Grand River Street North Class Environmental Assessment
(Class EA) Study
Welcome to the second Public Information Centre (PIC) meeting for the
County of Brant’s Grand River Street North Corridor Municipal Class EA Study.
Please record your attendance and obtain a comment sheet at the registration
desk.
Several background reports are available at the Resource Table. Should you
have any questions regarding the presentation materials, background reports
or any other aspect of the study, please speak to the County or Consultant
staff members in attendance.
We encourage your input/feedback on the material being presented on the
display boards. Please deposit completed comment sheets in the comment
box or mail/e-mail to the address at the bottom of the form by May 29, 2019.
There is an opportunity at any time during the Class EA process for interested
persons to provide written input. Any comments received will be collected
under the Environmental Assessment Act and, with the exception of personal
information, will become part of the public record.

The County of Brant initiated this Class Environmental Assessment (Class EA)
for the planning of the Grand River Street North Corridor from Watt’s Pond Road
to St. Patrick Street. In response to public comments that were received at the
Community Café event in December 2017, the study area was extended south to
William Street and east to include Paris Links Road. Improvement alternatives
were developed and refined in response to input that has been received
throughout the study.

Consider all reasonable alternatives;
Provide a comprehensive assessment of the environment;
Utilize a systematic and traceable evaluation of net effects;
Provide opportunities to receive input from the public; and
Provide clear and concise documentation of the decision-making process
and public consultation program.

Broader Area

Municipal Class Environmental Assessment (Class EA) Process This Study will complete phases 1 to 4 of the Class EA for a Schedule C
project by establishing the need and justification for the project, considering
all alternatives and proactively involving the public in defining a
Recommended Plan for improvements. The Class EA will follow the
requirements of the Municipal Class EA (amended 2015) and Companion
Guide (2017) a copy of which is available at the Resource Table.
If after viewing the exhibits and otherwise participating in this project, and at
the conclusion of the process you still have concerns, you have the right to
request the Minister of the Environment, Conservation and Parks to reclassify
the project through a Part II Order (or “bump-up”) to an Individual
Environmental Assessment.

Background

The County of Brant initiated this Class Environmental Assessment (Class EA) in
August of 2017 for operational improvements to Grand River Street North, from
immediately north of Watt’s Pond Road to St. Patrick Street, located north of
downtown Paris. This Class EA Study will address existing and projected traffic
operations and safety concerns, and accommodate all road users for a 20 year
planning horizon.
In 2017, IBI completed the Grand River
Street North Corridor Transportation
Study which evaluated existing and
longer term traffic impacts resulting
from future expansion along the
corridor, primarily large residential and
commercial developments. This 2017
Traffic Study recommended the
widening of the corridor to provide 4
through lanes, with a multi-use trail on
one side of the street and a sidewalk
along the other side of the street. The
use of signalized intersections or
roundabouts at key intersections was
recommended to improve traffic flow.
Class EA approval was obtained in March 2018 for an interchange on Highway
403 at Bishopsgate Road, a key element in accommodating truck traffic and
establishing a western link to Highway 403. The 2016 Transportation Master Plan
Update recommended long term protection of an Eastern Bypass to divert
additional traffic away from downtown Paris. A potential Eastern Bypass would
represent a longer term improvement opportunity that would be beyond the
current Official Plan horizon.
PIC No. 1 Input
At the study’s first Public Information Centre, one-hundred and eight (108)
people attended the event that was held on Thursday May 24, 2018.
Conclusions from the Public Information Centre include:
Support for intersection improvements
Concern for operating speed, increased noise and visual intrusion
Concern for increased traffic along Paris Links Road and the former
railway corridor
Support for improvements to Grand River Street North for pedestrians
and active transportation
Concern for increased traffic and traffic distribution along Grand River
Street North due to residential developments

Representative receiver sites were selected to determine future noise levels
with an extension of West River Road, opposite Silver Street.
Receiver sites with a forecast noise level higher than 55 dBA (decibels) require
investigation for mitigation measures
For the sites investigated, no mitigation for noise is required
Based on the recommendation to provide visual screening, the barrier is
recommended to also include acoustical attenuation
Traffic – William Street Intersection
During peak hours, the intersection of Grand River Street North and
William Street is operating close to its capacity and is a major constraint on
development growth in North Paris.

To help accommodate development growth and improve safety, it is recommended:
• To use the existing curb lane to extend the southbound left turn lane, and
• Remove the angled parking north of William Street.
The loss of on-street parking can potentially be mitigated by replacing the angled
parking with parallel parking, and providing permit parking adjacent to Kings Ward
Park.
Based on current travel patterns, these improvements would accommodate a total
development growth north of William Street of approximately 700 new dwelling units
(d.u.)* and 60,000 square feet of commercial space without diversion of traffic to
alternate routes.
Development that is either proceeding or already allocated includes:
Brookfield Subdivision (391 d.u.)
Paris Grand Estates Phase 1 (125 d.u.)
Paris Grand Estates Phase 2 (100 d.u.) - allocated subject to EA completion
Together these total 616 dwelling units.
Capacity remains for only about 84 more dwelling units.
Traffic To accommodate the planned development in North Paris requires reconstruction
of Grand River Street North for a new sanitary sewer and widening to 4 lanes.
Development beyond 700 units will require additional transportation improvements
diverting traffic:

To the west (EA Approval exists for a Bishopsgate Road Interchange),
and/or
To a potential longer term Eastern Bypass (future EA study). The TMP
identified that an Eastern Bypass would result in much higher traffic
volumes on Paris Links Road
Reducing truck traffic on Grand River Street North and Silver Street would
improve roadway capacity. Potential diversion route alternatives are
illustrated below.

The provision of 4 through lanes on Grand River Street North will
accommodate the traffic generated by:
Interim area development levels (700 units), and
Planned ultimate development (with the addition of an alternative
diversion route)
The following exhibit provides the traffic simulation to the end of the Official
Plan horizon, which will precede full development and the implementation of
an alternative route to Highway 403. This reflects partial development of
Paris North.

The Study has assessed preliminary design alternatives for the alignments,
intersections and cross sections of Grand River Street North and West River Road.
Table 1 summarizes the groups of preliminary design alternatives that have been
evaluated. The technically preferred alternatives are shown on the following exhibits
and the analysis and evaluation report is included on the resource table.

The Technically Preferred Alternative was the 4-lane Cross-section as illustrated below.
The benefits of this alternative include:
• A wider sidewalk with boulevards create a more pedestrian friendly environment
• Provides cycling facilities for less confident cyclists, away from motor vehicles
• Provides wider curb side lanes for drainage
• Promotes complete street approach, separating different modes of travel
Group 2: Horizontal Alignment

The alternatives considered were:
• Alternative A: Centre – Alignment follows existing GRSN centreline
• Alternative B: East – Alignment shifted east of right-of-way (ROW) centreline
• Alternative C: West – Alignment shifted west
• Alternative D: Alignment varies – centre, east and west of ROW centreline
Alternative D was selected as the Technically Preferred Alternative. The benefits of
this alternative include:
• Minimizes the impacts to properties along the corridor
• Makes use of property owned by the County on either side of the ROW

Group 3: William Street Intersection
Technically Preferred Alternative

• Extend the southbound left turn lane
• Extend the southbound left turn lane, replacing east side
existing angled parking with parallel parking and eliminating
west side on-street parking. (Mitigated by new on-street
parking on the east side of Grand River Street North, and
adjacent to King’s Ward Park)

William Street Bridge
• Provide a westbound double right-turn lane

Existing angled parking north of William Street creates a safety hazard.
Motorists backing out of angled parking spaces are unable to see oncoming
traffic.
Existing parking in the southbound curb lane restricts the capacity of the
William Street Intersection resulting in increased queuing and delays on
Grand River Street North.
Proposed Relocation of existing parking results in:
• Improved Safety
• Improved Traffic Operations, and
• No Net Impact on Parking Supply

This group of alternatives considered both conventional and roundabout intersections.
The intersection spacing is recommended to be 400 m. The technical evaluation has
recommended roundabout control from Silver Street north.
The benefits of the roundabout design include:

• Control operating speeds
• Create gateway for the Grand River Street North corridor
• Provide more green space within the right-of-Way

To build on previous work the study has considered additional refinements to the
new West River Road TPA presented at PIC No. 1. Four (4) alignment alternatives
including one suggested by a member of the public have been considered as
potential refinements.
Group R1: Refined New West River Road
The four (4) alternatives that were considered as potential refinements to a new West
River Road TPA include:
• Alternative A: The original PIC No. 1 TPA. This alternative was centred in the former
railway right-of-way.
• Alternative B: Shifted Alternative A, northerly two metres to provide space for the
addition of visual screening for the houses on Paris Links Road. This alternative also
modified the curve radii to match the land use plan of the Paris Grand Estates
Development.
• Alternative C: This alternative considered adding a northern collector road to Scott
Avenue through the well-zone protection area.
• Alternative D: This alternative was suggested by a member of the public and included
an alternative alignment for a potential Eastern Bypass
The alternatives and their evaluation can be found on the following exhibits.
Alternative B was selected as the preferred alternative. It reduces the community and
natural effects of Alternative A by increasing offsets to residential properties. It will also
include sound and visual screening mitigation for existing residential properties.
