SOA Governance is required to shift a company to SOA
1. SOA Governance Program Capabilities• Create a SOA Center of Excellence • Match SOA Governance level to SOA effort • Focus on process before products
2. Human Factors in SOA Governance• Gain C-Suite and business buy-in and support • Conduct early and extensive education and publicity• Take advantage of Enterprise Architects
3. Best SOA Governance Practices from the Field• Establish an SOA Center of Excellence • Assess current services environment (ie, Web Services) • Develop process, ownership and funding model early
4. Ties to IT and Corporate Governance• Understand SOA Governance is an extension of IT governance

Why SOA Governance matters to the success of SOA
Realize business benefits of SOA Business process flexibility Improved time to market
Mitigate business risk and gain control Maintaining quality of service Ensuring consistency of service
Improved team effectiveness Measuring the right things Communicating clearly between
business and IT
“CIOs continue to struggle to align business and IT in meaningful, measurable ways. More effective IT governance processes and tools are becoming top priorities among business-savvy CIOs.”
Five Ways the Rise of IT Governance Will Change How Enterprises Buy IT, Summit Strategies, December 2005
“SOA has turned the corner in many ways ... issues of governance have risen to the fore, and organizations are finally working through the complexities of SOA quality.”
Thinking Outside the SOA Box: ZapThink, Jason Bloomberg, November 2006
“SOA governance isn’t optional—it’s imperative.Without it, return on investment will be low and every SOA project out of pilot phase will be at risk.”
SOA Craves Governance, Gartner, Inc., Paolo Malinverno, January 2006

Automotive client value realization with SOA Governance
Results so far: Improving customer satisfaction (sales
and delivery to support cycle)- reducing customer data duplication and
providing near real time access to information
Increasing agility through a governance focus- driving shared infrastructure and services
across the organization- ease of organization integration (e.g. access to
customer information)Expected results:
• Decreased maintenance expense, smaller application and data portfolio
• Quicker response to changing requirements, flexible connectivity, and reusable services
• Smoother growth scaleable, reliable infrastructure

Lessons Learned - Implementing good governance early will assist in supporting SOA adoption and success
1. Garner C-level backing across the board
3. Establish an SOA funding model for the long term
4. An Enterprise Architecture facilitates initial setup of SOA governance
5. Commit to roles, responsibilities and resources
6. Get the message out to all involved groups
7. Be ready for SOA both organizationally and technically
2. Engage the business and drive business value

COP: SOA Governance Considerations
• SOA Governance encompasses IT and Business aspects:– IT: reuse, investment and technical interoperability– Business: accuracy, consistency and interoperability (information exchange)
• Successful SOA Execution requires education on working in a consumer – provider model
– Advertisement, expectation setting, agreements, certification, collaboration and trust.
• SOA Governance programs/processes must anticipate and plan for change– Assume multiple versions of a service will be in production (set limit)– Manage service lifecycles to that limit
• SOA Governance programs/processes must anticipate and plan for valid deviations from standards
– Project timelines, Quality of service requirements, Quality of protection requirements etc.
– Include processes for variance and bringing the variant back into the architecture
• Communication is Critical!– Within IT, Between IT and Business– Governance bodies: Data, IT, Business and SOA
