EDUCATOR EFFECTIVENESS &
COMMON CORE
To improve educator practice (teaching and leading) and increase student achievement.
The funds will support statewide professional learning for implementation of Common Core State Standards and educator evaluation systems (SB290/ESEA Waiver).
EDUCATOR EFFECTIVENESS- CCSS PURPOSE
All school districts and ESDs in Oregon
Each district, or consortia of small districts, is asked to establish a Professional Learning Team, or build on existing collaborative leadership teams, that include teachers, building and district administrators
EDUCATOR EFFECTIVENESS- CCSS TARGET AUDIENCE
Professional Learning Teams PLTs are collaborative teams of teacher and building/district
administrators who support district-wide implementation of the Oregon Framework (SB290) and the Common Core State Standards.
PLTs will attend five professional learning days sponsored by ODE at no cost to districts and ESDs. This is separate from the funds that will be distributed to districts by ADMw for local implementation.
District Allocations (Non-Competitive Grants) ODE will allocate funds to each district from a total of $6M through
non-competitive grants based on ADMw to support professional learning in their district. This is addition to the support given to districts to attend the PLT conferences.
EDUCATOR EFFECTIVENESS-CCSS KEY ELEMENTS
Regional SupportODE will support networking among districts in regions across the state to share lessons learned and best practices from District Collaboration Grants and other model districts.
The November 14/15 session will be held at Eastern Oregon University in LaGrande.
The November 19/20 session will be at the Oregon Convention Center in Portland.
The December 3/4 session will be in Eugene at a location yet to be determined.
EDUCATOR EFFECTIVENESS-CCSS KEY ELEMENTS
For Professional Learning Teams/Conferences: In November 2013, funds will be available through the Electronic Grants Management System (EGMS) for PLTs to attend the ODE conferences. Funds will cover all travel costs for PLTs to attend the conferences and substitute cost for teachers.
For District Allocation (Non-Competitive Grants): In January 2014, each district will receive their allocation based on ADMw from a total of $6M. Information about district allocations will be sent to district superintendents by next week.

Mentor underserved eighth and ninth grade students to put them on track to earning six or more credits toward graduation before entering the tenth grade.
Provide the necessary support for participating students to
achieve a “C” or higher in core academic subjects within the current academic year which can include the summer session.

PURPOSE
Non-profit community-based organizations (As defined by Oregon law and the 501 (c)(3) of the IRS)
Organizations serving a majority population of African American students
Organizations are expected to collaborate with school districts, parents, and other important stakeholders
Smaller non-profits and larger non-profits are encouraged to collaborate to create services or programming to meet the needs of the targeted population

We are building a pool of experienced education administrators, manager, practitioners, researchers, and evaluators to serve as peer reviewers for responses to Strategic Investment RFP’s.
Volunteers that have at least 5 years’ experience in these education areas should send a one page statement of interest as a word attachment detailing their educational attainment and qualifications in: assessment, curriculum, educator effectiveness, elementary, equity, diversity and inclusion, secondary, post-secondary, special education, literacy and tutoring, CTE, nonprofit management, STEM education, grant making, and program evaluation.
The agency needs statewide representation so send this to your networks for replies by December 1, 2013.
