Association officials cautioned that the industry may soon experience both lay- offs for some skilled trades and short- ages of others, unless policy makers boost infrastructure investment and allow importation of needed workers. “The nearly steady expansion of con- struction payrolls since hitting bottom in January 2011 brought the industry’s unemployment rate down to 14.7 per- cent last month, the lowest March rate since 2008,” said Ken Simonson, the association's chief economist. “Unfortunately, the decline is less a result of the 370,000 construction hires than because more than a million and a half experienced workers have left the industry since its peak by taking other jobs, retiring or leaving the workforce. That makes shortages of skilled workers increasingly likely in high-demand crafts such as pipefitting, welding and some residential activities.” The 5.802 million construction work- ers employed in March constituted an increase of 162,000 or 2.9 percent from a year ago and included many, but not all, nonresidential segments as well as residential construction, Simonson noted. Residential building and special- ty trade contractors added 14,800 work- ers in the month and 77,800 (3.8 per- cent) over 12 months. invested in a skid steer loader,compact track loader or a compactexcavator, then you’re alreadystrategically positioned to expandyour operation. A well-pairedattachment for one or all of thosemachines can improve versatility,create more project control, delaythe purchase of a dedicated pieceof equipment and — more impor-tantly — open up new revenuesources.Attachments can allow contrac-

tors to maximize existing machineassets for more than one purpose ina wide variety of applications. “By simply adding new and dif-

ferent attachments, contractors canincrease their duties, time and prof-its on any particular job. They willenhance utilization of capitalpieces that they already own, with-out large additional cash invest-ments,” said Mike Fitzgerald,loader product specialist of BobcatCompany.

efforts, look to find the tool that will provide the best return in the shortest time framewith the least cost possible. Whether attachments are rented or purchased, one oftheir greatest advantages is increasing utilization of existing capital investmentswithout requiring a large cash commitment.

However, it’s always smart to evaluate the potential point that an attachmentbecomes such a significant part of a business that it transitions into the acquisitionof a dedicated machine.

“A good guideline to follow is if you are using a specific attachment 50 to 75percent of the time on an individual loader or excavator, then you may want toconsider a dedicated machine. Your loader or excavator will then be available foradditional work on the job site,” Fitzgerald said.

PIRTEK Long Beach Keeps RidesGoing With Park Ride MaintenanceJanuary introduced PIRTEK Long Beach into the exciting

world of theme park ride maintenance.Southern California is known for its tourist attractions and

theme parks. From “The Happiest Place on Earth” to “TheThrill Capital of the World,” Southern California brings inpeople from all over the country to experience a wide vari-ety of theme park rides and shows. The winter months mean “maintenance time” for most of

the rides on the Midway. One of the oldest and most popu-lar theme parks in SouthernCalifornia normally rotatesmaintenance among itsrides during the first quarterof the year to prepare forthe large crowds that willdescend on the park begin-ning with spring break andcontinuing throughHalloween. In January, this national-

ly known Buena Park,Calif., location contactedthe PIRTEK Long Beachteam with an opportunity totake hydraulic pipe workon one of their popularwater rides, and convert thesystem to hydraulic hose. Initially the maintenance

chief contacted PIRTEK toget an initial quotation onthe job, with the warningthat it would be a competi-tive situation and PIRTEKwould have “a couple ofweeks” to get the job done. After a thorough inspec-

tion of the system’s require-ments, routing and connec-tions, Paul Martin owner ofPIRTEK Long Beach putpen to paper and developeda quotation for the customerin 24 hours. As is PIRTEK’s normal procedure, Martin followed up on

the quotation after 48 hours to see how they performed.“Well,” said the maintenance chief, “your competitionapparently doesn’t care enough about the job to even quoteus as of this afternoon. Let me get with our purchasingdepartment and get this going with you guys.” The following day, the PIRTEK team were patting them-

selves on the back for getting the job, then the real fun began.They were contacted by the maintenance chief who toldthem, “I know we said that you’d have some time to do thisjob, but our vice president walked by the ride today and saidhe wanted us to get it up and running by the weekend. Thatgives you about 72 hours to get this all done. Can you do it?” “Do grown men squeal like little girls when they are on

this ride? Of course,” Paul said, and immediately set aboutfinalizing measurements for the hoses.The first day was carefully planned out so that PIRTEK

would remove the current hard line system, affix the fittings

for the new hoses, take the 40 pre-made PFMU-35S-20hoses to the park and then proceed to quickly install the newconnections on the second day. PIRTEK Long Beach suggested they break up the lines to

simplify future maintenance; the customer loved the idea.As they say, plans rarely survive contact with the enemy.Upon arrival the PIRTEK MSSTs (mobile sales and servicetechnicians) were immediately hit with a number of requeststo replace additional hoses on the ride — outside the original

scope of the project. PIRTEKLong Beach accommodatedthe requests, much to thedelight of the maintenancestaff. The customer was particu-

larly impressed with thePIRTEK MSSTs’ ability torapidly respond to changesbecause we brought the hoseshop with us. “This is really the way to

go,” said the maintenancechief. “We’re going to save aton of time not having to goback and forth to the shop.”PIRTEK Long Beach

Operations Manager, GeoffMartin, was always one stepahead of the process, keepingin close communication withthe maintenance chief and thetechnicians. All three mobilesales and service technicians— Manny Sanchez, J.R.Ricuarte, and Andy Zepeda— quickly and efficientlymoved through the job to thedelight of the staff. The cus-tomer was impressed with theprofessionalism and “can do”attitude of all of the PIRTEKguys. “Your best advertise-ment is your people,” said themaintenance chief. “They are

really moving this project along and have great ideas aboutrouting and such.”After two long days, the system was completed —

hydraulic lines in place, fittings tightened. Under the scruti-ny of the maintenance chief, the director of purchasing andGeoff Martin, the system was tested and retested and passedwith flying colors. “You guys just earned a top spot on ourvendor list,” said the director of purchasing. “Thanks for allyour hard work and getting this thing going for the week-end.”Since finalizing the project, PIRTEK Long Beach has

been fortunate enough to obtain three other jobs from thetheme park. Thrill seeking Southern California visitors can remember

to sneak a peek at the hydraulic system and look for thefamiliar PIRTEK lay line.

Jefferson Parish’s Huey P. Long Bridge widening projectwas the most significant construction project of 2012, theAssociated General Contractors of America announcedMarch 8. As a result, the projects’ contractors, MassmanConstruction Co., Traylor Bros. and IHI Corporation, knownas MTI, was the grand award winner while 16 other firmsreceived the association’s Alliant Build America Award inother categories.“These projects are shining examples of the construction

industry at its finest, demonstrating tremendous skill, hardwork and steadfast determination,” said Joseph H. Jarboe,the association’s president and senior vice president ofBethesda, Md.-based Clark Construction Group. “The win-ners are setting the standard by which all construction proj-ects should be judged.”MTI was tasked with renovating one of the three primary

Mississippi River crossings in the greater New Orleans areawith one the busiest ports in the United States. The bridgerenovation project used an innovative method of lifting entirespans of both upstream and downstream widening trussesthat allowed the widening of the bridge to be done more safe-ly, efficiently and with minimal impact of vehicular, rail andmaritime traffic. The completed project doubled the drivingsurface width and improved ramps and intersections on bothsides of the river providing a safer commute for the citizensof Jefferson Parish.The Alliant Build America Awards recognize the nation’s

most significant construction projects. A panel of judges, rep-resenting all areas of construction, evaluated an impressivenumber of submissions this year, assessing each project’scomplexity, use of innovative construction techniques andclient satisfaction, among other criteria. The awards, whichwere announced during the association’s annual conventionin Palm Springs, are considered by many to be the most pres-tigious recognition of construction accomplishments in theUnited States.

With an operating weight of 111,000 lbs.(50,349 kg), the MH3049 is the first of sev-eral new wheeled material handlers thatCaterpillar will introduce in the greater-than-25-tons class. Coming immediatelybehind the MH3049 is the new MH3059 atan operating weight of 130,000 lbs. (58,967kg). The new Cat material handlers are pur-pose-built to work productively and durablyin industrial, scrap recycling and waterwayapplications, while affording maximumprotection and convenience for the operator.A “ground entry and exit” with a step-in cabenhances safety for operators and servicepersonnel.Both of the new material handlers are

powered by the Cat ACERT C9 8.8L enginefeaturing an electronically controlled,mechanically actuated, unit-injector fuelsystem that uses multiple-injection fueldelivery for optimum power and economyin all operating situations. The MH3049’sC9 engine is rated at 300 hp (224 kW) whilethe MH3059 engine is rated at 325 hp (242kW). High strength structural steel and

advanced welding techniques ensure struc-tural integrity; a powerful hydraulic systemprovides rapid response with efficiency; aCat C9 ACERT engine delivers reliable,fuel-saving performance; and new servicea-bility features simplify maintenance. Thesedesign elements combine to provide low-cost operation and maximum value for theMH3049 and MH3059 customers, accord-ing to the manufacturer.

Structures and HydraulicsMajor structures use continuous welds

that incorporate extensive chamfering andbeveling to reduce stress concentration.Both the booms and sticks are constructedfrom single piece top and side steel plateseliminating the need for seams and internalbaffles. The upper frame is designed specif-ically to dissipate loads transferred throughthe front linkage and counterweight, and thelower frame’s tapered design evenly distrib-utes loads and reduces stress. Oversizedpins and bushings strengthen pivot points.In addition, extensive finite element analy-sis and strain-gauge testing throughout thedesign process ensure long-term durability,

according to the manufacturer. Using a closed-center, two-pump, load-

sensing implement hydraulic system withelectro-hydraulic pilot control, hydraulicpumps generate only as much oil flow andpressure as required for the application,yielding powerful, rapid response and fuel-saving efficiency. To further enhance over-all hydraulic power and efficiency, themachines regenerate boom-down oil flow,reducing the volume of oil the pumps mustproduce. Reflecting the precise hydraulic design,

the machines divide hydraulic functionsbetween the upper and lower main controlvalves, with the upper valve managing theboom, stick, work tools, cab riser and cool-ing circuits, and the lower valve controllingtravel, steering and outriggers. This pro-vides optimal flow management to allowmultiple machine functions to occur at thesame time without compromising perform-ance. An independent closed loop swingsystem maintains swing priority at all time.The hydraulic-oil cooler, working with anauto-reversing fan, is positioned away fromthe independent engine cooling system toensure optimum operating temperatures

between 140 F and 160 F (60 to 71 C),which protects oil quality, extends compo-nent life and promotes optimum machineperformance.

Operator Safety andConvenience

The hydraulic cab-riser system features“ground entry and exit” with a step-in cab,enhancing safety for operators and servicepersonnel. Cab height on both machines isadjustable up to an eye level of 18.75 ft.(5.70 m) on the MH3049 and 23.5 ft. (7.2m) on the MH3059. On the MH3049, raisetime from ground level to maximum heightis approximately 14 seconds; lowering timefrom maximum height to ground level is 12seconds. Similarly, the raise time fromground level to maximum height on theMH3059 is approximately 17 seconds andlowering time from maximum height toground level is 13 seconds. Adjustable sen-sors control the height of the cab above theground. A manual safety override in the caballows the operator to lower the riser in theevent of engine power loss. The MH3049 and MH3059 are equipped

with an impact-absorbing falling objects

guarding system (FOGS) that protects theoperator from flying or falling debris in thework area. An adjustable limiter preventswork tool contact with the cab, and load-holding valves on hydraulic cylinders pre-vent sudden uncontrolled drop of the boom,stick, cab, or outriggers. Images from the standard rearview cam-

era are displayed via a high-definition colormonitor. A separate monitor displays operat-ing parameters, start-up fluid-level status,machine warnings and activated work func-tions, which are controlled with the joy-sticks. The machine’s operating systemallows operators to set functions accordingto preference and provides maintenancereminders, diagnostic capabilities and out-of-specification alerts.

Serviceability and Work ToolsThe fiberglass gull-wing panel on the

engine compartment’s right side and the toppanel are supported by gas struts, givingready access to the routine maintenancepoints in a spacious, lighted compartment.The engine-oil filter and fuel filters are easi-ly accessible through a right side panel atground level. An automatic lubrication system services

most upper and lower grease points on anadjustable working-time interval, and thegrease reservoir requires refilling only atapproximate 400-hour intervals. To facilitatemachine diagnosis, Cat equipment techni-cian diagnostic connectors are located in thecab and on the side of the engine.The MH3049 and MH3059 feature medi-

um-pressure flow from a separate valve fortool rotation and a high-pressure circuit fromthe main pumps to operate the open/closefunctions of typical tools, such as orange-peel grapples, clamshells, and log grapples.A separate pump is used to provide hydraulicpower to operate a generator for an optionalscrap magnet. Construction JobsRise for 10th Month building and specialty trade contractors, along with heavyand civil engineering construction firms, boosted employ-ment by 3,000 in March and 84,400 (2.3 percent) sinceMarch 2012.“In contrast to the broad gains in most construction seg-

ments, employment in public works construction has beenflat or falling,” Simonson said. These counts, which lag theoverall industry totals by one month, show a drop of 3,500employees (1.5 percent) in highway, street and bridge con-struction from February 2012 to February 2013 and a pick-up of only 1,000 (0.7 percent) in water and sewer systemconstruction. At the other extreme, Simonson said, oil andgas pipeline construction employment soared by 16,300(14.5 percent) and power and communication system con-struction employment jumped by 14,400 (13.0 percent).Association officials said that these diverging employ-

ment patterns mean it is essential for the industry to be ableto recruit workers from abroad if necessary to fill gaps incritical segments. It is equally important that the public sec-tor stop underinvesting in vital highway and water infra-structure, they said.“Construction is now adding jobs at a faster clip than the

economy as a whole, but there are twin threats to both theindustry and overall economic expansion,” said Stephen E.Sandherr, the association’s chief executive officer, “To keepthe economy on track, the nation needs up-to-date infra-structure that can deliver energy, goods and people. Policymakers need to do their part by investing in public infra-structure and by allowing construction to import workerswhen needed.”

also of upcoming regulations in the construction arena,including those involving Storm Water (40 CFR 141.722),Best Management Practices (BMPs) and Land Use Control.The QCL was created to work with and complements theTrans Cube, another portable product. The design ensuresquick and easy delivery, setup and application, according tothe manufacturer. The system can be used at construction,industrial and excavating sites, marinas, golf courses, etc. —anywhere where protection is needed for the environment.

grader for scraping/grading, aswell as a 613C Caterpillar eleva-tion scraper.A Case 570MXT tractor loader,

966 Caterpillar 6000 loader, and a966F Caterpillar wheel loader alsoare working on the job. In addition,a 710J John Deere backhoe loaderis carrying out pipe trenching forunderground utilities and stormdrain and other work and aCaterpillar 330 hydraulic wheelexcavator is handling pipe andstorm drain excavations. A 744JJohn Deere loader is digging andloading dirt and materials frompipe and storm drain excavations.Other equipment includes a

CEC double deck screening plantto blend aggregate base materialand asphalt millings to be reusedon the project, a Caterpillar 825pad foot compactor, and aKomatsu PC50 MR-2 excavator.Dust congestion is controlled by aCaterpillar 613C 5K gallon,Kenworth 4K gallon, andCaterpillar 4K gallon water trucks.A 60 ft. (18 m) boom JLG per-

sonnel lift 600S hoists workers tounreachable locations in order toperform various tasks safely, and15 Ford F-250 ¾ ton pickup truckstransport workers and haul toolsand equipment around the job site.“Pulice employs roughly 60

plus people on the job site with joblevels ranging from project man-agement and superintendents tolaborers,” the spokesperson said.“Crew sizes vary based on workactivity and type of work beingperformed at the time. Eight differ-ent crews are working in differentareas on different facets of the proj-ect: dirt and excavation, bridge andstructures, underground utilities,and concrete work.”In addition to its own personnel,

Pulice Construction has engaged acouple of subcontractors.“McNeil Bros. Inc. will handle

the majority of the flatwork and allhighway Portland CementConcrete Pavement (PCCP) workon the project, including installingcatch basins, sidewalk, concretecurb and gutter, concrete transi-tions, driveways, and barrier forthis section of I-10,” the company

spokesperson said.“Roadway Electric will carry

out all electrical removals andinstallations on the project. Thiswill include all street and highwaylighting, traffic signals, electricaltransformers and pedestals, jointand non-joint trenches, utility con-duit, overhead sign structures, andnew roadway sign installation,” headded.In 2013, construction work will

be focusing primarily on the eastside of I-10.“Eastbound I-10 drivers will

begin traveling on the newly con-structed eastbound I-10 lanes laterthis month [March] and westboundlanes construction will begin April2013. The eastbound I-10 frontageroad will be open in late spring anda new eastbound I-10 exit rampwill be open at Prince Road in latespring. All other Prince Roadentrance and exit ramps, as well asthe underpass, will remain closed,

while Prince Road will remainopen outside these areas,” saidKrugel.

New Trailer Offers Flexibility

Rogers Brothers Corporation recentlydesigned a 55-ton (50 t), platform deck trail-er for a Buffalo, N.Y., company to haulassorted pieces of construction equipmentfor its customers. The trail-er features Rogers CobraNeck detachablegooseneck design, which adjusts for variousground clearance positions thus saving timethat would be spent in changing ride heightsettings. The gooseneck is adaptable to mul-tiple tractor fifth wheel heights.Unlike many 55-ton capacity trailers,

which require the load to be spread evenlyacross the full length of the deck, this trailercan handle a load concentrated in any 13 ft.(4 m) of the 25-ft. (7.6 m) long platformdeck. The adjustable deck height is standardat 18 in. (46 cm) fully loaded.

A full depth “bucket pocket” at the rearcenter of the deck and “boom trough” in therear frame provide additional space to couchexcavator booms/buckets to minimizeloaded machine height for increased over-head clearance. Standard on all CobraNeck models is the

John Deere’s 250,000th Backhoe Rolls Off Assembly Line

The John Deere Construction & Forestry Division marksa production milestone with the completion of its 250,000thbackhoe loader at the Dubuque Works factory on March 1.The model 310SK backhoe loader was purchased byPhoenix-based NPL Construction Co., which took deliveryof the machine at a special ceremony at the Dubuque Worksfacility.“Backhoes have been our bread and butter since the first

model rolled off the line over 40 years ago,” said ByronTaylor, plant manager at the John Deere Dubuque Works.“Our employees, many of which have had a hand in back-hoe assembly since the beginning, are proud to meet thismilestone.”John Deere Worldwide Construction & Forestry

Series, is the latest of more than 50 different backhoe mod-els that have been produced at the Dubuque Works factorysince 1971.The 310SK is part of the K-series backhoe loader line

introduced in 2012. Powered by a certified Interim Tier IV/Stage III B John Deere PowerTech engine, the 310SK

comes equipped with a five-speed powershift transmissionthat allows top speeds of 25 mph, with an alternative toupgrade to the smooth and efficient AutoShift option. Thesingle loader lever with integrated electrohydraulic auxil-iary control provides productivity and physical operatorcomfort, while standard features such as JDLink andService ADVISOR Remote provide piece of mind.“This is an exciting milestone for John Deere and all of
