Welcome to the Valley!
Thank you for considering Western Nebraska for your next place of business. We know that you have many
choices when it comes to starting or expanding your operations, and we are honored that you have
considered the valley! We believe that you will find the Scottsbluff/Gering communities to be an excellent

business, and an abundant quality of life. Those of us who have called the area home for years are excited

Scottsbluff/Gering, a twin cities community, is located in Western Nebraska; the area is known as the
Panhandle. With the Scotts Bluff National Monument as a scenic backdrop, the two communities have a
population of approximately 30,000 combined, but serves a primary trade area of more than 50,000 and a
secondary trade area of about 125,000. Although the city is a host to many businesses and amenities, it
provides a quality of life that most people look for in a community. Our residents have a strong sense of
community pride, value of neighborhood, and a strong work ethic. Conveniently located to larger
metropolitan areas, you can get away to a concert or opera or for a fun ski weekend in the mountains or
just stay home and enjoy the lake just 6 miles north of town and experience boating and fishing or go hiking
in the Wildcat Hills just outside of the south end of Scottsbluff/Gering. Wildcat Hills offers 30,000 acres of
public land surrounded by a beautiful setting in the great outdoors. Abundant trails for biking, hiking, site-
seeing, and birdwatching, the Wildcats offers opportunities for fishing, golfing, and hunting as well. We are
proud to have an abundance of outdoor recreational opportunities and entertaining things to offer- all this
in addition to several community events and festivals offered throughout the year. There is never a lack of
things to become involved in. Scottsbluff/Gering is an area where you can truly make a difference and be

Economic Development for Western Nebraska
Twin Cities Development Association, Inc. (TCD) is a non-profit organization, founded in 1985, and is
the economic development organization for Western Nebraska. It is the goal of TCD to support
economic development activities that create jobs and bring new capital into the area, as well as support
the expansion of existing businesses.
CITY OF SCOTTSBLUFF HISTORY
Scottsbluff is a city in Scotts Bluff County, in the western part of the state of Nebraska, in the Great
Plains region of the United States. The population was 15,039 at the 2010 census. Scottsbluff is the
largest city in the Nebraska Panhandle, and the 13th largest city in Nebraska.
Scottsbluff was founded in 1899 across the North Platte River from its namesake, a bluff that is now
a U.S. National Park called Scotts Bluff National Monument.
CITY OF GERING HISTORY
Gering is a city in Scotts Bluff County, Nebraska, United States. The population was 8,500 at
the 2010 census. It is the county seat of Scotts Bluff County. Gering was founded in 1887 at the base
of the bluff that is now the center of Scotts Bluff National Monument. It was named for Martin
Gering, a pioneer merchant. The city of Scottsbluff was founded across the North Platte River from
the bluff in 1900. Separated only by the river, the two cities have since grown together and now form
the 7th largest urban area in Nebraska.

The Scottsbluff MSA is a $1.74 billion dollar economy
with Imports and Exports totaling to more than $4.5
billion dollars.
With a combined MSA population of more than
38,000 our Primary Trade Area is approximately
48,795. Our Extended Trade Area is more than
$125,000.
The Scottsbluff MSA per capita sales are closer to
regions nearly double this size, and it shows in the
industry and retail located within the area.
Through License Plate Imaging reports, Cash Card
Transaction details, and User Generated MobileLocation Data (UGMLD), much of our demand and
sales within the MSA come from outside of the
region. Wyoming, Colorado, and South Dakota are
major contributors to our economy locally. This
information is used to compile Leakage

Every day, nearly 25,000 cars travel through the city
limits of Scottsbluff on Highway 26, and this traffic
filters deeper into the city limits promoting local
economy.
The traffic within the Scottsbluff MSA is not just
average daily commuters coming to work, running
ordinary errands, or conducting daily business. The
mix comes from tourist’s spending money as a result
of our many traveler and sightseeing experiences
within the region.
The Scottsbluff MSA enjoys low commuting times,
50% that of the national average. In addition to this,
we have a high Livability Score which contributes to
a lower cost of living, decreased housing cost, and
reduced health index cost.

HISTORY Three miles east of Scottsbluff, in Scotts Bluff County, Nebraska, the Western Nebraska Regional Airport is
owned by the Airport Authority of Scotts Bluff County. Located within the center of the United States, the airport
is named after William B. Heilig. Known as "Scottsbluff's Mr. Aviation," he was a World War II United States
Army Air Force primary flight instructor, a civilian flight instructor, and manager of the city’s airport.
The National Plan of Integrated Airport Systems for 2011–2015categorized it as a primary commercial
service airport based in enplanements in 2008 (over 10,000).
Western Nebraska Regional Airport opened in 1934; it had a hangar, commercial airline connections, air mail
service, lighted fields, a weather bureau station, and was a pilot training facility. On September 5, 1942
Scottsbluff was selected as one of seven satellite air bases in Nebraska. Twenty-eight farms were vacated so
construction could begin at a cost of 5.5 million dollars. The original Scottsbluff Municipal Airport closed to make
way for the new airfield.
The airport covers 1,806 acres (731 ha) at an elevation of 3,967 feet (1,209 m). It has two asphalt runways:
12/30 is 8,279 by 150 feet (2,523 x 46 m) and 5/23 is 8,002 by 150 feet (2,439 x 46 m). In the year ending May
31, 2011 the airport had 28,138 aircraft operations, average 77 per day: 89% general aviation, 8% airline, 2% air
taxi, and 1% military. 43 aircraft were then based at this airport: 86% single-engine, 12% multi-engine, and 2%
jet.
SERVICES & ACCOMODATIONS A strong emphasis on customer service and providing royal treatment is the goal for every single customer that
comes to the Western Nebraska Regional Airport. The Western Nebraska Regional Airport does not charge for
landing and/or tie down fees.
Currently, the WNRA has two to four dedicated flights to Denver International Airport each day. This service is
provided seven days a week.
The Western Nebraska Regional Airport has a total of three conference rooms, two of which are set up with

teleconferencing capabilities, screens for presentations and Skype. The largest conference area can
accommodate approximately 80 people, the mid-size room can accommodate approximately 30 people, and the
smallest of the three can accommodate 25 people. Food service for meetings is also available at the Flight Deck
Restaurant and Lounge, a full service restaurant and lounge. This restaurant serves both Traditional and New
American style food, barbecue, burgers, brunch, dinner, seafood, and a buffet. The Flight Deck Restaurant and
Lounge welcomes both reservation and walk-ins; large groups are always welcome. With the family style
atmosphere, the Flight Deck Restaurant and Lounge is sure to be a great place to take the whole family. With a
wait staff that prides themselves on providing excellent customer service, the Flight Deck Restaurant and Lounge
offers indoor and outdoor patio seating and is open seven days a week. Catering service is also available.
The Western Nebraska Regional Airport is equipped to handle weather related incidents that may occur. Snow
removal equipment is utilized to keep the runway clear, parking areas unobstructed, and reduce the need to
cease daily airport operations. In fact, in 2014 and 2015, the Western Nebraska Regional Airport remained open
all but one day total due to extreme weather conditions.
De-Ice is available for aircraft at a moment’s notice. The Western Nebraska Regional Airport De-Ice trucks have
a 45 foot reach and are mobile units.
The Western Nebraska Regional airport also has an in-house fire department. Prepared for emergency
situations, the WNRA Crash Rescue is staffed professionally trained firefighters. Furthermore, EagleMed, an air
medical transport service, is stationed at the airport for critical medical emergencies.
Dual Instrument Landing Systems (ILS) are available on 12/30 as well as the Airport Automated Weather
Observing System (AWOS) for the WNRA. Global Positioning Systems (GPS) is also available. The very high
frequency radio range (VOR) is approximately six miles from the airport.
The Runways are Concrete and Porous Friction Force (PFC); the top four inches are FC designed to eliminate

water, therefore reducing problems of icing on the runways. Landing capabilities for weight on the runway are:

Being that the Western Nebraska Regional Airport is the designated diversionary airport for Denver International
Airport, the airport has occasionally accommodated planes as large as the C-17.
Lavatory Service Carts are available at the WNRA which includes restroom discharge and fresh water
replenishment. This service is also available to minimize turnaround time (quick turnaround). Other ground
handling services are available for quick turnarounds.
100 Low Lead (100LL) and Jet A aviation fuels are available at the Western Nebraska Regional Airport. Current
fuel prices are available at www.airnav.com/fuel/local.html .
Courtesy shuttle service is available as well as rental cars. Rental car services provided by Hertz Rental Car
(onsite) and Enterprise Rent-A-Car (offsite).
Pushback tractors and tie downs are available for the aircraft.
The WNRA provides state of the art facilities for pilots, including a sleeping lounge with a television and
computer, workout stations, and a private lavatory with shower.
