That this Committee agrees to propose the name change of King Street, Dublin 7 to a more suitable name given the fact that a plaque was erected last month to commemorate the 16 local people who were killed there in 1916.

That this Committee notes the concerns expressed by residents in the Phibsborough area regarding pickets by anti-choice advocates outside the family planning clinic on Berkeley Road and affirms its support to women’s right to access information about healthcare free of intimidation. The Central Area Committee furthermore ask management to look for a list of “rogue crisis pregnancy agencies” operating in the Central Area from the Health Service Executive and consider what steps can be taken by Dublin City Council to regulate such agencies, as per HSE guidelines regarding “Disingenuous Counselling Services” – http://www.crisispregnancy.ie/crisis-pregnancy-help/disingenuous-counseling-services/

That this Committee, in light of the high demand for non-denominational education schools in the Dublin 7 (Stoneybatter, Grangegorman) area, request from the Department of Education a report on attendance and waiting list figures in schools in the area, and what efforts have been undertaken to consider transfer of patronage from Catholic primary schools in the area to non-denominational patrons.

6311 Motion in the name of Councillor Eilis Ryan

That this Committee requests that Dublin City Council issue a press release clarifying media reporting that it is expected O’Devaney Gardens will be demolished “within the next 12 months” to alleviate residents worries and in light of commitments that no forced evictions of remaining tenants will take place. The press release should indicate that there are remaining tenants and that Dublin City Council will not be obliging them to leave.

That this Committee supports the principle of ‘participatory budgeting’ as a way of increasing community ownership of local government. In particular, the Committee notes the success which increased community engagement in budgeting has had on reducing crime in wards where it is used in Chicago. The Central Area Committee asks management to establish a sub-committee of officials and councillors, to produce a short ’feasibility report’ regarding how participatory budgeting might be used to distribute the 2017 Central Area Discretionary Fund, to be presented to the Central Area Committee no later than December 2016.

That this Committee agree that Number 55 Amiens Street and 31 Richmond Avenue (shop and home of Tom Clarke) be added to the list of protected structures and instructs the Manager to instigate the necessary process to achieve this.

That this Committee sends a message of congratulations to the students and schools involved in the production of the excellent history booklet “My Area in 1916 / Mo Cheantar agus 1916” and to acknowledge the work on this project of co-ordinator Donal Fallon as well as Margaret Hayes, Brendan Teeling and Tara Doyle of the Library Services.

The following issues were raised by Members(a) Support was expressed for initiatives in relation to illegal dumping in the

NEIC.(b) Report requested in relation to turn around times for voids and

improvements that can be made.(c) Letter to be forwarded to Assistant Chief Executive, Housing to request that

the disposal of O’Devaney Gardens site is brought to the Central Area Committee prior to going to City Council and highlighting Members concern in relation to the age of the Master plan and the lack of input from the wider community.

(d) Members acknowledged the role of community staff and local history and community groups in the organisation of the many successful community based 1916 Rising Commemoration events throughout the Central Area.

(e) Members expressed their gratitude to community staff for flower planting throughout the Central Area.

(f) Members expressed their gratitude to Cllr Burke for the efforts he made to raise money for the family of Martin O’Rourke R.I.P. as well as the generous response of the local community to the fundraising efforts.

(g) It was agreed to allocate €1,000 from discretionary funding to East Wall for a parade to celebrate American Independence Day and the Easter Rising.

(h) Members again expressed their concern and disappointment that, given the importance of housing in the area and the workload involved, the vacancy in the Central Area Housing Section had not yet been filled.

That this Committee calls on Dublin City Council to make sure children who live in our flat complexes or housing estates have their own playground facility. This is a basic human right and children deserve to have designated play in the areas that they live. It is not acceptable in this day and age that children have no play areas and are constantly getting into trouble for playing in areas they shouldn’t be playing. It is the right of our children to be able to be children and play in a safe, secure and clean play space.

That this Committee calls on Dublin City Council to re-open the Multi Use Games Area in Drumalee Estate as a matter of urgency. It is not acceptable that this much needed facility is lying unused and that the youths in the area have nothing to do, therefore adding to the antisocial activity levels increasing in the area.

Report

The area in question could be considered a transport hub, as buses, trams and trains are all nearby. The inclusion of cycle stands in this area would be consistent with the “Greater Dublin Area Draft Transport Strategy”. The ideal location for the cycle stand would be on the open plaza in front of the Beresford Hotel rather than in front of the Garda Station.

Accordingly, consideration will be given to the provision of cycle parking facilities at this location.

Staff in area offices operate in teams and should a member of staff in an area office be unable to deal with a query, housing or otherwise, they will be referred to staff with the required experience in the Civic offices. Housing staff skills and numbers are kept under

review in an ongoing process and the team in the central area are currently being reviewed under this process also.

That this Committee calls on the Chief Executive to confirm the timeframe on the refurbishment of voids.

Report

It takes our contractors an average of 6 weeks in which to turn around a void property. Our Allocations Section and Area Offices are aware that units are in the process of refurbishment, enabling them to have prospective tenants lined up for viewing on completion of works.

That this Committee calls on the Chief Executive to comment on the current length of time it takes regarding the allocation of units and that the process needs to be speeded up.

Report:

When a property is in the process of refurbishment, Housing Allocations and Area Offices are made aware so as to have prospective tenants lined up for viewing when works are completed. When a prospective tenant views a property, they aregenerally allowed a decision time of three days. If the offer is accepted, signings areorganised in Housing Allocations as soon as the keys are returned for letting.

That this Committee reaffirms its decision that funding for CCTV cameras is included in the discretionary fund allocated to the St. Laurence Street East Joint Policing Works Project.

Report

A sum of €50,000 was allocated to funding St. Laurence’s Place East Joint Policing works from the Central Area discretionary funding works programme.

This office met with managers/owners of properties on the street along with community reps of properties on the street and those adjacent on Sheriff Street along with community reps to examine possibilities to bring a resolution to the anti social behaviour that occurs there.

The managers/owners of properties on the street were not prepared to facilitate the erection of CCTV cameras on their properties.

The proposals coming from the meeting were for

1) Improved lighting on the street2) Repair of the fire damaged footpath and3) An improved cleansing regime for the street

Motion in the name of Councillor Janice Boylan

That this Committee calls on Dublin City Council to make sure children who live in our flat complexes or housing estates have their own playground facility. This is a basic human right and children deserve to have designated play in the areas that they live. It is not acceptable in this day and age that children have no play areas and are constantly getting into trouble for playing in areas they shouldn’t be playing. It is the right of our children to be able to be children and play in a safe, secure and clean play space.

Report

The Dublin City Play Plan is underpinned by Article 3; the child’s right to play. Dublin City Council is committed to realising the vision of the play plan with particular relevance in this issue to theme 3 of the play; create an effective city play infrastructure and improve the design of our play spaces. This means that in providing outdoor play opportunities, Dublin City Council need to be mindful of the barriers involved in installing a conventional playground as the only solution to addressing this issue. Alternative and more innovative solutions are required to facilitate, support and develop children’s everyday play. This type of play usually takes place in close proximity to where they live as they are:

- Along the main thoroughfare- Provide easy access to friends- Provide easy access to resources for play i.e. loose materials, toys, bikes, skates

etc.  - Are near home in terms of informal supervision, safety,  ranging etc

Therefore, well thought out street design and layout is also an innovative way of meeting the needs of children that will provide a rich environment that encourages self directed and creative ‘free play’ activities.  This would be a more effective use of main streets, house frontages, open space and green space in addition to accessible neighbourhood parks and playgrounds that can provide communal spaces and meeting points for the wider community.  In terms of access and children’s play patterns in relation to ranging; it is acceptable for children up to the age of 8 yrs and accompanied by an adult to travel between 100 metres/ 1 minute and five minutes /400 metres to a local standard playground.  Therefore Dublin City Council will continue to work towards the development of playable outdoor space close to home that supports unstructured free play and street play activities in gardens or open space on streets and precincts within flat complexes in order to provide creative play spaces that can be shared by all residents.

It is intended to reopen this facility as soon as is practically possible, however, it should be noted that prior to closure, the MUGA had suffered serious and ongoing vandalism rendering it unsafe for use. Since closure efforts have been made to explore options which would assist in maximising the use of the facility, thereby increasing its relevance to local youth which, in turn, should reduce the potential for vandalism/anti-social behaviour in the immediate vicinity. These efforts will continue and any assistance Public Reps can give in engaging local community to form a Sports / MUGA Committee would be welcome.

Report

Dublin City Council Parks and Landscape Services Division are responsible for the locking and opening arrangement of Parks in the area. The two pocket Parks in the Stoneybatter area are kept locked (past request from local residents), however access is available to any who may wish to use the park by obtaining a key. Keys are obtainable by contacting Mountjoy Square Park on 8554030. This arrangement has been in place for many years and to date has worked well however if the residents require that the Parks be left open during the day then a procedure will be put in place to ensure regular opening.

It is proposed to grant a sublease of the 2nd Floor of the Ormond Building, Ormond Quay, Dublin 7 to Pobal, 1st Floor, Holbrook House, Holles Street, Dublin 2, the area of which is shown outlined red and coloured pink on Map Index Numbers SM-2014-0661 & SM-2014-0662, copies of which are submitted with this report.

The sublease shall be granted subject to the following terms and conditions:

That the property the second floor of the Ormond Building is held by Dublin City Council on a 25 year lease with 5 year rent reviews. The lease commenced on the 7th

December 2009, the landlord is Green Reit. Dublin City Council have an option to exercise the break clause on the 7th December 2024.

That Dublin City Council is prepared to grant Pobal a sublease of the second floor, Ormond Building to run until the 7th September 2024. There will be a rent review to Open Market Rent at the end of year 5.

That the demise, the second floor, Ormond Building extends to a net internal floor area of approx 848sq.m./ 9,128sq.ft. and 3 basement car parking spaces.

The office is to be used as office space only.

That Pobal will sign a renunciation agreement, agreeing to relinquish any Landlord and Tenant Rights they may establish with Dublin City Council or Green Reit Plc. over the period of the lease.

That Pobal will have the option to terminate the lease at the end of year 5 subject to 6 months written notice and a 3 month rent penalty.

That Pobal shall be subject to the terms and conditions of the lease between Ormond Meeting Rooms Limited (landlord) and Dublin City Council (lessee) dated 7th December 2009, with the exception of the clauses relating to rent only.

That Pobal will be responsible for all outgoings from the date of sub-lease commencement including service charge, air-conditioning charges, rates and utility costs etc.

That the demise will be handed over as viewed. A condition schedule will be attached to the lease.

That Pobal will be required to secure Dublin City Council’s and the Landlords consent to any alterations, consent not to be unreasonably withheld.

That the subtenant will be responsible for the repair and maintenance of the demise and their obligations shall mirror the Head Lease covenants. The sub tenant will maintain the demise to a high standard for the duration of the sub-lease.

That Pobal will be required to provide proof of insurance, most particularly Public Liability Insurance indemnifying Dublin City Council and the Green Reit Plc. to the sum of €6.4 million (six million four hundred thousand euro) for any one incident and Employers Liability Insurance to the sum of €13 million (thirteen million euro) for any one incident (or such different amounts as determined by the Law Agent).

That the Head Landlord insures the building, and the subtenant shall reimburse on a pro-rata basis, subjects to the landlord’s approval.

That the tenant will have access to the property 24 hours a day 7 days a week as agreed with the Head Landlord.

That the tenant name will be displayed on the common internal directories within the building, subject to the landlord’s approval.

That both parties will be responsible for their own legal and professional fees.

That Pobal will be liable for any VAT and Stamp Duty arising on the transaction.

That the proposed sub-lease is subject to Contract, Dublin City Council approval, Landlords Consent and Satisfactory Covenant.

The dates for the performances of any of the requirements of the proposed agreement may be amended at the absolute discretion of the Executive Manager.

The disposal shall be subject to any such covenants and conditions as the Law Agent in his discretion shall stipulate.

No Agreement enforceable at law is created or intended to be created until an exchange of contracts has taken place.

Following public advertisement by Owen Commercial, acting on behalf of Dublin City Council and an assessment of the successful tender received, the Chief Valuer recommends that a 4 year 9 month lease in the Smithfield Café, Smithfield, Dublin 7 be granted to Connor Higgins subject to the following terms:

1. That the subject property is Smithfield Café and comprises a vacant lock up as shown coloured pink on the attached on map index numb SM-2016-0262.

2. That the Council shall grant a 4 year 9 month lease of the property at the rent of €10,000 (ten thousand euro) per annum, exclusive of rates and outgoings.

3. That the applicant will be granted three month’s rent free, from the commencement of the lease.

4. That the lease shall be on a full repairing and insuring basis.

5. That the rent is to be payable quarterly in advance by direct debit mandate.

12. That the applicant shall meet each and every requirement of the City Council’s Fire Officer and any Health and Safety Officer appointed by the Council, at all times. Failure to comply with this condition shall be a ground for forfeiture of the lease.

13. That the lessees shall indemnify Dublin City Council against any and all claims arising from its use of the premises. The lessees shall take out and produce to Dublin City Council Public Liability Insurance in the sum of

CONSTRUCTION OF 2 NO. PEDESTRIAN CROSSINGS AT ORMOND QUAY.

Introduction:

Dublin City Council and the National Transport Authority published the Dublin

City Centre Transport Study on the 10th of June 2015. A period of non

statutory public consultation ran from the 11th of June until the 7th of August

2015. There was a large amount of interest in the Study generated amongst

the public and interested parties, and almost 8000 submissions were

received. As a result of the submissions some amendments were made to the

original proposals and the final report was noted by the SPC at its meeting of

the 25th May 2016.

Chapter 9 of the City Centre Transport Study states ‘The pedestrian

environment serves all users, including residents, commuters, tourists and

shoppers. It must also serve a range of needs, from legibility and design for

those with mobility and visual impairments, to serving visitors and residents

who require space to enjoy the sights and sounds of the City Centre. The

pedestrian environment also caters for the heavy flows of commuters moving

to and from work every day’.

Pedestrian Routes:

Proposed Pedestrian Routes – From DCC’s Development Plan.

Development of strategic pedestrian routes The core pedestrian network has been outlined in the Dublin City Development Plan (above), and the implementation and development of these routes will allow for an improved pedestrian environment which can function as part of an integrated transport network. The identified routes will provide a high quality of pedestrian facilities, complemented by a corresponding level of priority given to pedestrian movements at junctions.

The proposed pedestrian crossing is along these major strategic pedestrian routes:

Next steps:

The NTA has allocated funding towards the construction of this pedestrian crossings. It is anticipated that the tender process will begin by the end of June, with a contractor appointed mid July and construction beginning at the start of August.

It is hoped the crossing is operational by the middle of September 2016.

National Cultural Institutions and Neighbourhoods

Dublin City Council became a candidate for the European Capital of Culture 2020 designation in late 2014. A far reaching public consultation and a promotion of Dublin’s cultural strengths and ambition characterised the bid process and the civic energy generated as well as the innovative programme outlined in the Bid Book have left a legacy of skills and new thinking.

Although not shortlisted, Dublin City Council had already set aside €1M to support the second round of the Bid in the Council annual budget 2016 and discussions of retaining this budget and reinvesting it strategically in Culture ensued.

The City Arts Officer proposed to the Assistant Chief Executive and the CEO that the fund should be set to long term strategic goals i.e.

(a) That any project or idea supported should be of such a quality and interest to the Members of Dublin City Council as to cause a desire to retain this budget for Culture in future years.

(b) That the wide ranging consultations with citizens should continue.(c) That further investment in Culture should be leveraged because of this

investment nationally and in Europe.(d) That Community organisations, businesses and cultural institutions could

work together.(e) That the Projects should be of sufficient scale to leave a legacy of working

closely with the National Cultural Institutions.

Through further discussion and consultation with the Area Managers of Dublin City Council and subsequent meetings with Area Community Development Teams, City Council Libraries and the Arts Office, one of the large scale projects from Dublin’s Bid Book was selected for feasibility study. The project proposed is that National Cultural Institutions (NCI’s) including the Irish Museum of Modern Art, The Abbey Theatre, The National Museum, The Chester Beatty Library, The National Concert Hall, The National Gallery, The National Library, all of whom are located in Dublin, would form partnerships with local neighbourhoods in such a way that a high quality cultural initiative connecting the NCI and the Neighbourhood would result.

This programme or initiative would seek to connect the local, national and international cultural ambition of Dublin as a Capital City while ensuring the development of local cultural capacity.

The Department of Arts Heritage and the Gaeltacht (DAHG) convened the NCI’s to discuss the project and the approach was wholly endorsed by all involved. DAHG are considering how best to support the project and may do so through financial assistance either Capital or Current Revenue.

It is proposed that each project is large scale and that programmes e.g. in schools or broader cultural initiatives e.g. in intercultural integration can be considered. In the first instance, 600K will be available for projects across the five areas and a Project Manager for each Area will be appointed by Tender.

An overall coordinator Iseult Byrne has been appointed and local consultations in each Area have begun.An Advisory Group has now been formed in each City Area and National Cultural Institutions have assigned themselves singly or in pairs as follows

The 5 National Cultural Neighbourhood Project groupings are:Central Area is collaborating with the National Library of IrelandSouth Central is collaborating with The Chester Beatty Library & the National Concert HallSouth East is collaborating with The National Gallery of IrelandNorth West is collaborating with The National Museum of Ireland and The Abbey TheatreNorth Central is collaborating with The Irish Museum of Modern Art.Each Advisory Group consists as indicated above of The Area Community Development Team, The Arts Office, City Libraries, and a National Cultural Institution(s). Local consultations such as those undertaken in the Bid process have begun in each City Area to aid project development and Neighbourhood theme selection.

Each Advisory Group has met in facilitated session to agree their working purpose and to set out criteria for project selection.

The criteria agreed for selection of projects vary slightly in each of the Areas, but in all cases they require that the project:

Contains Meaningful Participation and active engagement by residents of the Area

Is Impactful – Personally, Locally, Nationally and Internationally

Is Inclusive & Accessible (intellectually, physically & virtually)

Is Ambitious & Challenging, Innovative & of high quality

Is relevant (to the community, the area, the institution and to DCC)

It is proposed that projects will be developed through a process of consultation and collaboration and also that significant progress in implementation occurs during 2016.

Through a consultation process involving community meetings and facilitated sessions supported by the Community Development Team, A community organisation (s) will be identified as partner in the project or programme proposed.Once the idea, community partner and implementation time line is set, regular updates will be provided to the Area Committee

Proposal

A request has been received to have the public right of way extinguished over a laneway at the rear of 2 - 41 Goldsmith Street, Dublin 7. The Laneway is the location of anti-social behaviour and theresidents requested the laneway be closed to prevent this. The proposed extinguishment is shown on the attached Drawing RM 36444.

Statutory Requirement

By public advertisement on the 11th May, 2016, representations or objections are invited by the 21st

June, 2016. The site notices were erected on the 11th May, 2016.

No objections have been received to date.

Update Report – Moore Street Market and Retail Outlets Strategic Report

Background:An implementation group was established with a view to prioritising and implementing recommendations set out in the Moore Street Markets and Retail Outlets Strategic Report. The team is led by Eileen Gleeson, Assistant Area Manager, Central Area.

The group initially agreed a number of improvements which are achievable in the short to medium term, under the following headings:

Issue ActionTraffic Parking / Vehicular AccessNoted that although there is no drive through after 11am, it is clearly evident that this is not adhered to. There are 2 “no entry after 11am” signs on Moore Street at the O’Rahilly Parade junction.

Removable bollards have been installed on Moore Street at the O’Rahilly Parade junction and also the Henry Lane junction.

Notification / signage regarding the installation of the bollards are in situ.

The Traffic Division’s proposal to make Moore Street one way southbound has been objected to, as has their proposal for the provision of cycle parking on the street given the existing planning permission on the adjacent site.

2 torpedo bollards are to be installed on pathway at Sampsons Lane; this is to prevent vehicles driving on the footpath to exit the street.

LightingStreet lighting is currently provided by flood lighting on the buildings on the north side of the street.

To improve the lighting on the street the current system will be replaced with LED catenary lanterns mounted down the centre of the street on catenary cables suspended between the buildings.

The new system is due to be installed in the coming weeks.

CleansingThe street is cleaned continually during the day and the truck empties the euro bins at around 2.30pm. Cleansing staff are unable to maneuver cleansing equipment around the stalls.

We are in discussions with Waste Management with a view to introducing a recycling waste management system for the street.

Power washing is being carried out on the street twice weekly.

Co-operation is forthcoming from the Traders in relation to the management of the pallets produce is delivered on.

We are considering options for the implementation of a recycling scheme for the street. A Pilot will be introduced in the coming weeks to gauge the volume of recyclable materials for disposal.

Physical Design of the Street / Engagement with TradersThere are currently 23 stalls in situ. There is no cohesion or uniformity to the location of the stalls.

Pitch markings were upgraded in December 2015; the new markings designate an extended area of 12 feet for each stall.

Stalls The majority of traders are not using their stalls; produce is stacked on the public footpath. The current stalls are not user friendly and inhibit trading.

The storage of stalls is a major issue. At present the stalls remain in situ at all times, including unused stalls. It is agreed that even if we had a dedicated space to

store the stalls, the current stalls are heavy and most of the current traders would not be able to move them.

A number of disused stalls have been removed from the street, and placed in storage, following correspondence with the relevant Traders.

Market Patrol Two Assistant Markets Inspectors have been appointed and continue to patrol and monitor the market.

Anti-Social Behaviour There is a major issue with anti-social behaviour in particular the sale of contraband on the street.

While this matter is outside our control, there is ongoing co-operation between the Gardaí and our Assistant Market Inspectors. We are continuing to liaise with the Gardaí on this matter.

There are issues with the over-hang area at the Ilac Centre. Planning permission was granted for redevelopment of this area which includes removal of the walkway to bring the façade in line with the existing building. An appeal was lodged to An Bord Pleanála and a decision to grant the permission with conditions was made on 12th May 2016, permitting the removal of the over-hang area.

June, 2016.North Inner City Housing Update

Vacant site, Railway Street Dublin City Council met with Circle Housing and its architects on the 31st May. Discussions on optimising the site to its full potential and to facilitate the building of the most economically viable numbers of units took place. Clarity is required in relation to the footprint of the site and further investigations will have to be taken in relation to registration and ownership of parts of the site. Further meetings will be held shortly.

St. Mary’s Mansions

Following a presentation to the residents and the Area Councillors which recived a very positive response, a planning application was lodged on the 6th May 2016 for redevelopment of the complex. A decision is due to be in June and no objections have been submitted so far. Should planning permission be granted without undue delay Cluid expect work to commence on site in April 2017. The redevelopment is due to be completed in December 2018.

Currently 29 tenants and their families remain living in the complex. 2 of these families have accepted temporary offers of accommodation from DCC and will be moving shortly. A further 2 tenants have accepted offers of accommodation from Cluid and should move in the 2nd week of June. With these offers there will be 25 families and while it may prove difficult to move tenants out quickly Cluid are confident they are in a position to secure accommodation for the remaining residents. Cluid and DCC continue to work closely together on this matter with the aim of having the complex detenanted by the end of the year.

Gloucester Place/Former IDA site

Construction work commenced in late February following some delays with the issuing of fire certs. As part of the initial works the site has been hoarded off along with the adjacent smaller site which the same developer has agreed to purchase. Plans for the adjacent site will be submitted shortly. Site clearance works are also underway and the project is progressing well.

Prior to commencement of works a meeting was held on the 26th January between local Housing staff, residents reps, school reps and Bennetts Construction to outline the project and discuss issues such as traffic and noise management. A further meeting has since taken place and issues around traffic management and window cleaning were raised. Residents in Gloucester Place also staged a protest, blocking the road, but following a meeting between the builder and these residents no further protests have taken place.

Castelforbes

The 21 units at Castleforbes (Northbank), that DCC are acquiring, are not completed and are now in the hands of the receiver. Dublin City Council is currently engaging with the receiver regarding the acquisition of the Part V units in the development. Due to the nature of the works to be undertaken it now extremely unlikely that these units will be acquired before the beginning of 2017.

Tuath Housing is negotiating separately with the purchasers of the Danninger loans for 21 units in Castleforbes Square. The original asking price has been revised by the new owners. Tuath is still in negotiation for the acquisition of these units

Mountainview Court/Summerhill Site.

As you are aware this site was purchased by the HSE for the purpose of building a much needed, Primary Care centre. A meeting was held with the building contractors, Balfour Beatty on 25 th February. They advised that it is expected construction works will commence on site in mid March. Some delays have now been encountered and as of yet no definite commencement date has been confirmed but indications are that work will commence in the coming weeks.

Matt Talbot Court

Following ongoing complaints repairs were carried out recently on one of the roofs in Matt Talbot Court. These repairs were carried in September 2015 and initially appeared to be successful. However, following the heavy rainfall early in the year, some leaks reoccurred. This roof has now been re-examined by Housing Maintenance and the areas where leaks are occurring have been identified. The contractor will commenced repairs on this roof the week beginning the 4th of April. He will also carry out repair works to the roofs on the other 2 blocks.

A new CCTV system has now been installed in the complex and should help address the issue of anti-social behaviour.

Fitzgibbon Court

A new CCTV system has been installed in the complex.

Avondale House

A paint crew have now completed painting of the stairwells.

Brian Kavanagh – Area Housing Manager

Poplar Row, Taaffe Place, Annesley Avenue & Place – Pyrite Issues  The Pyrite remediation works are being carried out in three 10/12 week phases.  The remedial works commenced on 12/01/2015 and the Contractor is McCallan Bros Ltd. Phase 3 these works have been completed with the exception of some snagging works and all of the tenants having returned to their homes.  Croke VillasThere are 9 dwellings out of 79 occupied in Croke Villas.  Liaison continues with the remaining residents in trying to source alternative/suitable accommodation for them.

There is an ongoing problem of drug users congregating on some of the stairwells in this complex. The Estate Manager is liaising with An Garda Siochana to resolve this problem

 

Talks with Croke Park  in relation to the disposal of a portion of the site and the widening of Sackville Avenue have concluded and the disposal agreement was approved by the City Council at it’s meeting of 2/11/2015.

Part 8 Notices for the Demolition all four blocks were place on locations around complex. They will be in place for a period of six weeks until 6/07/16. Closing date for submissions is 20/07/16.

 

The Part 8 submission for the redevelopment of 2-6 Ballybough Road was approved by City Council at it’s meeting of the 2/3/2015.  Clearing and de risking of the site is currently ongoing.  The Main Tender is in preparation with a start on site envisaged for the third quarter 2016 with an estimated contract of twelve month for the works.

Ballybough House Housing Maintenance Division is continuing to refurbish the void dwellings in the complex. The problem of youth’s congregating on the stairwells in this complex is still ongoing. The Estate Manager is continually liaising with An Garda Siochana to identify the individuals causing these problems in the complex and to take whatever action is required to resolve this problem. A number of interviews have been carried out to date. A trial of Choice Based Lettings in this complex has been successful with a number of people applying for the units advertised. Eighteen units were let as a result of this course of action with a high number of applicants applying.  Further units will be advertised for letting in this complex within the next couple of weeks. The Area Housing Manager & Estate Manager is continuing to meet with Residents and good progress has been made through the Community Development Section with residents working with DCC to bring about improvements at the complex.

Poplar Row Flats Staff from the area office, Community Development and Play Development have held a number of meetings with residents from Poplar Row flats around the revamping of play facilities in this complex.A meeting was held on 11th February with a rep from the complex and DCC staff to discuss the proposed revamp and a leaflet drop was also done on that date inviting the residents to view the design proposal at an onsite consultation on Saturday 13th February. A further meeting was held on the 15th March and a final proposal was agreed. Contractor commenced on site week beginning 30/05/16 Vacant Site at Poplar Row Oaklee lodged a planning application ref: 4124/15 on 30th November 2015 for a development of 29 units of accommodation (4 no. 2 beds and 25 no. 1 beds) at Poplar Row (formally Block 2). This application is currently in the statutory planning process and additional information was sought on the 2nd February 2016 in relation to it. A number of meetings were held between Dublin City Council Planners and Oaklee’s design team and the Oaklee architects submitted the additional information on 12th May, 2016.  Tom Clarke House   

Work commenced on site on the 2/11/2015 converting bedsits into one bedroom apartments.  The Contractor is D&S Higgins Construction Ltd. These works are progressing well and are expected to be completed in the next two weeks.

. St. Agatha’s Court  The Peter McVerry Trust was asked by Dublin City Council to bring forward proposals for the site at St. Agatha’s Court. The proposal put forward is to convert 16 units into 8 larger units and construct 4 additional units giving a total of 11 units. The units have been vacant for some time so it would bring

them back into use. The Department of Environment Community and Local Government in May granted approval in principle to the construction of the 11 units at a cost of €1,170,000 with a view to starting on site in 2015.   Planning permission has been granted for this development. Site investigations have been carried out on this site by consulting engineers and the Peter McVerry Trust retendered following the Public Procurement Process for a contractor to carry out the works. A contractor has commenced works on this site since the last week of April 2016.

Disposal of the site (by lease) to the Peter McVerry Trust was approved at the March meeting of the City Council. Work commenced on site on 25/4/2016.

Ballybough CourtHousing Maintenance Division painters have carried out an extensive painting programme on the exterior of this complex.

St. Bricins Park:Phase 1 works are proceeding satisfactorily and the works programme is on schedule. As yet a commencement date for Phase 2 has not been finalized.

O’Devaney Gardens

The last remaining residents of Block 11 have signed for alternative accommodation and are expected to move out shortly meaning that 2 of the 4 blocks - 64 flats - still standing will soon be completely empty. Subject to completion of Part 8 procedure demolition works on these two blocks should be possible later this year.

Drumalee Court:

2 into 1 works on the final four bedsit units started last week are proceeding satisfactorily.

Aughrim Court

A grant aid application has been prepared for funding to assist in carrying out works which will enhance insulation and ventilation of units and provide for the replacement of existing heating system which will also see the installation of individual controls in all units.

Ellis Court The design team appointed by Tuath has been busy designing up a scheme. There have been preplanning meetings with our planning department and architects section and plan to meet with the conservation section on some issues. Given the age of the building they have encountered some structural issues in parts of the building. They expect to deliver 21-22 units at this location and plan to submit the required pre-planning report shortly to the DECLG prior to submitting for planning to Dublin City Council in quarter 3 of this year. Tuath would intend to meet with to the Central Area Councillors prior to submitting the planning application.

The Council has planning permission from An Bord Pleanala for 58 housing units, a community facility and shops on the eastern side of Dominick Street. The accompanying Masterplan provided for a new road and the closure of the existing roadway at Dominick Place and the provision of a site for a Gael Scoil.

In order to make the project economically viable and procure funding it has been necessary to re-design the project to provide for additional housing. The number of units has increased to 73, with a reduction in the number of commercial units and alterations to the community facilities. Provided funding from the DOECLG for the housing is forthcoming, the Council (Planning and Development Department) has agreed to use alternative funding for the commercial and community facilities element of the project.

The Department of the Environment, Community & Local Government has requested that a cost benefit analysis be carried out on this project as it exceeds €20m. Meetings are ongoing between Department of the Environment, Community & Local Government with the Department of Public Expenditure and Reform and Dublin City Council.

Luas Cross City WorksResidents of Constitution Hill, Dominick St Lower, Dominick House, Dominick Court and Dominick St Upper have been kept updated on the progress of the Luas Cross City (LCC). LCC staff and the Contractor (SSJV) have discussed the programme of works with local residents. Contractor is currently on-site in Constitution Hill, Dominick Street Lower/Upper, Mountjoy St, Dorset Street/Bolton Street and Parnell Street.

To facilitate works required for the Luas Cross City Main Works contract on Dominick St Upper and Dominick St Lower, it will be necessary to restrict traffic in the area. Sisk Steconfer JV (SSJV) is working on behalf of Luas Cross City to execute the track laying and main infrastructure works for the new Luas line.

Constitution Hill/Broadstone The new road on Prebend Street is now complete. The gates at Catherines Lane were closed on 30/05/16 and Prebend Street access was reopened on this date. The contractor will reinstate the palisade fence boundary to the new road over the coming weeks. Works have commenced with the replacement of the site mesh fencing on the opposite side of the road, solid timber hoarding will be erected to prepare for the excavation works in order to construct the Broadstone Luas stop, the Luas plaza and the tracks.

These works will be followed by the construction of tracks through Constitution Hill which will be done in a phased approach to ensure buses, commuter traffic and local access can flow easily while the track works take place.  The summer months have been chosen as the traffic volume lessens during this time.

The Dublin City Council Environmental Health Unit has granted SSJV permission to work from May until 24 July at the following times:

Monday – Friday: 07:00 – 07:00 Saturday: 07:00 – 07:00 Sunday: 07:00 – 07:00

Dominick Street The stop construction started at Lower Dominick Street and a switch of traffic was put in place for the first 70 meters of Lower Dominick Street. Coming in from Parnell Street the traffic lane has been switched to the left and the junction is controlled by traffic lights.

In Dominick Street Upper, the tracks near the flats have been completed and were opened to vehicular traffic. This was done in order for the traffic to flow while the team commences the works on both north and southbound tracks in the area between Palmerston Place and Mountjoy Street. Local diversions are in place. Work is ongoing on the footpaths on Dominick

Street Upper, near Dominick Court Flats as well the final surfacing of the area to the right of the tracks near the junction with Bolton Street.

Constitution HillOngoing meetings with Residents are taking place, a contractor has been appointed to erect doors on the stairwells to all three blocks, this work should be complete in the next three to four weeks. Dublin City Council’s Play Coordinator is working with a group of residents and youths on the design of a playground. The ground work preparation for the playground commenced 1st June, works are ongoing. Luas Cross City Staff, the Housing Manager and Project Estate Officer are keeping Residents up-to-date on the proposed plans/works for Broadstone Gate.

Dorset Street & Saint Marys TerraceDowney and McConville Architects have been appointed as the design team for the pilot project in St Mary's Place (39 units). The concept is to bring these units into the 21st Century. It will take approximately 12 months to get to the end of the part 8 procedure.   The housing project team have been working closely with the residents. Ongoing meetings with Residents, Estate Management and the Gardai in relation to anti-social behaviour in Dorset Street and Saint Marys Place complex.

Blackhall Place/Marmion CourtA glazing contractor is currently engaged in repairing all windows and doors in Blackhall Place and Marmion Court, works are ongoing.

An extensive painting programme for the Blackhall/Marmion complex is ongoing and proceeding as planned. Painting is complete on the Blackhall Street side of the complex. Works are progressing on the Queen Street side. Larcen’s Plastering contractors are repairing and prepping all plaster and concrete works in the complex.

Saint Michans HouseA specialist contractor, Mc Keon Group, have been appointed to carry out a programme of repair works to internal party walls in St. Michans House. Blocks A and B are now complete and works are ongoing in blocks C and D.

Artists and young people come together to develop new Grangegorman Art Project

A community art project is about to get underway in Grangegorman. The Masterplan has been commissioned under Pathway 2 of the ‘the lives we live’, the Grangegorman Public Art Project. This pathway centres on community based projects and events and aims to increase local participation and engagement with life through the arts.

The project is a collaboration between a group of artists and young people from Dublin 7 Educate Together, who are coming together to explore the changing education environment in the 21st Century.

This project aims to facilitate a creative conversation amongst students about the arc of their transition from an older environment to a newly built one.  The artists will work with the students through a process of artist residencies, workshops, performance, events and collaborative explorations.

Dublin 7 Educate Together is scheduled to re-locate from its current temporary accommodation into a brand new home on the Grangegorman site.

An underlying premise of this work is the belief that if you place an artist as an active researcher in a learning environment that the students quickly become inventive and creative learners. The process will be documented and shared with a wider audience later this year.

Projects are chosen through an open call and by an independent panel of experts. The next closing date for submissions under Pathway 2 is Friday 24th June, 2016.

Central Area Older Persons Council

The Central Area Older Persons Council has been in place for 1 year now and works in support of the Age Friendly Alliance.

They have prepared the following mission statement and have been effective in the following areas.

Central Area Over 55's day 2016

This event was well attended and there was great participation in all the planned activities. A second 'singing your cares away' event will be held later in the year as there is a waiting list. The participating organisations said that they had a lot of enquiries about their services. On the day older people volunteered, signed up for courses and obtained information.
