Independent auditors’ report To the Board Members of Housing Authority We have audited the accompanying financial statements of Housing Authority set out on pages 29 to 38, which comprise the balance sheet as at 31 December 2008 and the income and expenditure account for the period then ended, and a summary of significant accounting policies and other explanatory notes. Board Members’ responsibility for the financial statements

As described on page the Board Members are responsible for the preparation and fair presentation of these financial statements in accordance with the accounting policies set out in note 3 to the financial statements. This responsibility includes: designing, implementing and maintaining internal control relevant to the preparation and fair presentation of financial statements that are free from material misstatements, whether due to fraud or error; selecting and applying appropriate accounting policies; and making accounting estimates that are reasonable in the circumstances.

Auditors’ responsibility

Our responsibility is to express an opinion on these financial statements based on our audit. Except as discussed in the following paragraphs, we conducted our audit in accordance with International Standards on Auditing. Those standards require that we comply with ethical requirements and plan and perform the audit to obtain reasonable assurance whether the financial statements are free of material misstatement. An audit involves performing procedures to obtain audit evidence about the amounts and disclosures in the financial statements. The procedures selected depend on our judgement, including the assessment of the risks of material misstatement of the financial statements, whether due to fraud or error. In making those risk assessments, we consider internal control relevant to the entity’s preparation and fair presentation of the financial statements in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control. An audit also includes evaluating the appropriateness of accounting principles used and the reasonableness of accounting estimates made by the Board Members, as well as evaluating the overall presentation of the financial statements. 1. The Authority’s information supporting the figure of € 64,015,498 representing costs of

construction and development under “Housing projects for development and resale” shown in note 8 to the balance sheet at 31 December 2008 was not sufficiently detailed to enable us to perform satisfactory audit tests. We were therefore unable to obtain adequate audit evidence to satisfy ourselves as to the existence, completeness and valuation of this figure.

2. The system used by the Authority to allocate project costs to individual units within a project did not enable us to perform satisfactory audit procedures. Because of this we were unable to satisfy ourselves as to the existence and completeness of the reported cost of sales figure of € 7,687,873 shown in the income and expenditure account for the period ended 31 December 2008.

Notes to the financial statements 1 Reporting entity

The Housing Authority (the “Authority”) is an entity established under the Housing Authority Act, 1976 (the “Act).

2 Basis of preparation 2.1 Statement of compliance

The financial statements have been prepared on the basis of the accounting policies set out below and in accordance with the provisions of the Act.

2.2 Basis of measurement The financial statements have been prepared on the historical cost basis.

2.3 Use of estimates and judgements

The preparation of financial statements requires management to make judgements, estimates and assumptions that affect the application of accounting policies and the reported amounts of assets, liabilities, income and expenses. Actual results may differ from these estimates. Estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognized in the period in which the estimate is revised and in any future period affected.

3 Significant accounting policies

The accounting policies set out below have been applied consistently to all periods presented in these financial statements.

3.1 Property, plant and equipment Items of property, plant and equipment are measured at cost less accumulated depreciation

and any impairment losses. Depreciation is recognised in the income and expenditure account on a straight-line basis over the estimated useful lives of each part of an item of property, plant and equipment. The estimated useful lives for the current and comparative periods are as follows:

3.2 Property for development and resale

Housing projects for development and re-sale comprise: units under construction; developed units awaiting finalization of legal transfer to beneficiaries; and developed units under the administration of the Department of Lands.

All the above housing projects are included with current assets and are stated at cost.

3.3 Debtors

Debtors are reviewed for recoverability on a case by case basis and any provision is based on management’s assessment of the amount recoverable on each receivable and where this is not easily ascertainable, a general provision of 15% is to be accounted for.

3.4 Investments in bank term deposits

Investments held by the Authority are stated at cost These investments are recognised/derecognized by the Authority on the date it commits

to terminate/acquire the term deposits. 3.5 Impairment of assets

The carrying amounts of the Authority’s assets, other than housing projects for development and re-sale, are reviewed at each balance sheet date to determine whether there is any indication of impairment if any such indication exists, the asset’s recoverable amount is estimated. An impairment loss is recognised whenever the carrying amount of an asset or its cash-generating unit exceeds its recoverable amount. Impairment losses are recognised in the income and expenditure account.

3.6 Deferred income

Deferred income represents amounts received on the sale of the developed housing units pending finalization of legal transfer to named beneficiaries and deposits on account of preliminary sale agreements. Such income is credited to the income and expenditure account in line with accounting policy 3.7(i).

3.7 Income recognition

Income items are accounted for on an accruals basis and include:

(i) the contractual value of developed housing units sold. Housing units transferred to the Authority by a Presidential Order, not yet the subject of a sale at the end of the accounting year, are noted in the records of the Authority. The contractual value of these units is recognised as income when legal transfer to the beneficiary is effected;

(ii) ground rents receivable on plots transferred to the Authority and allocated to beneficiaries on perpetual emphyteusis;

(iii) redemption of ground rents relating to plots referred to in (ii) above; (iv) rents receivable on occupied tenements from the date of the contract; (v) interest income.

3.7 Income recognition (continued) Rental income from developed housing units under the administration of the Department of Lands is retained by this Department. The Authority’s income in relation to such units is derived from the sale to the respective tenants, should they avail themselves of the relevant scheme offered by the Authority.

3.8 Cost of housing units sold

On legal transfer of all developed housing units to the beneficiaries, the relevant costs are expensed. The cost of land acquired is written off on transfer of legal title to the Authority. 3.9 Subsidies

3.9.1 Sale of housing units

Subsidies on housing units, representing the difference between the contractual value of the housing units (see accounting policy 3.7(i)) and the net sale proceeds, are recognised in the year of sale.

3.9.2 Interest subsidies

Interest subsidies are expensed as incurred, over the time period during which the beneficiaries pay interest at subsidized rates, on loans taken out to acquire housing units or to develop land leased from the Authority.

3.10 Grants given on Housing Authority schemes

Grants paid under the various schemes offered by the Authority are expensed as incurred. 4 Income

These amounts mainly represent amounts due to the Housing Authority on subsidy refunds. They also include amounts due on preliminary deeds and final deeds on property.

10 Investments in bank term deposits

The bank term deposits held by the Authority at 31 December 2008 represent the following:

€2,300,000 held with Lombard Bank Malta Plc bearing interest at 3.95% per annum maturing on 5 March 2009, and €1,200,000 held with Lombard Bank Malta Plc, bearing interest at 3.75% per annum maturing on 12 January 2009.

The bank term deposits held by the Authority at 30 September 2007 represent the following:

€2,329,373 held with HSBC Bank Malta Plc bearing interest at 4.2% per annum maturing on 8 October 2007, and €4,658,747 held with HSBC Bank Malta Plc bearing interest at 4.2% per annum maturing on 7 November 2007.

11 Endowment capital

The endowment capital represents the estimated market value of land transferred for no consideration to the Authority by the Government of Malta by means of a Presidential Order (refer to notes 7 and 8).

The value of the land so transferred has been recognized in the financial statements of the Authority for the first time in the current year.

The decrease in capital commitments is due to the change in government policy to emphasise more on the rental market. At balance sheet date, the authority had maximum commitments in respect of grants given on housing authority schemes amounting to €1,296,951.
