MINUTE UCS/208/2.00 – OPENING

The Vice-Chancellor and Chairman of Senate, Prof. Zana Akpagu, declared the

meeting open at 10.38am. Prof. G. C. E. Duruamaku-Dim, Department of

Vocational and Special Education, offered the opening prayer.

MINUTE UCS/208/3.00 – CHAIRMAN’S BRIEFING

The Chairman welcomed members to the meeting. He apologized for the delay in

convening regular meetings of Senate. He attributed this to the fire incident which

engulfed the Senate Chambers. He added that a panel of enquiry had since been set-

up to look into the remote and immediate causes of the fire as well as to make

recommendations on how to put back the Chamber to use.

UCS/208/3.01 – Research/Quality Assurance

The Chairman informed members that the Directorate of Research and Quality

Assurance had introduced a feedback mechanism for internal assessment of staff

productivity. He said that the mechanism would involve the use of questionnaire

which would be administered on inter-departmental and Faculty basis by the

Directorate for ranking and accreditation of academic programmes and staff

appraisal. The introduction of the mechanism was approved by Senate.

UCS/208/3.02 – Teaching Technique/Work Ethics Workshop

As part of his administrative efforts toward the attainment of academic and

administrative excellence in the University, the Chairman directed the Centre for

Teaching and Learning Excellence to organize a workshop on teaching techniques

and work ethics for academic staff. He stressed that the workshop should be

extended to non-teaching staff. He emphasized that the issue of curriculum

expansion should urgently be looked into in order to fast-track the teaching and

learning excellence strategy of the University.

UCS/208/3.03 – Introduction of Asian Studies

The Chairman briefed members on his courtesy visit to the South Korean

Ambassador to Nigeria, during which a Memorandum of Understanding (MOU) was

signed between the Korean government and the University of Calabar on the

establishment and funding of Centre for Korean Studies to be domiciled in the

Bassey Andah Institute for African and Asian Studies.

He added that a request for the construction of a 50-mega-watts mini-hydro power

plant at the cost of 20 million dollars along the river behind the University Library

was made and the South Korean government was willing to assist in funding the

project.

UCS/208/3.04 – Electricity Consumption in the University of Calabar

The Chairman informed Senate that the cost of electricity consumption in the

University, previously put at 19 million naira per month, had reduced tremendously

to 9 million naira per month, and further to 7 million naira per month.

He stated that the new monthly charge would be shared between the University and

all occupants of the staff quarters.

UCS/208/3.05 – NASU Shopping Centre

The Chairman reported that the NASU shopping Centre which had constituted an

eye-sore to the aesthetics of the University had been demolished. He hoped that this

action would enhance the accreditation of more programmes in the University in

terms of environmental neatness of the Institution.

UCS/209/3.06 – Relocation of Works Department

The Chairman informed Senate that the process of relocating Works Department

from Etta-Agbor Road to the Main Campus of the University was ongoing. This, he

said, became necessary because the Department was no longer productive. He added

that the relocation would restore the efficiency and productivity of the Department.

This was approved by Senate.

UCS/208/3.07 – Upgrading of ICT System

The Chairman regretted the breakdown of transmission in the former Information

Communication Technology system provider within the campus. He said that

upgrading work was ongoing with the new system. He was hopeful that the newly

installed 300-mega-watts would have a campus-wide coverage and would enhance

the online/e-learning facilities of the University.

UCS/208/3.08 – Post-UTME Screening Exercise

The Chairman informed Senate that in compliance with the Federal Government

directive abolishing the Post-UTME test, the exercise was limited to the screening of

candidates’ academic credentials only. He further said that the Central Admissions

Committee meeting had been scheduled to hold on Thursday, 15th September, 2016,

in order to take decisions on the cut-off points for the various programmes in the

University.

UCS/208/3.09 – Accreditation Exercise

The Chairman reported that the National Universities Commission (NUC) had been

notified of the University’s readiness for re-accreditation of the three programmes

denied accreditation in 2014 (Theatre and Media Studies, Public Health and Business

Management). He further informed Senate that 31 additional programmes which

earned interim status in 2014 would also be visited this year by the NUC

Accreditation Panels, bringing the total number of programmes to be visited to 34.

However, response from NUC concerning the exact dates of their coming was still

being awaited. He directed that a mock accreditation exercise be conducted in the

affected Departments in preparation for the impending NUC exercise.

UCS/208/3.10 – Requests for Concessional Admissions

The Vice-Chancellor reminded members of the University’s policy of granting

concessional admissions to only biological children of staff. He urged members,

therefore, to be properly guided when making their requests.

UCS/208/3.11 – Shortfall in Personnel Subvention

The Chairman of Senate reassured members that the current hardship experienced by

them as a result of the recurrent shortfall in staff emoluments was being addressed.

UCS/208/3.12 – Internally Generated Revenue (IGR)

The Vice-Chancellor reported to Senate that an Internally Generated Revenue (IGR)

Enhancement Committee had been constituted, with Dr. Peter Otti as a Chairman.

He reiterated that the Committee would look into the University’s ventures with a

view to revitalizing the unproductive ones for increased productivity.

The Chairman of Senate reported that the University Bursar, Mr. Peter Agi, had been

suspended from office following his persistent abuse of his position. He stated

further that the suspended Bursar had taken the University to court, and that the

University solicitors were handling the matter appropriately.

MINUTE UCS/208/6.00 – REQUEST FOR THE ACTIVATION OF B.SC

HOSPITALITY & TOURISM MANAGEMENT IN THE DEPARTMENT OF

MARKETING – FOLIO I

The Chairman, Committee of Deans, presented the above request to Senate. He

reminded members that the programme was earlier approved by Senate. He

explained that the grey area of the programme was reviewed by the Committee of

Deans which subsequently forwarded it to the Director of Academic Planning. He

thereafter requested Senate to approve the activation of the programme.

Reacting to the presentation, the Dean, Faculty of Social Sciences, drew Senate’s

attention to the fact that a similar programme, B,Sc Tourism, was already running in

the Department of Geography and Environmental Science. However, the Dean,

Faculty of Management Sciences, argued that the Department of Geography and

Enviromental Science was running only the Eco-tourism aspect of the programme,

while Marketing Department would concentrate on Hospitality.

After much deliberation on the issue, the Chairman of Senate directed the Committee

of Deans to harmonize the concerns of members and report back to Senate during its

next sitting.

MINUTE UCS/208/7.00 – REQUEST FOR THE ACTIVATION OF B.Sc

INDUSTRIAL RELATIONS & HUMAN RESOURCE MANAGEMENT IN

THE DEPARTMENT OF BUSINESS MANAGEMENT – FOLIO 2

The Dean, Faculty of Management Sciences, reported that the Faculty had carefully

studied the request. He added that a good number of academic staff from the

Department were well qualified. He further said that the programme would be

offered at M.Sc/Ph.D levels.

However, the Chairman, Committee of Deans, regretted that the Department was yet

to be accredited by the National Universities Commision (NUC). He feared that this

could constitute a problem to the smooth take-off of the programme. In view of the

above development, the request for the reactivation of B.Sc Industrial Relations &

Human Resource Management was stepped down by Senate.

MINUTE UCS/208/8.00 – REPORT ON THE PROPOSED FACULTY OF

ENGINEERING AND TECHNOLOGY, UNIVERSITY OF CALABAR,

CALABAR – FOLIO 3

Prof. A. I. Menkiti, presented the report to Senate. He enumerated the proposed

Faculty components to include the recommended Departments with their

specialization options, admission requirements, student in-take options and

graduation requirements. He added that other items, such as course requirements,

equipment, staff and accommodation were being put together.

Members considered the report and made the following suggestions:

(1) That the degree to be awarded should either be B.Engr. or B.Tech.

(2) That the proposed Faculty should kick-start with one programme, that is, Agric.

Engineering or Computer Technology, where staff were already available.

(3) That the proposed Faculty should concentrate on the Chemical Engineering

option because Petro-chemical Engineers were not easy to come by.

(4) Also Highway Engineering could be included in the curriculum.

(5) That Food Science Technology option should be excluded from this Faculty

since that programme was already running in another Department.

(6) That the Technology component of the Faculty should be reconsidered. This

was to avert non-accreditation of the Faculty by NUC, since Unical is not a

University of Technology.

It was further suggested that the physical equipment on ground should be used for

the take-off of the various programmes in the proposed Faculty. The immediate past

Vice-Chancellor, Prof. James Ekpoke, informed Senate that decking work was

ongoing on the first floor of the Faculty building.

The Chairman of Senate assured members that the infrastructural issues raised were

being addressed in the next TETFUND proposal. After much deliberation, on the

report, Senate referred the matter to Committee of Deans to harmonize the concerns

of members.

The Dean, Faculty of Physical Sciences, presented the nominee to Senate. The

nominee, Prof. S. W. Petters, showed to Senate some of the books written by him,

including the history of University of Calabar, co-authored by late Prof. Okon Uya.

The Chairman of Senate acknowledged the contributions of the nominee to

knowledge and the development of the University of Calabar. He, however, referred

the nomination to the Committee of Deans.

MINUTE UCS/208/12.00 – CIRCULAR FROM SIWES ON INDUSTRIAL

ATTACHMENT – FOLIO 7

The Chairman of Senate informed members about NUC’s directives regarding the

immediate proper implementation of SIWES for all relevant programmes, as this

would constitute a prerequisite for future accreditations of such programmes.

He emphasized that courses in the 3rd year (for 4-year programmes) and 4th year (for

5-year programmes) should be re-structured to make room for SIWES in the second

Semester of those years. This was to satisfy the ITF condition that a minimum of six

months full-time Industrial Training (IT) is required at a stretch for all eligible

students in participating Departments/programmes prior to graduation.

(1) Students on Industrial Attachment should not undertake any lectures, including

electives so as to enable them stay focused on the programme.

(2) The Industrial Attachment Programme covers the entire 2nd Semester and the

Long Vacation period.

(3) A Course Code should be assigned to SIWES programme with minimum of 6

credit hours as required by the NUC/ITF.

(4) The SIWES grade should be used in computating each participating student’s

CGPA.

(5) A substantive SIWES Co-ordinator for SIWES should be appointed for each

participating Department.

(6) The Departmental co-ordinators should partner with the University Director of

SIWES for efficiency.

After exhaustive deliberations, Senate approved the implementation of the points

PROGRAMME – FOLIO 16

The Director of ICT informed Senate that e-lerning technology was very broad and

depended largely on the availability of internet services. He stressed that the

programme was aimed at marketing the University to the outside world.

On his part, a staff of Edutech Consults, a company seeking to handle the online

distant learning services for the University, informed Senate that his company

operated on build, operate and transfer basis. He added that though the distant

learning students were not campus-based, examination centres would be created to

suit the circumstances of the University.

He went further to say that his company had the capacity to accommodate over

20,000 students. He listed other benefits of the technology to include:

- Enhanced University ranking worldwide.

- Increased revenue base for the University arising from tuition fees.

- Delivery of lectures through online or mobile phone portable devices.

- Deployment of an end-to-end e-learning education.

Senate deliberated exhaustively on the presentation and decided that an earlier

proposal by Prof. Andem Ayara, Dean, Faculty of Social Sciences, be implemented,

rather than the one proposed by Edutech Consults.

The Chairman, Senate Examinations Misconduct Committee (SEMC), presented the

report of investigations involving students from the underlisted Departments.

CASE FROM THE DEPARTMENT OF PHILOSOPHY

(1) Nyong, Etienoabasi Gabriel – Matric No.13/0354030.

Akpan, Nkoyo Aloysius – Matric No.49/44538IB.

Mr. Nyong, Etienoabasi Gabriel was alleged to have been hired by Miss Akpan,

Nkoyo Aloysius to write her examination titled “Introduction to Philosophy (PHL

122), on 8th December, 2015.

Findings

Mr. Nyong, Etienoabasi Gabriel was caught writing the examination for Miss Akpan,

Nkoyo Aloysius.

Recommendation

In view of the above findings and in line with Senate-approved penalties, the SEMC

recommended that both students, Mr. Nyong, Etienoabasi Gabriel and Miss Akpan,

Nkoyo Aloysius be expelled from the University with effect from the 2015/2016

academic session. Senate approved the recommendation.

CASE FROM THE DEPARTMENT OF BUSINESS MANAGEMENT

(2) Abubakar, Salisu Mohammed – Matric No.11/083/44002.

Orok, Bassey Okon – Matric No.10/55023 – Department of Sociology.

Findings

The case was investigated and submitted in an earlier report to Senate in November,

2015. In the report, SEMC recommended that Mr. Abubakar Salisu Mohammed be

suspended until Miss Orok, Bassey Okon appeared before the SEMC. The

Committee’s recommendation was upheld by Senate.

However, Mr. Abubakar appealed to the Vice-Chancellor, requesting for a review of

Senate’s decision on his case. The SEMC re-investigated the case, and the new

information obtained from the Department of Sociology revealed that Miss Orok,

Bassey Okon had withdrawn from the University of Calabar before the said

examination.

Recommendation

In view of the above, the SEMC recommended that Mr. Abubakar, Salisu

Mohammed be given the benefit of doubt for want of evidence against him, and be

exonerated from all allegations. Senate approved the recommendation.

CASE FROM THE FACULTY OF LAW

(3) Owoh, Akaninyene Anthony – Matric No.11/071145086

Mr. Owoh, Akaninyene Anthony was alleged to have entered the examination

hall with extraneous material during the JIL SO1 (Jurisprudence) examination

held on 7th February, 2016.

Findings

Mr. Owoh, Akaninyene Anthony was not caught using the material, although some

information was written on a piece of paper which was found on him.

Recommendation

In view of the above findings, the SEMC recommended that Mr. Owoh Akainyene

be suspended for one academic year – 2015/2016 session. Senate approved the

recommendation.

CASE FROM THE DEPARTMENT OF POLITICAL SCIENCE

(4) Edung, Ogon Patrick – Matric. No.11/10314017. Mr. Edung, Ogon Patrick

was alleged to have hired someone to write his examination in Political Statistics II

held on 18th February, 2015.

Findings

In his written statement, Mr. Edung mentioned “Fidelis Obi” with Matric.

No.11/031623, Department of Mathematics/Statistics, as the student who assisted

him in the examination hall. Mr Edung, Ogon Patrick and Mr. Fidelis Obi were both

Recommendation

In view of the above findings and in line with Senate-approved penalties, the SEMC

recommended that Mr. Edung, Ogon Patrick and Mr. Fidelis Obi be expelled from

the University with effect from the 2014/2015 session. Senate approved the

recommendation.

CASE FROM THE DEPARTMENT OF BANKING & FINANCE

(5) Mathew E. Eborty – Matric. No.11/082125046 – Dept. of Banking & Finance

Efoli, Edet Omini – Matric No.12/095144033 – Dept. of Maths/Statistics

Mr. Efoli, Edet Omini was alleged to have entered the examination hall to write

MTH1102 examination on behalf of Mr. Mathew Eborty.

Findings

Mr. Efoli, Edet Omini affirmed that he was hired to write the said examination for

Mr. Mathew Eborty. He was caught in the examination hall. The case was classified

as an act of impersonation.

Recommendation

In view of the above findings, the SEMC recommended that Mr. Efoli, Edet Omini

and Mr. Mathew, Eborty be expelled from the University with effect from the

2014/2015 session. Senate approved the recommendation.

CASE FROM THE DEPARTMENT OF VOCATIONAL EDUCATION

(6) Udoh, Idiongo Peter – Matric No.12/066144035. Mr. Udoh, Idiongo Peter

was alleged to have copied from extraneous material during the Anatomy and

Physiology of Farm Animals examination taken on 9th February, 2016, in

Findings

Mr. Udoh, Idongo Peter was caught with extraneous material in the examination hall.

He used the material which was relevant to the examination.

Recommendation

In view of the findings above, and in line with Senate-approved penalties, the SEMC

recommended that Mr. Udoh, Idiongo Peter be suspended from the University for

two (2) academic sessions with effect from the 2014/2015 session. Senate approved

the recommendation.

CASE FROM THE DEPARTMENT OF VOCATIONAL EDUCATION

(7) Ojoh, Joshua Umoh – Matric. O. 12/066144027. Mr. Ojoh, Joshua Umoh was

alleged to have copied from extraneous material during the examination in Anatomy

and Physiology of Farm Animals, taken on 9th February 2016, in Pavillion I.

Findings

The student was caught with the extraneous material in the examination hall. He

used the material. The material was relevant to the examination.

Recommendation

Based on the above findings, the SEMC recommended that Mr. Ojoh, Joshua Umoh,

be suspended from the University for two (2) academic sessions with effect from the

2014/2015 session. Senate approved the recommendation.

MINUTE UCS/208/27.00 – ANY OTHER BUSINESS (AOB)

UCS/208/27.01 – Security Measures

The Chairman was worried by the recent kidnapping of members of the families of

some staff in the staff quarters. As part of the security measures put in place by the

University Management, he announced the prohibition of farming activities in

between houses in the staff quarters. He encouraged members living in the quarters

to provide security lighting around their houses.

UCS/208/27.02 – End of Tenure

The Chairman announced that the tenure of office for some Deans/Heads of

Departments would end on 30th September, 2016. He encouraged affected members

to ensure a smooth transition before 1st October, 2016.

UCS/208/27.03 – Criss-Crossing of Power

The Chairman of Senate frowned at the recent development of criss-crossing of

power in the University. He advised that the laid down rules of seniority should be

observed by staff.

UCS/208/27.04 – Vice-Chancellor’s visit to Faculty of Agriculture

The Dean, Faculty of Agriculture, Forestry & Wildlife Resource Management,

regretted the Vice-Chancellor’s inability to pay his scheduled visit to the Faculty. He

requested the Chairman to reschedule the visit as this would provide the opportunity

for him to appraise the accommodation situation in the Faculty.

UCS/208/27.05 – Submission of CES Results

The Chairman advised Deans and Heads of Departments running CES programmes

who were yet to submit the results for the 2014/2015 academic session to do so

without further delay. He stressed that this would constitute the condition for

payment of honoraria to affected staff.

UCS/208/27.6 – Prohibition on Compulsory Sale of Textbooks

A member drew Senate’s attention to the exixting prohibition on compulsory sale of

textbooks by lectures. He feared, though, that students misconstrued the directive to

mean that they should not buy at all books relevant to their courses. He urged Senate

to review the policy.

The Chairman expressed concern over the reintroduction of compulsory textbooks in

the University. He reaffirmed the existing University policy on the matter.
