1 Welcome Message Welcome to the 2019 Electric Ship Technology Symposium. On behalf of the 2019 ESTS organizing committee, we would like to thank each and every one of the attendees for coming to this meeting where we will exchange ideas on the future of electric ship technologies. The Electric Ship Technology Symposium began in 2005, largely as a result of U.S. Navy interest in electric ships, an interest which has grown over the subsequent years. So to this end, we particularly thank the U.S. Navy and the U.S. Office of Naval Research for their support of this technical area over the years. But of course, interest in electric ships is not limited to the U.S. Navy, or even the navies of the world; indeed, electric ship technology is of strong interest in many civilian maritime applications, and so the range of contributors to this technology is quite diverse. Thus it is our goal that this conference welcomes all who are interested in electric ships to both learn and contribute new technical knowledge to this growing area. As with last year, we are offering tutorials on the day before the official opening of the conference, and hope you will be able to take advantage of these. Welcome Message

Welcome to the 2019 Electric Ship Technology Symposium. On behalf of the 2019 ESTS organizing committee, we would like to thank each and every one of the attendees for coming to this meeting where we will exchange ideas on the future of electric ship technologies. The Electric Ship Technology Symposium began in 2005, largely as a result of U.S. Navy interest in electric ships, an interest which has grown over the subsequent years. Keynote Speaker Wednesday, August 14

Thomas C. Fu, Ph.D., SES

Dr. Thomas Fu is the acting head of the Mission Capable, Persistent and Survivable Naval Platforms Department of the Office of Naval Research (ONR). As department head, he oversees a broad range of S&T programs for naval platforms and undersea weapons, with an annual budget of approximately $450 million per year. He is also the director of the Advanced Naval Platforms Division within the Mission Capable, Persistent and Survivable Naval Platforms Department. The division provides technologically superior capabilities for naval platforms through investments in basic and applied research and advanced technology development programs for advanced power systems, acoustic and non-acoustic signatures, structural reliability and lifecycle management, hydrodynamic performance, advanced propulsors, metamaterials, thermal system management, and platform autonomy and control, as well as the National Naval Responsibility for Naval Engineering. Dr. Fu was selected for Senior Executive Service in September 2015. He began his career in federal civilian service in 1988 at the Naval Surface Warfare Center, Carderock Division, working part-time as a mechanical engineer while in graduate school. After receiving his doctorate in mechanical engineering in 1993, he became a full-time research engineer. In 2010, he became deputy head of the Hydromechanics Department, which later became the Naval Architecture & Engineering Department. In October 2014, Dr. Fu became a program officer in the Sea Warfare and Weapons Department at ONR. Dr. Fu has authored over 140 technical publications. He earned a Bachelor of Science in ocean engineering from Purdue University in 1984; a Master of Science in physical oceanography from the Scripps Institution of Oceanography, University of California, San Diego in 1988; and a doctorate in mechanical engineering from Johns Hopkins University in 1993. In 2018, Dr. Fu was named a Fellow of the American Society of Mechanical Engineers, and in 2013 the Asian-American Engineer of the Year by the Chinese Institute of Engineers-USA. Dr. Fu currently serves as an associate editor of the Society of Naval Architects & Marine Engineering, Journal of Ship Research and the American Society of Mechanical Engineering, and the Journal of Fluid Engineering.

Stephen Markle,

Electric Ships Office (PEO Ships/PMS320) Steve Markle is the Program Manager and Director of the Electric Ships Office within the US Navy Program Executive Office Ships, having assumed this role in 2014. He is responsible for developing power and propulsion systems and equipment for the US Navy’s fleet. He is also steward of the living Naval Power and Energy Systems Technology Development Roadmap written to guide intelligent technology investment toward meeting current and future fleet warfighting capability needs. Mr. Markle retired from active duty as a career US Navy Engineering Duty Officer in 2004. His past professional activities include Engineering Director for Navalis Environmental Systems a marine pollution control equipment manufacturer, and Operations Manager for the Engineering and Manufacturing Division of Geo-Centers, Inc. His active duty assignments included back-to-back jobs on the staff of the Chief of Naval Operations, Surface Warfare Directorate as Littoral Combat Ship Budget and Acquisition Action Officer and then Fleet Maintenance and Modernization Section Head, he served as Assistant Project Manager for the T-AKE Program within PEO Expeditionary Warfare, and as Staff Naval Architect on exchange with the Canadian Department of Defence. Mr. Markle is a qualified Surface Warfare Officer and in submarines through the ED Dolphin Program. He is a 1994 graduate of the MIT 13A Program earning both a Master of Science Degree in Mechanical Engineering and the Naval Engineers Degree. He is a member of the DoD Acquisition Professional Community and is registered as a Professional Engineer in the Commonwealth of Virginia. His awards include the 2001 ASNE Jimmy Hamilton Award, DoD Individual Environmental Quality Award, DoD Program Environmental Award, and the ASTM Haas Award. He has published 35 peer reviewed professional papers and monologs, and holds one issued and five pending patents. He is an IMarEST Fellow and member of ASNE, SNAME, and the ASTM.

Keynote Speaker Thursday, August 15

R. Scott Forney, III

General Atomics Electromagnetic Systems

As the President of General Atomics Electromagnetic Systems (GA-EMS) , Mr. Scott Forney is responsible for all work associated with military and commercial EMS programs. Since joining GA in 2007, Mr. Forney has led GA-EMS through a significant period of technology advancements, business acquisitions, product introductions, and record revenue growth. Today, GA-EMS is globally recognized for its transformative technologies and has emerged as a leading Department of Defense contractor for high power electromagnetic equipment and systems. During his tenure, Mr. Forney has guided the advancement of systems design, engineering, manufacture, test, and sustainment of critical technologies and products, including: hypervelocity weapons systems; solid state lasers; advanced sensors; power inverters, motors and generators; capacitors; radiation monitoring systems; nano-satellites; nuclear instruments; fault tolerant battery systems; and electrostatic separators and terminal automation products for the oil and gas industry. Among the groundbreaking achievements under Mr. Forney’s leadership are: numerous successful railgun hypersonic projectile launches; successful manned aircraft launches and arrestments with the Electromagnetic Aircraft Launch System (EMALS) and Advanced Arresting Gear (AAG); and a ten-fold expansion of EMS’ sophisticated manufacturing facility in Tupelo, Mississippi. Mr. Forney’s’ prior experience includes 20 years at General Dynamics Electric Boat Corporation, where he rose to the position of Senior Overhaul and Repair Program Manager. He also served as Director of Engineering for Advanced Power Systems, Concepts and Programs, and Project Director for Electric Drive, with responsibilities for the development of components supporting electric drive and advanced power systems. Key projects included: the development of the world’s most advanced marine propulsion system; high-speed motors and generators; advanced controllers; linear plunger displacement devices; wind generator electromagnetics; and U.S. Navy electric drive/integrated power systems.

Prior to joining GA, Mr. Forney was Business Partner and Board Director of Electro Mechanical Specialists, where he was involved in the strategic development of company business plans that resulted in improved operational readiness and profitability. Mr. Forney was Adjunct Professor of the U.S. Merchant Marine Academy in Kings Point, New York, providing lecturer and technical support services for the Office of Naval Research-sponsored Nuclear-electric Naval Support Vessel Project. In this capacity, he instructed midshipmen and assisted faculty in preparing the final report of the Nuclear-electric Project. Mr. Forney was educated at the U.S. Merchant Marine Academy, Kings Point, New York, receiving Bachelor of Science degree in Marine Engineering. He was also an officer in the Merchant Marine Ready Reserve (USNR). Mr. Forney is an active member of numerous professional associations.

Dinner Speaker Thursday, August 15

Dr. William McBride, Professor of History USNA

Bill McBride is entering his 25th year on the faculty of the US Naval Academy where he specializes in the history of science, technology, and engineering and also naval-military history. Previously, he taught at James Madison University where he was inaugural Shaeffer Distinguished Humanist. He earned his Ph.D. at The Johns Hopkins University, holds a M.Sc. in aerospace and ocean engineering from Virginia Tech, a B.Sc. in naval architecture from the Naval Academy, and was an Olin Postdoctoral Fellow in military history at Yale University. After graduating from Annapolis, Professor McBride served in the Pacific Fleet including duty as chief engineer (acting) in a steam-powered destroyer and executive officer in a hydrofoil. After leaving the Navy, he worked as a robotics engineer for General Motors Assembly Division, as a naval architect who reverse-engineered Soviet warship designs for the Office of Naval Intelligence, and, at John J. McMullen Associates, was the naval architect responsible for stability of the Israeli Sa’ar 5 corvette design. In the case of the Sa’ar 5, his work was validated by INS Hanit’s survival when hit by a cruise missile during the 2006 Lebanon War. His histories have garnered international recognition including the American Society of Mechanical Engineers’ Engineer-Historian Prize for his book, Technological Change and the United States Navy, 1865-1945, the Society for Military History’s Moncado Prize, and the Society for the History of Technology’s IEEE Life Members’ Prize. He is currently writing a book – titled War, Science and Technology: A History – by invitation from Cambridge University Press in the UK.
