Purpose of the WEEE DirectivePurpose of the WEEE Directive

Preserve, protect and improve quality of environmentDivert WEEE from landfill Recycle WEEE according to EU regulations and standardsAppropriate treatment of WEEE containing materials and components listed in Annex IIRe-use of appliancesSave natural resources (material and energy)

Provide consumers access to outlets for end-of-life products

Define and distribute roles and responsibilities of the different stakeholders

Recast of the WEEE DirectiveRecast of the WEEE Directive

Commission has identified the correct problems,

But….

We think that the Commission proposal will not solve the problems, because:

WEEE is handled by many actors, not only producers.

Large quantities of WEEE are traded by other actors who are not identified as stakeholders in the Directive.

The limited focus on collection & recycling organizations does not allow Member States to gain complete overview about all WEEE streams (lack of transparency of process)

We want to start a re-thinking to discuss the processes of WEEE and what should be tackled to achieve the objectives of the Directive.

More Sustainable WEEE - basic principles: More Sustainable WEEE - basic principles:

Member States need to ensure that all WEEE collected by different actors is managed (handed over, traded) by registered and qualified parties and are accounted for.

WEEE volumes traded need to be measured and reported.

Producers and their CRO’s are ready to accept all WEEE handed over to them

no evidence note or certificate system such as in UK or Spain

All WEEE to be treated according to EU regulations and standards.

Collection & recycling rates can be best measured at permitted, qualified treatment & recycling facilities.

A European WEEE Recycling Market needs to be enabled with harmonized technical standardization.
