What’s the Objective?
"Human capital investments have come to be seen by many corporate executives as a source of competitive advantage, and research over the last 10 to 15 years confirms that this intuition is correct. . ."
"At the level of specific industries, lack of good data on intangibles and their contribution to productivity and performance may lead to a misallocation of resources, both within firms and between firms in the same industry."
Unseen Wealth: Report of the Brookings Task Force on Understanding Intangible Sources of Value, October 2000
Current approaches: fortune telling & fire fighting
• Provide a systematic, effective, and efficient method for ensuring successful engineering technology transfer.• Maximize the process to ensure that the right people get the right skills at the right time; to minimize and mitigate the impact of human performance and skill deficiency.

requirements, training needs, individual job-qualification requirements, and solutions outside of training.
• ETA includes teaching tools, covering procedures and methods used to optimize the implementation of new or upgraded technology. It can also be applied to improve steady-state operations. Since the early 1990's, companies have used ETA to help them integrate new technology into the workplace, improve existing operations, and improve workforce performance.
