PUBLIC SAFETYTHE BROADBAND ERA New private LTE networks are being introduced across the world to provide government, public safety and other critical users with dedicated high speed broadband data access. The benefits include the ability to search databases more quickly, collaborate more easily and access a new range of efficiency and safety enhancing applications. Critically, the improved quality of real-time intelligence, especially from streaming video, will enable you to anticipate, prepare for and respond to situations like never before.

Yet broadband isn’t always available where you need it. That’s why alongside these improvements there’s another advance that arguably, is as equally important as the availability of broadband data: the fact that public safety LTE (PS LTE) networks have become much more compact. So much so that private, secure and scalable PS LTE portable networks can be quickly set up on demand, or used continually, virtually anywhere. This can be done using systems on trailers, in vehicles, carried in backpacks and even in or attached to aerial vehicles. In fact, miniaturization has progressed to the point where PS LTE capability you can hold in the palm of your hand is being demonstrated as a concept today.

RETHINK PORTABLE LTE INFRASTRUCTURE PS LTE portable infrastructure (portables) such as systems on trailers has traditionally been used for temporary, emergency coverage for disasters and to provide short-term supplemental capacity in congested and remote areas. While these use cases still hold true, the new ecosystem of smaller infrastructure adds to those solutions and means that it’s time to rethink how coverage and capacity can be improved on a continuous basis. And, as your teams become more reliant on the rich and valuable information available over PS LTE, you will be able to provide network access much more easily than you did before – whether your people are going about their daily tasks, working a planned event or responding to a crisis.

Motorola Solutions recommends running as much of your public safety and other critical traffic as possible over private PS LTE networks. One reason for this is that commercial networks are generally built to serve population densities, handle peak utilization times and optimize revenues. They do not necessarily provide the coverage, control and prioritization features or the reliability and security safeguards that public safety, governments or other critical users require.

MULTI-AGENCY RESPONSE

That being said, due to budget constraints and lack of wide scale infrastructure in the near term, many agencies will have to provide LTE services using a combination of both commercial and private networks. So, any portables will need to be built around open 3GPP standards. These standards will ensure simple connectivity between portable and fixed infrastructure.

Crisis situations can swamp networks and disasters can strike with little or no notice. In the worst case, if you are reliant on services from a commercial partner, you may find that network access is denied as it becomes

swamped with too many users trying to access the network at the same time. Or, it may be damaged or destroyed. Without effective collaboration, information sharing and intelligence access, first responders’ decision-making and safety will be compromised. Portables give you the flexibility to immediately create dedicated coverage and capacity where it’s needed most.

In either case, portables allow broadband capabilities to be added without the need to wait for infrastructure build out, tower permits and the like, so that benefits can be immediately realized.

Despite the unavoidable congestion and outright damage that can be caused to networks during major incidents, your people working in these extreme environments rightly expect every effort to be made to ensure that communications are available. Whether it’s a firefighter approaching a developing fire in the back of beyond, a police officer protecting fans at a college football game, or a paramedic attending to a marathon runner, when they request a video feed, search a database or call up a map, they need an instant response. In short, your people need PS LTE with them – always and everywhere.

To respond to this need, a new fleet of portables are becoming available. Highly mobile, easy to set up and compact, the systems can help you respond to specific events or unplanned crisis. Portables have made great leaps in areas such as power consumption and component sizes. So much so that the Radio Access Network (RAN), Evolved Packet Core (EPC), and IP multimedia subsystem for delivering applications can be compressed into a form that will fit into a tactical case, backpack, and even, as recently demonstrated, attached to a drone.

This versatility in form factor means that network design needs to be seen in a new light. For instance, it’s possible to immediately create coverage anywhere; the first squad car or firefighting truck on the scene of an event can create a bubble of LTE coverage, augment coverage to assist with major events, and semi-permanent systems on wheels can be parked in urban centers to enhance capacity.

This ecosystem of portables changes the game from only having the cumbersome deployable systems of the past to adding new lightweight flexible systems. This means that always-on secure LTE bubbles can roam around your community in vehicles, through wearable devices and aerial platforms to provide pinpoint access exactly where and when you need it.

WHERE ARE OUR EVENTS? You probably have more planned events and community activities than you first realize. Community activities, and locations, including sporting events, concerts, parades and tourist attractions, are all areas where you may have a fixed network available and simply need to add more capacity to meet peak demand. In this scenario, the addition of support from portables in the form of vehicular, backpack, tactical case, aerial and trailer networks can work together to ensure your people have uninterrupted access to applications, and important data with high quality of service.

WHERE ARE OUR PROBLEM COVERAGE AREAS?If your team is working in remote areas, perhaps tackling a fire, conducting a search and rescue, or responding to a plane crash, there is unlikely to be any coverage available.
