units in January 2017, Kheng Leong had undertaken asset enhancement works to the swimming pool and land-scaping around it. Following its acqui-sition, Kheng Leong has been selling units at an average price of $3,109 psf since May 2017.

Over the past 12 months from June 2020 to June 2021, units sold at The Nassim had ranged from $14.88 million ($2,450 psf) for a 6,060 sq ft unit on the first level to $12.5 million ($3,807 psf) for a 3,283 sq ft, three-bedroom-plus-family apartment on the second floor.

The $3,807 psf achieved in June 2021 is the highest in terms of recorded psf price achieved at The Nassim since June 2018, when a 1,927 sq ft, three-bedroom unit fetched $7.6 million ($3,964 psf).

Kheng Leong’s luxury 59-unit con-dominium 15 Holland Hill has sold 20 units (34%) since its launch in April last year. The average price achieved for the freehold development in the prime District 10 project at Holland Hill is $2,968 psf to date.

The highest price achieved is for the latest unit sold at $13.66 million or $3,496 psf, according to a caveat lodged in early September. It was for a 3,907 sq ft, four-bedroom unit on the 11th floor of the 12-storey development, and is likely to have set a new bench-mark for the Holland neighbourhood.

Global residence-by-investment index ranks Singapore one of top five cities for high-net-worth individuals to attain residenceA new residential investment index by Henley & Partners and Deep Knowledge Analytics has ranked the top 25 capi-tal cities around the world where high-net-worth individuals can acquire res-idence through investment migration programmes.

The top five cities are London, New York, Sydney, Singapore and Zurich. The index considers factors such as lifestyle, tax, education, real estate, healthcare, security, infrastructure, stability as well as Covid-19 safety and investment mi-gration programmes.

According to Juerg Steffen, CEO of Henley & Partners, the index is a useful tool to those considering investment mi-gration as a means of creating optionali-ty in terms of where they and their fam-ilies can live, work, study and invest.

“Residence-by-investment programs provide a channel for building a migra-tion portfolio of multiple complemen-tary residences and citizenship options to hedge against volatility,” he says, adding that the wide geographic range indicates the diversity of available res-idence-by-investment programme op-tions around the world.

London and New York took the top positions and both cities scored well in many parameters including education, security, and stability. For London, the UK Investor Immigration Programme, in-troduced in 1994, is the most established residence-by-investor option. While New York has the US EB-5 Immigrant Inves-tor Program that was created in 1990.

Singapore scored the highest over-all in terms of Covid-19 safety, lifestyle, and infrastructure. The report cited the city-states’ low crime rate and ease of conducting business as other contrib-uting factors.

Luxury penthouse at Bishopsgate Residences going for $25 milA four-bedroom, 5,974 sq ft penthouse at the luxury condo Bishopsgate Res-idences is on the market for $25 mil-lion ($4,184 psf). The property will be sold through a private treaty sale and the marketing agent is OrangeT-ee Advisory.

Located at 1 Bishopsgate, the condo is next to the Chatsworth Park Good Class Bungalow (GCB) area. The de-velopment is usually a five-minute drive to the Central Business District and international schools in the area include EtonHouse International School Orchard, Invictus International School, and Furen International School.

The exclusive 31-unit Bishopsgate Residences was developed by Japa-nese developer Kajima in 2012. The design of the 74,000 sq ft development reflects the look and feel of a tropical country club.

The penthouse for sale consists of four bedrooms, a family area, gour-met kitchen, private pool and roof ter-race. All the bedrooms come with an en suite bathroom, while the junior

suite and master bedroom each fea-ture a walk-in wardrobe. The existing family area has been converted into an office and activity area.

“This penthouse is a unique product in this prestigious, low-density estate, and we believe that it will appeal to ultra-high net worth individuals, par-ticularly foreigners looking for a home or to invest in a stable income-produc-ing asset,” says Wen Hui Chew, sen-ior manager of OrangeTee Advisory.

Singapore’s luxury residential market has been resilient through the on-go-ing pandemic given pent-up demand and ample liquidity. “This is the case even for GCBs and luxury residential units located within the esteemed Dis-tricts 9 and 10. We are thus reason-ably confident that the property will attract considerable interest in this market environment,” says Chew.

Kheng Leong buys 21 Anderson en bloc for $213 mil from Far East ConsortiumHong Kong-listed Far East Consortium International controlled by the Chiu family announced on Sept 17 that it has signed a sale and purchase agree-ment to sell the 34-unit 21 Anderson for $213 million. The buyer is Kheng Leong Co, the privately-held property investment and development arm of the Wee family led by former banker and tycoon Wee Cho Yaw.

The $213 million purchase price translates to $2,490 psf, based on the gross floor area (GFA) of 85,552 sq ft for the building. The deal is said to be brokered by Steven Ming, founder and managing partner of Sakal Real Estate Partners.

The 10-storey, freehold block at 21 Anderson underwent extensive addi-tion and alteration works. It has eight floors of typical three- and four-bed-room apartments with sizes ranging from 1,900 to 2,200 sq ft, with four penthouses of 4,700 to 5,500 sq ft with

a private rooftop plunge pool each.The property has changed hands

five times in the past 13 years. It start-ed with Hillcrest Capital’s en bloc pur-chase of the building, then called An-derson House, for $106.5 million based on a caveat lodged in January 2008. The price worked out to $1,445 psf based on the strata area of 73,712 sq ft.

Hillcrest Capital had undertaken ex-tensive addition and alteration works. Bathrooms and kitchens feature high-end fittings and accessories such as Duravit, Hansgrohe, Gaggenau and Gessi. Facilities in the development include a 30m swimming pool, ten-nis court, gym and sauna facilities.

The building was then sold to real estate investment management firm Arch Capital Management, which originated as a joint venture with the Ayala Group of the Philippines. Arch Capital purchased 21 Anderson in 2010 for $200 million or $2,338 psf based on the GFA of 85,552 sq ft. It was re-branded Royal Oak

Four years later, American private equity firm Blackstone paid $164 mil-lion ($1,917 psf) for the property. It was then sold to Far East Consortium for $196 million ($2,291 psf).

The latest buyer, Kheng Leong is likely to buy it and landbank it for fu-ture capital gain. Alternatively, it could subdivide and sell the individual stra-ta-titled units. After all, Nouvel 18 di-rectly across the road has seen units sold at a median price of $3.165 psf, based on transactions done over the past three months from June to the end of August. This is 27% higher than the $2,490 psf paid for by Keng Leong for its en bloc purchase of 21 Anderson.

Prices at Nouvel 18 ranged from $2,843 psf for a 1,539 sq ft, two-bed-room, third-level unit; to $4,468 psf for a 1,582 sq ft, three-bedroom unit on the 23rd floor. Developed jointly by City Developments and Wing Tai Holdings, Nouvel 18 has two 36-storey towers designed by Pritzker Prize-win-ning French architect Jean Nouvel. Lo-cated at 18 Anderson Road, Novel 18 was completed in 2014.

The biggest unit transacted at Nou-vel 18 this year was for a 2,820 sq ft, four-bedroom unit on the 34th floor which fetched $9.7 million ($3,441 psf), according to a caveat lodged at the end of August.

Kheng Leong has made its pres-ence felt in the luxury market in re-cent years. It paid $411.6 million for the 45 remaining units at The Nassim from CapitaLand back in early 2017. Based on the strata area of 16,446 sq m (177,025 sq ft) for the 45 units, the purchase price worked out to $2,325 psf.

The Nassim is a 55-unit, five-storey freehold condo located at 18 Nassim Hill in prime District 10. A redevel-opment of the former ANA Hotel by CapitaLand, it was designed by Singa-pore-based, acclaimed architect Mok Wei Wei of W Architects and com-pleted in 2015.

There was only one bid for the Marina View government land sales (GLS) site at the close of the tender on Sept 21.

IOI Properties was the only devel-oper to submit a bid as it was also

the one who triggered the launch of the site which had been sitting on the reserve list. The site was launched for sale on June 28.

The developer’s bid of $1.508 billion is just $101 higher than its application bid and this price translates to a land rate of $1,379 psf.

The 84,110 site is intended for a future mixed-use development with about 905 res-idential units and 540 hotel rooms, with a maximum of 2,000 sqm (21,528 sq ft) for commercial space. It has a total gross floor area of 1.09 million sq ft.

The last GLS white site in the Marina Bay area was at Central Boulevard and it was also awarded to IOI Properties. The developer sub-mitted the top bid of $2.57 billion ($1,689 psf per plot ratio) in November 2016. At the time, the GLS tender attracted seven different bids.

That site is being developed into Cen-tral Boulevard Towers, a commercial Grade A office development consisting of a 16-sto-rey tower, a 48-storey tower and a seven-sto-rey podium. It will have 1.29 million sq ft of Grade-A office space and 30,000 sq ft of F&B.

Alice Tan, head of consultancy at Knight Frank, says that the $1.508 billion bid for the Marina View site is 10.2% less than the winning bid for the residential site at Tan Quee Lan Street which was awarded in Sep-tember 2019.

Comparing with other somewhat similar GLS residential sites in the Downtown Core, the bid is also about 5.8% less than the win-

ning bid for the residential site at Bernam Street that was also awarded in September 2019. It is 5.4% less than the winning com-parable bid for the residential site at Middle Road awarded on April 2019.

Large quantum puts off developersThe absence of other listed property devel-opers competing for the Marina View site is surprising as many property consultants ex-pected the site’s residential provision would have made the tender more competitive.

“In our view, developer participation was below expectations, potentially due to the large quantum of the project, coupled with uncer-tainties regarding the resumption of global travel and construction amidst the manpow-er crunch,” says Wong Xian Yang, head of re-

search, Singapore at Cushman & Wakefield.He adds that developers may feel there are

better risk-adjusted returns from residential developments in prime districts 9, 10, and 11.

This sentiment was echoed by Mark Yip, CEO of Huttons Asia. “The absence of bigger listed developers in Singapore participating in the tender perhaps reflects their view that the risk-return ratio (of this site) is high”.

Nicholas Mak, head of research & consul-tancy at ERA Realty, says that any compet-ing bid would have to surpass the applica-tion bid submitted by IOI Properties. “The absolute sum of the land price at above $1.5 billion may to too rich for some develop-ers,” he adds.

The tender for the Marina View GLS site is likely to have been affected by “the very high

total development cost which could pose sig-nificant risks to the developer,” says Ong Teck Hui, JLL senior director of research & consul-tancy. “While the economy is recovering, the Covid-19 pandemic still pose uncertainties which may cause tenderers to be cautious.”

Hotel component adds complexities“Although uncertainty continues for the hos-pitality sector, the long-term horizon to com-pletion of the development was expected to mitigate short- to medium-term Covid con-cerns,” says Calvin Li, head of transaction advisery services, hotels & hospitality, JLL Asia Pacific.

The limited number of tenderers “suggests that most investors continue to be cautious around the large minimum requirement for a hotel and potentially high development costs associated with an upscale or luxury hotel that would be needed to position the overall development,” adds Li.

Most of the GLS white sites in the Mari-na Bay downtown area that were previously sold were predominantly used for office de-velopments, or have a significantly large of-fice component, says Mak.

But the white site at Marina View is dif-ferent because a large portion of the space is set aside for residences and hotel rooms. “The development of the Marina View site is likely to take more than five years, and the construction cost for this project is huge,” says Mak. “There are major uncertainties due to supply chain disruption caused by the pandemic.”

The recent fallout from the financial trou-bles of Chinese property group Evergrande has increased the risk level of the market. “It may have put some developers off big-tick-et projects in the meantime,” adds Mak. E

The recent collective sale launch of International Pla-za at $2.7 billion has given hope to other owners of ageing strata-titled, mixed-use complexes to ex-plore a similar exit.

Making a sixth attempt at a collective sale is Peace Centre/Peace Mansion, which was launched for sale at $650 million early this month. JLL is the sole marketing agent for the mixed-use develoment. The 99-year leasehold site has a land rate of $1,443 psf per plot ratio (psf ppr) af-ter factoring in the lease top-up premium.

Pick up in en bloc momentumThe collective sale momentum picked up after Maxwell House was sold for $276.8 million in May. The 99-year leasehold development was launched for tender in April this year with a reserve price of $268 million. Cushman & Wakefield was the marketing agent.

A joint venture consisting of SingHaiyi Group, Chip Eng Seng Corp, and Chuan Investments successfully tendered for the en bloc acquisition. It is the first time these compa-nies are working together in a joint project.

In the neighbourhood of Little India is Verdun House, which was launched for collective sale on Aug 26. The free-hold property has a guide price of $55 million, which is $1,790 psf per plot ratio based on the potential gross floor area of 30,727 sq ft. The freehold development is a four-sto-rey commercial block with 16 strata-titled units. Delasa is the marketing agent for the collective sale of Verdun House.

According to Karamjit Singh, CEO of Delasa, there are three factors supporting the positive en bloc sentiment in the commercial property market.

Firstly, “there has been a big push by the URA to revital-ise parts of the CBD and commercial developments in the area have been given incentives to redevelop as long as a significant portion of the new development is residential or hospitality component”, says Singh.

Also, the overall shortage of residential land supply in Sin-gapore is encouraging some developers to look towards al-ternative land sources to replenish their land banks, he says.

Thirdly, Singapore’s overall stability and attractiveness as an investment hub has attracted many investment firms and family offices to establish here. “This capital inflow is bound to rub off to the commercial sectors and we have seen asset values in Singapore increase over the past few years,” says Singh.

Valuation and apportionment challenges“Commercial en bloc and mixed-use en bloc typically present unique challenges. The main challenge is devising an equita-

ble formula of distributing the proceeds among the various owners. The problem tends to be more pronounced when there is mixed-use with a retail component,” says Singh.

This is because these retail businesses usually are the most heavily disrupted as the resultant relocation affects their business and customer goodwill, he says.

Jeremy Lake, managing director of investment sales and capital markets, Savills Singapore, agrees with this sentiment.

“Typically, we can’t rely on the strata area and the share value, and we would have to look at a valuation-based mech-anism. This requires a valuer to undertake a valuation of all the units,” says Lake.

He adds that the process generally works well, but inev-itably some owners may be unhappy with the valuation. In some rare cases, owners may not accept the valuation report and this can make the apportionment stage very difficult.

Declining leases and ageing propertiesThe owners of older strata commercial developments are also more open to explore and support a collective sale because they and the buildings are getting older. This is especially the case for 99-year leasehold strata-buildings, says Lake.

“A number of [99-year] mixed-use strata-titled projects have short leases left, such as International Plaza and Max-

well House. For these owners, they feel that the only way to maximise the value of their property is to pursue a collec-tive sale rather than sell individually,” he says.

Lake adds that the negative impact of the ongoing Cov-id-19 pandemic should not be overlooked, particularly on strata-titled retail properties. “In many cases, owners of strata-titled malls have seen vacancy rates go up and rent-al rates come off,” he notes. “They are therefore more mo-tivated to explore a collective sale.”

This is one reason why the owners of Sim Lim Tower are in the process of launching the collective sale tender of their freehold development. It is the first time the owners of the mixed-use commercial development with shops and offic-es, are attempting a collective sale.

According to Bafna Rajesh, CSC chairman of Sim Lim Tower, consumers rarely shop for wholesale electronic parts and gadgets from the shops there. “When the shops at Sim Lim Tower opened in 1980, the market for wholesale elec-tronic parts was still strong, but the rise of e-commerce in the past few years has completely changed consumption habits,” says Rajesh.

Most of the strata owners at Sim Lim Tower are using their units for their own business, while a few are renting out theirs.

If the collective sale is successful, some owners intend to use the proceeds towards their retirement, while others are planning to reinvest in something else, Rajesh reckons.

He adds that the CSC is in the process of appointing a marketing agent and has already shortlisted about five con-sultancies. This will be followed by the valuation and appor-tionment stage, which could take four to six months. “We hope that by March 2023, the CSC will be able to obtain the necessary 80% consent based on the valuation and ap-portionment to launch the collective sale tender,” he says.

More en bloc launches and salesAccording to Savills’ Lake, the collective sale market is ex-pected to continue to be active over the next few months. “There are many potential collective sale launches in the pipeline and many CSCs are at different stages of the pro-cess,” he says.

The pace of sites being sold is expected to increase sub-stantially over the coming three to six months as long as developers remain hungry for land. However, this momen-tum could be derailed if owners’ price expectations are be-yond what developers are willing to pay.

“These windows of collective sale activity tend to be rel-atively brief, so it is important that owners catch the wave in time, get themselves ready quickly and enter the market so as not to miss the boat,” says Lake. E

Singapore will be extend-ing the waiver on levies for foreign workers serv-ing their Stay Home No-tice from end September

to end December. This will help employers bring in construction workers safely, and give them more time to adjust and manage such costs, says Manpower Min-ister Tan See Leng.

The minister acknowledges that the construction sector has been facing “serious manpower challenges” due to border and travel restrictions. “It has been close to two years since Covid- 19 hit our shores and brought about irreversible changes to our lives — the way we live, work and play,” the minister said at the Real Estate Developers’ As-sociation of Singapore (Redas) Mid-Autumn Event on Monday.

“Across the economy, it has also created undeniable impact, with one of the most affected sectors being the Construction and Built Environment sector,” he says.

To that end, the government has rolled out several measures to alleviate the burden to the in-dustry.

Such measures include extend-ing the validity of In-Principle Ap-provals (IPAs) for all work pass holders who are unable to enter Singapore. IPAs grant workers en-try into the city-state before they

are issued their actual work per-mit in Singapore.

Work permit holders who did not meet the renewal criteria were also granted a one-time renewal.

The Ministry of National De-velopment as well as the Build-ing and Construction Authority have also introduced a $1.36 bil-lion Construction Support Package to help share the costs of imple-menting safe management meas-ures and non-manpower related costs due to delayed schedules for public-sector projects, the minis-ter says.

More to be doneHowever, the government acknowl-edges that more has to be done to further improve on the care for mi-grant workers in Singapore.

So far, it has taken steps such as introducing a new primary healthcare system for migrant workers; setting up onboarding centres to bring in workers in a safe and calibrated manner; and supporting their mental well- being through Project Dawn, a ded-icated taskforce to build and run a comprehensive mental health support ecosystem for them.

Last week, the government also announced new and improved standards for migrant worker dormitories. These include hav-ing a cap of 12 residents in each room and having en suite toilets shared among fewer people. The end-goal is to modularise such spaces, improving ventilation and

the ability to detect early positive Covid-19 cases and isolate them.

Uncertainties ahead; digital push Given the onslaught of the pan-demic, many industries have been in turmoil. “The various stakehold-ers of the real estate and built en-vironment — including develop-ers, contractors, sub-contractors and supply chain vendors — are still experiencing varying degrees of hardship and problems. For some companies, it may not be back to business as usual,” says Chia Ngiang Hong, president of Redas, at the event.

“As a small economy, it is im-perative that the Singapore real estate continually build on its competitive advantage to stay ahead as a reliable Asian hub for international businesses and an attractive investment desti-nation to live, work, play and study,” he says.

One way to do that is through sustainability efforts. “As sustaina-bility in real estate becomes more mainstream, stakeholders in the built environment need to take concerted action to push building adaptability and resilience in our urban systems and operations,” the Redas chief says.

One such example is the Developer- centric IDD Dashboard, a pooled plat-form that extracts key data from vari-ous construction stages: design; fabri-cation; construction; asset management and operations.

Called No.6, the latest collection of apart-ments at Bankside Gardens in Read-ing, Berkshire, in the UK, is set to be launched for sale in Singapore on Sept 25 and 26. Bankside Gardens compris-

es 461 units across seven blocks. No.6 at Bankside Gardens comprises 84 one-

and two- apartments, with prices starting from £290,000 (about $536,400) for a one-bedroom unit, and £390,000 for a two-bedder.

Each unit boasts open layouts designed for flexible living. The living areas open out to a bal-cony or terrace area overlooking private land-scaped gardens, describes Benham & Reeves, which is marketing the property. The kitchens will be fitted with appliances from Bosch, Beko and Smeg, with composite stone worktops dressed with timber and matte finishes.

The main bedrooms will feature fitted ward-robes, while the bathrooms will be fitted with wall-mounted vanity storage cabinets and pol-ished chrome fixtures. For the two-bedroom units, the master bedroom will be attached to an en suite bathroom.

Green Park Business Park by Mapletree is a short walk away from the development. Ameni-ties at the business park include a gym with pool, restaurants, retail and nature paths around Long-water Lake. Businesses that have offices there in-clude F&B firm PepsiCo and tech company Cisco.

“Reading is a serious hotspot for buyers who are looking for an out-of-London home but don’t want to compromise on city living or easy ac-cess into the capital. We expect these homes to be especially popular with young professionals,” says Paul Vallone, executive chairman at St Ed-ward, developer of the property.

Sitting between Haig Road and Tanjong Katong Road is a quiet street, Thiam Siew Avenue, with just 25 houses. Many of the houses are pre-war, single-storey, semi-detached houses and bungalows

sitting on land area of about 9,000 to 10,000 sq ft each. They are the legacy of property mag-nate and hotelier Wee Thiam Siew, who passed away in 1972. The properties are held primari-ly under Thiam Siew Avenue Investments and Wee Thiam Siew & Co, whose beneficiaries are the members of his family, many of whom are from the third generation.

An illustrious businessman, Wee was chair-man of Ban Leong & Co, dealers in cigars, ciga-rette and tobacco; as well as the former owner of The New 7th Storey Hotel on Rochor Road, Lion City Hotel and Hollywood Theatre at Tan-jong Katong Road.

When it was built in 1953, the New 7th Sto-rey Hotel (which actually had nine storeys) was considered the tallest structure on Rochor Road. In 2008, the hotel was acquired by the govern-ment for the construction of the Bugis MRT In-terchange Station for the Downtown Line that opened in December 2013.

Hollywood Theatre on Tanjong Katong Road was built in 1957 and opened by cinema mag-nate, the late Loke Wan Tho, in 1958. In its hey-

days in the 1960s and 1970s, Hong Kong stars such as Fung Bo Bo and Siao Fong Fong made their appearances there. The cinema closed sometime in the 1990s, and became home to City Harvest Church at one point, followed by a food centre and then Sheng Siong supermarket.

Lion City Hotel, situated adjacent to Hol-lywood Theatre, opened in 1968. It had been owned and operated by members of the Wee family until December 2010, when they decid-ed to put both Lion City Hotel and the adjacent Hollywood Theatre up for sale by tender. At the close of the tender in January 2011, Singapore- listed UOL Group announced that it had pur-chased Lion City Hotel and Hollywood Thea-tre for $311 million.

UOL redeveloped the site into a mixed-use development: the four-storey Kinex mall with a net lettable area of 202,191 sq ft; and the 244-unit Katong Regency above spanning three blocks of nine to 10 storeys. Launched in April 2012, all the units in the freehold condomini-um were sold out within a week at an average price of $1,608 psf. The project was completed in 2015, and units have changed hands in the resale market at $1,797 psf, according to cave-ats on URA Realis.

Wee’s former residence at 525 Dunman Road was located just behind the houses at Thiam Siew Avenue. It sat on a sizeable land plot too. The government had acquired from the family a corner parcel fronting Haig Road, which was

in turn offered for sale under the government land sales (GLS) programme. Far East Organi-zation purchased the site with a 99-year lease from 1997. It was subsequently developed into Dunman View, an 18-storey, 148-unit, high-rise condo completed in 2004.

One of the Wee family-owned vehicles, Wee Thiam Siew & Co, developed the remaining plot at Dunman Road into a terraced housing project named Dunman Grove. The houses were com-pleted in 1990, and a road was created for them.

A decade ago, some of the owners of the terraced houses at Dunman Grove banded to-gether and sold their properties collectively to developer Hoi Hup Realty. The site was rede-veloped into the 122-unit, 18-storey Questa @ Dunman. The freehold high-rise condo was completed in 2013, and has a mix of suites, one- and two-bedroom apartments with sizes ranging from 431 to 1,467 sq ft.

Biggest divestment of a propertyThe Wee family is ready to divest the land par-cels along Thiam Siew Avenue, and has ap-pointed Galven Tan, deputy managing direc-tor of investment sales and capital markets at Savills Singapore, as the exclusive marketing agent. The land that the houses at Thiam Siew Avenue were built on had originally been part of Wee’s private estate at 525 Dunman Road.

However, he decided to build the hous-es there for rental income during the pre-war years. He had originally named the road Thi-am Siew Road in 1939, but renamed it Thiam Siew Avenue in 1940.

The houses at Thiam Siew Avenue fell un-der the Rent Control Act in the post-war years. When the Rent Control Act was abolished in 2001, the family continued to hold the properties for lease. “Many of the tenants are long-stand-ing ones,” says Savills’ Tan.

After close to 80 years, the Wee family is planning to sell all 22 land-plots with 25 hous-es along Thiam Siew Avenue.

The semi-detached houses with odd house numbers at No. 1 to 17 were built during the pre-war years sometime in the early 1940s. The two adjacent bungalows along the same row at No. 19 and 21 were also built during the pre-war years. However, the four semi-detached houses at 23 to 29 were built more recently, in 2007. Collectively, these houses make up Plot 1, and sit on a freehold land area of 135,361 sq ft.

On the opposite side of Thiam Siew Ave-nue are the even-numbered houses at No. 2 to 22. The houses at No. 2 to 16 are pre-war-era semi-detached houses, while the three bunga-lows at 18 to 22 also date back to the pre-war era. These houses sit on a combined freehold land area of 128,436 sq ft and make up Plot 2.

Redevelopment potentialDevelopers have an option to purchase either Plot 1 or Plot 2, or both plots combined, says Savills’ Tan. The developer can then purchase

Thiam Siew Avenue and close off the road as it serves mainly the houses there. The two plots can then be amalgamated, and the com-bined site area (excluding the road) is about 263,797 sq ft, Tan estimates. If the road were included, the total plot size would be around 300,000 sq ft.

Based on the plot ratio of 2.8 for a residential development site under the URA Master Plan 2019, Tan estimates that the total gross floor area (GFA) of a new development at Thiam Siew Avenue could potentially be 738,632 sq ft.

Thiam Siew Avenue is considered part of the prime East Coast area and falls under District 15. As it is within the Rest of Central Region or city fringe, the average size of residential units in the new development has to be at least 85 sq m (915 sq ft) under the URA guidelines. Tan estimates that a developer could build about 414 condominium units on Plot 1 and about 393 units on Plot 2.

If the two parcels were amalgamated, and the road closed off, a developer would be able to build a new, 800-unit condominium develop-ment with a wide range of amenities, says Tan.

All the pre-war era houses except those at No. 12, 19 and 22 are owned by Thiam Siew Avenue Investments. The plot that was devel-oped into the four semi-detached houses at No. 23 to 29 in 2007, is owned by Wee Thiam Siew

& Co. Both entities, however, are controlled by the Wee family. Even the three houses at No. 12, 19 and 22 that are held in individual names belong to members of the Wee family, and will be included in the sale.

The land parcels will be launched for sale on Sept 24, with the tender closing on Nov 18. No price indication is provided for the Thi-am Siew Avenue plots. However, it is likely to be pegged to freehold sites sold elsewhere in prime District 15.

For instance, City Developments Ltd (CDL) and joint-venture partner, Hong Realty, pur-chased Amber Park en bloc for $906.7 million ($1,515 psf per plot ratio, or psf ppr) in Octo-ber 2017. Meanwhile, GuocoLand paid $319.8 million for Casa Meyfort on Meyer Road in July 2018. Including development charge estimated at $57.8 million, the price that GuocoLand paid for the site was $1,580 psf ppr.

Competition from Jalan Tembusu GLS site? On the Confirmed List of the GLS programme is a site at the junction of Jalan Tembusu and Tanjong Katong Road. It is located quite near Thiam Siew Avenue. The 99-year leasehold, 210,624 sq ft site at Jalan Tembusu has a GFA of 589,754 sq ft. Based on the average unit size of 915 sq ft, the site can be developed into a

new 645-unit project. The site is located about 600m from the upcoming Tanjong Katong MRT Station on the Thomson-East Coast Line.

“While [the Jalan Tembusu GLS site] is at-tractively located, a bigger commitment and risk appetite would be required by the devel-oper as there could be more than 600 units to be developed and sold within five years,” says Nicholas Mak, head of research at ERA Realty.

Alan Cheong, executive director and head of research at Savills Singapore, expects land bids of about $1,400 psf ppr for the Jalan Tem-busu site. Given the absolute quantum above $820 million, he thinks there may be four to five bidders for the site.

Given that the Thiam Siew Avenue plots are freehold, market watchers expect the sellers to be pricing in a premium, and are estimating the price tag for the two sites to be in the range of $1,450 to $1,500 psf ppr. This is before fac-toring in the development charge which was hiked recently.

‘Single family seller’Thiam Siew Avenue is located near Paya Lebar Central commercial hub. It is where integrated de-velopment Paya Lebar Quarter (PLQ), Paya Lebar Square and the Paya Lebar MRT Interchange Sta-tion for the Circle and East-West Lines are situated. It is also near shopping malls such as PLQ Mall and Kinex. Good schools located within 1km of Thiam Siew Avenue include Kong Hwa School and Tanjong Katong Primary School, says Sav-ills’ Tan.

Residential sales in the East have been rela-tively healthy despite the number of new pro-jects in the area. About 80% of the 582-unit Amber Park has been sold since its launch in May 2019. GuocoLand’s 200-unit Meyer Man-sion is almost 40% sold since its launch in 4Q2019. Median price at Meyer Mansion may be $2,581 psf, but at least eight units saw prices cross $3,000 psf and were sold at prices rang-ing from $3,009 to $3,182 psf.

The 429-unit Park Place Residences at PLQ saw half its units taken up at an average of $1,800 psf in April 2017, and another 161 units taken up at an average of $2,015 psf in April 2018. The project was fully sold by 2019. The latest transaction in August was for a 17th-floor, two-bedroom unit of 667 sq ft, which changed hands for $1.495 million and scaled a new high of $2,240 psf for the project.

Such selling prices bode well for the land parcels at Thiam Siew Avenue, notes Savills’ Tan. “A developer can look at either Plot 1 or Plot 2, or the two sites combined if they want to develop a significant project with many amen-ities,” he adds.

The main attraction of the two plots at Thiam Siew Avenue is that they are owned by a single family, which ensures deal certainty for the developer, says Tan. “They do not have to go through the strata title board.” A freehold plot of such a size is also increasingly rare, he adds. E

In this column, we look at condominium projects that have achieved new highs in terms of psf prices and those that have seen new lows. This is based on URA Realis data for the period of Sept 6 to 12.

Highest psf pricesThe highest price transaction recorded on a psf basis was for a 926 sq ft unit at St Martin’s Apartment.

The two-bedroom apartment on the first floor changed hands for $2.16 million, or $2,328 psf, on Sept 8.

The freehold St Martin’s Apartment has a total of just 16 units over a single four-storey block. The development com-prises two-bedders measuring 926 sq ft to 1,120 sq ft. The res-idential component sits next to a 9,375 sq ft commercial space within the same address. The commercial space has a promi-nent frontage on Tanglin Road.

The project was completed in 1986 by developer Unicurrent. It is located on St Martin’s Drive in Tanglin on prime District 10, where it enjoys close proximity to the Singapore Botanic Gardens and the Orchard Road shopping belt.

St Martin’s Apartment is also located just a stone’s throw away from Tanglin Place Shopping Centre, Tudor Court Shop-ping Gallery, as well as embassies and luxury hotels such as The St Regis Singapore and Regent Singapore.

The two-bedroom unit has changed hands twice before. The first transaction was in 1996 at $970,000, or $1,048 psf, and the second deal took place in 2012, when the unit was sold for $1.7 million, or $1,836 psf.

Another property that saw a new high in terms of psf price is the freehold Forett at Bukit Timah on Toh Tuck Road in District 21.

On Sept 6, a 721 sq ft, two-bedroom unit changed hands for $1.61 million, which translates to $2,228 psf. The unit is located on the eighth floor of a nine-storey block. Forett at Bukit Timah

Forett at Bukit Timah is developed jointly by Qingjian Re-alty and Perennial Holdings. It sits on the site of the former Goodluck Garden, which was sold collectively to subsidiaries of Hong Kong-based CNQC International Holdings for $610 mil-lion in March 2018.

The site has a land area of about 360,130 sq ft, and is near Beauty World MRT Station on the Downtown Line, Beauty World

Plaza and Bukit Timah Plaza, as well as the future Beauty World Integrated Transport Hub. Forett at Bukit Timah is also located near schools such as Methodist Girls’ School (Primary) and Pei Hwa Presbyterian Primary School.

The seller of a unit at Marina Bay Residences on Mari-na Boulevard made the top gain of $5.47 million over the week of Sept 5 to 14. The 4,489 sq ft unit on the 51st floor was bought for $13.88 million ($3,092 psf) in October 2013 and sold for $19.35 million ($4,311

psf) on Sept 7. The seller therefore made a 39% profit, or an annualised profit of 4% over almost eight years.

Located in District 1, Marina Bay Residences was complet-ed in 2010 and has 428 units on a 99-year leasehold. It is a four-minute walk to Downtown MRT Station on the Down-town Line.

The second top gain made over the week — a 106% prof-it of $1.8 million — was at Grand Duchess at St Patrick’s, on St Patrick’s Road. The 2,573 sq ft unit on the fifth floor was purchased for $1.7 million ($661 psf) in October 2008 and sold for $3.5 million ($1,360 psf) on Sept 14. This means that the seller made an annualised profit of 6% over 13 years.

Grand Duchess at St Patrick’s, in District 15, comprises 121 freehold units and was completed in 2010. It is a two- minute walk to the upcoming Marine Terrace MRT Station on the Thomson-East Coast Line.

A unit sold at Aspen Heights, on River Valley Road in District 9, made the third largest gain over the week, netting a 138% profit of $1.72 million for the seller. The 1,324 sq ft unit on the eighth floor was bought in July 2002 for $1.25 million ($944 psf), and sold for $2.97 million ($2,243 psf) on Sept 13. The seller therefore made an annualised profit of 5% over 19 years.

Aspen Heights comprises 606 units on a 999-year lease-hold and was completed in 1998. It is an eight-minute walk to Fort Canning MRT Station on the Downtown Line.

On the other hand, the most unprofitable deal of the week was the resale of a 7,050 sq ft unit at Reflections at Kep-pel Bay in District 4. Having sold the property for $11 mil-

lion ($1,560 psf) on Sept 10, the seller suffered a 39% loss of $6.95 million. The unit was purchased in May 2007 for $17.95 million ($2,550 psf). Over a holding period of more than 14 years, this translates into an annualised loss of 3%.

Reflections at Keppel Bay, located on Keppel Bay View, comprises 1,129 units on a 99-year leasehold and was com-pleted in 2011. It is a seven-minute walk to Telok Blangah MRT Station on the Circle Line. E

A two-storey penthouse at Casero @ Dunman was put up for sale at the property auction by ERA Re-alty Network on Sept 22.

The three-bedroom penthouse has a guide price of $2.3 million. The unit has a total floor area of 2,518 sq ft and the guide price translates to $913 psf on the floor area.

No bids were received at the auction, hence the property is still available for sale.

The lower floor of the apartment features a wet kitchen, dining room, living room with a connected balcony and an en suite bedroom. The upper floor features two bedrooms that share a common bathroom and each bed-room leads to a private balcony.

Casero @ Dunman is a freehold devel-opment at 489 Dunman Road in District 15. It was completed in 2008 and consists of a five-storey residential block with 15 units. There are one- and two-bedroom units that range from 646 sq ft to 1,572 sq ft, as well as four three-bedroom penthouse units that range between 2,518 sq ft and 2,539 sq ft.

Based on URA resale caveats, one of the

penthouse units was sold for $1.45 million ($571 psf) in December 2015, after the unit had been purchased from the developer for $1.39 million ($548 psf) in September 2007. Another 2,518 sq ft penthouse unit was bought from the developer for $1.4 million ($556 psf) in July 2011.

The property listing states that the pent-house unit for sale is leased until July 2022. URA rental caveats show that one of the penthouse units was leased for $4,000 ($1.60 psf) per month in July last year. Other rental transactions this year include a two-bedroom unit leased for $2,400 ($2.80 psf) per month and a one-bedroom unit that was leased for $2,000 ($3.10 psf) per month.

Alison Lee, assistant vice-president of auctions and sales at ERA Realty Network, says the owner put up the unit for sale ear-lier this year but found it difficult to find a buyer due to the restrictions under Phase Two (Heightened Alert).

It is still difficult to schedule on-site view-ings for interested buyers given the five-per-son visitor limit as well as the work-from-home arrangement of the existing tenant, says Lee.

Still, the duplex has attracted many in-

terested buyers over the past few weeks. “We have received more than 20 requests to schedule viewings of this unit,” she adds.

The unit would be suitable to owner-oc-cupiers, especially families with school-go-ing children, given the development’s prox-imity to popular schools in the area.

The condominium is close to Dakota MRT Station on the Circle Line and Paya Lebar MRT Interchange Station on the Circle and East-West Lines. It is also accessible to ma-jor roads and expressways like East Coast Parkway and Mountbatten Road.

Popular schools in the East Coast area include Chung Cheng High School (Main), Broadrick Secondary School, Tanjong Ka-

tong Girl’s School and Tanjong Katong Sec-ondary School.

“This property is in a prime District 15 location that is close to the central business district, and commercial hubs like Paya Leb-ar Central. It is also close to amenities in the Katong and Kallang areas,” says Lee.

She notes that the unit could also appeal to investors as it already has an existing tenancy.

“It is a relatively small development which enhances the overall privacy for res-idents, and this could be an important fac-tor for some buyers. Others may find that living in a smaller development with fewer neighbours surrounding is an attractive op-tion,” says Lee. E
