The two-year feasibility study “India-SI-House”, was launched in New Delhi in March
2012.
The specific aims are to explore:
1/ the political commitment;
2/ the legal frameworks;
3/ the scientific priorities.
The impacts of this project will spread up along four dimensions:
1/ perception of EU as a single entity;
2/ enhance coordination through designated entry point;
3/ cohesive policies, terms and conditions in science & innovation
cooperation;
4/ strong EU image to withstand competitive forces towards pooled
resources and economies of scale.

IFCPAR-CEFIPRA is a model for bilateral cooperation in Science and Technology. The
Centre established in 1987 receives financial support from the Department of Science &
Technology, Government of India and the Ministry of Foreign Affairs, Government of
France.
Genesis
The idea of setting up a joint Centre for promoting collaboration between Indian
and French scientists came up first during a discussion between the then Indian
Prime Minister, Mrs. Indira Gandhi and the then French President Mr. Valery
Giscard d'Estaing in 1980.

Collaborative Research Projects
For collaborative research projects the following are necessary
- At least two scientists, one each from India and France as Principal Investigators (PI)
- Joint Collaborators (2-3) on both sides are welcome, but their contributions to the project
may be clearly defined
- Research project must be on a current topic and can be chosen in any field of science
and engineering,
- The research topic chosen must complement the strengths and expertise of the
research groups.
- The collaborators must submit the project as per the prescribed format (available under
down-load forms), evaluation is conducted twice a year.
What can be asked in the proposals?
Support for equipment and small add on’s to existing equipments (no equipment
support is provided to the French side)
Recurring expenses for consumables
Travel to collaborators' laboratory for project work
PhD Student/Post-doc to work in the laboratory of the Principal Collaborators in
India/France

Industrial Research Projects
The objective is to promote the development of new processes or products or the
improvement of existing processes or products, thus offering the industrial partners an
enhanced competitiveness at the international level.
For industrial research projects the following are necessary
· The proposal must be industry centric, needed by industry and focus on industry priorities
· An industry from France or India and a research institution from the other country must be
involved. Partnerships with more than one industry or one research institution are also
possible.
· The proposal may address
a) development of process, product or design
b) translate R&D lead into a commercialisable product
c) Joint R&D development for industrial application
The partners of the industrial research projects are expected to enter into an IP Agreement
before the project starts.
CEFIPRA will finance research and development work carried out in the research institutes
involved in the project. The industrial partner must fund at least the part of the work carried
out by them.

Seminars and Workshops
IFCPAR organizes seminars/workshops in topics of current relevance and interest to both
India and France.
Proposals for organization of workshops/seminars are jointly submitted by French and
Indian scientists.
Seminar can be either held in India or in France
There can be maximum 15-20 participants from the host country and 10-12 participants
from the other country
Seminars are expected to result in collaborative research projects

New opportunities with CEFIPRA on its 25th anniversary
The “CEFIPRA Blue Sky” will pursue the regular activities of CEFIPRA
(funding bottom-up research projects and seminars, advanced schools…) with
equal funding from both Governments and unchanged selection and
evaluation procedures.
“CEFIPRA Innovation” will integrate the regular activities of the current
Industrial CEFIPRA (which is to promote the development of new
processes or products, thus offering the industrial partners an enhanced
competitiveness at the international level)
The “CEFIPRA Targeted Programs” will offer the possibility to Indian and/or
French scientific partner organizations to use CEFIPRA for administering their
collaborative projects and/or seminars. The partner organizations (including
universities, foundations and companies, ANR, INSERM, INRA,…) and possibly,
the DST and/or other Indian and French Funding Agencies or departments will
co-fund these programs with specific selection and evaluation procedures.

The “CEFIPRA support to other initiatives” will offer the possibility to
Indian and French partners who wish to create a joint research structure
(network, joint labs or units…) or launch other initiatives (visitation
programs…) to use IFCPAR/CEFIPRA for administering their structure for a
limited period of time to facilitate its settlement.
The partner organizations (including universities, foundations and
companies) and possibly, the DST and/or other Indian and French
Funding Agencies or departments will co-fund these initiatives with
specific selection and evaluation procedures.

Agence Nationale de la Recherche (ANR) and DST
signed a MoU for research funding (march, 2012)
The implementation of this MoU consists in identifying every year specific topics to be
funded jointly for at least the next three years.
The first call for proposals will focus on two themes: “Infectious Diseases” and
“Engineering Sciences”. This call will be launched on July 2012 for a funding of the
selected projects during 2013.
In India, the CEFIPRA (Indo-French Centre for the Promotion of Advanced Research) will
receive the submitted proposals, the selection and funding on behalf of the DST.
In France, the submitted proposals will follow the ANR regular procedures.

The New INDIGO ERA-NET brings together a consortium of 28 European and Indian
organisations coordinated by CNRS. This European funded project started in 2009 and aims
at being a first step towards structuring strategic collaboration with India by:
- enhancing cooperation by providing information on S&T landscape, funding
opportunities and possible partner through a website (www.newindigo.eu)
- coordinating programs by the launch of joint Networking Pilot Programs (NPP).
Three different joint transnational calls have been implemented (biotechnology and health,
water)
- coordinating policies thereby contributing to setting up European strategic
positioning towards India.
