments.

Notation of Public Comments on Agenda Items – The Board President or Board Secretary will recognize those individuals in the audience who wish to make comment.

Please respect the following procedures:

1. All members of the public attending School Board Meetings must treat each other and the Board with respect. 2. State your full name and address. 3. Please limit your comments to four minutes. 4. Submit your questions to the Board of Education with your name, address and telephone number where you can be

contacted. Your questions will be answered within a reasonable time. 5. Individuals offering citizen comment are not permitted to make personal attacks on any District employee, Board

Member, other testifier or member of the public.

Christy Renzulli

Ms. Renzulli asked about the status of the Citizen Advisory Committee. Ms. Peterson responded that the Policy Committee will be discussing the Committee on February 21st and will provide an update at the next meeting. Shareen Ducasse Ms. Ducasse expressed concern with staffing and resources to accommodate special needs classrooms at all the elementary schools. An example of an issue is the length of time the children are traveling on the bus. Ms. Ducasse was also concerned that there were no communications regarding the alleged incident at the Middle School. Ms. Peterson asked Ms. Ducasse to speak with her after the meeting to get details regarding the children traveling on the bus for a lengthy timeframe. Dr. Poteat addressed the concern regarding the alleged incident at the Middle School. The District does not follow rumors. There was no reportable incident that took place on Friday in any of the schools. If there is a true emergency pertaining to the District, Dr. Poteat encouraged the Community to first view the school website for accurate information. The incident in question was spread on social media over the weekend. The Police Department contacted Dr. Poteat and conducted their investigation. They did not find any evidence of the alleged incident and issued a press release. The Police Chief had police cars present at the school on Monday to make the Parents feel at ease. If there is a true emergency, we will continue to alert and communicate with the Community. There are no policy or procedures for rumors. We always investigate before we react. The trauma that has been caused to the family and juvenile child regarding the alleged incident, who had nothing to do with what was being said; the violations of the parents’ and child’s rights, which have been violated on every level. Dr. Poteat was satisfied with the way this situation was handled by the Police and District and he does not take any incident lightly. Ms. Peterson stated that the Board is concerned about all students and values everyone’s input. But we have to work together, collaborate together. We will learn from this experience, as it is a teachable moment.

Approve School 6 to participate in the Doodle for Google art contest with the theme of “When I grow up, I hope…..” which invites students to think of ways the world can be better.

25. School 6 – Beautiful Me Program

Approve School 6 to participate in the Hance Family Foundation “Beautiful Me” self-esteem program for grade 6 female students.

Approve School 6 to hold a Prismatic Magic Laser Black History Month Assembly on Wednesday, February 20, 2019.

28. Middle School – National Junior Honor Society Leadership Day

Approve the National Junior Honor Society to host a Leadership Conference on June 5, 2019 at the Middle School. This Leadership Day will have a keynote speaker and three breakout workshop sessions.

29. Middle School – STEM Day

Approve the Middle School to host a STEM Day for 3rd grade students from Schools 1-4. 3rd graders will participate in STEM related activities throughout the Middle School. The schedule is:

Approve the Center for Family Services through their Services Empowering of Victims (SERV) program to provide sexual assault awareness and domestic violence prevention workshops to the Health Education classes.

Approve the class of 2021 to hold the prom at Lucien’s Manor in Berlin, NJ on May 8, 2020 from 7:30-11:30 PM.

Approve to accept a donation from New Jersey Manufacturers Insurance Company in the amount of $400, for the Winslow Township High School Band.

Approve to accept a donation from Mayor Wright in the amount of $700 for the Spanish National Honor Society.

Approve Winslow Township High School to host an Open House on March 5th, from 6-8 PM, for incoming students to see our various Academic Departments.

36. High School – Career & Technical Education Clubs (CTE)

Approve the establishment of afterschool Career and Technical Education Clubs and Club advisors, as part of the Perkins Grant requirements for CTE certification and operation. The meetings will be conducted on an as needed basis.

Innovative Educational Programs, LLC. to provide a one-day workshop on Classroom Management and SEL on February 15, 2019 for Schools #1 through #4 Lower Elementary staff at a cost of $11,250.00. Innovative Educational Programs, LLC. will also provide twelve coaching consulting days from February through April, 2019 at Schools #1 through #4. The total cost for the 12 days of coaching is $22,500.00.

Cost: Total cost of $33,750.00 to be paid out of the 2018-2019 ESSA Grant: Title II: Account # 20-279-100-300-000-00 ($22,500.00) and #20-279-200-300-000-00 ($11,250.00).

Approve the Transfer of Local Share – Other Capital Project – Construct new Classroom Wing, Other Rehabilitation – Winslow High School Having received project approval for the construction of a new classroom wing and other rehabilitation at the Winslow Township High School, DOE project #5820-010-19-1000, from the State of New Jersey, Department of Education, Office of School Facilities in a letter dated January 11, 2019, the Board approves the transfer of the local share, $10,594,000.00, to the Capital Projects fund. All related expenditures are to be transferred and recorded in the Capital Projects Fund.

27. Larc School – Free or Reduced Lunch 2019-2020

BE IT RESOLVED, that the Winslow Township Board of Education does not require the Larc School to charge students for reduced and/or paid meals for the 2019 –2020 school year.

Note: The cost of the meals will be included in the tuition. Larc School will meet the nutritional needs of each student by providing specific meals according to their Individualized Education Program (IEP).

APPROVED STATE CONTRACT VENDORS FOR BOARDS OF EDUCATION PURSUANT TO N.J.S.A. 18:18A-10a

WHEREAS, the Winslow Township Board of Education, pursuant to N.J.S.A. 18A”18A-10a and N.J.A.C. 5:34-7.29 (c) may by resolution and without advertising for bids, purchase any goods or services under the State of New Jersey Cooperative Purchasing Program for any State contracts entered into on behalf of the State by the Division of Purchase and Property in the Department of the Treasury; and WHEREAS, the Winslow Township Board of Education has the need on a timely basis to purchase goods or services utilizing State contracts; and WHEREAS, the Winslow Township Board of Education, intends to enter into contracts with the attached Referenced State Contract Vendors through this resolution and properly executed contracts, which shall be subject to all the conditions applicable to the current State contracts; now, therefore, be it RESOLVED, the Winslow Township Board of Education authorizes the Purchasing Agent to purchase certain goods or services from those approved New Jersey State Contract Vendors on the attached list for the 2018-2019 school year pursuant to all conditions of the individual State contracts; and be it further RESOLVED, that the Winslow Township Board of Education Business Administrator/Board Secretary shall certify to the availability of sufficient funds prior to the expenditure of funds for such goods or services; and be it further RESOLVED, that the duration of the contracts between the Winslow Township Board of education and the Referenced State Contract Vendors shall be July 1, 2018 to June 30, 2019. _____________ ___________________________________

Mr. Bates, former Track & Field coach, informed Dr. Poteat that 2 former students who ran

under his direction are being inducted in to the SJ Track & Field Hall of Fame on March 24,

2019 at Lucien’s Manor. Mr. Bates inquired if the Board was interested in sponsoring a page

in the booklet to support the former students. If Board members are interested in attending,

please contact Ms. Peterson.

Ms. Peterson informed the Board that in their packet is information regarding mandated New
