Key achievements:
Restarting essential services and Vriddhi initiatives- Meetings with MD – NHM at
Uttarakhand
A. Meeting with Mission Director, NHM: MCH Officer – In-charge acknowledged the technical support
being provided by Vriddhi Project in the RMNCH+A domain.
MD NHM started the meeting with briefing on objectives and below mentioned points were discussed
during the meeting:-
• State Technical Advisor (STA) shared
update on Vriddhi Project supported
activities and discussed implementation
of RAASTA tool in Aspiration Districts
(Haridwar & US Nagar) for Systemic
Program Review and Strategic Planning.
Other key support areas in ADs include
interventions like LaQshya, FHR
monitoring (MOYO), Safe Delivery
App, Family Participatory Care (FPC),
NBSU strengthening & Pneumonia
management with RAD-G for improving
quality of care in MNCH.
• STA also shared state’s performance on the SDG-MNCH goals based on analysis of recent SRS data
wherein positive progress has been observed in the rate of MMR reduction. However, the decline in NMR
is slow and therefore related program interventions and programs has to be prioritized and strengthened.
STA also highlighted that, based on the inputs received from RAASTA Workshop all evidence based
newborn health interventions except Continuous Positive Airway Pressure (C-PAP) - device to manage
babies with respiratory distress syndrome, has been rolled out. MD NHM stressed on the need to compile
and document good practices which contributed to mortality reduction for ensuring their adequate coverage,
quality and necessary scale up & sustainability.
• Detailed group discussions were held on, challenges along
with strategies and actions required for improving MNCH
outcomes in the state.
• Specific roles and timelines for actions were discussed and
summarized in the end.
B. Advocacy for continuing ARI screening at District
Level: District Technical Officer, USAID Vriddhi
provided feedback to CMO regarding non-screening of
ARI cases in 2 facilities of Haridwar. A letter has been
immediately issued to those facilities by CMO. DTO also
provided feedback on LaQshya Indicators & checklist to
the staff of CHC Bahadarabad.
Objective of meeting
A. Discussions on strengthening Maternal, Newborn
& Child Health Services (MNCH) in Uttarakhand
B. Briefing on USAID Vriddhi Project support in
Uttarakhand
Facilitation and advocacy being done for uses of RAD-G and increase the ARI screening in intervention HWC. Letter regarding this was issued from CMO Haridwar.

Key Activities - Odisha
1. Online LaQshya progress review with DHH Khordha:
DHH Khorda is expediting LaQshya activities to apply for the State certification at the earliest.
Vriddhi team is providing continuous support and remote mentoring to the facility team in identifying and
addressing gaps. An online review of the facility preparedness was organized by Vriddhi team on 3rd July
2020. During the online review various gaps observed in LR and OT were discussed and the compliance
report prepared by the facility team was validated. Special focus was given to the standards with one-two
check points (Knockout indicators), to ensure facility’s compliance to all essential indicators. In discussion
with the facility team a timebound action plan was prepared for addressing the gaps yet to be closed.

2. Online orientation session on IPC using Safe Delivery App -SDA for service providers of Dhenkanal
district on 7th July 2020:
Healthcare providers from Dhenkanal district were oriented on Safe Delivery App, its usage and benefits in
improving staff competency. Total 6 participants from DHH Dhenkanal and SDH Hindol attended the
training. The newly introduced COVID-19 and Infection prevention modules were prioritized during the
discussion. Vriddhi team supported the participants to explore all modules and provisions of self-assessment
in the app such as “My learning”. The participants were suggested to complete the modules at the earliest and
achieve ‘experts’ level in each module.
3. Meeting with State Health Resource Centre conducted on 9th July 2020 on various priority actions:
Vriddhi state team conducted a meeting with State Health Resource Centre to update on LaQshya progress
in prioritized health facilities and mentoring supports being provided. The FPC training videos on COVID-
19 prevention prepared by Vriddhi national team were also shared with NHM and official communication
from state to all SNCUs were facilitated. District-wise status of SDA use by health providers and a brief on
recent progress on SDA use after district specific online orientations were also shared.
4. SDA orientation for Nurse Mentors of Skill Lab capital hospital conducted on 9th July: As requested by
JD (tech) Vriddhi team coordinated with Skill lab trainer in Capital hospital and conducted online orientation
session on SDA for nurse mentors who will promote use of the app in their allotted districts.
5. Coordination with districts for SDA orientation:
Vriddhi team has completed follow up of LaQhsya prioritized health facilities; DHH Khordha, Puri and
Nabarangpur to monitor gap closure progress. Aspirational districts such as Malkangiri, Bolangir and Koraput
were also followed up for online orientation on Safe Delivery App.
Key Activities - Haryana
Following are the key activities of Haryana -
Orientation of staff on new FPC COVID sessions at NBSU Firozpur Jhirka (06/07/2020):
Orientation of NBSU staff on new FPC COVIS session 1A & 4A was organized by DTO Mr Sanjay Rai in CHC
Firozpur Jhirka on 6th July. Vriddhi state team developed the handouts for session 1A and 4A which provided
instructions for staff nurses to conduct the session. The participants for orientation session were; 1 Medical officer
and 4 Staff Nurses of NBSU Firozpur Jhirka. Both sessions videos were shown to the participants. DTO Vriddhi
team demonstrated the use of handouts for
facilitation and discussion points at each
discussion stop were explained using the
handout. The skills for wearing and
removal of mask were also demonstrated.
The FPC COVID video sessions have
been rolled out in CHC Firozpur Jhirka.

LaQshya Review and Mentoring Meeting for CHC Hodal and DH Palwal – 07/06/20
In view of COVID, Vriddhi team along with NHM Haryana has planned weekly online LaQshya Review and
Mentoring meetings. Each week, review will be done for 2 LaQshya facilities. The first review meeting was
organized on 7th July for CHC Hodal, Palwal and District Hospital, Palwal. The meeting was facilitated by Deputy
Director Maternal Health, NHM Haryana and Regional Technical Advisor, Vriddhi Project. The participants
included; District Deputy Civil Surgeon NHM, 3 Gynecologist from DH, SMO CHC Hodal, Quality Consultant
Palwal, Nursing Sister DH Palwal and CHC Hodal, ICN DH Palwal, Staff nurses CHC Hodal, 2 CH Consultants
and Technical Consultant Vriddhi project.
The objectives of the meeting were:
• Review of the latest LaQshya scores of the facility
• Discuss on gaps /non-compliance and finalizing action plan
• Plan Follow up steps:
o Timeline for filling of gaps
o Timeline for submission of reassessment of LR and OT state assessment
Dr Alka, DD MH provided

and major gap areas. This
was followed by in-depth
discussion on the gaps/non-
compliance as per the latest
LR checklist of CHC Hodal
filled on 12/06/20. Since 2
areas of concern- Section F -

areas, the same were
discussed in detail. Non
compliances from other
sections were also discussed.
The protocols to be followed
and good practices from other facilities were shared.
The decisions taken were as follows:
• CHC Hodal:
o To submit plan of action based on the review by July 9, 2020
o Revised checklist after filling gaps to be submitted after 3 weeks
• DH Palwal
o To do internal assessment and submit latest LR and OT checklist to state by 17th July 2020

1. Joint LaQshya Mentoring visit to
CHC Punhana, District Mewat –
08/07/20
CHC Punhana is a designated FRU and
LaQshya facility in AD Mewat. In view of
LaQshya state review meeting to be held on
14th July 2020, a meeting was held with
Civil surgeon, Deputy Civil Surgeon NHM
and DPM on 8th July 2020. DTO Vriddhi
Project discussed the current status and
major gaps as per LaQshya checklist. It was
decided to conduct a joint visit with DyCS,
DPM, SMO and MO on the same day. The
district team ( Dy CS, DPM, SMO and
DTO Vriddhi) visited CHC Punhana. The
LR complex, NBSU and wards were visited
along with the facility QI team members
which included 2 MOs and 8 staff nurses.
The gaps were discussed.
The district has funds of INR 5 lacs for improvement under LaQshya for CHC Punhana. The main action points
discussed were as follows:
• Discussion regarding the civil work:
o Waiting area to be constructed
o Structural changes in washroom to
be done
o Seepage of water in wards to be
repaired
o Handwashing station in NBSU to
be constructed
• Discussion on supply and equipment
procurement – Crash cart, Medicine
trolley, Autoclave, beds, side cabinets,
tables etc needs to be procured
• Reorganizing of the Maternity Wing
issue was discussed
o Nursing Staff room to be
reorganized
o Clean and dirty utility rooms were
identified and must be organized
Key Activities- Chhattisgarh
Supporting the state health review:
During COVID pandemic, Vriddhi team has been
supporting the state in tracking of 18 key indicators
across the state. On state’s request, Vriddhi has
devised the google sheet to capture the key indicators
from all 27 districts. The project then collates,
analyses the indicators and drafts the presentation for
monthly review by Principal Secretary Health and
MD NHM, Chhattisgarh.

Activities
• Collation and analysis of the key monitorable indicators
from google sheet

• Analysis of maternal health indicators across all
maternal health programs in the state

State level health review was held on 6th
July 2020 under the chairmanship of MD
NHM. Deputy directors of the concerned
health departments along with respective
NHM consultants participated in the
meeting.
Vriddhi state team presented on project
areas and overall maternal health
indicators across the MH programs in the
state on request by DD-MH owing to
absence of MH consultant due to some
personal tragedy at home.
Way forward:
Support the state in drafting action plan to address gaps in newborn care.
Support the state in drafting report on key monitoring indicators.
Results
• Vriddhi project areas were presented and discussed
through DD-MH and DD-CH
• MD NHM discussed the SQCI in detail and directed the
DD- CH to draft and submit a plan to address the gaps in
newborn care as the state in SRS 2018 has seen an
increase of NMR by 3 points.
• MD NHM also instructed concerned officer to draft a
detailed report on key monitorable indicators tracked
during COVID.

Key Activities- Jharkhand
a) Online mentoring of SNCU Giridih by mentors of MNH resource center –
An online mentoring of SNCU Giridih was conducted on the July 2020 by the mentors of the Jharkhand State
MNH Resource Center (JSMNHRC). The mentoring was conducted by Dr. Parmanand Khansi of the neonatology
department of RIMs, SNCU in charge Dr. Govind Prasad with his team and program in charge of CH cell from
NHM Jharkhand also joined the mentoring. The SNCU Quality of Care Index (SQCI) was discussed in detail.
During the discussions the CH nodal of NHM instructed the district health officials to conduct training on newborn
birth asphyxia and also instructed them to follow the advice of the mentors. The state also followed up with district
health officials to set up and functionalize the newborn care corner (NBCC) in the adjoining labor room and OT
of the facility. The SNCU staff requested the mentoring team to keep mentoring them on a monthly basis as this
was a very good activity which helped them to understand the nuances of providing better clinical care in SNCU.
The scores of the checklist are mentioned below:

Average Score = (A1+A2+A3+A4+A5)/5 3.99/5= 0.79
Overall score on the first standard of case management practices of sick new-born (SNCU) was 0.79 indicating
great scope of improvement and the SNCU staff have promised to make all round changes in practices for
improvement of quality of care in the SNCU.

b) Online mentoring of Latehar SNCU by mentors of Jharkhand State MNH
resource center – Jharkhand
An online mentoring of SNCU Giridih
SNCU was scheduled on the 7th July
2020 by the mentors of the Jharkhand
State MNH Resource Center
(JSMNHRC) at 11 am. The mentoring
was to be done by the HOD, department
of neonatology, Dr. Kiran Shankar Das.
The staff of the SNCU at Latehar led by
Dr. Jamaluddin Ahmed also joined the
meeting from Latehar. The state child
health cell led by Dr. Ajit also present
in the meeting.
The mentoring was however cancelled
due to very poor internet connectivity at
SNCU Latehar. Due to the delay in
starting the meeting and also due to the
delivery of a newborn of a COVID 19
positive mother at SNCU for which Dr.
Kiran was called for check-up, the
mentor postponed the online mentoring.
The mentor will be conducting the mentoring on a newer date.
Activity Update – Himachal Pradesh
FPC Mentoring visit at SNCU Chamba
Vriddhi state team technically facilitated one session on new added FPC COVID module. Project staff oriented 1
SNCU staff nurse on FPC its importance in SNCU and trained her on all 4 components along with new COVID
module. She was being trained on KMC format also as she joined after maternity leave.

LaQshya Gap Analysis in LR and MOT in DH Chamba
Vriddhi state team supported in conducting gap analysis of LR and MOT for DH Chamba. Line listing of
requirement with specification were done in consultation with HoD Gynecology & HoD Anaesthesia and were
also shared with state officials.
Under strengthening infection prevention and control practices at the facility through self-administered audits and
checklists under LaQshya, 7 Staff Nurses were contacted and shared COVID PPE Donning and Doffing (video)
through whats app
Dissemination of available COVID-19 risk communications and guidelines among healthcare functionaries,
24 Health workers were contacted and shared National Guidelines for IPC in HCF.
HRP
A total of 15 new high-risk pregnancy was registered as HRP from both the intervention blocks in the AD.
Additionally, a lot of time was consumed in resolving the issue of slowness of app in the field, yet it is in progress.
District Monthly Review Meeting
District Monthly Review Meeting was held under the chairmanship of Chief Medical Officer on 4 th Jult with
following all COVID 19 precautionary measures. This meeting was facilitated and technically supported by
Vriddhi state team in which staff presented AD indicators and reviewed the progress of HRP app mechanism.
Additionally, CMO also asked BMOs of both the intervention blocks to bridge the gaps discussed during the
meeting.

Meeting with Deputy Commissioner, Chamba
Meeting under the chairmanship of Deputy Commissioner, Chamba was conducted on 4th July while following
all COVID 19 precautionary measures. The Deputy Commissioner asked project staff to provide assistance in
preparing the Panchayat wise database of all individuals who are registered under various health schemes of health
department.
FPLMIS
Operationalization of block level facilities at Kiphire district, Nagaland
As per the PIP, district level FPLMIS training of Kiphire district, Nagaland was conducted during July 2019
without creation of user id and the block level facilities mapped under DWH were not operationalized till date.
In order to address these issues a refresher training on FPLMIS was on 7th July using zoom platform. Computer
wasn’t available at the facility, so the zoom training was conducted using mobile app. A total 17 participants
(viz. Medical officer: 6, Pharmacist 6 and BPM: 3) attended the training, facilitated by FPLMIS state consultant,
Khwairakpam Kanta. The meeting started with operationalization status of the facilities mapped under DWH
followed by stock status. Participants were trained on FPLMIS app on how to indent, issue against indent,
acknowledge & receipt and other features of the app. Participants were handholded by sharing screen through
their mobile. After the training all the 6 facilities (DH – 1; CHC-1; PHC 4) mapped under DWH were
operationalized.

ASHA/ANM training & district level review meeting cum orientation on FPLMIS through Zoom
– Arunachal Pradesh
The Namsai district in collaboration with DFWB, Govt. of Arunachal Pradesh and support from USAID Vriddhi
team organized ASHA training on 6th July using zoom platform.
Objectives of the training were:
1. To orient ANM, HA, HWO, Pharmacist & CMOs on FPLMIS
2. Training of ASHA under Lathao PHC & Piyong PHC of Namsai District
3. Review of FPLMIS progress
The following members participated in the training:

1. Reviewed the performance of all FPLMIS indictor
2. Stock out at DWH as well BWHs
3. Training status and
4. Re-orientation of Pharmacist & Health Assistant on Web as well as Mobile app

Key Activities- Punjab
External Assessment of DH Ropar and Distribution of Safe Delivery App Certificate
USAID Vriddhi team in collaboration with Health department of Punjab conducted an external assessment of
Labour Room at DH Mohali on July 3, 2020. The assessment was conducted by:
• Dr Inderdeep, PO MCH - State Health Department
• Dr Shailendra Singh Tomar, STA Punjab - USAID Vriddhi Project
Detailed action plan prepared and shared with the health facility. Vriddhi state team has been constantly following
up with the health facilities prioritized for certification
All 15 staff nurses of DH Mohali have achieved Safe Delivery champion certificates, during this external
assessment visit staff nurses were felicitated.

Monitoring of ARI Cases Using Multimodal device across 7 states
Vriddhi team from National level is regularly tracking ARI cases from 19 Health and Wellness centres. Total 53
cases of ARI screened in this week and 10 cases were diagnosed as pneumonia.

Impact on RMNCH services in project states
Services in all states are gradually opening in areas outside the containment zones.
Feedback obtained from project states on status of RMNCH services-
Outreach services
Antenatal Care
services
PMSMA & VHSND sessions have started in a states of Odisha, Uttarakhand,
Haryana.
In Jharkhand ANC services started by maintaining social distancing in VHSNDs
beyond containment and buffer zone as per GoI guidelines. In Chattisgarh PMSMA
is not held since March 2020
In Haridwar district ANC Day along with immunization organized at some of the sub
centers on every Wednesday at Sub center, VHND on every Saturday for
Immunization.
Home visits Integrated surveillance being undertaken by FLWs in Jharkhand and Odisha ANMs
doing screening of High-Risk age group for NCD to prevent Covid-19 morbidity and
mortality along with active case finding for TB, screening for NCD, surveillance and
sensitization for NDD and IDCM
In Chhattisgarh, ASHA home visitation is ongoing.
In Haridwar AD, ASHA are involved in doing surveys and monitoring of home
quarantined people in their respective villages
Routine
Immunization
RI services have started maintaining social distancing in states. In Chattisgarh, RI
outreach services is being held in a staggered manner, however, RI coverage has
decreased.
HBYC services ASHAs are making home visits along with COVID screening. Supportive
supervision of Sahiya in all three implementation districts of Jharkhand has now
resumed.
In Chattisgarh, HBYC home visits not yet started as trainings not yet completed.
Family Planning Home Delivery of Contraceptives by ASHAs is ongoing in all states and all
temporary methods (Condoms & Pills) are being provided to beneficiaries.
In Madhya Pradesh , the new initiative KILL Corona Abhiyaan from 1st Jul 20, in
which ANM & ASHA are involved in survey/screening has hampered the
distribution of FP commodities.
In Jharkhand ANM have started to collect stock from BWH for giving to ASHA for
distribution to beneficiaries. Commodities are given in excess amount as per the
guideline of GOI.
Facility services
ANC services In all states facility level ANC services are being provided on walk in basis using
staggered approach* and following physical distancing norms. OPD footfall has been
less. Non-COVID PW being transferred in non-COVID vehicles only is being
ensured
Institutional
deliveries
All states have identified facilities both COVID and Non COVID for provision of
institutional deliveries and services remain uninterrupted. Delivery load has been
less. In Jharkhand state Mamta Vahan is not operational, but 108 is functional
Newborn care Birth doses continue uninterrupted, as does promotion of Breast-feeding practices
with early initiation of breast feeding and Kangaroo Mother Care.
Immunization
services
are being provided at facilities, for walk-in beneficiaries.

Admission to SNCU SNCU are fully functional and providing services. No disruption of services & FPC
Services are functional in all states.
In Jharkhand SNCU (Rajmahal) remains closed as is converted to ICU, Covid with
SNCU. Staffs deputed in Covid-19 duties. SNCU Hazaribagh & SNCU Dumka has
shifted back to respective Medical College & Hospital building and started
functioning normally.
In Himachal Pradesh one SNCU at Medical college Nerchowk Mandi, is not
functioning as facility is a dedicated COVID Hospital.

In Jharkhand services viz. sterilization and IUCD/PPIUCD not started, even though
instructions have been sent to the district to start the same. Antara supply has now
been received and distribution from state to facility level started and Antara services
resumed.
In Himachal Pradesh, the HMIS shows PPIUCD use with same rate as earlier but
reduction in IUCD insertion.
In Assam Few districts have started sterilization services; PPIUCD is now being
done in all districts.
In MP, Sterilization services are affected at all 52 Districts Hospitals as these
hospitals are converted to District Covid Hospitals, But at CHC level sterilization,
PPIUCD and Injectables is being given.
In Haridwar AD, PPIUCD Service provision is satisfactory but overall coverage of
FP Services has declined. FPLMIS not implemented.
*Staggered approach- Where adequate seating for beneficiaries and caregivers with physical distancing is
