1. Position Purpose» Provide strategic direction and develop policy, service levels and standards in regard to

all Landscape Design and Construction issues.

» Coordinate the development, implementation and administration of Landscape Design and Construction controls and provide supervision and direction to other members of the Landscape Design and Construction Team.

» Assist at a senior level in the design, stakeholder discussion of, documentation and contract administration of streetscape plans, precinct plans, recreational, open space and park planning projects as well as wider plans and policies.

2. Key Responsibility Areas » Provide advice to the Manager and Strategic Director on all pertinent Landscape Design

and Construction issues.

» Manage day-to-day work priorities within the Landscape Design and Construction Team to meet departmental and corporate objectives, including monitoring and delegation of work to relevant staff.

» Prepare and implement plans, policies and documents for the design and creation of attractive, meaningful and responsive day-to-day, streetscape plans (including special rate schemes), precinct plans, recreational, open space and park planning projects.

» Liaise with external stakeholders including residents, committees of management, sporting clubs, trader associations and other community-based groups.

» Manage landscape design projects including the development of briefs, coordination of consultants and community liaison.

» Management and administration of contracts between internal and external service

providers, external consultants and contractors.

» Manage the preparation of consulting briefs, tenders and documentation for construction purposes.

» Manage assessment, reporting and recommendations on tender submissions.

» Project management of the Landscape Design and Construction Capital Works Program.

» Coordinate the processing of landscape applications, including monthly reporting on outcomes.

» Evaluate landscape plans for conformity with Council policies and requirements, with particular regard to design outcomes and species suitability.

» Deal with enquiries and discuss or explain landscape matters with professional and non-professional individuals and groups.

» Develop and review of landscaping polices (and other policies requiring a landscaping input), in conjunction with other staff, both within and outside the City Design and Construction Department.

» Provide advice and assistance to Planning Investigation and Enforcement Officers in compliance and enforcement related matters.

» Facilitate the preparation of detailed design resolution of development opportunities.

» Contribute to the facilitation of development projects in the municipality.

» Prepare appeal and panel submissions and represent Council at the Victorian Civil and Administrative Tribunal and panel hearings.

3. Occupational Health & Safety Responsibilities » Make sure that any hazards, incidents (including near misses) and injuries are reported

immediately to your supervisor.

» Cooperate in relation to activities taken by the organisation to comply with OH&S legislation.

» Participate in consultation, meetings, training and other health and safety activities.

» Make sure only authorised, adequately trained staff undertake assigned tasks.

» Take reasonable care for your own health and safety and the health and safety of others in the workplace.

» Provide all staff with relevant OH&S information in an appropriate manner.

» Develop new work procedures, as required, in consultation with relevant persons.

» Provide appropriate facilities for safe storage, handling and transport of work-related materials and equipment.

4. Accountability and Extent of Authority » This position is responsible for recommendations on landscape plans to meet acceptable

standards in accordance with Council policy. The incumbent provides information and advice to members of the public and other relevant persons/organisations on city design matters. The freedom to act is subject to professional and regulatory review.

» The incumbent will be required to contribute to plan and policy development and their implementation within the landscape design, landscape compliance and city design fields and act on overall priorities set by the Manager City Design and Construction.

5. Judgement and Decision Making » This position is essentially problem solving in nature. The work is specialised with

methods, procedures and processes generally developed from theory or precedent. The problem-solving process comes from the application of these established techniques to new situations and the need to recognise when these established techniques are not appropriate. Guidance is not always available within the organisation.

» When the position has input into policy formulation, the primary challenge will be intellectual and will typically require the identification and analysis of an unspecified range of options before a recommendation can be made.

» Independent decisions can be made in regard to work priorities and methods of design. The position involves making a reasoned decision based on the results of the design process in the context of the landscape or city design matter, and providing justification to support a recommendation.

6. Management Skills » This position requires skills in managing time, setting priorities and planning and

organising one's own work so as to achieve specific and set objectives in the most efficient way possible within the resources available and within a set timetable.

» The position requires an understanding of and ability to implement basic personnel policies and practices including those related to equal employment opportunity, occupational health and safety and training and development.

» This position requires the management of a team of professional staff and the ability to inspire the best public realm design outcomes for the City of Casey.

7. Interpersonal Skills » The position requires a high level of interpersonal skills with the ability to gain

cooperation and assistance from others, including members of the public and other relevant employees. The incumbent must be able to liaise with their counterparts in other organisations to discuss design and planning related matters and with other relevant employees in the organisation to resolve intra-organisational problems.

» Excellent communication skills are essential to assist in discussions and resolutions with the community, and relevant professional networks. Well-developed skills in written and verbal communication are essential.

8. Specialists Skills and Knowledge » Demonstrated ability to analyse and interpret the natural and built environment, and to

conceive and develop imaginative, responsive and technically advanced design responses.

» Experience in all facets of landscape design, documentation, construction and

administration.

» Experience in the coordination of projects, staff supervision, development of contracts and engagement and supervision of specialist consultants and contractors.

» Understanding of the role, function and long term goals of the Landscape Design and Construction Team, and of the relevant policies of the City Design and Construction Department and the wider organisation.

» Proficiency in the use of Microsoft Office products and the ability to produce reports from such applications.

» Proficiency in the use of packages such as AutoCAD, Corel Draw Adobe Suite etc.

9. Inherent Physical Requirements » Repetitive arm movements and manual dexterity for computer work.

» Safely move over rough ground such as development sites.

» Communicate clearly with the public both face to face and by telephone.

» Handle files and documents.

» Read computer screens, computer printouts and fine print on documents.

» Drive an automatic vehicle.

» Distinguish colours on plans.

10. Qualifications and Experience » Degree or Masters in Landscape Architecture or relevant industry experience.

» Staff supervision experience.

» Victorian Driver's Licence.

» Understanding of the relevant Acts of Parliament and associated regulations, codes of practice and Australian standards.

» Ability to lead and motivate a team of professionals.

11. Key Selection Criteria » Qualifications and experience as specified

» Demonstrated high level landscape design skills, including the ability to develop innovative, efficient and practical design solutions to issues.

» Demonstrate experience in all facets of landscape design, documentation, procurement and, and contract administration, including the engagement and supervision of specialist consultants and contractors

» Demonstrate a thorough knowledge of landscape construction practises based on project experience

» Demonstrate experience running a large team of professionals in the landscaping industry

12. Conditions of Employment » Conditions of employment are as per the City of Casey Enterprise Agreement, Casey’s

policies and procedures and the letter of offer.

» Hours - The position is full-time worked on a 19-day/4-weeks arrangement.

» Tenure – This is a limited tenure role until 29 June 2018. The position is not permanent and there is no guarantee of ongoing employment.

» Health Declaration - The preferred applicant is required to complete a Health Declaration form and return it to the Occupational Health and Safety Co-ordinator prior to commencement.

» Criminal Records Check - This position is subject to the successful applicant having a satisfactory Police Check prior to commencement at Council’s expense and then as regularly as the position requires as per Council Policy.

» Transport – Employees must use Council vehicles for work-related travel whenever practical to do so. If employees use privately-owned vehicles for work-related travel Council recommends the vehicle be comprehensively insured and the insurance company notified that the vehicle is being used for work-related travel. If an employee using a privately owned, comprehensively insured vehicle for work-related travel is involved in an accident they may be eligible for reimbursement of the insurance excess. Vehicles not comprehensively insured will not be eligible for reimbursement.

» Sick Leave - A medical certificate may be required for any absence and must be provided for sick leave exceeding three working days or absence on the working day before or after a rostered day off, annual leave or public holiday.

» Multiskilling - Employees may be directed to carry out any duties consistent with their skills, competence and training provided the duties do not result in de-skilling them.

» Risk Management – Employees must comply with risk management policy and procedures.

» Employment Status - The successful applicant must provide proof of permission to work in Australia prior to commencement.

» Probation Period - A six month Probation Period applies to this position. This period will be extended in line with any period of unpaid or unauthorised leave.
