EIPA
Founded in 1981 by the then EEC Member States as a Dutch non-profit
foundation vested with a public mission
Mission: To support European integration through learning and
development, consultancy, research and other capacity building services
Stakeholders and clients: national governments and public
administrations (central and sub-national), the legal professions and EU
institutions
Staff: 100 resident staff, of which ca. 45 are faculty members = multi-
national, multi-disciplinary academics and practitioners (incl. national
secondees)

Established in 1992 with the aim to provide research, training and
life long learning in the field of EC Law
Objectives: Within EIPA’s overall Mission, to enhance
- understanding of European Union Law,
- approximation, application and enforcement of same at EU and
national level, and
- administration and quality of Justice
Staff: 15 resident staff members, of which 8 are faculty members: multinational, multidisciplinary academics and practitioners with studies and/or practical experience on EU legal or court administration issues

Annual Multi-Country Conventions with the Luxembourg Ministry of Foreign Affairs (since 1999) providing training of and study visits for the judiciary and civil servants as well as institution building consultancy in the West-Balkan states and Turkey
MEDA Justice III – providing handbooks, fiches belges, training and study visits for legal professionals in the Southern Mediterranean countries (in support of EIPA Barcelona: 2011 - 2015)
EIPA’s Lot 6 Framework Contract on the provision of training and e-learning to officials from the EU Institutions on EU Governance (decision-making, EU policies and law). ECJL provides annually between 30 and 45 training activities. (2012 – 2015)
Framework contract (Lot 5) with European Parliament to produce studies and briefing notes in the field of criminal justice

Grant agreement with DG Justice to train judges in the EU Member States on Judicial Co-operation in Criminal Matters with the Danish Court Administration and Romanian Public Prosecutors Office (2014-2015)
Grant agreements awarded by DG Justice to consortia led by
- the CNUE to evaluate the training of European notaries in EU judicial co-operation in civil matters (2013-2014 – application for continuation pending)
- the Italian national association of notaries to evaluate project output (training and research) in the field of judicial co-operation in civil matters (2014-2015)
- JCI to train trainers on EU legal terminology and judicial cooperation instruments (2015 – 2016)
Two Service Contracts with DG Justice to prepare studies and recommenda-tions on judicial training in EU law for private practicing lawyers and non-judge court staff in the EU Member States (2013-2014)

- Ministry of Justice: Initial training of future judges and prosecutors (1 week module on
EU law and CJEU procedures)
- INAP: 2-day training courses on EU law
- Ministry of Public Administration and Reform: Compliance review of draft environmental
legislation
European Investment Bank (EIB): Initial training of newly recruited staff (pilot
project with (so far) seven 1-day seminars on the EU and the EIB’s role therein)
Bulgaria: Partner in ESF projects led by the Bulgarian judicial academy: Training
of judges, public prosecutors, court staff and officials from the ministries of justice
in EU law as well as administration and quality of justice (both on location and
through attendance at EIPA ECJL’s open enrolment activities)
Slovakia – Pilot project with AINova: Joint open enrolment workshops related to
the EU Presidency preparation
South Korea Supreme Court: Organisation of study visits for judges to courts in
