In answer to a question raised about the impact of international drivers referenced in the meeting minutes, Senior Sergeant Ian Campion advised that information about driving in New Zealand is given to all international persons renting vehicles in New Zealand. He also advised that statistics revealed that only 4% of issues are created by international drivers.

JRS9.3 New Zealand Police Report

The Committee considered a report from Senior Sergeant I Campion ofthe New Zealand Police dated 24 November 2015 as circulated with the agenda.

Senior Sergeant I Campion provided a brief synopsis of the report. The number of fatalities this year was already higher than 2014, which he was disappointed with. However, he noted that the percentage of prosecutions for young people had dropped dramatically since 2008, which he found encouraging.

He drew attention to the Police Operations and advised that Police would be focussing on reducing alcohol and drug related incidences from Labour Weekend until January 9, 2016.

Senior Sergeant I Campion advised that the Police were in the process of reviewing the positions of static cameras in the district but that, in general, the Police were moving towards the use of radar. Martin Parkes expressed support of the review of speed camera placement.

In response to questions, Senior Sergeant Ian Campion advised that the common factors in fatal crashes in 2015 so far had been difficulty at intersections and crossing the centre line, both of which were attributed to distractions, the most common of which was the use of cell phone while driving. He noted that the increase in serious crashes has been reflected nationally but that since 1 July 2015 that there had been a decrease of these instances.

JRS9.4 Travel Safe Presentation

Martin Parkes, the Transportation Manager at Tauranga City Council was in

attendance to present to the committee his experience at the 2015 NZ Traffic Institutes conference (Trafinz).

He shared that the theme of the conference was Transport Futures - the Changing Face of Transport and advised the following issues were spoken about at the conference:

There has been some concern expressed about the number of accidents in New Zealand over the last few years but the trend was generally downward, which was positive. A new road safety plan would be coming out next year focussing on speed management. There had been a dramatic uptake in high productivity motor vehicles (HPMV) with more freight being put on fewer vehicles in an effort to improve safety and take the pressure off currently roadways. NZTA advised at the conference that they would invest more into cycling. Presentations were given by ACC, NZ Police, various road controlling authorities, Travelsafe (Tauranga and Western Bay), Local Government New Zealand, Motorcycle Safety Advisory Council, RailSafe New Zealand, the Blind Foundation and various consultants providing a very broad perspective on transportation within New Zealand

Martin Parkes specifically spoke to the presentation on Safer Journeys to School by Hamish Mackie who presented on the large number of people who are responsible for getting students to school safely. Mackie Research and Consulting work specifically with the New Zealand Transport Association and individual communities to identify the needs of the community and make a strategic plan to mitigate risks.

He also spoke to the Love Being a Local campaign by Auckland Transport, who identified and targeted problem areas in Auckland with billboards, postcards and a community launch event. The campaign was still relatively new and so no data was available yet on its effectiveness.

He advised that the 2016 conference would be in Tauranga at the Trinity Wharf Hotel and that he was looking for expressions of interest from those who would like to be involved. Alex Finn offered to be involved.

In response to a question, Martin Parkes advised that no less than ten presenters at Trafinz has spoken about driveriess cars (including one about driveriess trucks driving in convoy) and had a sense that this technology would be embraced by New Zealanders.

Karen Smith was in attendance to show the presentation that Travelsafe had made at the conference. She shared that one of the goals of the presentation was to showcase the partnership TravelSafe has with the community. Martin Parkes advised that this was communicated well through the presentation and there had been a lot of positive feedback at the conference of it.

Karen Smith and Martin Parkes were invited to present on the key messages from the conference at both the Tauranga City Council and at the Operations Committee meeting at the Western Bay of Plenty District Council on 10 December 2015.

Martin Parkes advised that the conference had a number of sessions running at the same time and delegates could pick and choose what they wanted to go to. Trafinz had provided information about each session on their website, which he could share with the group. Councillor Grainger expressed interest in receiving this information.

Karen Smith was in attendance to show the presentation that her group gave at Trafinz. She shared that one of the biggest goals was to create partnership with the community, which was shared in the video presentation.

Jenny Mack thanked Karen Smith for her contribution and advised that she had received feedback at Trafinz about the uniqueness of Karen Smith's success in her role in partnering with the community.

JRS9.5 Travel Safe Road Safety Action Plan Report

The Committee considered a report from the Travel Safe Programme Leader of the Tauranga City Council for the period of June 2015 -November 2015 as circulated with the agenda.

Karen Smith also showed a number of photos from the recent Orange Day celebration including the event and some of the banners the children had showcased on the day. She reported that over 500 school children took part in the event.

JRS9.6 New Zealand Transport Agency - Road Safety Action Plan

The Committee considered a report from Programme Coordinator of the New Zealand Transport Agency dated November 2015 as circulated with the agenda.

Angela Crean was in attendance to speak to the NZTA report. She spoke to:

road surfaces and other road improvements.

Jessica Davis asked if the drivers driving the wrong way on the TEL were local drivers or not. Senior Sergeant Ian Campion advised there had been eleven instances of driving the wrong way on the TEL reported but only two of these people were apprehended, one of which was not local. In response to questions, Angela Crean advised she did not think that more signage would help as there was already of lot of signage but that placement of signage had been reviewed and changed and some instances and would continue to be reviewed. Senior Sergeant Ian Campion advised that instances of travelling the wrong way on the TEL have dropped off and most of the instances of this happened in the first few weeks of the road opening.

JRS9.7 Bay of Plenty Council Road Safety Action Plan 2015 - 2016

The Committee considered a report from Bay of Plenty Regional Council Sustainable Transport Officer dated 16 November 2015 as circulated with the agenda.

Jenny Mack was in attendance to summarise her report about the campaigns that the Bay of Plenty Regional Council are involved in.

Jenny Mack explained that research showed advertising or education using the reality of accidents or "scare tactics" were not necessarily effective. She explained they tend to work on young women but that the majority of risks are taken by young men who rationalise their behaviour, which is something that the Bay of Plenty Regional Council is taking into consideration when looking at their campaigns.

Karen Smith thanked Jenny Mack for being the Safe and Sustainable Transport Association of Aotearoa/New Zealand representative.

G8 JRS9.8 Accident Compensation Corporation Update

The Committee considered a report from Accident Compensation Corporation dated November 2015 as circulated with the agenda.

Jessica Davis was in attendance to speak to the report. She advised that scooter ownership and use have increased in certain areas in NZ. She reported that these drivers are 22% more likely to be killed or injured than a car driver. The Pink/Punk my Ride courses are heavily funded and will educate participants on a number of things including appropriate apparel (one more layer) while driving and maintenance of their vehicle.

Jessica Davis also advised that she has just been selected to participate in a national road safety advisory group within ACC.
