MI Bright Future 1. MI Bright Future expansion to Region 9 has been moving forward, and MIBF has been

preliminarily accepted as an initiative RPI technical assistance dollars will support.2. Initial conversations for MI Bright Future expansion to Region 7 (Ingham, Eaton and Clinton

counties) have begun; a group focused on the advancement of CTE in the county is facilitatingconnections to the ISDs.

3. Macomb County ISD has hired a person who focuses full-time on business recruitment for MIBright Future

Policy 1. Final WIOA regulations have arrived! This may influence the two current bills on ES 202 data

access that have been introduced and referred to Commerce and Trade committee as a directresult of WIN efforts. HB 5763 and HB 5764 would make unemployment insurance (UI) wagerecords available to community colleges and workforce development agencies for researchprojects, program planning, and evaluation.

2. A draft letter of support has been completed and a list of organizations has been developed toseek support, including all WIN board institutions. After a review of the WIOA regulationsoccurs, this template will be distributed.

DoD 1. The RFP process is completed and a vendor was selected for the connected life collaborative and

lab. A contract has been executed with CGS Advisors.2. The RFP process is completed and a vendor was selected for the connected life demonstration

projects. Next Energy was selected and a contract has been executed. Work has started on thefirst demonstration project: A Connected E-bike and electric scooter demonstration.

3. Michigan Defense Center has completed a contract with a grant coordinator. Vicki SelvaStrategies will work to complete Michigan Defense Center DoD OEA grant projects.

Business Partnerships 1. Advance Michigan received a second two-year designation as an Investing in Manufacturing

Community Partnership (IMCP) area.2. MAGMA hosted its September 16 Advisory Council meeting where 73 individuals attended, five

being WIN staff. STTF application is in the works for September submission.3. MAGMA is continuing to fill Board seats – calls are being scheduled with employers, such as

BorgWarner, that have shown interest in the work MAGMA is doing.4. Opportunity Detroit Tech Council’s fourth quarterly meetup is taking place on October 20th. The

event will be held at Crain’s in Detroit and will be showcasing a beta version of the IT trainingasset mapping tool and a breakdown of data centered around the state of IT in the WIN regionfor 2016. Amy Cell from Amy Cell LLC will also be on hand to speak on the topic of talentrecruitment and retention.

5. T training provider asset mapping project: we are currently examining filter options to providethe most intuitive and easy-to-utilize user interface.

Communications 1. WIN is pleased to announce the launch of its new website, designed and developed with Deep

Canvas. Some of the biggest changes to the site are the interactive design and layout, theintroduction of a modified logo and color palette (similar to prior colors – orange, navy, andyellow – but colors have been brightened), the ability for board members to communicateinternally and share/access documents, a new system for the development and distribution ofthe WIN monthly newsletter, and more.

General/Administrative Updates WIN Staff is looking to hire a sustainability strategist on a consulting basis.

There are 2 interns working at WIN in October 2016.

Welcome and Introductions

Approval of Minutes

After a quorum was reached, Doug Smith moved to approve the April 2016 minutes, and James Robinson seconded the motion. All in favor.

Fiduciary Reports

The June board packet included the most current fiduciary report.

Lisa Katz explained that WIN is still waiting on payment from EDA, which means that they are 1 year and one quarter behind on payments. Lisa added that the last day of the InnoState grant was March 31.

Lisa informed the board that WIN is moving full steam ahead to grow its consulting arm, which will be a division of WIN. WIN is in the process of putting together branding and marketing materials. WIN will deliberately attend events and conferences with the intent to promote our data and research capabilities. Lisa Katz also let the board know that the research will come back from these meetings, and all the board institutions will benefit from the research.

As a follow up to the WIN sustainability discussion from the April board meeting, Lisa Katz informed the group that invoices for WIN membership renewal went out to the community colleges on April 15 and will go out to the Michigan Works! Institutions on July 1.

Greg Pitoniak moved to approve the June 2016 fiduciary report, and Dave Corba seconded the motion. All in favor.

Presentation

Dr. Jim Jacobs addressed the WIN board for several minutes, discussing ways in which the organization could extend its reach into the state and deeper into the WIN region.

Discussion Advance Michigan meeting recap

Greg Pitoniak commented that at the Advance MI annual meeting that there is a pulse that the group is generating federal revenue to the region. Greg also acknowledged David Palmer for his outstanding work and pointed out that there is ownership in the region from Lansing and Flint that has never been seen before.

James Robinson added he felt that the trends on manufacturing are moving forward, and that the EDA is now very committed to wanting to come back to the area. He added that one of the things that might

not get visibility is the human capital side of WIN. Doug Smith commented that Advance Michigan has made a significant advance in the way federal grants are approached. Doug said that if partners have any federal grant they ought to be using the IMCP designation. Unfortunately, Advance Michigan partners rarely ever hear that they are a model for collaboration when they really are. David Palmer concluded that he is confident that a re-designation as an IMCP area will be granted. Other regional updates Lisa Katz indicated to the group that in the upcoming weeks Michigan Works! Southeast will be signing a contract to service their fiduciary and HR through SEMCA. Bill Sleight will be their director. Tricia Walding provided an update regarding the Unemployment Insurance Wage Data Access. Tricia indicated that she recently found out that 2 separate bills were introduced. Tricia explained that due to summer recess, no action will be taken until September. The 2 bills are HB5763 HB5764 if any board members would like to keep them on their radar. Lisa Katz gave an update about MI Bright Future. Lisa noted that things are still progressing with the program and that additional pilot sites have been identified in Detroit. One of the pilots is with the Linked Learning schools. MI Bright Future will take a small portion of available Career Jump Start funds and buy a license for Wayne county. Lisa Katz added that recently MI Bright Future has been given a 1-year CC inspire license for $33,000 for multiple counties. Sarah Sebaly is currently making the rounds to get several counties to take advantage of the offer.

General Updates Lisa Katz informed the group that Denise McNeil will be retiring and will identify a new board representative from St. Clair Community College. Lisa Katz and Greg Pitoniak surveyed the board members regarding the Friday August 5 board meeting. Historically attendance is low at the August meeting due to out of state travel. The board voted to cancel the August 5 meeting. Meeting adjourned at 2:17pm.

On-Going Research/Data Projects Q2 2016 labor market reports have been released! The can be found using this link:

HIPO: Burning Glass provided a large data-dump to the WIN team to use with the HIPO analysis. WIN staff have been negotiating to purchase this data from Burning Glass for 2.5 years. We call this a WIN!

Dashboard: new site is ready with the soft launch of the website. Re-vamped due to WIN board and organizational changes along with increased number of occupations analyzed by WIN each quarter. This is meant to be a compliment to quarterly reports.

Special Research Projects Work continuing with the LIFT and NextFlex NNMIs. IACMI contract is awaiting renewal.

Detroit Metro Convention and Visitor’s Bureau (DMCVB) is sponsoring research on Tourism & Hospitality workers in the Detroit Region. The project will culminate in a final public report to be released in late 2016 or early 2017.

WIOA plans have been submitted to the state and are being reviewed.

DOD Grant Funded Research Social Network Analysis: Team has been trained and the analysis is underway!

Skills gap: o cyber-security updated analysis, more expansive, coming in late fall 2016 o connected and automated vehicles research started in fall 2015, continuing with match

funding from University of Michigan Transportation Institute

Other Data/Research Initiatives and Updates Intern, Scott Corsi will join the WIN team full-time as a Research & Data Junior Analyst after the

conclusion of his internship

Professional Development Learning Networks: The next training is November 8th. This training is free to WIN board

organization staff.

WIN “Office Hours”: Webinar information has been sent to all WIN board members and the Data & Research Committee. These webinars will be held weekly and are a place for WIN partners to ask question of the WIN research staff.

Policy Committee Update

Career Readiness and Awareness A menu of career readiness and awareness policy options were developed, vetted through policy town hall meetings and approved by the WIN board. Career readiness and awareness policy platform action items, resources and product deliverables have been identified. ES 202/UI Wage Data Availability recent milestones:

Workforce Data Quality Campaign has completed a second letter of testimony in support of the

UI wage data access bills and is seeking private industry support.

Waiting on information regarding testimony needed and dates when bills may be discussed/testimony received. Rep. Townsends office and the MCCA continue to be engaged regarding this work.

Review of WIOA regulations to ensure consistency with current bills. Other policy work in progress:

Research regarding career and college awareness and readiness efforts across the nation. Interviews have been completed and additional analysis and a report are underway.

Department of Defense Office of Economic Adjustment Grant Update Overview and Update The final proposal for the Department of Defense Office of Economic Adjustment for community planning assistance and economic diversification was approved and awarded on September 2nd. A signed grant agreement is now in place for a 2 year grant period from August 1, 2015-July 31, 2017 with a total federal award of $5,969,339, non-federal matches totaling $784,000 and total project costs of $6,753,339. Macomb/ St. Clair Workforce Development Board is the grantee, with sub awards going to WIN for project management and data tasks and the Michigan Defense Center for supply chain mapping, economic impact analysis and bed targeting system enhancements. Tricia Walding, WIN Senior Project Manager, will serve as the grant project manager. Milestones

The RFP process is completed and a vendor was selected for the connected life collaborative and lab. A contracted has been executed with CGS Advisors

The RFP process is completed and a vendor was selected for the connected life demonstration projects. NextEnergy was selected and a contracted has been executed. Work has started on the first demonstration project: a Connected E-bike and electric scooter demonstration.

Design of the microsite has been completed for IBridge Network and access to the site has been granted. Growth Capital Network has presented the network to a number of stakeholders.

Merit Network has completed work to make the Cyber range hubs at Pinckney High School and Wayne State University ATEC functional. Contracts to host the hub sites and run the hubs is still underway.

The second and final Social network analysis training took place August 11th and research is ongoing to map the connected and automated vehicles industry in Southeast Michigan.

$150,000 of the $300,000 cash match funds through MEDC has been received by Macomb/St. Clair Workforce Development Board.

As the fiduciary, MSCWDB has submitted and received payment for five payment requests to DoD OEA. Program outlays to date total $1.35 million (including in-kind and cash match). Encumbered contractual funds total $3.64 Million.

Five invoices have been submitted and paid for WIN DOD OEA work totaling $471,232.01. A sixth invoice is in progress.

Michigan Defense Center has completed a contract with a grant coordinator. Vicki Selva Strategies will work to complete Michigan Defense Center DoD OEA grant projects

A contract modification has been completed by the Michigan Defense Center regarding additional capabilities for a bid targeting system.

The economic impact analysis under Michigan Defense Center has been completed and fulfills a large portion of the grants in-kind funds. This was completed using MEDC funds and resulted in the Protect and Grow report.

An RFP has been drafted for Testing and Evaluation analysis and will be released within the next week (as of 9/17)

The MEDC auto office has indicated that WIN should move forward regarding seeking bids for

planning and analysis to align and leverage regional connected/automated transportation systems assets and initiatives. WIN has been in a process of seeking additional information to build out the scope of work and deliverables.

Tricia Walding and Sarah Tennant attended a CREC learning network meeting to speak withother DOD OEA grant recipients regarding workforce issues related to DoD OEA.

An interim report to DoD OEA was completed for the grant period February 1, 2016-July 31,2016. No feedback has been received to date.

Next steps

Determine the scope of work/deliverables and seek quotes for planning and analysis to alignand leverage regional connected/automated transportation systems assets and initiatives.

Create and release a sustainability consultant RFP or seek bids if under simplified acquisitionthreshold.

Ensure contractor compliance with contracts and project timelines.

The DoD OEA Program manager for the SE Mich region grant is planning to visit soon, likely tooccur in October.

Business PartnershipsOctober 2016

Opportunity Detroit Tech Council We are in the final phases of planning for the fourth quarterly Opportunity Detroit Tech Council event taking place on October 20th, as well. The event will be held at Crain’s in Detroit and will be showcasing a beta version of the IT training asset mapping tool and a breakdown of data centered around the state of IT in the WIN region for 2016. Amy Cell from AmyCell LLC will also be on hand to speak on the topic of talent recruitment and retention.

IT training providers, HR representatives in IT, and IT managers networking event We are planning our second networking event bringing together IT training providers, HR representatives in IT, and IT managers. We are planning to have the event on October 6th, in Detroit between 5-7pm. We are trying to facilitate connections and open communication pipelines in the industry where it matters most – the training and recruiting ecosystem.

IT training provider asset mapping tool This project aims to provide the Detroit region with an asset map detailing the information technology talent training organizations available to aid employers find the talent they need for success. Specifically, programs and initiatives focused on providing instruction where the immediate focus is to deliver individuals training needed to obtain a career in the IT workforce. The design direction has been approved and integration is moving forward. We are currently examining filter options to provide the most intuitive and easy to utilize user interface.

MiTech News Partnership We are finalizing a partnership with MiTech News, which is a highly regarded local information technology news outlet, in order to boost exposure and membership for the Opportunity Detroit Tech Council.

MAGMA

Coming off a Governing Board meeting on August 5th, which saw the creation of an industry and academia survey to be sent out, MAGMA held its Advisory Council meeting on September 16th at Robert Bosch, LLC. This meeting gained a large amount of interest for reasons such as the location as well as the presenters and panelists included. It was hosted at Robert Bosch, LLC in Farmington Hills and invited speakers were:

Frank Sgambati, Director Marketing and Product Innovation at Boscho Frank Sgambati spoke about autonomous driving and what Bosch is doing within the

realm of CAV and IoT, as well as challenges that Bosch is facing.

Richard Wallace, Director Transportation Systems Analysis at CARo Richard Wallace spoke about the evolution of the auto industry and where it is going as

of present day.

Glenn Stevens, Executive Director of MichAutoo Glenn Stevens gave an overview of the various transportation and mobility initiatives

and programs in the state of Michigan and what needs to be done to keep Michigan ahead in the “race”.

Linda Daichendt, Executive Director of the Mobile Technology Association of Michigan o Linda Daichendt was part of the panel but did not present. She spoke about the

extremely real talent shortage we are likely to face in the near future (500k to one million job openings that will not be filled) and how in many ways we are not training or do not have the capability of training for these jobs that will exist.

There were 103 initial Constant Contact registrations, and after outreach to confirm attendance, 73 came to the meeting, including five WIN staff. More would have been in attendance but due to the capacity of the room and facility, our contacts at Bosch said they could not push the limit any further. There was organic audience participation and mention from many in attendance that they found this meeting to be very valuable and look forward to future meetings. WIN staff and the MAGMA Board continue to work on filling empty Board seats, preferably with industry representatives involved in the HR process. Robert Bonetti was the FCA representative, though he has recently retired. MAGMA is in the process of bringing on Oliver Gross, Technical Fellow within the Energy Storage Systems division. There are also plans to have a call with representatives from BorgWarner that have expressed interest in the work MAGMA has been doing. At this point, MAGMA still does not have any dedicated funding opportunities. As the upcoming meetings continue to pinpoint the exact route MAGMA members and its affiliates will take moving forward, funding

MI Bright Future Update October 2016 Value Proposition To create the infrastructure for an integrated, scalable, sustainable career development communication system between education and industry in Michigan. Objective To address the long-term workforce needs in Michigan, especially in high-demand occupations, by supporting the development of an informed, educated, skilled and experienced talent pipeline. MI Bright Future envisions a robust engagement system between employers, schools, young people, and their primary influencers and supporters, with a focus on career-related learning and experiences. Recent Major Milestones

1. Rockwell Automation became an official sponsor of MI Bright Future. 2. WIN applied for a Technical Assistance grant from Region 9 Prosperity Initiative dollars; this

proposal has been preliminarily approved and would support staffing and licensing for expansion to all additional five counties in Region 9.

3. Planning sessions for Region 9 are being scheduled for fall 2016. 4. MIBF has been activated at additional schools in Oakland County; training dates are set to train

the other technical campuses across the county to continue expansion. 5. Macomb County ISD has hired a person who will work nearly full-time on business recruitment

for MI Bright Future. 6. The shift in strategy to recruit more Career Coaches has been successful; numbers of coaches

have made a big leap forward, and this allows companies to test the system before signing up the full company to offer work-based learning experiences.

7. Initial conversations for MI Bright Future expansion to Region 7 (Ingham, Eaton and Clinton counties) have begun; a group focused on the advancement of CTE in the county is facilitating connections to the ISDs.

8. Toolkits are s till in development for educators, students, legislators and expansion; these will be posted to mibrightfuture.org.

Communications Update June 2016

General Announcements

During the first week of October, WIN will have a “soft launch” of its new website.

In the upcoming weeks—around the time that the new website is launched—WIN’s newsletter will begin to be generated through the WIN website with the help of WIN’s web developer, Deep Canvas. Having the newsletter generated by the website will allow visitors to select what type of news they want to hear about (specific initiatives, topics) and how frequently.

WIN is currently in the process of updating its contract with Crain’s Detroit Business magazine through the end of 2016. Some changes that will be made include removing the management of the newsletter, possibly modifying the frequency and location of existing ads within the former contract, and potentially adjusting the way stories are coordinated and written for WIN.

WIN is working to put together an annual report and/or 5-year report. The report will focus on WIN’s accomplishments in the last year as well as its accomplishments over the 5 years of its existence.

Website The WIN website, win-semich.org, is used as a resource hub for sharing information, reports, news, and

blogs (among other relevant information) with WIN’s stakeholders, partners, etc. WIN also manages

websites for MAGMA, Opportunity Detroit Tech, Advance Michigan, and MI Bright Future. The following

Crain’s Detroit Business Partnerships In July 2016, WIN entered a partnership/sponsorship with Crain’s Detroit Business for 3 months. Within

this contract, WIN receives: digital ads every week on CrainsDetroit.com, two print ¼-page ads, four

stories per month (two written by Crain’s—a workforce project feature, and a job trends feature—and

two written/coordinated by WIN, including a guest blog highlighting a partner/board member and a blog

pulled from Lisa Katz’s jobs and workplace blog). Additionally, Crain’s created a landing page

(crainsdetroit.com/WIN) to house all of WIN’s content. All analytics are reflective of July 1, 2016-

September 20, 2016.

Newsletter

Two newsletters have been distributed in the noted time period. The next newsletter will be

distributed the last week of September, and will include four stories as described above. The

newsletter is currently distributed to nearly 1,600 recipients—a number that WIN is in the

process of growing (which will grow significantly when the website begins aggregating the

newsletter). The open rate for the August 2016 newsletter was 16.9% (about 270 people),

and the open rate for the July 2016 newsletter was 15.2% (over 300 people).

Stories

There have been two stories published each month written by Crain’s staff—one job trends

story and one workforce program story—plus other stories on WIN data coordinated and

written by WIN staff. Stories are promoted by WIN through all social media outlets and to

partners, while Crain’s promotes stories written for WIN by Crain’s staff. All stories can be

found on: www.crainsdetroit.com/WIN. A new component in this reporting period is the

promotion of stories through boosted posts on Crain’s Detroit Business’ Facebook page,

which has greatly increased the number of views and visits on WIN stories.

o Page views ranged from just 5 views on some stories to 350 views on the most-

viewed story, which was about programs designed to support the growing number

of manufacturing jobs in the region.

with a verified potential reach of 107,308 readers. The most recent print ad was

published on September 19, 2016.

o Digital ad reach: A new set of digital ads runs each week on CrainsDetroit.com in

two sizes and locations on the website. There have been between 18-31 clicks

(engaged users) on the ads that have ran since July 2016. Each set of ads has

consistently had about 18,000 impressions, meaning the ads were seen this many

times by visitors to the site.
