The Thompson Rivers University (TRU) Clocktower auditorium must have felt like a hostile envi-

ronment for anyone in support of the pro-posed job-generating KGHM Ajax Mine during a recent open forum hosted by the faculty association’s human-rights com-mittee.

Indeed, the lone person to speak favour-ably of the gold-and-copper project, TRU economics professor Shahriar Hasan, half-jokingly said he regretted it after hearing the packed room’s fierce opposition.

Derek Cook, forum organizer and TRU professor of philosophy and politics, began by introducing those speakers who contacted him in advance for a moment on the floor.

Among them were Stop Ajax and its affiliate Kamloops Area Preservation Association, environmentalist Bronwyn Scott, a TRU biologist, the Raging Granniesand a “rabble-rouser” from the Kamloops Voters Society.

No one from Ajax showed up, which Cook previously suggested may be unwise.

“If either failed to show, people might think that that side had something to hide,” he said.

As it was, the crowd did a lot of cheering.It cheered for Kamloops Coun. Donovan

Cavers and his well-established opposition to the proposal by multi-national corporation KGHM based on environmental impact and proximity to residential neighbourhoods,

such as Aberdeen.“I’m going to start calling it the Aberdeen

mining project to bring that perspective to the wider community,” he said.

Hasan followed the crowd-pleaser by explaining that he agreed to speak only two days prior and only at the behest of his col-league Cook.

“Now I’m debating whether I should talk at all,” he chuckled along with the audience.

Hasan said he lives in Aberdeen and has a young daughter going to Aberdeen Elementary, so “if what you guys are saying is true,” he has concerns.

But he said he would make his case based solely on financial considerations.

He began by providing a gloomy economic analysis of the future of Kamloops, saying Statistics Canada research ranked it the low-est population growth in the province for 11

years.At this rate, he said, the younger demograph-

ic will soon dissipate to unhealthy levels.Another strike against Kamloops is its

reliance on government-funded jobs, with Interior Health as the city’s largest employ-er followed by the Kamloops-Thompson School District. The third-largest employer is TRU, which is significantly publicly fund-ed.

KGHM’s estimates of 750 jobs during mine construction and 490 jobs during opera-tion are not enough to provide the lone solu-tion, he said, but it should help stave off the worst of the financial blow.

He also explained an economic theorem whereby a negative impact on one’s sur-roundings can be settled through financial compensation.

air quality, our water quality and so on, if it’s true, they would be invading our ‘space,’” he said.

But there’s a hitch.“Whether it’s my space or their space is not

clearly defined, that’s the problem.”And that’s up to government to determine,

he said.He summed up by saying that when there’s

gold in someone’s backyard, often it’s not a case of whether it’s mined but when.

Although respectful toward the jittery pro-fessor, members of the audience didn’t hide their disdain for the project.

They cheered to one man’s suggestions that there is no amount of money to compensate for the mine’s anticipated damage.

They cheered to a real estate developer’s suggestion the Ajax solution to local eco-nomic issues is a short-term gain when con-sidering the loss of land to the future of his industry.

Cavers added that 60 per cent of the city’s future development is slotted for the affected area.

They cheered when another audience mem-ber wondered if KGHM’s job estimates will be outsourced to people outside Kamloops.

In short, the audience’s rejection of the plan dominated the forum.

Cavers said he believes a citizen satisfac-tion telephone survey underway will show Ajax as uppermost in people’s minds. But he balked at the notion of holding a referendum, saying it wouldn’t be binding.

“And people are of two minds about that,” he said. “KGHM has a lot of money and could potentially win it if they throw enough money at it.”u

Perhaps the strongest evidence of a recovery in the Kootenay recre-ational market is the sale of ranch-

sized acreages at the exclusive Ranches at Elk Park just outside of Radium Hot Springs. Prices range to nearly $3 million – and that is just for the land.

“We have sold two lots and we have holds on two others,” said Rudy Nielsen, founder and president of Niho Land & Cattle Company, which is marketing the ranches through its sub-sidiary LandQuest Realty.

Prices roam from $9,000 per acre for small parcels to around $2,100 per acre for 400-acre and larger ranches.

The 3,500 acres at Elk Park, a gated ranch community and perhaps the only one in B.C., are divided into 16 ranches, from 36 acres to 480 acres.

The two lots that sold – one to a retired Edmonton oil executive – are both in the 100-acre size, as are the two with pending sales.

The Ranches at Elk Park are what Nielsen calls a “rare collection” of recreational private estate properties. The ranches are framed by Kootenay National Park and the Columbia Valley and prices range from $390,000 to $2.95 million for 200 plus acres with a lake.

“This is a very exclusive opportunity,” said Nielsen, 70, B.C.’s most prolific land dealer. In the last 40 years, he’s put together thousands of successful real estate deals, involving tens of thousands of acres, from small plots to ocean islands, to entire town sites and huge farms

and ranches. “There’s nothing else like this in British Columbia. South of the border, in places like Montana, similar ranch-style communities are far less pristine and their prices are much steeper.”

Calgary-based Schickedanz West, the owner of the Ranches project, is adding a com-prehensive amenity centre outside the access point with fitness facilities and a private own-ers’ lounge, Nielsen said. He credited owner Fred Schickedanz for having the vision and patience to create “one of the best recreation-al ranch developments I have seen in a long time.”

Nielsen said buyers are a mix of permanent residents and seasonal owners who plan to

eventually retire to the property. They share an common appreciation of nature, outdoor adventure, horse-back riding, hobby ranching and getting away from it all, “without going too far or spending too much.” Some of the ranches are lakefront, others have valley views and all have the security and privacy only big money can buy: there is only one access road and it is protected by a controlled locked main gate.

Albertans The success of Elk Park is likely cheered by other land and recreational vendors in the Kootenays, especially since it heralds the return of Alberta investors.

In 2007, Albertans were big in the Kootenay

Ranch-size sales cheer vendorsarea, grabbing more than 2,000 residential properties and more than 600 plots of vacant land, with the Columbia Valley figuring large. With the BC/Alberta border so close to Calgary, the Kootenays were a natural lure. Then the oil-fueled global economy stalled and Albertans went quiet; in 2010 Albertan purchases were off by more than 70 percent or 756 sales of residential properties. However, with the global economy swinging back and oil now north of US$100 a barrel Nielsen expects a resurgence of Alberta buyers into the Kootenays.

“our sales team says the number and quality of calls coming out of Alberta has increased substantially, compared to anytime from mid-2008 to late 2010, “ Nielsen said.

A recent survey by the Royal Bank fore-casts Alberta will lead the entire country in economic growth this year and next, and like-ly into the next decade. one telling stat: the average weekly wage in Alberta is $1,036 a week, almost one-third higher than the rest of Canada.

And Albertans traditionally look to B.C. for recreational property.

“You can golf, ski, and catch a large rainbow trout, all in one day in the Kootenays,” Nielsen said. He notes that the ski hills of Panorama Ridge near Invermere and the amenities of Fairmont Hot Springs are close by Elk Park, with almost two-dozen golf courses within a 30-minute drive.

Nielsen said The Ranches will attract a select type of buyer.

“The price range is for individuals with a pioneering spirit ready to embrace a rare oppor-tunity to own their own private ranch right at the foot of the Rocky Mountains.”u

Squamish waterfront starts selling A six-year hiatus in the re-invention

of the Squamish waterfront will soon be over, as Cushman & Wakefield Ltd. began marketing more than 100 acres of former industrial properties for develop-ment last month. The land, once heavily polluted, has already been remediated.

Squamish Oceanfront Development Corp., an arm’s-length company Squamish district council launched in 2004 to realize its vision for a revitalized waterfront, contracted the brokerage’s Vancouver office earlier this year to market 60 acres of former industrial land and 44 acres of fee-simple water lots.

“We would consider everything from an out-right sale to a joint venture or equity partners. We would consider it all,” said Bill McNeney, chair of the district-owned developer. “We weren’t asking them to lease it or do a joint venture or an equity partnership; we were asking them to take it to the market and see where the interest was.”

The site was originally set to be devel-oped by Vancouver-based Qualex-Landmark Group. Plans for a $500 million mixed-use community collapsed in October 2006 when Qualex-Landmark pulled out following changes to its original agreement that significantly altered the terms of the deal.

“We’re not saying that Squamish doesn’t have a bit of a checkered past as a community for developers who just ended up frustrated,” McNeney conceded.

ing a six-storey wood-frame condominium building a year ago, Quattro Development has completed the first such building in the Lower Mainland, called Quattro3.

“We are proud to lead developers with this new marker for wood-frame construction. It helps keep Quattro3’s home prices more affordable for both homebuyers and investors,” said Charan Sethi, president and CEO of the Tien Sher Group of Companies.

The building, in the Central Surrey area, marks a change in B.C.’s building code, which now allows wood-frame buildings as high as six storeys, from four floors previously.

Peter Simpson, president and CEO of the Greater Vancouver Home Builders’ Association, says six-storey wood-frame buildings are a viable option for residential buildings in Metro Vancouver. “This type of wood-frame construction is not a new idea,” he said. “It has been going on in Europe with great success in recent years.”

“Six-storey wood-frame construction is as safe as any other form of construction because [the] fire code is even more stringent,” said Anne McMullin, president and CEO of the Urban Development Institute. “Clearly it represents a future trend in B.C. construction.”

In May 2011, fire destroyed the first attempt at building a six-storey wood-frame condo-minium building in Richmond. Canada’s dinosaur capital is cer-tainly more prepared for future growth than it was a few years

ago, and that growth is looking likely.All you need to do is look around and you

can see the south-central Alberta community of Drumheller has benefitted recently from a healthy dose of public-sector spending – cash that has added to the array of services avail-able in the Badlands service centre.

Most obviously, there’s the new $25 mil-lion Badlands Community Facility (BCF), a multipurpose building in the heart of the Red Deer River Valley community. The complex includes a new public library, field house, indoor running track, fitness facility, meet-ing rooms and arts-and-culture spaces.

Ultimately the land around the new com-plex will also house a new arena and curling rink, giving Drumheller a second ice arena and a better draw for major tournaments.

Such events will help add to hotel occu-pancy during the slower winter tourism sea-son, when visitation to key attractions such as the famous dinosaurs and the Royal Tyrrell Museum decline.

Of note, the BCF can also welcome up to 750 guests in one location for convention-related events. That’s key for a place with hotel capacity to spare during conference season – especially one that’s less than 90 minutes from Calgary and another hour from Edmonton.

“I think that [the BCF] is probably the

biggest news in Drumheller,” said economic devel-opment officer Bob Cromwell, a former city dwell-er who gushes enthusiastically about the beauty of the Badlands.

“We seem to be quite targeted right now by var-ious businesses and associations in having their conferences here,” he added.

While visitors to Drumheller may not notice other changes – a new $20 million Catholic school and $22 million in public-school upgrades – those improvements are important steps for a community that is one part tourism draw, another part agriculture and petroleum service and a third part region-al service centre.

Infrastructure-wise, Drumheller has been making important strides as well, notes Cromwell, with $22 million spent recently on wastewater-system improvements and another $4 million to extend water mains to the more rural parts of the river valley municipality.

As well, the city will spend roughly $2 million starting late this fall on renovating former library space to accommodate a move of the town office into the downtown core, something that should be another enhance-ment for the tree-lined streets of the former

mining town.While building-permit numbers the past

few years have dropped off somewhat (the big-ticket public projects were permitted in 2010 or earlier), the town still recorded about $10.7 million in new-building activity in 2011 and another $8.5 million for the first nine months of 2012.

100 yearsDrumheller will mark its centennial in 2013, and things appear to be looking up as 100 years as a community loom. For starters the tourism business has been good in 2012, with visitor numbers up by as much as 20 per cent according to Cromwell.

Heather Bitz, general manager of the Drumheller & District Chamber of Commerce, shares that conclusion.

“From the [tourism operators] I’ve talked to I would say it’s been a pretty good season,” she said, noting the community’s tourism

businesses have also been making changes. The largest hotel operator with four prop-erties, Canalta Hotels, has added meeting space for smaller conferences while the new owners of the Drumheller Inn are upgrading the 100-room property whose height makes it a valley landmark.

There are also new retail businesses in the downtown core, Bitz says, but nothing more in the way of large retailers. Drumheller is already home to some of the country’s more common big-box stores, such as Wal-Mart and Canadian Tire and chains such as Shoppers Drug Mart, making it a draw for the region’s shoppers.

While it may not be evident in the valley, there are also a few other things happening in the Drumheller region, development wise.

Property-wise, residential values have increased about 2.25 per cent in the last couple of years, with detached houses aver-aging $240,000 on 79 sales in the first nine months of 2012. That’s a greater number of sales in nine months than what sold in all of 2010.

Industrial Industrial space appears to be harder to find, according to longtime local realtor Bob Sheddy, who does business in several Alberta markets and is the broker of record for Century 21 Power Realty in Airdrie.

“[The Drumheller] industrial vacancy has continued to tighten to the point where we don’t have some spaces available for certain sizes of industrial tenants, and we’re going to have to get creative this fall,” Sheddy said. “This tight vacancy is going to create a great opportunity for some investors looking to buy some two- or four-bay industrial shops in the coming year.”

Sheddy says annual per-square-foot lease rates on industrial properties range from about $9.50 to $13.10.

Buyers can expect to pay from between $42,000 per acre in country rural industrial areas to $100,000 in an industrial area with streetlights, gutters and all services.

Commercial land along the highways in town has sold for around $1 million per acre in some circumstances, but typically settles in at around $400,000 per acre, Sheddy says.

Significantly, while the inquiries for land almost all but shut off from 2008 to 2011, Sheddy said, “Now we’re starting to get offers on land from pure speculators who see Drumheller as a smart place to invest.”

While the energy and agriculture sectors affect Drumheller, other factors can also influence the real estate market.

Movie Recently the shooting of scenes in the movie Seventh Son starring Jeff Bridges pumped up local hotel occupancy and boosted hospitality revenue, notes Cromwell. While the major-ity of the film was shot in the Vancouver area, the potential for the Badlands from the film seems untapped. Indeed, Seventh Son’s opening Imax scene, with the wonders of the Badlands, may turn out to be a powerful ad for the area.

And, notes Cromwell, what happens in Hollywood can influence demand for many

St. Albert demands Canterra ante upThe City of St. Albert city council

voted unanimously in September to stop subdivisions in its Kingswood neigh-bourhood until Canterra Developments Corp. provides a park and school site.

“Over the last decade the city has tried numerous times to work with the developer to find a way to accommodate the needs of both the developer and the community,” said Mayor Nolan Crouse.

“We are deeply frustrated and disappoint-ed in the actions and stance of the devel-oper for sacrificing the community’s interest to uphold [its] personal preferences.”

Canterra is cool to the idea of a high school for Kingsway, or an easy connection that will facilitate high-school traffic. The developer wants only an elementary school to be permitted in the community.

Canterra president Murray Brown was quoted in the St. Albert Gazette, the city’s largest newspaper, as being unapologetic regarding his company’s plans. His remarks were controversial and may anger some teenagers.

“In our opinion, they don’t make for great neighbours,” Brown told the newspa-per, which went on to quote him as saying, “I think that’s our assessment of how we feel about teenagers in general …”

The ongoing issue remains in the higher-end suburban city: residents of Kingswood are still without either a finished park or a neighbourhood school at this point.

Okotoks (finally) moves to lift growth cap with land grabThe growth cap is off for one of

Alberta’s fastest-growing towns.Okotoks town council voted ear-

lier this fall to support a continuous growth model for the Foothills com-munity of 25,000, located roughly 15 minutes south of Calgary.

That means rather than sticking with a population cap of between 25,000 and 30,000, Okotoks will look to start annexing land on its fringes in the Municipal District of Foothills. Okotoks was the 10th-fastest-growing community in Canada from 2006-11, with 42.9 per cent population growth.

“Okotoks town council looks forward to working with administration and the pub-lic to develop our plans for future development in Okotoks,” said Okotoks Mayor Bill Robertson.

The town has been seriously studying whether to move beyond the estimated build-out population of between 25,000 and 30,000 since 2008.

While public feedback on the issue has been mixed, Okotoks council believes that a majority of its citizens consider growth inevitable, and that solutions need to be found for the town’s future water supply that will allow for the quality of life to be maintained in the community.

The town’s primary water source is the Sheep River, but with no cheap access to more water from the river to accommodate growth Okotoks will need to take further steps to buy up existing water licences in the area to allow for growth.

The town also expects it will have success working with the surrounding district on the issue, despite the fact that new Foothill subdivisions are contributing to growth pressure in the community.

Robertson said Okotoks has a long history of successful ventures with its rural neigh-bour, including development of industrial lands and recreation facilities.

Big-city building numbers jumpWith two-thirds of 2012 behind them,

building activity was up in Alberta’s major cities by about 7.9 per cent in Calgary and a somewhat more impressive 13.7 per cent in Edmonton.

Still, Calgary was way ahead in total new construction, hitting $3.33 billion for the first eight months of the year, ahead of Edmonton’s $2.2 billion for the same period.

Residential growth has been the big engine in Calgary this year, with single- family residential permits up by more than 490 units and overall residential construction up by almost 26 per cent. Non-residential permit values were down about 7.8 per cent.

Edmonton’s increase was evident almost across the board, with only the institutional sector’s building activity lower in the first eight months of the year.

Calgary housing sales are also up for the first nine months of the year, rising 15 per cent over 2011.

Natives eye casino expansionThe Tsuu T’ina First Nation wants to

add significantly more development to its casino site on the edge of southwest Calgary.

The Tsuu T’ina announced plans in late September for a $65 million expansion of its Grey Eagle Casino project, something some southwest Calgary residents believe should not go ahead without major infrastructure improvements.

Tsuu T’ina plans call for a 4.5-star, 178-room hotel with conference and banquet

facilities to be built adjacent to the existing casino, a 2,000-seat entertainment centre and an expanded gaming-room floor with an additional 300 slot machines.

The casino property is currently accessed via the Glenmore Trail Interchange at 37th Street, which the Tsuu T’ina Nation has no plans to contribute toward upgrading.

I t is not hard to find clues to the growth in Estevan: building permits are aver-aging nearly $3 million per month,

there is high demand for industrial land and residential rents are the highest in Saskatchewan.

While most equate this city of 12,000 with oilpatch plays, according to land develop-ment manager Rob Denys, “We have a very diversified economy.” While the traditional money makers – oil, coal and farming – still dominate, Estevan is also becoming a unique centre for carbon capture storage technol-ogy.

In fact, a 3.3-kilometre-deep hole – the deepest ever in Saskatchewan – has been sunk near Estevan as part of a multibillion-dollar venture that will be the first commer-cial-sized exhibit of carbon dioxide capture and storage techniques when it completes next year.

The well will be used as a deep saline car-bon dioxide storage site for SaskPower’s Boundary Dam carbon capture project. Together the two will meet emission reduc-tion targets by taking captured CO2 gases and driving them deep underground.

“This project is already the first of its kind in the world, so to find that we drilled the deepest well is a nice surprise,” said Malcolm Wilson, CEO of the Petroleum Technology Research Centre (PTRC).

The deep well is the primary storage shaft for Aquistore, a $26.5 million research proj-ect that is the first commercial-scale deep

saline injection project in the world. PTRC is attempting to demonstrate that deep geo-logical storage of industrial CO2 is safe and economically and environmentally feasible since it is geared toward reducing greenhouse gases to meet Canada’s climate change goals.

The dam refit will be pumping approxi-mately 110 megawatts of electrical power into the Saskatchewan grid while capturing most of the carbon dioxide and other nox-ious and useful gases. CO2 can be used as an agent to enhance oil-recovery practices in the

southeast Saskatchewan oilpatch. “The Aquistore project is an important one

as it puts Estevan and Saskatchewan on the world stage,” said Wilson.

to the frontline of economic growth in Saskatchewan.

In a recent study of current and future development plans for the City of Estevanit was noted the city had issued $22 million in building permits through August and antici-pated total construction values for the year

will be in the $35 million range. If permits do hit that total, it would give

the city an impressive five-year average of almost $40 million. The figures include 586 housing units, which have been constructed in just under five years, as well as 200 hotel rooms.

Industrial On the industrial side, the report noted that the Glen Peterson Industrial Park, which opened in 2009, has seen relatively strong interest. Currently the park is home to the Saskatchewan Energy Training Instituteas well as a handful of businesses. There are still six lots available in the park and the city is getting daily inquiries about available property. Denys said a serviced acre in the park is selling for around $200,000.

The city sold 18 acres of land directly north of the industrial park to an Edmonton-based developer in 2011. The mixed industrial/commercial development will also see the start of the extension of King Street to nesbitt Drive.

As well, some of the land that was trans-ferred by the RM of Estevan to the city has been reserved for industrial uses.

More hotels On the commercial side, the report focused on the city’s northeast commercial area. The city has sold land in the area to developers for two more hotels and construction is expected to begin later this year or in early 2013.

It’s expected development in the area will be will also include an office building, strip mall and restaurant. There are also plans for a strip mall/residential complex in the area that will provide 24 much-needed rental units for Estevan.

Landlords welcome“We have 1 per cent rental vacancy rate,” Denys said, noting that the vacancy rate has been below 2 per cent for years. Demand from transient workers means that two-bedroom apartments now rent for north of $1,100 per month, the highest in the prov-ince.

As a result, the City of Estevan is offer-ing two-year property tax holidays and other incentives to anyone who builds permanent rental apartments under its CANDO pro-gra,.

Recently, six low-cost rental units were included in a 12-suite project by SV Rental Corporation, but the project required $1 million in federal and provincial assistance. Along with the money from the two upper levels of government, the City contributed by offering tax breaks.

Residential developers, however, are con-centrating on market housing in an effort to cash in on the resource-fuelled boom.

The first private residential development in years kicked off in September with the launch of a new subdivision by Trimount Estevan Developments Ltd. The land, covering 84 acres, was bought from the city, which is tra-

ditionally the largest land developer.Mike Reinhaeller, vice-president of oper-

ations for Trimount, noted that 22 acres is being dedicated to the first two phases of the development that can expand to embrace as many as 230 single-family homes.

All services including sidewalks, curbs, water and sewer should be completed by December, with most of the properties in Phase 1 already serviced, Reinhaller said.

Building sites have been prepared for the first 37 single-family residences, noted Terry Germain of Century 21, the agents for the property sales.

Councillor Chris Istace, speaking on behalf of the City of Estevan, said it realized that the best way forward on housing plans is to partner “with those who know how to build homes.” Istace added that “this developer is taking the ball and running with it and mak-ing a full integration into a community ... not just homes.” He added these were the kinds of projects that had to roll out if Estevan was going to fill the 1,200 job vacancies that exist in the city and immediate area.

Another development in the north of the city – the Meadows of Estevan project by Essex Developments – is in the works as well.

Essex owns 118 acres in the area but the

current infrastructure only has the capacity to service 33 acres.

These acres will have space for single-family, duplex, townhouse and multi-family dwellings and could have room for 3,000 people when fully completed.u

Martin Harder isn’t messing around with the worker short-age in Winkler.

The mayor of Manitoba’s sixth-largest city needs 200 people immediately to fill a variety of jobs, most of which are in the manufactur-ing sector. And if they won’t come to him, he’ll go to them.

He’s joining a Manitoba delegation to a job fair in Ireland this month and is hoping to convince as many people as possible to immigrate to Winkler.

A recent change to immigration laws in Manitoba requires that newcomers have a good grasp of the English language. In the last few years, many immigrants to Winkler and other southern Manitoba communities

have come from Russia and Ukraine.“We’re struggling a little bit. We know of

lots of Mexicans who would like to come here, they’re excellent workers, but they really struggle with the language. So we have to look at different countries,” he said.

Harder is optimistic that the pending arrival of a Chinese company, Grand Foods, which is setting up a honey processing facility in Winkler, is a sign of things to come, too.

“It’s an industry that isn’t available in Manitoba, so it’s something new. That’s what we’re looking for. The high-tech industry is a great example; we don’t have any of that

in Winkler. We’d be there with open arms to accept somebody who wanted to set that up,” he said.

According to the 2011 census, Winkler had 10,670 residents – up from about 9,000 in 2006 – but Harder is confident its population is well over 11,000 now.

Tight rentalsThat growth has contributed to a perpetual shortage of entry-level housing in Winkler. no matter how fast the supply increases, it hasn’t been enough to move the vacancy rate above zero per cent, he said.

Help wanted That could be about to change, however. To the end of August, there had been 210

housing starts – including apartments and duplexes – and Harder is confident another 20 will break ground before the end of the year. That’s more than the number of starts in 2010 and 2011 combined.

“We normally have about 100 housing starts per year,” he said.

Winkler’s housing market is about as close to a sure thing as you can get. Don Friesen, owner of Choice Realty, said it grows 2 to 3 per cent per year, “come hell or high water.”

“I’ve been doing this for 23 years and it’s been steady for 23 years,” he said.

A typical house in Winkler is a 1,200-square-foot bungalow with three bed-rooms and a two-car garage that sells for about $225,000.

Winkler is home to a number of big-box stores, including Wal-Mart and Shoppers Drug Mart, as well as a number of smaller retailers and restaurants, but Friesen said there’s plenty of room for more commercial development.u

Museum reaches major milestone One of the largest and most influential

construction projects in Winnipeg’s history has hit a major milestone.

The last pane of glass on the Canadian Museum for Human Rights has been put in place, signalling the end of the outside work of the $351 million project.

The glass piece was the last of 1,669 unique panes installed.

Now efforts will turn to finishing the inside, includ-ing the spaces for the museum’s many

exhibits. stuart Murray, the museum’s president and CEO, said a much-anticipated grand-opening date will be set in the not-too-distant future.

“We know it’s 2014. We’re going to get that down to the day and a month, and we should probably know that early in 2013,” he said.

Guggenheim” – in reference to the museum in Bilbao, Spain, that attracts 850,000 people annually – could add more than $75 million to Manitoba’s annual gross domestic product through spending in restaurants, hotels and retail outlets, according to some predictions.

Store manager stephen bobko is over-seeing the final hires of a team that will number between 300 and 350 people. He has been inundated with more than 3,000 resumes since announcing hiring plans in June.

Executive Hotels jump to PrairiesVancouver’s Executive Hotels &

Resorts has announced that it has opened two new franchised hotels, one in Lloydminster and the other in Regina.

There are 17 hotels managed or licensed by the company with several new hotel projects in various stages of development. The Royal Hotel Group will operate the franchises.

“Given the long-standing history of the Executive brand in Canada, we are confi-dent our loyal corporate and leisure cus-tomers will frequent the new Regina and Lloydminster hotels and be very happy with these new locations,” said Salim Sayani, CEO of Executive Hotels & Resorts.

Earlier this year, two other new Executive Hotel locations opened: the Executive Hotel Le Soleil Vancouver and Executive Mountain Side Hotel Whistler.

Most of the company’s properties are in Canada, although it operates one hotel in San Francisco and another in Seattle.

Cora chain links into Saskatoon, eyes Regina The Quebec-based Cora breakfast and

lunch restaurant chain is coming to Saskatchewan, with its first location opening later this month (November) in Saskatoon as it expands westward.

The Cora outlet in Saskatoon is part of a new retail centre at Preston Crossing.

Cora is also looking at potential sites in Regina, where it has someone ready to sign a franchise agreement according to director of franchise development Candace McAllister.

The Saskatoon location is a typical Cora size: 3,400 square feet with 142 seats. The franchisees are cousins David Ukrainetz, who has worked for years at his family’s Dairy Queen, and Brianna Ider, who is just out of university. “It’s a great time in Saskatchewan right now,” commented McAllister.

With its growing prosperity, Saskatchewan is becoming one of the places to move to, noted David Polny, executive vice-president of the Cora Franchise Group. He added that the province is also receiving some spin-off from the booming economy in Alberta.

Also in November, the Cora chain will open an outlet in Lethbridge, Alberta. And in December, a new Cora restaurant is scheduled to open in Victoria, B.C.

Currently there are 128 Cora restaurants operating across Canada. With the opening in Saskatoon there will be Coras in all 10 provinces.

A Cora franchise requires a total investment of approximately $300,000, including an initial franchise fee of $40,000. There is a royalty fee and an advertising fee.

Kitsilano area as the third dining spot from Moe Alameddine and his company, O Noir, where people eat in a totally blacked-out room. The 75-seat establish-ment has taken over the space formerly occupied by Quattro on West Fourth Avenue.

Alameddine opened his first blind-dining restaurant, O Noir, in Montreal in 2006. Guests to his restaurants make their food choices in a lighted area from a menu, described by the restaurant owner as “fusion Mediterranean.”
