Newsletter 2017-35 August 31, 2017 WEST VIRGINIA ADDS CONSTRUCTION JOBS BETWEEN JULY 2016 AND 2017 BUT JOBS DECLINE BETWEEN JUNE AND JULY West Virginia added construction jobs between July 2016 and July 2017, yet dropped back from June and July, according to an analysis by the AGC of America of Labor Department data released last week. West Virginia increased construction jobs 1,200, or 4.1% from July 2016 (29,600 jobs) to July 2017 (30,800 jobs). This ranks West Virginia 17 out of 50 states and the District of Columbia in adding new construction jobs for the past 12 months. West Virginia for a number of years ranked 47 to 51 in the creation of new jobs so this is major improvement over the past few years. West Virginia was one of 25 states, however, that lost construction jobs between June and July. In June 2017, there were 31,700 workers compared to 30,800 in July, a 2.8% drop. This ranks West Virginia 47 among 50 states and DC. Association officials said firms in parts of the country that build infrastructure projects are seeing less demand for their services amid overall declines in public-sector spending. “Despite growing private-sector demand, it appears that construction employment in some parts of the country is being brought down by declining public-sector investments,” said Ken Simonson, chief economist for the association. “Some of these declines will be offset thanks to recently enacted state infrastructure funding increases, but stagnant federal investments are not helping.” “Washington officials can fund needed improvements to our infrastructure and help spur more robust economic growth by including public works funding as part of their tax reform efforts,” Stephen E. Contractor and Associate member firms have told the CAWV they are hiring people following passage of the highway funding bills during the special session of the West Virginia Legislature. The bills provide $140 million annually in new highway funding, $500 million for GARVEE bonds and between $400 million and $600 million in bonding authority by increasing tolls on the West Virginia Turnpike. West Virginians will vote October 7 on the $1.6 billion “Roads to Prosperity” road bond amendment. (See article below for full details). COMMITTEE FORMED TO PROMOTE "ROADS TO PROSPERITY" BOND AMENDMENT Voters will go to the polls Saturday, October 7, to approve or disapprove a constitutional amendment to allow the sale of $1.6 billion in bonds for highway and bridge construction projects. SJR 6, the "Roads to Prosperity" road bond amendment is part of Governor Jim Justice's $2.8 billion highway construction and maintenance funding package approved by legislators during the regular session of the West Virginia Legislature and during the two special legislative sessions in May and June.

A number of organizations met with Gov. Justice last week to formulate a committee to promote passage of the bond amendment. The group is made up of representatives of business and labor with many more groups expected to be added. The committee is charged with developing a theme to promote the amendment's passage and to raise money to mount an educational campaign for voters. The Republican Executive Committee voted a few weeks ago to oppose passage of the bond amendment, citing long term debt as one of the objections. Since then, a number of Republican leaders have voiced support of the amendment, including Senate President Mitch Carmichael, R-Jackson. Gov. Justice and Sen. Carmichael spoke Wednesday at the state Chamber of Commerce's Business Summit at The Greenbrier and urged leaders of the business community to work for passage of the bond amendment. The chamber's Board of Directors voted unanimously in support of the measure and the chamber will actively campaign for its passage. "SJR 6 was a signature piece of the West Virginia Legislature," President Carmichael told the 1,000 people gathered at this year's Business Summit. "West Virginia's roads did not go bad overnight and it will take more than a few years to get them back in shape. It is time for West Virginia to enter the 21st century for jobs, infrastructure and economic growth. This is why we must vote yes on the amendment." A number of organizations have reached out to their respective members to begin fundraising efforts. The CAWV has talked to only a few contractor, design and supplier members, yet nearly $50,000 has been donated as of today's Newsletter. A group of CAWV members will be reaching out to all CAWV members to get their support. The Board of Directors of West Virginians for Better Transportation voted last week to be the conduit to raise and disperse funds for the campaign. WVBT is a 501(c)(6) organization that can accept corporate contributions that are deductible as a business expense. Bond supporters recognize that there is not much information on what the constitutional amendment does and does not do. Governor Justice, in his comments at the Business Summit, noted that the West Virginia Legislature has already provided debt service for the bonds with the passage of S.B. 1006, the highway funding bill. Passage of the bonds will allow roads and bridges to be completed quicker to help move the state's economy along and to create thousands of jobs without any additional tax measures required. The WVDOH is developing information on the projects that will be funded by the bonds, as well as the numerous other projects planned due to S.B. 1006 and S.B. 1003, the bill to extend tolls on the West Virginia Turnpike to allow $400 million to $600 million in bonds for construction projects in the 10 counties surrounding the WV Turnpike. The West Virginia Poll is expected to announce how West Virginia voters feel about the bond amendment Friday at the Business Summit. CAWV members will be receiving full information on the bond, as well as how to donate to the campaign, next week. SEN. GAUNCH SELECTED TO LEAD SENATE GOVERNMENT ORGANIZATION COMMITTEE West Virginia Sen. Ed Gaunch, R-Kanawha, was appointed as the new chairman of the Senate Government Organization Committee. Sen. Gaunch, who began serving in the state Senate in January 2015, replaced Sen. Craig Blair, R-Berkeley, who was appointed to Senate Finance Committee chairman after former Putnam County Sen. Mike Hall became Gov. Jim Justice’s

chief of staff. “I look forward to this challenge,” Sen. Gaunch said. “Almost every campaign, somebody says they want to be elected to look at the state regarding waste, fraud and abuse and deficiencies. SEPTEMBER IS NATIONAL PREPAREDNESS MONTH

An emergency can happen anytime, anywhere. September is National Preparedness Month and we would like to share some important information about business preparation in a potential emergency situation. The Centers for Disease Control and Prevention, along with sponsorship from the Federal Emergency Management Agency, have developed an extensive library with emergency preparedness tips for the workplace, as well as at home and school. This information highlights four easy steps to being prepared in any situation. They are:

An emergency kit contains basic items, and should be equipped to last for at least 24 hours at the workplace. Some basic items to include in this kit are:

Step two, making a plan, is equally as important as creating a kit. Details to include can be as simple as where employees should go and how to be accounted for. A preparedness policy also should be written and distributed so information is thoroughly communicated to all employees.
