In October, 2019 the new $270 million dollar Williston Basin International (XWA) Airport will open, leaving a 780-acre brownfield space available for new and expanding businesses. This improvement area, located near U.S. Highways 2 and 85, is a high priority redevelopment site for the city leadership.
The highly accessible site has not been plotted yet. However, a preliminary plan has been presented to the community for discussion purposes. This open design will allow developers and interested parties to look at how the location can meet their needs in conjunction with the needs of the community. The city will be connecting arterial roads once the airport is decommissioned and will be open to consideration of other infrastructure developments pending the location chosen for development.EXISTING INFRASTRUCTURE: As a former airport facility, access to the brownfield area is convenient for multiple types of use. The city will be completing arterial roads and the area has city water and sewer on the eastern part of the area. Access to these city services, along with electrical and fiber can be met throughout the 780 acres. LOCAL & REGIONAL INCENTIVES
The City of Williston is proud to offer a variety of incentives to offset capital costs of developing a new facility or expanding an existing facility in the community along with support for operating costs.
Williston Economic Development has access to local funds known as the “STAR Fund” which allows the community to support low interest loans for new or existing businesses and operation, matching grants and grants funds that allow for increased quality of life in the community.
These funds have been used in a variety of manners including infrastructure, new and expanding business facilities and support of operational costs during expansion.
GROWING COMMUNITY AND REGION
Williston Public School District The Williston Public School District Number 1 has a total enrollment of 4,386 and continues growing. Williams School District Number 8 has seen growth with enrollment at 665 students serving grades K-8.
Williston State College Williston State College (WSC), a two-year public college, with degrees that relate to this request in Information Technology, Accounting and Business Management. WSC works closely with the North Dakota University System for easy transfer to achieve four-year degrees, along with accredited distance learning from a variety of sources to receive their degree and stay in the region.
WHY WILLISTON
Williston gained international prominence in the last 12 years as the hub of the shale energy revolution, propelling North Dakota to the number two oil and gas producer in the U.S., producing over 1.25 million barrels per day.
Western North Dakota is recognized for its beauty, recreation, and family values which have drawn employees from around the world to work and raise their families. Schools are meeting the student and workforce demands. Skills training and STEM curriculum work side-by-side to prepare the youth for their next steps.
Today, Williston is a stable and business-friendly environment. Local and state priorities are recruiting workforce and enhancing the quality of life for residents of the region.

LEAKAGE/SURPLUS INDEX BY MAJOR STORE TYPE
The quantitative comparison of retail leakage and surplus in the twelve major store types shown in the chart and table below provides an initial measure of market opportunities. Combining this analysis with the knowledge of the local retail situation will take the process of identifying retail possibilities one step further.
Figure 1 provides the leakage/surplus indices and following is the sales potential and actual sales for major store types.
