The Torah describes various thes that we are obligated to give . There is terumah, 2% of your grains and fruit to a Kohein each year, 10% of your fruits and grains to be allocated for the Leviim, 10% of crops and grains to be given to the poor in the 3rd and 6th year of the Shmia cycle. I can understand the raonale for these mitzvot. The poor have nothing, the Kohein and Levite were not given a poron of the land of Israel, and as such our responsibility is to support the underprivileged segment of Am Yisrael. But then there is another the, Maaser Sheni, whereby I take 10% of my crops and grain and take them to Yerushalayim and eat it together with family and friends. What might be the purpose of this the? Suggests the Ramban that it is to assure that everyone spends me in Yerushalayim. We all comment that it is so meaningful and enjoyable to walk the streets of Yerushalayim. We feel its sancty just strolling on each block and in each home. The reason this is so is because Yerushalayim is not just any old city. It is endowed with Kedushat Mikdash. There are korbanot which can be eaten in Yerushalayim but no other city. When Rosh HaShana is on Shabbat we don’t sound the shofar but you do in Yerushalayim (according to Rambam).
