John Rawls on Equity:
“All social primary goods - liberty and
opportunity, income and wealth, and the
bases of self-respect - are to be distributed
equally unless an unequal distribution of any
or all of these goods is to the advantage of
the least favored. “
Evaluation and justice
• All methodologies embody a theory of justice and
equity (House)
• Information is a ‘primary good’ subject to rights and
equity (Rawls)
• All citizens are defined as ‘rights-holders’ in terms of
the distribution of information; Evaluation is defined
exclusively in terms of ‘duty-bearing’
• In an ideal world, the evaluator is responsible for the
distribution list for evaluation reports
