Founded in 1925, ESTACA is one of the member of the “Conférence des Grandes Ecoles”, a group of the most prestigious engineering schools in France. ESTACA is highly specialized in the fields of aeronautics, automotive, space and guided transport industries. The training courses constantly evolve in order to fit with our partner companies’ requirements (Airbus Group, Alstom, Deutsche Bahn, Bosch, Safran, Eurocopter, SNCF, CNES…) and adapt to the emergence of new technologies or disciplines.

ESTACA graduates undertake the design, development and production of transport systems and components. The school’s expertise is recognized in the industry, which has ranked it among the best engineering schools thanks to the skills of its graduates. The school has maintained a network of 7 500 alumnis since its foundation.

Today, ESTACA has become one of the leading engineering schools in France. This achievement is the result of, not only the excellence of its aeronautical, automotive, railway, and aerospace engineering academic programs, but also to the international students who have considerably contributed to the enrichment of ESTACA, by bringing their cultural backgrounds, knowledge, and perspectives. Therefore, we intend to reinforce cultural and technical interchanges by welcoming a growing number of students from all over the world.

The school faculty and staff, especially the International Department, will do everything necessary to make your studies at ESTACA as interesting and motivating as it can be, whereas your stay in France will undoubtedly be full of delightful memories and experiences.

FRENCH VISA The necessary documents required to apply for the visa may differ from one country to another. However, your passport and the official invitation letter from the school are always among the required documents.

POST MASTERS AND VISITING STUDENTS ONLY

Your acceptance letter required for the visa will be sent as soon as you have paid your registration deposit or the full tuition fee for the program. This letter provides proof that you are indeed registered in the program and it specifies the dates you will be in France.

If you need further information about the visa procedure in your country, please have a look to the French legislation online:

https://www.diplomatie.gouv.fr/en/coming-to-france/

CITIZEN OF A NON-EUROPEAN UNION COUNTRY

If you are in France for your studies for more than 3 months, you will be required a French long-term visa to study in France. All students should follow procedures to apply for a study visa:

https://france-visas.gouv.fr/en_US/web/france-visas/welcome-page

Please note that the process might take a while, therefore your early action is encouraged. You will need to apply for the visa to a French Embassy or French Consulate nearby located in your area.

VISA is required in France for Non-European Union citizens studying in Europe with a Schengen visa or a residence permit.

CITIZEN OF A EUROPEAN UNION COUNTRY

You normally do not need a visa to study in France for 6 months unless you hold a special status of citizenship or residency in your home country.

9

DIFFERENT TYPES OF VISA

Short-Term visa (for only 6 months program):If your visa says “dispense temporaire de carte de séjour” you don’t need to do anything (with the Préfecture or the OFII office) when you are in France. You won’t be able to work or apply for the housing subsidy, and when your visa expires you need to go home; with this indication you can’t get a residence permit. If you want to extend your stay you need to go back to your home country and ask for a new visa.

Long-Term visa (for a minimum of 6 months program):This type of visa reckons that a temporary residence permit is needed upon your arrival in France or specify “carte de séjour à solliciter dès l’arrivée”. (i.e.: Canadian Nationals)

VLS-TS (for a minimum of 6 months program):The French Consulate provides the visa VLS-TS (long stay) which indicates “CESEDA R311-3 6e autorise travail limite 60% durée légale”. This is a substitution of the “Carte de séjour” (residence permit). They will provide the OFII (French Office of Immigration and Integration) Form. With this visa you are able to apply for the housing subsidy and work for a maximum of 20 hours a week (960 hours per year). In case you want to stay longer in France, it will be possible but only if you apply for the “carte de séjour” at least two months before your first visa expire.

17

ACCOMMODATION

ESTACA does not provide on-campus housing. The International Department can help students find the best housing deals.

The majority of French and international students choose to live in student residences. Since the residences are only for students, it is beneficial for foreign students to meet each other.

ESSENTIAL STEPS

ACCOMMODATION INSURANCE (OR “RENTER’S INSURANCE”)As soon as you have found an accommodation, you must obtain an accommodation insurance (combining personal and property insurance). It covers you against burglary, fire, leaking damages, etc ; as well as personal liabilities. You will be able to sign your rental contract and get the keys only after you have obtained accommodation insurance.

GUARANTORIt can be helpful to have a guarantor in case you have a problem settling your rent in time. The guarantor must be a resident of the European Union and should be able to give proof of a monthly income that is at least equal to three times the monthly rent.

Certain owners ask for the immediate payment of several months of rent in the absence of a guarantor. Shared flats (“co-location”) can help solve the problem in some cases.

INVENTORY (“ÉTAT DES LIEUX”)An inventory is a document signed by the owner and by the lodger, which describes the condition of each room of the apartment at the time the resident moves in. It is also called the entrance log.

It is very important to note everything in details (the state of the floor, of the ceiling, the humidity, the post-box, the heaters, the taps, all of the equipment, etc.) If you notice any damage after you have completed the inventory, announce it to the owner using a registered letter with confirmation of reception within a period of 21 days after having moved into the apartment.

Before leaving your apartment you will need to do a second inventory (or exit log) to check the existence damage or the absence of any damage in the apartment.

RESIDENCE TAX (« TAXE D’HABITATION ») FOR PRIVATE APARTMENTSAs a resident of France, you must pay a residence tax. This tax is to be settled in the year following the year you rented the apartment that you occupied on January 1st. After you leave France you will receive a notice asking you to pay this tax. The amount of the tax usually corresponds to about one month’s rent.

ELECTRICITY ACCOUNT (EDF)You have to open your electricity account (EDF) yourself. Upon your

18

Page 19: welcome to estaca - Southeast University › _upload › article › files › 07 › 6a › ... · WELCOME TO ESTACA ESTACA Presentation Academic calendar PREPARING YOUR ARRIVAL

arrival, you have to check the electricity meter number in your apartment and call the electricity company (EDF) at 01 42 23 30 10 (in French only) or 09 69 36 63 83 (in English only). Here is the English website for more information: http://bleuciel.edf.com/particuliers-54272.html

CONTRACT DATESPlease note your “rental agreement” contract dates are fixed and can’t be changed. Once the contract is signed, the full duration of the contract must be respected and paid.

VISALE

The VISALE security housing deposit is the perfect solution for students seeking to rent a room or apartment, furnished or unfurnished, from a private or public property owner. Owners have the option of accepting or rejecting prospective tenants who wish to use VISALE to guarantee their payment of rent and other charges.

Good to know: CROUS, the French student housing agency, has signed an agreement with VISALE. Under the agreement, international students may use VISALE as their security deposit when renting a room in a student residence managed by CROUS.

BE SAFE IN FRANCE

WELCOMING VISITORS: A PRIORITY

For several years, the Préfecture de Police has been developing a comprehensive system for tourists. The Paris police has public contact points all over the capital. These include the 20 central district police stations which are open 7 days a week, 24 hours a day, for receiving victims and providing help and assistance.

Foreign visitors can also have access to bilingual police officers. Bilingual officers are either placed on reception at the stations or on patrol.

During the summer they wear badges with flags corresponding to which language(s) they speak. They can answer both simple requests for information (directions, location of tourist sites etc.) or more sensitive questions concerning thefts or attacks. They therefore offer valuable help for non-French speaker tourists. When a complaint is filled, police officers can use the S.A.V.E. software (Foreign Victims Assistance System), available in 16 languages, to report complaints from foreign tourists and give them a receipt in their native language, which simplifies future procedures they may need to take with their embassy or in their own country.
