1.0 SCOPE

1.1 �eneral Scope The Emergency Response and Preparedness Plan (ERPP) applies to onshore and near-shore at the Wheatstone Project LNG Plant (“Project”) Ashburton North site (“Site”) and ancillary project activities that occur in Onslow, in-transit to site, and Karratha airport. This Plan is in effect during construction and while the Project is under the Operational Control of Bechtel (“Contractor”). This Plan presents the fundamental approach to Emergency Response.

Further information on specific emergency events is contained in detailed plans as follows:

Environmental incidents (covered in Construction Environmental Control Plan, WS1-0000-HES-PLN-BEC-000-00026-000 and Construction Marine Oil Spill Contingency Plan, WS1-0000-HES-PLN-BEC-000-00040-000).

Safe Marine Operations, WS1-0000-HES-PCD-BEC-000-00027-000.

Diving Emergencies – Subcontractor with Diving Scope of work will provide plans and procedures that will be reviewed for compliance with applicable regulatory requirements. In addition the Safe Diving Operations, WS1-0000-HES-PCD-BEC-000-00046-000, includes information on diving-specific emergencies.

Off-Site Vehicle Emergencies (covered in Vehicle Safety Management Plan, WS1-0000-HES-PLN-BEC-000-00023-000).

Cyclones (covered in the Cyclone Preparedness Plan, WS1-0000-HES-PLN-BEC-000-00044-000).

Module fabrication yard - Controlling entities will implement policies meeting the minimum requirements as defined in this document and their Project contractual agreements.

1.2 PurposeThe purpose of this ERPP is to define the organizational responsibilities, actions, reporting requirements, and resources available both internally and externally, to affect a coordinated and timely response to an emergency situation associated with the Project and environs. This Plan provides coordinated and effective response to an emergency by:

Documenting the overall emergency response process and interfaces

Identifying known potential emergency scenarios that could occur

Identifying the resources and instructions which apply to emergency events

Defining the roles and responsibilities of personnel, including Subcontractors, in emergency events

Providing personnel with the direction to do the right things, the right way, every time in order to minimize the effects of emergency events, a Zero Accident Plus (ZAP), protocol.

1.3 O�jectivesThe objectives of the ERP are as follows:

Identify prevention and preparedness strategies to be undertaken by the Project Describe the design for safe occupancy and considerations when activities are under the Operational Control of Contractor Define the roles and responsibilities of the Incident Management Team (IMT)-and the Emergency Response Team (ERT) Set expectations of Subcontractors to maintain a cohesive and coordinated response to emergency situations Detail arrangements for the control, coordination and response of the IMT and ERT to Project emergencies Provide specific instructions and processes for the response to emergencies

Level 2 Emergency Response

A Level � Emergency has broader impacts on personnel safety, the environment, the community, and property, which may require the shutdown or work stoppage of all or a portion of the site, result in mustering, sheltering, medical , property recovery, local community impact or evacuation response. The IMT will form to manage and execute the overall response effort to a Level 2 emergency.

Level 3 Emergency Response

A Level � Emergency has significant or major impacts on personnel safety, the environment, the community, and property, which may include a major fire, a large spill of hydrocarbons or hazardous materials, a gas release, or multiple injuries and fatalities resulting from incidents A Level 3 emergency is managed through the IMT but may require external qualified support.

3.0 ROLES AND RESPONS���L�T�ES

3.1 Contractor Contractor has the following roles and responsibilities:

Implement and manage all aspects of emergency response. Communicate the applicable sections of the ERPP to all personnel involved in field and supporting office activities. Liaise and communicate all levels of emergency response arrangements with the Company and at levels appropriate with the Asset Emergency Management team in Perth.Provide equipment and resources outlined in the Plan to effectively manage and direct emergency services. Support subcontractor emergency response arrangements. Review and accept Subcontractor Emergency Plans. Manage integrated emergency response exercises.

3.2 Contractor ES� Manager The Contractor ESH Manager is responsible for the following:

Provide emergency procedures and response to threats. Initiate and maintain appropriate training based on the ERPP requirements. Periodically review procedures to ensure that they are current and adequate for the stage of the Project. Nominate ERT personnel for approval by the IMT. Initiate procurement so that the ERT personnel have the equipment and supplies to perform their duties. Coordinate and maintain current lists of ERT personnel, persons with disabilities, and visitors.

3.2.1 Emergency Response Coor�inator The Emergency Response Coordinator reports to the Project ES&H Manager. The Emergency Response Coordinator may be included in the IMT if warranted by the IC due to size of the event or support the ERT more directly in a smaller event. This is a full-time position and responsibilities include the following:

Coordinates the operational readiness of the Emergency Control Center (ECC) Provides assistance to the Chief Warden in preparation for emergencies or an exercise by procuring and maintaining the necessary resources (materials and equipment)Coordinates the equipment and human resource needs, including training, of the ERTAssigns Muster Point locations and maintains a Master Plot Plan Develops and maintains a Master Emergency Call-Tree

3.3 Su�contractor The Subcontractor is responsible for the following:

Develop, implement, and manage a Site-specific ERPP that interfaces with this Plan prior to mobilization and submit to Contractor for review and acceptance. Develop and manage an Emergency Call tree and submit with Site-specific ERPP. Communicate the applicable sections of the ERPP to all personnel. Provide adequate equipment, procedures, and trained personnel to affect first response to incidents applicable to scope and phase of work.

3.4 Employees� Su�contractors� an� �isitors All Employees, Subcontractors, and Visitors are responsible for the following:

Report all incidents and emergencies immediately. Obey all safety and information signs. Follow all instructions given by Wardens and ERT, which includes but is not limited to the following: o Obey directions to provide assistance at the scene. o Assist persons with disabilities when asked to do so. o Report to the Warden at the Muster Point for roll call. o Remain at the Muster Point or shelter-in-place location until instructed by the

Warden.

3.5 �nci�ent Management Team Contractor establishes an IMT at the Project site consisting of appropriate management and technical expertise to quickly and efficiently respond to emergency events. The size and roles of various members will vary depending on the size of the event, criticality of the event effect and the anticipated response strategies. A full response team may not be required for a majority of the emergency events, in which case certain personnel may assume multiple roles.

The IMT is responsible to oversee the implementation of the ERPP and for the following: Meet quarterly to review emergency response preparedness planning and at key transitional stages of the Project, such as ground level activities shifting to working at heights Review the strategies in place for managing emergencies Determine if the number of ERT personnel is consistent with the stage of the Project and the 90-day Look Ahead construction activities Direct and conduct the Early Works evacuation and Main Construction shelter-in-place exercise Review the effectiveness of emergency preparedness exercises and any need for improvements

The IMT is responsible during an emergency event for the following:

Provide strategic direction Determine response priorities Ensure that emergency response operations are carried out a safe fashion Provide guidance on tactical response matters better handled at IMT level Take the lead in conduct of short-term and long-term planning Manage information Collect and preserve documentation Provide necessary environmental expertise Support emergency response operations by requisitioning or procuring personnel, equipment, materials, and supplies needed to carry out operations Arrange for services necessary to sustain emergency response operations Manage all financial transactions associated with emergency response operations Compile documentation needed to support requests for reimbursement from insurance carriers Receive and process third party claims Attend to all human resources issues that arise during conduct of emergency response Operations

3.5.1 �nci�ent Controller �Contractor Site Manager� The Incident Controller (IC) leads the overall management of emergencies and is responsible for the following:

Lead the IMT. Allocate Contractor resources and verify that Subcontractor resources are available for proper implementation of the Plan. Inform personnel of the preparedness and response measures in place on the Project.Assign duties as needed and required by Subcontractors. Set and communicate strategic objectives for response efforts.

3.5.2 Company Senior Representative �Company Site Manager� Company Senior Representative is responsible for the following:

Provide advice to IMT regarding implementation of the Plan. Support and monitor implementation of the Plan. Communicate the Plan to Company personnel. Coordinate with Company Asset Emergency Management Team (AEMT) for external support as needed.

3.5.3 Liaisons � A�visors � E�ecutors �Su�contractor Site Managers� Subcontractor Construction Managers are responsible for the following:

Perform committee duties as assigned by the Incident Controller. Provide advice in accordance within their areas or expertise to control/mitigate/respond to emergencies. Coordinate emergency efforts (resources/materials/equipment) through their staff during exercises and during an actual emergency event. Attend and participate in the IMT meetings.

3.5.4 Sa�ety O��icer �Contractor ES�� Manager� The Safety Officer is responsible for the following:

Provide leadership and technical assistance to the IMT. Identify and communicate potential hazardous situations associated with the emergency and emergency response. Provide safety advice to the assigned responders. Exercise emergency authority to stop and prevent unsafe acts. Schedule and participate in exercises/drills.

3.5.5 Communications O��icer �Senior �T Representative�The Communications Officer shall be competent in the use of the communication equipment in the buildings, on-shore and nearshore areas and assist the IC in verifying all communication equipment is in working order. On becoming aware of the emergency, the Communications Officer shall take the following actions:

Report to the Emergency Control Center (ECC) and verify all communication equipment and computers are in working order. Follow the instructions of the IC in support of maintaining proper communications to applicable parties via land line, cell phone, computer, and site communication devices.

3.5.6 Employee Relations Manager The Employee Relations Manager will be responsible for the following:

Provide leadership and technical assistance to the IMT. Assist the IC with preparing communications for Project personnel Identify and communicate potential employee relations issues associated with the emergency and emergency response. Coordinate the management of industrial unions. Provide leadership and communicate IMT direction to the Shelter Management Team, and Site Access and Control Supervisor.

3.5.10 Operations �Project �iel� Engineer� The person responsible for the Operation Group is the Project Field Engineer. The Project Field Engineer’s responsibilities include the following:

Verifies Contractor and Subcontractor personnel availability and training is adequate for proper implementation of the Plan. Verifies with assistance from the emergency Response Coordinator that the physical assets are available and functional for emergency response. Relays communications from the Chief Warden to the IMT.

Determines the location of temporary helicopter landing areas and coordinates the maintenance of these areas with the Incident Controller. Supports the Chief Warden in deploying or obtaining the necessary resources during an emergency event.

The Deputy Senior Project Manager is responsible for the following:

Liaise and consult with appropriate personnel in the coordination and implementation of this Plan. Require that adequate funds are available/allocated throughout the lifecycle of the Project to administer and implement this Policy. Communicate information provided by the Incident Controller to the Company Asset Management Emergency team located in Perth.

3.6 Emergency Response TeamThe primary role of the ERT is to prioritize Life Safety over asset protection. The ERT personnel have the authority to carry out their duties and responsibilities, which will include the authority for Wardens and their Deputies to marshal all staff, personnel, and visitors in their area. The ERT personnel shall be sufficient to account for shifts, rotations, and workforce. Persons appointed to the ERT shall:

Be physically capable of performing their duties Have leadership qualities and command authority Have maturity of judgment, good decision-making skills, and the capability of remaining calm under pressure Be willing and able to attend training and exercises Have the appropriate training and competency to carry out assigned ERT duties

The roles and responsibilities of key ERT members are detailed below:

3.6.1 Chie� � ar�en�Contractor Site Superinten�ent� The Chief Warden will head the ERT and must meet the selection criteria outlined in Section 3.6. In addition, the Chief Warden must have a good knowledge of the layout of the buildings, on shore and nearshore areas that make up the Project site.

Responsibilities for Chief Warden include:

Organizing and managing at-the-scene tactical response operations Verifying the at-the-scene tactical response operation are carried out in a safe,

well organized and effective fashion

On becoming aware of an emergency, the Chief Warden shall take the following actions:

Determine the nature of the emergency and the appropriate action to be taken. Confirm the notification of the appropriate ERT and the Emergency Response Coordinator.Verify that the Area Warden and Communications Officer are aware of the emergency. Initiate the applicable emergency response procedure and control access to the affected area. Verify documentation of the actions taken. For Level 1 responses, brief the Emergency Response Coordinator at the ECC and ERT members upon their arrival at the scene. Maintain single point of contact communication in the field with the ERTs and IMT.

3.6.2 Emergency Response Special Teams The Special Teams are as follows:

Me�ical Team – consists of the Doctor, Nurses, and intensive care paramedics (ICPs).�ire �riga�e��a�Mat – consists of specially trained Project personnel. �igh Angle Rescue – consists of specially trained Project personnel. Shelter Management Team – consists of Supervisory personnel from Employee Relations, Security, ES&H, and Camp Services Management. �irst Ai� – consists of Project personnel specially trained in CPR/First Aid.

3.6.3 Area � ar�ens �Contractor Superinten�ents� The Area Wardens’ responsibilities will be attached to a specific position to ensure continuity of the function. They should meet the selection criteria outlined in Section 3.6 and include the following:

In the event of an emergency, Area Wardens shall take the following actions:

Implement the emergency procedures in Appendices 1 through 12. Verify that the Chief Warden and the Emergency Response Service has been notified.Immediately communicate with and/or direct the Wardens to the affected area. Obtain information from the Wardens and commence evacuation to the Muster Point area if it so instructed. Communicate actions taken with the Chief Warden by whatever means available and follow the instructions. Confirm that the Wardens’ duties have been completed and report this to the Chief Warden. Follow the instructions of the Chief Warden.

3.6.4 � ar�ens �Su�contractor an� Company Supervisors� Wardens will be appointed to assist the Area Wardens in sufficient quantity to ensure the life safety of Project personnel. They should meet the selection criteria outlined in Section 3.6 and include the following:

Availability, i.e., spend most of their time at, or near their work area, or building Be fully trained in incident management protocols and have appropriate levels of authority in the event of an emergency Ability to organize others in an emergency. Dependable and reliable.

In the event of an emergency, the Wardens shall take the following actions: Confirm that the Emergency Response Service has been notified. Operate the communication system to alert personnel. Search the floor/area to ensure that all personnel have followed instructions given via intercom. Ensure that there is an orderly flow of personnel to the Muster Point areas and act as a group leader as necessary. Assist persons with disabilities. Provide periodic updates to the Area Warden and on completion of duties.

3.6.5 Security Services Su�contractor � �eneral Services Contractor Security Services Subcontractor and/or General Services Contractor, as applicable to their scope of work, will supply the trained emergency response resources, such as ambulance drivers, and fire-fighting teams to respond to an emergency. Contractor will provide the required training.

4.0 OR�AN��AT�ON AND PREPAREDNESS STRUCTURE

4.1 Emergency Response an� Prepare�ness Philosophy The Project will perform risk assessments based on the phase of the Project and the 90-day Look Ahead construction activities. Details can be found in WS1-0000-HES-PCD-BEC-000-00017-000, Hazard Identification and Control. This risk-based phase and activities approach will be used for emergency response planning, preparedness, and response. This will include emergency response for illness, injury, environmental impact and loss.

Risk and hazards will be identified and managed during the following:

FEED phase and detailed design phase through hazard analyses and the application of Safety-in-Design, Human Factors Engineering, design for safe construction, and emergency event identification workshops. Specific environmental, safety, and health (ES&H) requirements will be in the subcontract bid packages, purchase orders, and technical service agreements to communicate the Project requirements

Construction while the plant is under the Operational Control of Contractor, using qualitative risk assessments, effective plans and procedures, strong safety leadership, and Subcontractor management.

4.1.1 Project �uil�ingsThe Project personnel will shelter-in-place in the event of a Cyclone when the shelter-designated buildings are ready for occupancy. The shelter-in-place guidelines have been developed based on WA requirements and guidelines to primarily address safety of personnel in the selected buildings used for mass shelter. The dining complex training center, medical facility, and recreational buildings are the designated mass-shelter facilities. The following factors were considered:

Shelter Location – Factors affecting the location of the buildings used for mass shelter include storm-tide heights, river- or creek-flood levels, access, and location of existing significant hazards Structure an� �mportance Level – Loads that the building structure and external fabric including windows and doors are to resist �uman �actors – Factors for life safety, comfort, space, lighting, communication, emergency power, waterproofing, and weatherproofing Li�e-Sa�ety Criteria – Factors for fire detection, protection, and prevention, emergency warning intercom system, and lighting

4.1.2 Project Speci�ic Action Plans An initial qualitative hazard risk assessment of the Onslow area was conducted and will be revalidated during the construction phase. The scope was to assess the health risk for working in the area and the medical and transport facilities in the region and make recommendations for medical infrastructure to support the Project. In addition, these recommendations provided the basis for the project specific emergency plans.

The following are the applicable key hazard findings and recommendations:

Natural Disaster – (storms, cyclones, and inclement weather) – An early warning system, a phased withdrawal to safe areas of non essential personnel, and availability of reinforced shelters for those remaining on-site are recommended.

�ehicle Acci�ents – Training in safe driving practices, means of communication, and carrying emergency supplies, such as medical and survival equipment are recommended.

� il�li�e – Venomous snakes are present. Protective clothing, First Aid training for envenomation, and access to medical care are recommended.

4.1.3 Emergency Response Levels 4.1.3.1 Level � Emergency Response This Plan outlines the on-site emergency response actions to be taken by the IMT and the ERT in Appendices, 1 through 11. In most cases an emergency can be controlled using on-site resources such as the Medical facility. In a Level 1 Emergency, it is not anticipated that Company or External Resources will be required.

A Level � Emergency has limited impacts to personnel safety, the environment, the community, and property. A Level 1 emergency can be managed and executed by the ERT.

4.1.3.2 Level � an� � Emergency Response The escalation of a Level 1 event will result in Level 2 and/or 3 Emergencies. The escalation means that the increased level of severity may require additional support, for example, transporting injured personnel to the medical facility or an off-site hospital. It also includes mobilizing on-site and/or off-site additional resources to help bring an emergency under control. The Contractor will be capable of first-responder capabilities to Level 2 or 3 emergencies, by utilizing the services and equipment available through the Subcontractor Medical Services subcontract and the ERT. Other examples of the need for external support would be a large fire beyond the capability of the Contractor and/or multiple-vehicle incident on or near the site. In this situation, the Contractor will notify Company, Fire & Emergency Services Authority, and off-site Project Management.

A. Level � Emergency Response

A Level � Emergency has broader impacts on personnel safety, the environment, the community, and property, which may require the shutdown or work stoppage of all or a portion of the site, result in mustering, sheltering, medical , property recovery, local community impact or evacuation response.

The IMT will form to manage and execute the overall response effort to a Level 2 emergency. The size of the IMT will vary depending on the scope and demands of the emergency event. The Incident Controller is responsible to call out sufficient IMT personnel for the situation

�. Level � Emergency Response

A Level 3 Emergency has significant or major impacts on personnel safety, the environment, the community, and/or property, which may include a major fire, a large spill of hydrocarbons or hazardous materials, a gas release, or multiple injuries and fatalities resulting from incidents.

A Level 3 emergency is managed through the IMT but may require external qualified support.

4.2 Emergency Response an� Prepare�ness Planning �or Early � orks Early Work construction phase is defined as the activities to be performed at the Site to provide access roads, water, and beds. Each applicable Subcontractor will be responsible for preparing an Early Works site-specific emergency preparedness procedure for Contractor review and acceptance, complying with this Plan. The Subcontractor plans will include as a minimum the following:

Roles and responsibilities of key personnel Accounting for personnel Communication (equipment and process) First Aid services Participation in on-site Emergency Response Team Types of emergencies and responses applicable to their scope Emergency Response and Emergency Management training

The Contractor Early Works Emergency Response procedure is attached as Appendix 1, and the Emergency Response Flow Chart is attached as Appendix 2. The procedure and flow chart were developed on the following basis:

1. The subcontracts for Medical Services and Security will be awarded prior to mobilization so that limited notice to proceed or Technical Service Agreement or Purchase Order can be in place as “notice to proceed” for the Subcontractors.

2. Medical services will be provided, to include a 4-wheeled drive (4WD) vehicle (ambulance), manned by a Paramedic (ICP). Subcontractors will be required to have trained First Aid Responders.

3. Non-evacuation medical emergencies requiring more than First Aid treatment will be handled by the agreements in place between the Medical Services Subcontractor and the local hospitals.

4. Medical emergency evacuation will be managed by the Medical Services Subcontractor.

5. Emergency response to fire will be basic and provided by a water truck with appropriate fire fighting connections, fittings, and off-road capabilities during Early Works and a fire truck (3000 L tank capacity with 20 L foam extinguishers carried) on-site from occupancy of Fly camp with fire pump, and hose. Fire emergencies that cannot be handled on-site will be handled by FESA. Kitchen/mess facilities shall have approved fire suppression systems

6. Communications will be provided by handheld radios, cell phones and satellite phone. The Contractor’s Perth office will support the on-site Emergency Control Center.

7. Personal motor vehicle travel will be between Karratha, Site, and Onslow. 8. Fly-in and fly-out will be from the airport in Karratha until the Onslow airport is

available.

4.3 Emergency Planning � Main Construction The emergency planning for the main construction activities shall take into consideration such factors as the use and characteristics of the buildings, onshore and near-shore workplaces, human and equipment resources, and communication systems. They will also take into account the effects and dynamics of fire, smoke, heat, wind, and flooding. Visibility may be restricted, passageways may not be accessible or too dangerous to use, and the needs of persons with disabilities are important considerations.

Contractor and Subcontractor site-specific and emergency-specific procedures shall address the following:

Evacuation routes assessed for the likely affect an emergency may have on them and clear identification Persons with disabilities, needs and locations identified, and the applicable procedures/instructions on evacuation and care of these persons Personnel accountability Locations of muster point areas located where practicable and evaluation of the environment around the muster point areas (i.e., protection from falling and flying objects). Appendix 3 details the muster point locations. In addition, a site wide evacuation point is also detailed in Appendix 3. Restrictions on vehicle and equipment movement during an emergency Control and Coordination Point location to establish coordination of the ERT personnel and to communicate and liaise with emergency services Communication system, that is multi-modal to function as emergency warning and emergency intercom, and incorporate the use of portable radios, cell phones, runners, and public address system First Aid Responders and ICPs Appropriate Emergency Response equipment Fire suppression systems in the Construction Village and onsite for the duration of construction Security Guards and Specialist Staff (e.g., fire brigade, environmental specialist, logistics specialist)
