Required Membership Information
Webb Ranch Dressage show is recognized by USEF,
USDF & CDS.
To participate, the horse MUST have a USDF Number. A USDF Horse Identification Number can be obtained by adding $35 to your entry where indicated. Rider, Owner, Trainer & Coach must be members of USEF or pay a $45 Show Pass fee. Rider and Owner must be
members of USDF or pay the nonmember fee of $35.
Exceptions: Horses are exempt from USDF and USEF Registration for Opportunity, Introductory, Pas de Deux, and Quadrille classes.
Riders/ Owners/Trainers are exempt from all membership requirements for Introductory, Opportunity, Pas De Deux, and Quadrille. If
you have questions about required memberships, email the show secretary before submitting entry.
Eligibility to ride a USDF Regional Championship Qualifying test requires the following: Rider and Owner are ACTIVE USEF members,
Owner is PARTICIPATING or BUSINESS member of USDF, Rider is PARTICIPATING Member of USDF, Horse is USDF Lifetime
Registered, and USEF Lifetime or Annual Recorded, These memberships must be in place at the time the scores are earned. The $15 fee
for the Qualifying ride must be paid in advance of the ride.

USEF Membership Statement
Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Modified Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $45 Show Pass fee. Participants in the following classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR222) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes.
SHOW RULES AND GENERAL INFORMATION
PLEASE READ CAREFULLY
ENTRY ACCEPTANCE:
As of January 1, 2019: ALL USEF Members 18 and over, participating in a USEF Recognized events, must have “Safe
Sport” training certification. This pertains to Riders, Owners, Trainers and Coaches. Any entry that includes an adult that has not been “Safe Sport” certified will be held as un-accepted until training is completed. See USEF Website for more information.
All entries must be postmarked, or time stamped by the closing date listed in the prize list to be considered on time. Show management may close entries early if the show fills prior to closing date. Entries submitted after the show is full will go on the wait list. Competitors will be advised of their entry standing via an entry confirmation sent from [email protected]. Entries submitted that are not accepted will be returned and refunded in full.
Entries must be filled out completely and have proper fees enclosed. Federation Agreement Page (signature page) must be
signed by rider, owner, trainer, and if need coach. *Minors (riders under 18 years old) must have the parent or guardian sign the Federation Agreement. Missing signature pages, even for online entries, are considered incomplete and charged a $25 incomplete fee.
COACHES PLEASE NOTE: Please have all your students list you on their entries as COACH. This will help in scheduling to allow time between students when possible. (Possible to filter for COACH but not for “Trainer”.)
Incorrect or incomplete entries may be charged $25 per correction and/or may not be accepted. This includes missing signature pages.
Entries submitted without proof of memberships/registrations, are subject to a document service fee of $25.
No numbers will be issued without completed entries, full payment, signatures, fees and CURRENT copies of ALL registration cards.
All entries must include an emergency contact name and number for rider.
Management reserves the right to accept conditionally or cancel any entries, disqualify riders as exhibitors, prohibit exhibition of
entries, and cancel or combine classes.
Online entry available at EqEntries.com. Late entries accepted online only when space allows.
“Promise-to-Pay” entries not accepted by email, or phone. Late entries must be paid to be accepted.
Entries are accepted on a first-come, first-served basis. This show accepts mailed and electronic online entries. Mailed entries are accepted based on the post mark date, and are only accepted on or after the opening date listed in the prize list. Online entries are accepted based on the date/time stamp of the paid submission. Should the show be over subscribed and the need to cut off entries prior to the closing date arise, entries received after the show fills will be notified and placed on a wait list. Ties regarding entries received at any time on the same day /time will be broken by lot prior to scheduling the show. Affected competitors will be notified. Entries not accepted will be returned and refunded in full.
Bio-Security Protocol Please note—this show has a BIO-SECURITY PROTOCOL. All STABLED Horses MUST provide documentation
of Equine Influenza Virus and Equine Herpes Virus (Rhino pneumonitis & West Nile) vaccinations within six months, and prior to 7 days of competition dates. Documentation must be submitted with show entry. Horses not in compliance with this rule may be required to leave the competition grounds upon request by Competition Management. See GR845.
All NON-STABLED horse must be able to provide documentation of vaccinations upon request by management. Show management must be notified if any vet is called to show grounds for any reason. Failure to notify show
management may result in fine and/or being required to leave competition grounds. Show will have an Isolation Protocol in place. Any horse found to present a potential for transmittable disease will
be required to follow the Isolation Protocol. Failure to follow Isolation Protocol may be fined and/or required to leave competition grounds.
Bio-Security protocol does not negate the refund policy as outlined in this prize list. As part of bio-security—please bring your own water buckets.
SCRATCHES, CHANGES and CANCELLATIONS: It is the responsibility of the competitor to inform the Show
Secretary (503) 449-1274 of intention to scratch. Refunds are given for scratches prior to closing date less
the $50.00 office fee. No refunds given after closing date for any reason. Management reserves right to
make exceptions on a case by case basis regarding refunds and scratches in exceptional circumstances. No
refunds on feed and bedding orders delivered. Please order before arrival. Morning orders will be delivered
by noon. Refund of USDF Qualifying Fees: Scratches prior to show in which a full refund (less office and
processing fee) is being made WILL include any USDF Qualifying Fee paid. Scratches that do NOT qualify
for a full refund will NOT be refunded any USDF Qualifying Fees. Non‐refunded USDF Qualifying Fees will
be paid to USDF per USDF rules. No refund of USDF Qualifying fees for scratches made day of show.
Changes to Entries: Changes made after the closing date will be assessed a $10 fee. Cancellations: Due
to poor weather and arena conditions are deemed unsafe and the show is cancelled, we will return entry fees
only.
Equine diseases are known factors that could potentially impact the Organizer’s ability to run competition
as scheduled. USEF and the EDCC offer a notification system to advise of equine diseases that could
affect your participation in a licensed competition. If the competition is cancelled due to a mandatory
quarantine by CDFA or USDA prior to the show date, competitors will receive a refund of all show
fees less $100.00 to their original form of payment.
ENTRY CONFIRMATIONS: Entry confirmations will be emailed. Please ensure that your email is set to allow
emails from [email protected]. Competitors are responsible for reading and responding to the
entry confirmation. If entry confirmation is not received by the closing date of the show, the competitor is
advised to contact the show secretary.
RIDE TIMES: Times will be emailed from the Fox Village website (www.foxvillage.com). It is the rider’s
responsibility to inform management if times are not received. Upper level classes (third, fourth, and FEI
levels) will be scheduled earlier in the day starting as early as 8AM. Lower level classes will be scheduled for
later in the day, probably in the afternoon. However, it may be necessary to run some classes out of order.
MANAGEMENT: The Horse Show Management reserves the right to interpret all questions and conditions in
regard to or arising out of any incident in the show without claims for damages or recourse of any kind. All
questions not covered in these rules and regulations shall be decided by the Horse Show Management and
their decision will be final. The Horse Show Management reserves the right to re‐ fuse, accept conditionally
or cancel any entries, disqualify riders or exhibitors, prohibit exhibition of entries, and to cancel /award prizes,
without claim to damage, to change, cancel or combine any classes, to reschedule classes after due notice
to exhibitors, or to change rings or substitute officials. The judges decisions are strictly their ownand the
Management accepts absolutely no responsibility for those decisions. Management reserves the right to
arrange for additional judges and to cancel, combine or amend any class, including but not limited to class
awards, scheduling and location
FREESTYLES: Not at this venue.
VIDEO CONSENT: Anyone recording video of riders MUST have permission of that rider. No one is authorized to
video without permission, no one may publicly post or publish videos without permission of rider/owner.
NON-COMPETE HORSES: Horses not competing in the show must be registered with the show office and will be
given a number to be worn at all times when out of the stall. Entry form and signed Federation Agreement must
be submitted, and appropriate fees must be paid prior to the horse being ridden. Failure to register and pay for
schooling horse can result in doubling of entry fee. Non‐ compete horses are allowed in the warm‐up as long as
there is room and their presence is not disruptive. This determination will be made solely at the discretion of
show management. There may be other areas on the grounds available for schooling purposes. No schooling
of horses in or around competition arenas during the competition. After the completion of the competition, with
permission of show management, competition arenas may be opened for schooling. Due to limited stabling,
companion/non‐compete horses may be restricted.
PONY MEASUREMENT CARDS: Competitors wishing to have their scores count for pony awards must include a
current pony measurement card with their entry. If the competitor wants to have their pony measured by the TD
at the show, they must let Show Secretary know two weeks in advance of show date. Management
advises that if the on‐call vet feels it is necessary to travel to a sick or injured horse instead of coming to the
show to measure, the show will in no way be held responsible or liable for this decision on the part of the vet.
Management will arrange for a measuring stick to be available. Competitor will be responsible for all vet
charges, and any charges incurred for rental of a measuring stick, if required.
STABLING: Does not apply for this show.
RV PARKING: Limited RV spaces available. $50 per day. Electric and water, no sewer. Please include on entry. Dry
camping $25 per day no electrical or water hook ups.
AWARDS: Ribbons through 5th place.
FOOD: A food truck will be on site 11am-4pm.
NO ALCOHOL: No alcohol shall be allowed or consumed on the premises.
LUNGING: Absolutely no lunging in the warm-up arena. Lunging allowed in the designated lunging arena only.
SCORE POSTING AND TEST PICK-UP: Scores will be available online on FoxVillage.com. Tests will be available
for pick-up after the class is completed and placed from the office. Only the competitor or representative may
pick up the actual test from the office.

RULES:
SHARPS CONTAINERS: GR1210.4
Competition management shall place a minimum
of one sharps container per each competition,
whether or not stabling is provided. Additionally,
at least one sharps container per fifty occupied
stalls for the disposal of needles and other
disposable sharp instruments in convenient
locations in barns housing competition horses. It is
competition management’s responsibility to
replace such containers when full and dispose of
them properly. Competition management may
fine any individuals including trainers, owners,
exhibitors, or their agents up to $100 for
improper disposal of needles or other sharp
disposable instruments. Competition
management will place a notice of this
requirement either in its prize list or on a specific
handout given to trainers on check in at the
competition. If local law has different
requirements, local law will prevail.
Competitions failing to comply with placing the
required number of containers on the show
grounds will be considered in violation of the rules
and may be subject to penalty as determined by
the CEO or Executive Director and/or the Hearing
Committee.
MOTORIZED VEHICLE STATEMENT:
GR1301.7: Minors who do not have a valid driver’s
license which allows them to operate a motorized
vehicle in the state in which they reside will not be
permitted to operate a motorized vehicle of any
kind, including, but not limited to, golf carts,
motorcycles, scooters, or farm utility vehicles, on
the competition grounds of licensed competitions.
Minors who have a valid temporary license may
operate the above described motorized vehicles as
long as they are accompanied by an adult with a
valid driver’s license. The parent/legal guardian or
individual who signs the entry blank as a parent or
guardian of a minor operating a motorized vehicle
in violation of this rule are solely responsible for
any damages, claims, losses or actions resulting
from that operation. Violations of this rule will be
cause for penalties against those responsible for the
child committing the offense. Wheelchairs and other
mobility assistance devices for individuals with
disabilities are exempt from this rule.

devices, as determined by the competition officials
MORE RULES:
DR120 Dress: WAIVING OF COATS: In
locations with high average heat and humidity on
the date of a competition, management can
publish in their prize list that jackets will be
waived for the duration of the competition.
Alternatively, management can announce prior to
or during a competition that competitors can
show without jackets when extreme heat and/or
humidity is forecast. This waiver applies to in all
classes including FEI classes at National
Competitions. However, competitors must wear
protective headgear and a shirt with sleeves and
collar, without neckwear, and without decoration
except as described under .14 of the rule. T-shirts
are not permitted. Members of the Armed
Services or police units may wear summer
uniforms. (NOTE: For the show series Coats will
be waived based on weather conditions and will
be posted and announced at the show.)
HELMET RULE EFFECTIVE APRIL 1, 2013:
From the time horses are officially admitted to the
competition grounds by competition management,
anyone mounted on a horse a any time on the
competition grounds, including non-competing
riders, riders on non-competing horses, and those
competing in all classes and tests, including Para-
Equestrian tests, must wear protective headgear as
defined by this rule and otherwise in compliance
with GR801. Any rider violating this rule at any
time must immediately be prohibited from further
riding until such headgear is properly in place.
Protective headgear is defined as a riding helmet
which meets or exceeds ASTM (American Society
for Testing and Materials)/SEI (Safety Equipment
Institute) standards for equestrian use and carries
the SEI tag. The harness must be secured and
properly fitted. Unless jackets are waived, while in
the competition ring, exhibitors wearing protective
headgear must wear a short, dark jacket, dark
tailcoat (only permitted for tests above Fourth
Level), or Armed Services or police uniform (if
eligible), dark hat covers (where applicable) and
must otherwise conform to DR120 (see GR801).

gather may be deemed “unsafe use” if there is a

rule is accountable and may be subject to

Safe Sport Statement
Reminder: All USEF Life and Senior Active members, as well as participants who have regular contact with minor
athletes, are required to comply with the U.S. Center for SafeSport training requirement to be eligible to participate
in the competition. All participants must adhere to the U.S. Center for SafeSport Code, USEF Safe Sport Policy, and
the Minor Athlete Abuse Prevention Policies. More information about these can be found at www.usef.org.

2022 Great American Insurance Group/USDF Regional Dressage Championships
A single Regional Dressage Championship program organized by the United States Dressage Federation (USDF), and recognized by the United States Equestrian Federation, Inc. (USEF), will be held in each of the nine USDF regions. In addition, Alaska and Hawaii may each hold state championships if an official request from a Group Member Organization (GMO) is received by April 1 of the prior year. The Regional Championship Program Rules can be found on the USDF website at www.usdf.org. Please refer to the 2022 USDF Member Guide for the comprehensive list of rules and requirements for this program.
Membership/Registration Requirements for Qualifying and Championships All memberships and registrations/recordings must be correct and current at the time qualifying scores are earned and at the time of the championships. Rider:
• Must have a USDF Participating* Membership (PM).
• Must have a USEF membership (Active or Life). Horse:
• Must have a USDF Lifetime Horse Registration (LHR).
• Must have a USEF (Annual or Lifetime) Horse Recording.
• USDF horse registration and USEF horse recording must be in the name(s) of the current owner(s) or lessee(s). A horse is not required to have breed registry papers.
Owner:
• Must have a USDF Participating or Business Membership and a USEF membership (Junior Active, Senior Active, Life, or Recorded Farm (with Active Farm Owner)). If the horse has more than one owner, at least one owner must have both active USEF membership and active USDF Participating or Business Membership and must be the owner of record with USEF and USDF. For a business or farm to be the valid owner under this requirement, it must be listed as an owner of the horse with both USEF and USDF.
* PMs are USDF members who join USDF directly. USDF Group Members (GM) are ineligible.
Minimum Qualifying Scores: One set of nationally-standardized qualifying scores has been established for all USEF/USDF Regional Championships, for Training Level through Grand Prix, in three divisions: open, adult amateur and junior/young rider. FEI Junior and FEI Young Rider classes have only one respective division. Freestyles have only open divisions.

USDF Membership Benefits: USDF is dedicated to education, the recognition of achievement, and promotion of dressage. For details on member benefits, including educational programs, awards, and other opportunities, refer to the USDF Member Guide or the USDF website at www.usdf.org. Membership Requirements for USEF-licensed/USDF-recognized Competitions: Owners and riders, including foreign riders and owners who are not residents of the US, wishing to participate in a USEF-licensed/USDF-recognized competition as a rider or owner/lessee, must have either a USDF Group Membership (GM), Participating Membership (PM), or have a USDF Non-Member (NM) identification number and pay the USDF Non-Member (NM) fee. (Note: USDF Business Members can own horses but cannot compete as riders with their USDF Business Membership.)
Horses competing at USEF-licensed/USDF-recognized competitions must have either a USDF Horse Identification (HID) number or a USDF Lifetime Horse Registration (LHR). Proper credentials or verification certificates must be presented to the competition secretary.
Riders and owners wishing to participate in a USEF-licensed/USDF-recognized competition, and not able to present the competition secretary with verification of a USDF membership or NM identification, and USDF LHR or USDF HID, must complete a USDF Competition Affidavit Form and pay the $5 affidavit filing fee. A copy of a completed affidavit form from another competition may also be used for verification purposes for up to 60 days. (Exception: Affidavits cannot be used at Great American Insurance Group/USDF Regional Dressage Championships.) Exceptions:
• Horses competing only in Individual Breed Classes (IBCs) at DSHB competitions, sires and dams of horses in DSHB group classes, where those sires or dams are not actually competing in the same competition, horses competing only in breed restricted dressage or DSHB classes at Regular Competitions (e.g. all Arabian, all Friesian, or all Morgan classes), or in USDF Introductory Level tests, pas de deux or quadrille, are exempt from this requirement. Also exempt are horses ridden in leadline, exhibitions, games and races, classes for 4-H members, walk-trot, academy, and opportunity classes.
• Riders and owners/lessees competing only in classes which are exempt from the USDF HID requirements are also exempt from the USDF NM identification number and NM fee requirements. Also exempt are handlers of horses competing in DSHB In-Hand or Group classes.
Memberships Defined
Participating Membership (PM): A membership issued to an individual directly by USDF. The membership year is December 1 through November 30. PMs are available for 1-year ($90), 5-years ($360), or life ($1,800). A USDF Youth Participating Membership (YPM) is available for individuals who have not reached their 21st birthday by December 1 of the current membership year ($72). A PM allows the member to compete at USEF-licensed/USDF-recognized competitions and to participate as a rider and/or owner/lessee for all Adequan®/USDF Year-End Awards and the Great American Insurance Group/USDF Regional Dressage Championship program. Group Membership (GM): A membership issued to an individual by USDF when the member name and dues are submitted to USDF through an affiliate Group Member Organization (GMO). The GM year begins December 1 and ends November 30. A GM allows the member to compete at USEF-licensed/USDF-recognized competitions and participate in the USDF Rider Awards Program and the USDF Regional Schooling Show Awards Program. Business Membership (BM): A membership that runs December 1 through November 30 and is issued to a business or organization directly by USDF. The USDF BM ($240) offers a wider variety of advertising benefits. BMs satisfy requirements of horse ownership only. Non-Member (NM) Identification Number: For each USDF NM owner/lessee and USDF NM rider there will be a USDF NM fee of $35 per competition that must be collected by the show secretary and submitted to USDF, along with the USDF Report of Fees document and the $5 affidavit fee and Competition Affidavit Form if the person cannot provide a copy of their USDF NM card. Owners/lessees or riders exempt from the NM number requirements are also exempt from paying the USDF NM fee. If there are multiple owners of a horse and all are NMs, only one of the owners must pay the NM fee. If the horse has at least one owner who is a current USDF PM, GM, or BM there is no NM fee assessed. Competition management wi ll be invoiced for all applicable USDF NM fees not received with the USDF post-competition paperwork, along with a report listing all USDF NMs. Competition management is then required to submit the NM fees within 30 days to the USDF. An individual with a USDF NM identification number is not eligible for any USDF membership benefits. Once a USDF NM number has been assigned, a USDF NM card can be obtained from the USDF website. Horse Identification (HID) Number: A one-time tracking number for horses ($35). Scores earned by a horse with an HID number will be recorded, but will NOT be counted towards Adequan®/USDF Year-End Awards. A horse with an HID number is not eligible to compete in Great American Insurance Group/USDF Regional qualifying or championship classes. An HID number can be upgraded to a Lifetime Horse Registration (LHR) for a fee of $80. If a horse has a USDF LHR it does not need an HID number. An HID number is a one-time fee that does not need to be renewed. Lifetime Horse Registration (LHR): A horse with an LHR ($115) is eligible for Adequan®/USDF Year-End Awards, and eligible to compete in Great American Insurance Group/USDF Regional qualifying and championship classes, assuming requirements for the owner and rider are met. If a horse has an LHR it does not need an HID number. An LHR does not need to be renewed.

The effective date of membership is the date the form and correct fees are received in the USDF office or, if applying at a competition, the date accepted by the competition secretary, provided the application is signed and dated by the competition secretary, member, and/or horse owner on that same day.
