The Region: A wealth of opportunity The Gulf of Mexico is crucial to the energy supply of the United States, adding a significant contribution towards the country’s gross domestic product. With 19 refineries, 18 of them operating, Louisiana was second only to Texas in 2010 in both total and operating refinery capacity. Over 7,000 offshore oil and gas platforms have been installed in the Gulf of Mexico, which have supplied natural gas and oil to the United States. An important region for energy resources and infrastructure, the Gulf of Mexico federal offshore oil production accounts for 23 percent of total United States’ crude oil production, and federal offshore natural gas production in the Gulf accounts for seven percent of the country’s total dry production. Over 40 percent of total United States’

petroleum refining capacity is located along the Gulf coast, as well as 30 percent of the country’s total natural gas processing plant capacity. Energy optimization is a key focus of the World Heavy Oil Congress. Maximizing approaches to reducing capital and operating costs are one of the core issues facing operators around the globe.
