Pre-Primary and Basic Education
• Is mainly funded by Finnish government through municipal authorities, only 3 % are private schools
• Pre-school education normally starts at the age of 6 in kindergarten
• Formal education starts at age of 7 and primary school takes 6 years
• Lower secondary school takes 3+1 years• Attendance to school is compulsory between the ages of 7 and 16 • There is national core curriculum, but local variations can be made• After compulsory education, student is eligible to apply to general
upper secondary education or to vocational upper secondary education and training or may enter the labor market
• School year starts in mid-August and lasts until beginning of June (about 190 days)

Upper Secondary Education
• Student selection is mainly based on previous study records and possible work experience and other comparable factors
• The syllabus of general upper secondary education is designated to last three years, but studies can be completed in 2 to 4 years.
• Structure of upper secondary education is modular, so you may combine studies from both general education studies and vocational education and training studies
• There are 52 vocational qualifications, including 112 different study programmes
• Students’ skills and knowledge are assessed after completion of each study module together with a work life representative
• All studies in general upper studies and in vocational education and training are based on individual study plans
• Vocational upper secondary qualifications can be taken by school-based education or as apprenticeship training

Higher Education System
• Higher education is offered by universities and polytechnics• Universities emphasis scientific research and instructions• Polytechnics have more practical approach
• Students who have general eligibility can apply to university or polytechnic • General eligibility = completion of 3 years of general upper
studies or completion of vocational qualification• Universities can admit applicants who have completed open
university studies• Completing a degree takes from 3 to 6 years

Adult Education and training
• At upper secondary schools adults may study for same upper secondary vocational qualifications as young people
• More flexible way is to study by competence-based qualification• System allows students to demonstrate their vocational skills by
competence tests showing whether they have acquired the skills at work or by studying or as a result of leisure interests
• There are three levels in competence-based qualifications• Upper secondary vocational qualifications• Further vocational qualifications• Specialist vocational qualifications
• Requirements in competence-based qualifications are coming from the Finnish National Board of Education
