The process of developing a program should include program evaluation. The determination of staff and funding is vital to the programs. It is also important to look at the area that is in need ofthe help, the benefits that arise from the program, and the outcome the program is hoping to accomplish (Yuen, 2003).

The process of planning and developing a program can be tied together to simplify the wholeprocess. The outcome of the program is what is needed to help determine additional funding. Different activities are supported and implemented with the PEACE Domestic Violence program. When the public is getting educated about this problem it is benefitting them. This process of education takes funding that we will need to keep this program available to the public (Yuen, 2003).

Program evaluation is to improve the model program in order to make necessary decisions about the program.Developmental mode isessential to theprocess ofprogram planningand evaluation. This evaluation process caninclude, differentactivities can be important fordeciding the success factors of a program. Factors included are, accreditation, needs assessments, cost and or benefit analysis, process outcome analysis, and effectiveness study, goal-based analysis (Yuen, 2003). All these analyses are aimed on how accurately we can collect and understand the data related to the PEACE Domestic Violence program. There are a number of people who will use the program evaluation report like, grant organization, other social groups for different case studies, and the core team (Appendix B).

The target population is defined as a group of people that are affected by the sameproblems that this type of program may help (Yuen, 2003). In thiscase the target population wouldbe the families that suffer with domestic violence in the household and the children that have to be exposed to this lifestyle.

The PEACE Domestic violence program also brings education to the public and helps make the community aware of the signs of domestic violence. A lot of home situations affect the family in different ways and this can be confused as a defiant child, or a hyperactive child. There are so many times a childs cry for help is mistaken as misbehavior and it then becomes suggested to the parents that their children be tested for behavioral disorders. Often times the mothers are the ones contacted with this type of information and they are normally too afraid to suggest that the reason their child acts the way he or she does is because of the violence they are being exposed to inside the home. This is why if the teachers and other influences the child may have in their lifes were more educated in the issue they would be able to see the signs and even possibly have the ability to ask just the right questions in order to figure out what may really be going on in the childs home.

When evaluating the programs of the organization, the evaluator needs to consider not only the education of the community but how the organization is educating the families on how to rectify the situation with family counseling and anger management as well as possible means ofproviding safehousingfor thevictimsand, helpwith the proper legal documentsfor protection from the abuser. If these types of programs are showing to be unsuccessful than the organization may need to find alternative ways to advocate for those they intend to help. Most programming for the victims of domestic violence includes a lot of counseling and there may also be some education that needs to be provided in order for the victim or, survivor, tofind employment. Often times the one suffering theabuse isnot allowed to do such things as getting a job due to the fear of them finding a way to break free from the control and fear of theirabuser.When it comes to the education for the public that are not school officials or even anyone close to the family goes, it is better to have more eyes and ears and knowledge of a situation in order to help with detection and prevention. There are so many times neighbors turn a blind eye and deaf ear to the situations going on in their neighborhood because they may feel that if they get involved they will lose any peace they may have. I feel that if the public became advocators for those affected the outcome could include a decrease in the number of victims as well as future offenders.
