    Introduction

    Who is a Whistleblower ?

    A whistleblower is a person who exposes

    misconduct, alleged dishonest or illegal activityoccurring in an organization.

    The alleged misconduct may be classified in many

    ways such as a violation of a law, rule, regulationand/or a direct threat to public interest, such asfraud, health and safety violations, andcorruption.

    Manjunath native place was Karnataka.

    He did his Computer Science Engineering

    degree from Sri Jayachamarajendra College ofEngineering, Mysore, and an MBA from theIndian Institute of Management Lucknow.

    He was a marketing manger(grade A officer)for the Indian Oil Corporation .

    While working for the Indian Oil Corporation

    in Lucknow, he had ordered two petrol pumps

    at Lakhimpur Kheri sealed for selling

    adulterated fuel for three months.

    When the pump started operating again a

    month later, Manjunath decided to conduct a

    surprise raid around 19thNovember 2005.

    He was shot dead in gola Gokarannath town of

    Lakhimpur Kheri. His body, riddled with at least

    six bullets and his body was found in the car.

    The car was being driven by two employees of

    the petrol pump. Both were arrested and the

    main accused, pump-owner Pawan Kumar Mittal,was held on 23rdNovember along with seven

    others.

    Indian Oil Corporation paid Rs 26 lakhs ascompensation to the family.

    Following the Murder, there was immense

    media spotlight on the case Manjunathsandhis batchmates from IIM Lucknow kept thecase alive.

    A trust was formed The ManjunathShanmugam Trust registered on 23rdFebruary 2006.

    The Manjunath Shangmugam Trust

    The immediate objective of the trust was fightingthe case to get justice for Manjunath.

    The Broader agenda is improving governance inIndian Public life.

    Fortunately, the Trust took up the case. The trust

    lawyer MR. IB Singh, the Public Prosecutor SriChandramohan Singh, Trustees, volunteers andsupporters worked hard to get justice.

    Outcome of forming the Trust

    On 24thMarch 2007, nearly sixteen months

    after the murder, all eight accused were found

    guilty.

    Petrol Pump owner Pawan Kumar Mittal , the

    main accused, was sentenced to death by the

    Session Court, while other seven accused

    were given life imprisonment.

    Key Initiative of the Trust

    The Trust runs Indias first National Right To

    Information Act Helpline. The (8 am- 8 pm) multi,language Helpline, serviced by professionally

    trained call centre agents, guides citizens throughthe features of this powerful tool againstcorruption.

    The Manjunath Shanmugam Integrity Award, tohonour those who have reported and workedagainst corruption.

    Conclusion

    Why not we as a citizen should form a governing

    body as the Manjunath Trust and provide the

    protection top the Whistleblowers.

    A public should also pressurize Government ofIndia to pass the Whistleblower bill awaited since

    2005.

    The employees of all the organization should alsodemand to introduce Whistleblower Policy in the

    OrganisationsRule and Regulations.
