What is learning with limits?• Learning without Limits (LWL) is a collaborative network to develop
hubs of excellence around each of Newham’s seven maintained nursery schools together with Kaizen Primary School. LWL is a joint-venture with Newham’s Early Years team and now includes Kaizen Primary School to extend its geographical reach into every quadrant.
Our beginnings• Newham has 7 Maintained Nursery Schools: a huge asset for the school
system, and for the early years. The Nursery Schools have headteachers, governing bodies, delegated budgets and SENCOs like all other schools.

The impact of nursery schools• Evidence from the
large-scale, DFE-funded EPPSE Project shows that maintained nursery schools promote the best outcomes for disadvantaged children all the way through to the end of secondary schooling.
The impact of nursery schools• Nursery schools are the only part of the school system which
performs “as strongly in deprived areas as more affluent ones” (Ofsted)• “Looking only at the overall judgements given, nursery schools
perform considerably better than other types of early years provision.” (Ofsted)• Nursery schools have the highest quality early education with the best
outcomes, and those better outcomes persist until the end of secondary schools (EPPSE Research)
Just some of the reasons why the early years matter
The early years matter• Analysis carried out by the Institute of Fiscal Studies shows that
children who attend high-quality early education will be £26,800 better off over their working lives, or around £36,000 for an average household. This was calculated to equate to a benefit to the Exchequer of £16,000 per household.

Quality and our childminder network (2015 figures)• Ofsted data show that the quality ratings of childminders in our
network are significantly ahead of the Newham average.• In the Sheringham network, 85% of childminders are good or
outstanding compared to 77% in Newham overall, 79% in London and 82% in England as a whole.

Sheringham Nursery School and Children’s Centre in Newham has been granted national
teaching school status - a fantastic achievement for staff there. It demonstrates
the important role early years settings have in making improvements across the sector. And young people in Newham now stand even an
greater chance of fulfilling their potential.

The East London Early Years and Schools Partnership is bringing
together primary schools and private nurseries to develop a co-ordinated
approach for the early identification of SEN, and a common approach to the
