I. Introduction

This modernization feasibility study for the Wheaton High School (WHS) and Thomas Edison High School of Technology (TEHST) was produced for Montgomery County Public Schools (MCPS) by the architectural firm of Grimm and Parker Architects under the direction of staff from the MCPS Division of Construction. Wheaton High School is located at 12601 Dalewood Drive, Silver Spring, Maryland 20906 (Downcounty Consortium) and the Thomas Edison High School of Technology is located at 12501 Dalewood Drive, Silver Spring, Maryland 20906. Currently both schools are located on the same site and share the same facility (fig. 1). Prior to the feasibility study, the Thomas Edison High School of Technology and Wheaton High School Roundtable

Advisory Committee (Roundtable) explored various options to define the relationship of these two schools. A wide range of approaches were analyzed by the Roundtable. These approaches included a one school model, a model that created two independent programs, and hybrid models that addressed the facility and program issues for the two schools. The Roundtable members represented a wide range of stakeholders, including MCPS staff, students, parents, school staff and administration, Montgomery College representatives and business leaders. During the process, the committee expressed aspirations and goals for the modernization of the two schools. This input influenced the modernization options that were explored during the feasibility study. At the conclusion of the Roundtable process, the Board of Education voted that the feasibility study for the modernization of the Thomas Edison High School of Technology and Wheaton High School facilities include options to maximize the use of

space that will enhance future growth for both Thomas Edison High School of Technology and Wheaton High School and include two options: (1) two buildings on the site, and (2) one building with separate entrances, separate identities, and driveways. MCPS staff provided the architect with preliminary space summaries for each school to guide the development of the two options. The space summaries and educational specifications will be finalized concurrently with this feasibility study. Feasibility Study Participants The feasibility study participants included many of the same Roundtable Advisory Committee members as well as additional school and community members. The feasibility study participants met on a regular basis, between April 2011 and June 2011. Seven meetings were held, and one final community presentation where the results were presented to the community at large. The study process was inclusive and incremental. As the meetings were held, the feasibility study moved forward by building on the previous meetings’ comments on the respective design options. Grimm and Parker Architects would like to thank all of the feasibility study participants for their time and commitment to this task. Their enthusiastic attitude, creative ideas and thorough analysis have helped make this study meaningful for the school system and the community at large.

II. Executive Summary Purpose The purpose of this feasibility study is to develop options for modernizing Wheaton High School (WHS) and Thomas Edison High School of Technology (TEHST), determine constructability, develop preliminary phasing plans, develop cost estimates, and develop a preliminary construction time frame, based on the analysis of the existing site and current facility. The Board of Education charged the feasibility study participants to explore options for two different concepts: (1) Two buildings on the site; (2) One building with separate entrances, separate identities, and driveways. This study provides specific recommendations to MCPS for the modernization of the two schools to be performed in either a one-building option or a two building option. History The original structure was built in 1954 with multiple additions to the existing structure. The building additions include the following: 1962 classroom addition; 1965 auxiliary gymnasium addition, and 1972 auditorium addition. In 1982, Wheaton High School was modernized and an addition was provided to create a new regional vocational technical facility, Thomas Edison High School of Technology. In 2003, an addition was added to Wheaton High School to provide additional classrooms, administration and media center spaces (Fig. 2). The total area of the building is 336,360 sf (Wheaton High School-222,050 sf, Thomas Edison High School of Technology-114,310 sf).

Methodology The existing schools were evaluated by a design team of architects and engineers to determine how to modernize the schools to comply with the educational specification requirements. The study is based on the following:

• Meetings with the feasibility study participants. • Review of existing construction drawings. • Analysis of site features based on surveys and from visual inspection. • Review of the educational specifications and summary of space requirements. • Analysis of the existing physical plant. • Research conducted by the design team.

Overview Wheaton High School/Thomas Edison High School of Technology building is a three-story structure. The existing structure is constructed of non-combustible construction. The structural system is mixture of reinforced concrete framing and steel framing with steel bar joists. Interior walls are concrete blocks. The exterior walls are constructed of concrete blocks with brick veneer and exterior metal panel. The low sloped areas of the roof are a built-up asphalt roof system. The existing floor to floor height is approximately 12 feet, which imposes significant challenges in renovation of the existing building to current codes and requirements. The 28.23 acre site slopes generally from the north to south with the highest elevation, of approximately 395’, at the northeast corner of the site and the lowest elevation at the southeast portion of the site at approximately 355’. The site has significant grade change around the perimeter of the property with very steep slopes on the east side and along Randolph Road at the southeast and southwest corners of the site. The building is located on the north side of the site. The student drop-off, vehicle parking, and bus loop for Wheaton High School all currently share the same entry and exit to the site. The

vehicle parking and bus loop for Thomas Edison High School of Technology currently share the same entry and exit to the site, which is separate from Wheaton High School. Both schools are accessed from Dalewood Drive. The school site is adjacent to Maryland-National Capital Park and Planning Commission (M-NCPPC) property on the east side of the site. The Park property consists of a regional community swimming pool and a softball field that is currently utilized by Wheaton High School. This feasibility study proposes site and building resolutions for one and two building options for the Wheaton High School and Thomas Edison High School of Technology programs, respectively. In all, a total of fourteen site and building options were studied (seven for the one building scenario and seven for the two building scenario) and twelve were eliminated. In the end, two solutions are analyzed in this study, known as Options A and B respectively. While this feasibility study makes recommendations for the demolition of the existing structure and the new construction of either one or two new buildings, modernization of the existing building as a whole or in part was included in the fourteen options. It was determined by the feasibility study participants that modernizing the existing facility would be extremely challenging, not cost effective and impractical. A detailed analysis of the issues involved with modernizing the existing facilities is provided in the Existing Conditions portion of this study. Two options were designed with input from the feasibility study participants. Both options meet the programmatic requirements for the full modernization of the building. Both options meet the minimum programmatic requirements for the site. The full programmatic requirements for the site cannot be met on the existing site. A stadium facility, baseball field, softball field, four tennis courts and paved play areas are provided, however, the minimal size of the site did not provide space for practice fields or eight tennis courts. The one building site options explores the possibility of utilizing the adjacent M-NCPPC property to the east of the existing school site. Cost estimates were established for each option, and are presented in the Description of Options section of this report. A Life Cycle Cost Analysis of the options also is included in this report.

Common Design Elements Both options A and B involve the demolition of the entire existing structure and create new facilities with distinct entrances from Dalewood Drive. Both options utilize shared bus loops for the two schools, as arrival and departure times for Thomas Edison High School of Technology are different from Wheaton High School. Each scheme involves new construction designs that shall provide distinct identities for the two schools. Both options maintain two schools and two identities. Both options represent a student-centered facility that celebrates learning while providing a sustainable contemporary learning environment with future flexibility for expansion.

Option A Option A meets the educational and program requirements with separate new buildings for each school. A new Wheaton High School facility is provided at the southwest of the site. A new Thomas Edison High School of Technology facility is provided at the northeast of the site. A shared bus loop is provided looping around the relocated baseball field. Separate parking facilities are provided for Wheaton High School and Thomas Edison High School of Technology, with a total of 286 spaces. The stadium is reconstructed in a north/south orientation at the southeast portion of the site. All of the building elements from the educational specifications are included in this option. Minimal site elements from the educational specifications are included in this option, including a stadium facility, baseball field, softball field, four tennis courts and paved play areas. All new infrastructure and systems will be designed to meet MCPS standards, that include the HVAC, life safety, fire protection, electrical, lighting, data and communication systems. The modernized facility will comply with accessibility codes. Option A: Building Cost = $94,936,000 Site Work Cost = $20,516,000 Total Cost = $115,452,000

Option B Option B meets the educational and program requirements with a single, new building at the northeast of the site. A shared bus loop is provided at the north side of Wheaton High School/west side of Thomas Edison High School of Technology. Student parking facilities are provided for at the Southwest portion of the site; shared parking is provided for Wheaton High School and Thomas Edison High School of Technology staff near the bus loop. A total of 280 spaces are provided. The stadium and baseball field remain where they currently exist at the south of the site. All of the building elements from the educational specifications are included in this option. Minimal site elements from the educational specifications are included in this option, including a stadium facility, baseball field, softball field, four tennis courts and paved play areas. Conclusions and Recommendations After thoroughly analyzing the existing building and site, the proposed educational program, and the multiple options, Option A was the preferred option of the feasibility study participants. Option B, was considered a viable option by the feasibility study participants, however the one building solution was not preferred by the participants. The final design solutions are influenced by the need to keep both existing schools operational during the construction phase. Option A provided a more efficient design as a result of less impact of the existing schools on the new building construction areas. A detailed analysis of the two options is provided in this report.

III. Scope Methodology & Goals Scope and Intent The intent of this feasibility study is to explore options for modernizing Wheaton High School (WHS) and Thomas Edison High School of Technology (TEHST) to meet the educational requirements of its student enrollment, satisfy the staff and community concerns, and provide a cost effective, energy efficient, and safe facility to meet the future needs of the school. The scope of the work includes a survey of the physical plant and evaluation of the existing mechanical, electrical, and plumbing systems. The A/E design team analyzed the educational specifications and developed several site and building concepts addressing the scope. The feasibility study participants reviewed the progression of these concepts throughout the entire process. Their comments and suggestions were discussed, refined, and incorporated at each step during the process. The final concepts are presented as options in this report. As stated above, there was a preference for Option A. Methodology The feasibility study was developed with the following methodology:

• The A/E design team reviewed the available construction drawings. • The design team conducted visual analyses of the existing facility. • Several planning meetings were held with the feasibility study participants including members of the community, PTA,

and school students and staff. These meetings established the needs, goals, and objectives for the school. • Development of multiple building options and site improvement options were completed. Each option was prepared

in conjunction with the feasibility study participants to arrive at the preferred options for implementation.

General Goals The initial feasibility study participant meetings were held on April 5 and April 12, 2011. At those meetings, members of the community, PTA, students and staff brainstormed goals for the project. The following guiding principles were developed. The modernization of the schools shall provide: • A student-centered facility that celebrates learning while providing a sustainable contemporary learning environment

with future flexibility. • A “WOW” factor – the building and educational programs are so exciting that they attract students from all over the

county. • A state of the art facility that provides students, educators, and community stakeholders with cutting edge programs and

technology. • A beautiful, inspiring, sustainable facility that everyone can be proud of and bring out of town visitors to see. • Two Schools, Two Identities, both of which are a source of community and school pride The following are the primary goals and objectives established by the feasibility study participants to be addressed by the A/E design team and the MCPS staff.

• The feasibility study participants are to explore options for two different concepts: (1) Two buildings on the site; (2) One building with separate entrances, separate identities, and driveways.

• Determine constructability, develop preliminary phasing plans, develop cost estimates, and develop a preliminary construction schedule.

Existing Conditions Summary The existing Wheaton High School is located at 12601 Dalewood Drive, Silver Spring, Maryland 20906 (Downcounty Consortium) and the Thomas Edison High School of Technology is located at 12501 Dalewood Drive, Silver Spring, Maryland 20906. Currently both schools are located on the same site and share the same facility. The building is a three-story structure, with exits to grade at the lower and middle levels. The main entrance to Thomas Edison High School of Technology is at the lower level, while the main entrance to Wheaton High School is at the middle level. The existing structure is constructed of non-combustible construction. The structural system is mixture of reinforced concrete framing and steel framing with steel bar joists. Interior walls are concrete blocks. The exterior walls are constructed of concrete blocks with brick veneer and exterior metal panel. The low sloped areas of the roof are a built up asphalt roof system. The existing floor to floor height is approximately 12 feet, which creates challenges with low ceiling heights. Several undersized fire stairs serve the schools. The building has three elevators, two of which are compliant with ADA guidelines. The 28.23 acre site slopes generally from the north to south with the highest elevation, of approximately 395’, at the northeast corner of the site and the lowest elevation at the southeast portion of the site at approximately 355’. The site has significant grade change around the perimeter of the property with very steep slopes on the east side and along Randolph Road at the southeast and southwest corners of the site. The building is located on the north side of the site. The student drop-off, vehicle parking, and bus loop for Wheaton High School all currently share the same entry and exit to the site. The vehicle parking and bus loop for Thomas Edison High School of Technology currently share the same entry and exit to the site, which is separate from Wheaton High School. Both schools are accessed from Dalewood Drive. The school site is adjacent to M-NCPPC property on the east side of the site. The park property consists of a regional community swimming pool and a softball field that is currently utilized by Wheaton High School.

Reuse of Existing Building Elements This feasibility study proposes site and building resolutions for one and two building options for the Wheaton High School and Thomas Edison High School of Technology programs, respectively. While this feasibility study makes recommendations for the demolition of the existing structure and the new construction of either one or two new buildings, modernization of the existing building as a whole or in part was also analyzed. It was determined by the feasibility study participants that modernizing the existing facility would be extremely challenging, not cost effective, and impractical. Although there would be some positive aspects to renovate the existing structure, such as, it would be the “greenest” possible scheme (by reusing an existing structure) and the fields remain where they currently exist, the reasons for not pursuing this option out-weigh its advantages, and are as follows: • Specialized elements of the academic program would have to be closed for extended periods of time during construction

for the Thomas Edison High School of Technology such as the automotive technology, cosmetology, culinary arts and the construction trades technology.

• When evaluating the existing facility for its conformance to the educational specifications, the most significant problem is the lack of space to accommodate the required program. The most notable difference is in the number of required classrooms and labs. Phase one would have to be the construction of a new three story classroom building addition to Wheaton High School. That could take 12 to 15 months. A series of subsequent phases could take approximately 24 to 30 months. In all, the total construction time for this option could be greater than the option of building a new facility.

• Certain key facilities such as the cafeteria, auditorium and gymnasium would have to be closed for extended periods of time during the incremental construction.

• The current configuration of the building and site limitations make it difficult to expand the schools any further. • The relatively low floor to floor heights make providing air distribution and air quality systems difficult to meet current

code requirements while maintaining ceiling heights that are not too low.

After evaluating the existing conditions of the building and the site, it was determined that the most cost-effective solution is to pursue the demolition of the existing older structure and the construction of one or two new buildings on the site. However, due to the relative age of the 2003 addition, the question of possibly preserving and incorporating it into the proposed new facility required a further evaluation of the existing conditions of that wing to determine if it could be a viable solution.

V. Description of Options General While many options were explored by the feasibility study participants, ultimately two options were developed in response to the MCPS educational specifications; a two building option and a one building option. Option A (2 building scheme) consists of two new buildings; a new Wheaton High School at the southwest end of the site, and a new Thomas Edison High School of Technology at northeast end of the site. Option B (1 building scheme) consists of a new, shared facility, utilizing the adjacent softball field. Both options meet the programmatic requirements for the full modernization of the building. Both options meet the minimum programmatic requirements for the site. The full programmatic requirements for the site cannot be met on the existing site. A stadium facility, baseball field, softball field, four tennis courts and paved play areas are provided, however, the minimal size of the site did not provide space for practice fields or a full eight tennis courts. The one building site options explores the possibility of utilizing the adjacent M-NCPPC property to the east of the existing school site.

Programmatic Evaluation Of The Existing 2003 Wing After evaluating the 2003 addition in context of proposed options, it became apparent that preserving the existing 2003 addition creates more challenges than opportunities.

• The present location and configuration on the site limit the new building or buildings where they attach to the existing 2003 addition. The new building would have to conform to the present conditions both in plan configuration as well as in section (matching the existing floor to floor heights). This dramatically reduces the efficiency of the new building and the new site design options.

• The incorporation of the 2003 wing into a new building would require extensive renovation and reinforcement of the perimeter wall, including removing two existing fire stairs in order to link the eventual new building to the existing main paths of circulation in the existing wing.

• The building doesn’t meet the current program requirements and the existing 2003 addition would have to be significantly modified to its structural core and receive new perimeter walls, new windows, new roof membrane, insulation, interior partitions as well as new mechanical and electrical systems.

The total removal of this building addition proves to be the most appropriate and sensible course of action in order to optimize the new building (or buildings) layout, site design and parking count. In all, a total of fourteen site and building options were studied (seven for the one building scenario and seven for the two building scenario) and twelve were eliminated. In the end, two solutions are analyzed in this study, known as Options A and B respectively.

Common Site Design Elements for Each Option Site Access There are six existing points of access to the site, all of which are on Dalewood Drive. Both of the options utilize the existing access points. The sight distances at each of the existing access points are adequate. Common Site Elements

• A shared bus loop is provided for the two schools, as arrival and departure times for Thomas Edison High School of Technology are different from Wheaton High School.

• The stadium is provided adjacent to Randolph Road. • Separate entrances are provided to each school.

Storm Water Management For each option, it is anticipated that additional quantity and quality management measures, designed in accordance with the most current Montgomery County storm water management regulations will be required. Common Building Design Elements for Each Option Common Building Elements – Wheaton High School

• Courtyards are utilized to provide natural light to as many spaces as possible. • The music suite is located near the auditorium. • The administration suite is located at the main entrance. • Science laboratories are located on the highest level.

Common Building Elements – Thomas Edison High School of Technology • The administration Suite is located at the main entrance. • Direct exterior access is provided to the construction trades and automotive technology labs. • Culinary arts, cosmetology and automotive technologies are provided with shop front opportunities.

HVAC System The mechanical solution for the proposed options are the same. A state-of-the-art energy efficient heating, ventilating and air conditioning system will be installed in accordance with local codes and MCPS design criteria. Electrical Power System The existing electrical service will be removed in its entirety. A new electrical service will be provided for each school in each option, including new power and lighting. Emergency Power System A new emergency generator will be provided for each school in each option that will provide emergency power for the emergency lighting, boiler(s), security systems, and kitchen refrigerators and freezers. Fire Alarm System Each option will have an entirely new code compliant fire alarm system. Plumbing All existing plumbing fixtures and piping (including underground and concealed piping) will be removed and replaced with new plumbing in accordance with local codes and MCPS design criteria. Sprinkler Each option will be fully sprinklered.

The stadium is reconstructed in a north/south orientation at the southeast portion of the site.

• Option A includes a new 322,860 sf, 3-story facility for Wheaton High School and a new 123,140 sf, 2-story facility for Thomas Edison High School of Technology.

construction of a portion of the stadium on their site. • Wheaton High School and Thomas Edison High School of Technology are separate and distinct facilities. • Facilities can be completed with minimal disruption to educational activities.
