Timeline for Merger Feasibility Study between Scio and Wellsville Central School Districts

09/08/09 - Joint meeting of Scio and Wellsville Boards of Education to be held at 7:00 p.m. at Wellsville CSD to do the following:

1. Appoint a consultant to conduct the feasibility study;2. Hear a presentation from the consultant;3. Appoint a feasibility study committee.

09/09/09-09/14/09 - First meeting of the Feasibility Study Committee.

By 12/01/09 - Completed Feasibility Study presented by consultant to both boards, the feasibility study committee, and communities.

It is always difficult to see the summer come to an end, but we always look forward to the beginning of another successful school year as we welcome our students back to school on September 2, 2009. This one is no different!

All of us here at Scio Central School look forward to the challenges of each new school year and the opportunities it offers

each of us in helping our students achieve their goals and become happy, responsible, and successful adults.

We wish all of our students a very suc-cessful 2009-10 school year.

Please note the biographies of the new staff we have hired for the 2009-10 school year. As this newsletter is being written, we have also begun the process to replace Abigaile Howell, our K-12 Music/Band Director and we anticipate having a person hired before the start of the school year.

Over the past few weeks, we have spent a great deal of time preparing for the upcom-ing feasibility study with Wellsville Central School. We will be seeking members of our school community to get involved by serving on the study committee, attending public meetings, or keeping informed of the ongoing discussions between the two districts (see box BELOW).

We hope you have enjoyed your sum-mer and are excited as we are to begin the 2009-10 school year.

Updates from the Board of Education The Board of Education has two new board members starting five-year terms as of 7/9/09. We welcome, Mary Weimer and Jon Elliott.

Starting this past January, the board has tried very hard to involve the public in some very difficult decisions during the budget process. Some of the meetings were very well attended by the public. Once the budget was set for the 2009-10 school year, the board starting looking at various ways to reduce costs which started a series of meetings with the Wellsville Board of Education in regards to shared services, tuitioning out and the possibility of a merger. These were all things that the public mentioned at the series of meetings. The two boards met and agreed to have a Needs Assessment Survey done to see what and where sharing services, tuitioning out of Scio’s 9-12 stu-dents and some basic answers on a merger would provide. The Needs Assessment report was received by both boards, made public and presented at a meeting of both boards on Monday, July 20, 2009 at the Scio School.

The board met on Tuesday, August 4, 2009 at 6 p.m. and ap-proved a merger feasibility study to be done between Scio and Wellsville. It was also voted upon to have the superintendents of both schools draft a RFP (Request for Proposal) or bid like document to send out to various groups. There will be committees formed. Any residents wishing to serve on such committees should contact the Superintendent’s Office of the Scio School. This process will involve a series of meetings to take place which are ALL open to the public. Throughout the process, the board will keep you, the district residents, updated on the progress of the study.

As we move onward, it is always the concern and responsibility of the board to keep the public informed and ensure that every child receives an excellent education to prepare them for col-lege, the work force, military or whatever their post graduation goals are. At the same time, we must be conscious of the cost of this education for our children. We need to keep the vision of giving them the best education at the best possible cost. We must continue to strive to “get the biggest bang for our buck.”

Scio Art Teachers Take Art to a Higher Standard

Mrs. Preston and Mrs. Ketchner (shown at right) worked on their art curriculum this summer; using contemporary resources, technology, and The Visual Arts Curriculum Companion, both teachers created a plan for their courses.

They said, “The time to work and plan together has been invaluable and will be of great value to our students.”

One goal is to seek out opportunities to build cross-curricular units, and the most significant goal of their summer work is to guide students in finding their passion for art and to ensure a rigorous and comprehensive art program.

Family Educational Rights and Privacy Act (FERPA)The Family Educational Rights and

Privacy Act (FERPA), a Federal law, re-quires that the Scio Central School District, with certain exceptions, obtain your written consent prior to the disclosure of person-ally identifiable information from your child’s education records. However, the Scio Central School District may disclose appropriately designated “directory informa-tion” without written consent, unless you have advised the district to the contrary in accordance with district procedures.

Directory information is used in a va-riety of Scio Central School publications. Here are a few examples:

a playbill showing student’s �role in a drama production;

the annual yearbook; �honor roll or other recognition �

lists;graduation programs; �sports activity sheets, such as �

for soccer, showing weight and height of team members; and

military recruitment requests �Directory information, which is in-

formation that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organiza-tions without a parent’s prior written con-sent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. In addition, two federal laws require local educational agencies (LEAs) receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) to provide military re-cruiters, upon request, with three directory information categories - names, addresses and telephone listings - unless parents have advised the LEA that they do not want their student’s information disclosed without prior written consent. (1)

If you do not want the Scio Central School District to disclose directory in-formation from your child’s education re-cords without your prior written consent,

you must notify the District in writing by September 30, 2009.

It’s hard to believe that this very busy summer is winding down and we are gearing up for the 2009-10 school year already! The building is coming together very nicely. Our maintenance and cleaning crews have done an amazing job this summer. We have a hard working staff that takes care of a beautiful facility. This article will focus on two pri-mary topics: Summer school 2009 and our 2008-09 test results. Enjoy the remainder of the summer and be safe!

Summer SchoolThis year saw an increase in our stu-

dent numbers over last summer. For three weeks in July, we had close to 100 students in grades K-6 studying ELA, Math and participating in PE related activities. The focus was on reading and providing stu-dents with an opportunity to fine tune their

skills. I would like to send a sincere thank you to all who made arrangements to have their children with us for those three weeks. The extra time in the classroom brushing up on, or maintaining skills is extremely valuable.

2008-09 Test ResultsThere are three attached images which

show the results of our state testing for the 2008-09 academic year. Charts 1 and 2 cor-relate with our grades 3-8 test scores. Chart 1 shows all students who scored a level 3 or 4 on the NYS ELA and Math Assessments with a 4 being the highest. Student’s raw scores are converted using a conversion scale to a 1-4 by New York State. The scores are translated in the following manner:1 - Student is not meeting NYS standards2 - Student is partially meeting standards3 - Student has met standards4 - Student has exceeded standards

As you will see in chart 1 our 3-8 test scores are improving as our percent earning a 3 or 4 is at, or very near 100% in most of

the areas. Almost all of the students who did not earn a 3 or 4 scored a level 2 and will receive extra AIS (Academic Intervention Services). We also have to keep in mind that although these tests are extremely important, they are only one snapshot in a whole series of “pictures” we use to assess and evaluate our students.

Chart 2 is also significant. On this chart you will see the percentage of the students who took that particular test for the past three years and scored a four (mastery). One of our goals is to keep increasing the number of students who are achieving mastery. Mastery of our NYS Learning Standards in grades 3-8 will most certainly lead to a high rate of achievement on the High School Regents Tests. All of the information you see in this article will be available on our district report card that can be accessed through the NYS Education Department. Website. A tribute to Amy B. MacMichael

It is with mixed emotions that I write this reflection about Amy Beth MacMi-chael (pictured). Amy was a true friend

and inspiring edu-cator devoted to the young learners in her classroom.

While teach-ing at Scio Central School for 14 years, Miss MacMichael touched the lives of all those she en-

countered – students, parents, friends, and colleagues. Despite her continued health struggles and challenges, Amy freely and consistently offered smiles, encouragement, and appreciation. She was a kind soul who was deeply committed to her teaching vocation, her students, her family, and her friends.

I once came upon a quote that read “Seek people in your life who still remember how to laugh, how to love, and how to cry.” Not only did Amy seek and find people who laugh, love, and cry, but she offered us the gift of allowing. Allowing us to be authen-tic. Allowing us to laugh, love, and cry in her presence. Seek. Allow. The lessons learned, and the friendship that she offered, are gifts I will cherish always.

Amy embraced the mysteries; she lived the questions. And for this and much more, she is an inspiration to me and to so many others.

Friends, family, and children who she loved dearly encircled every step of her life’s journey. On August 3, 2009 she passed away

We all know that many people walk in and out of our lives, but only true friends will leave footprints on our hearts. Amy Beth MacMichael was a true friend: remarkable, outstanding, and beautiful.

The High School Regents Scores for the past three years can be found in the table AT RIGHT. Scores for our students continue to improve in many areas. We are constantly evaluating our student’s performance and overall level of achievement. As the ac-ceptable level of achievement continues to increase, the importance of open com-munication and teamwork between parents, students, and the school becomes even more significant.

Welcome!We would like to take a moment to introduce our new CSE Chairperson/Elementary

Counselor. Leslie Buckley (AT LEFT) comes to us from Arkport Central School where she spent the last two years working as their middle school counselor. Prior to that she helped teens and adults obtain their high school equivalency diploma as a GED teacher through Southern Tier Traveling Teacher. She is currently still a board member for them. She received her BS in Management from Houghton College and her MS in School Coun-seling from Alfred University.

Leslie’s interests include reading, knitting, coaching, and spending time with her children: Cooper (11), Quincy (8), and Mattison (6). She resides in Wellsville with her children and her husband Matt. Leslie is very eager to meet all of the students and staff. When you have a minute, stop in and say hello!

About Pesticides . . .The Scio Central School District utilizes non-chemical solutions when pest removal from

the district buildings or grounds is necessary. Traps, environmental modifications, and/or mechanical means are utilized to eliminate pests.

School law requires the district maintain, on an annual basis, a list of parents who wish to receive advance notice of pesticide application at the school their child attends. To have your name included, a formal request must be submitted. A form is printed BELOW or can be obtained at school.

Transportation Information

At Scio Central School, we try to take the necessary steps to ensure the safety of all our students. We have established procedures that will assist us in this goal. We encourage you to review the following information and discuss each item with your child. If you have any questions or concerns, feel free to contact the Transportation De-partment at 585-593-0987.

Board of Education Policy states that Pre-K through grade three students will not be dropped off unless the bus driver is cer-tain there is someone there for the student. We need you to do one of the following:

Stand in a window or doorway �Come outside �Stand in the driveway �

Please wave to the driver so that he or she can see you. If it seems that no one is available, the student will be brought back to the school and their emergency contact person will be called to pick the student up. It is our wish to avoid any inconvenience for parents.

Pre-K students need to be escorted to and from the bus stops. Pre-K students will also sit toward the front of the bus.

According to the Commissioner of Education, a school district is not respon-sible to transport children to more than one location (even when that student’s parents are divorced). There is no statutory or regulatory requirement that a district transport a student to different places on different days of the week. Each student may have only one designated pick-up point and one designated drop-off point.

Please remember there is a 5-mph speed limit on school grounds. There is always the possibility of students in the driveway or parking lot.

Make sure your child/children are at the bus stop at the appropriate time!

There will be three scheduled bus safety drills for all students during the school year.

Please remind your child/children of our school bus safety rules:

Stay seated – facing forward �No eating or drinking �Talk quietly using appropriate �

language

No hitting, kicking or bullying �No glass containers or aerosol �

spray cans of any type!We thank you, in advance, for all of

your assistance in making our school the safest it can be for the children. If we can help to clarify any items in this letter, please do not hesitate to call us.

New Face in TransportationPlease help us in welcoming Shane Sharrett to the transportation department. He will be working under the direction of Jayson Chandler, Transportation Manager. Shane was previously employed at Alstom Transit in Hornell for close to 5 years and also worked part-time at the Greater Southern Tier BOCES Center in Hornell. He resides in Andover with this his wife Cassi and 7 month old daughter Aliyah. His hobbies include cars, hunting, and fishing. When you see Shane, please give him a warm Scio welcome.

TIGER CAMP 2009 - The ninth annual Tiger Camp enjoyed another successful week June 29 through July 3 with a total of 85 boys and girls participating in the camp. During the camp, participants engaged in a fun, competitive atmosphere which focused on skill development, sportsmanship, respect, responsibility, and hard work. Coach Thane Graves said, "Over the past nine years, we have had over 700 participants. Next year will be here before you know it, so get ready!"
