Agenda Item 5.1Dear Association President’s,

As mentioned at the recent President’s Forum, Hockey NSW has introduced a membership card for 2015.

The membership card is to be distributed to all paid registered players within your Association. No card, no play.

This card is also a discount / rebate card with over 120 partners and over 500 offers. Every time the card is used, your Association receives a rebate.

In addition to this, there is a supporters card in the pack. This card will need to be paid for ($25) and activated on the SportsPass website for non-Hockey NSW members.

The rebates will be issued to Associations by Hockey NSW quarterly. It is up to the Association as to whether they would like to share / distribute rebates with their clubs.

Please find attached a media release with further information in regards to Policies and Procedures being sent next week.

Agenda Item 5.2

Hello

I wish to discuss the rule changes for 2015. In particular the “stick above the shoulder”. I have attached the letter from Hockey Australia that was sent out to all state associations which was posted on the Hockey NSW website in the resource section under communications last month. I think it is very important that a clear decision needs to made to which competitions this rule will be in within the Wagga Wagga Combine Hockey Association competitions. We do have a duty of care to make sure all players are safe in regards to this rule “stick above the shoulder”. Hockey Australia has made it clear to which national competitions this rule will be played in and I am lead to believe that Hockey NSW will apply the same to the state competitions but have not seen anything in writing as yet to confirm this.

I recommended that we:-

The “stick above the shoulder” rule is not to be played in the junior competition.

The “stick above the shoulder” rule only to be played in the top senior competition of Division 1 for Men and Women only.Regards, Charmain Gay

Wagga hockey board and its membersI am writing to you as a long time player coach and official and it is with some concerns which I believe need to be raised regarding the current situation of wagga hockey.In recent times the decline in the standard of hockey and the lack of number has been of significant, there are many factors which have caused this and unfortunately some of them are out of our control but some are within our control.Firstly I’d like to address the profile of hockey in wagga, we don’t have one this has a twofold effect, nobody knows there is a competition in wagga and we then therefore struggle to find new players to our game and consequently we are not viable as a Sponsorship option for businesses, look at football soccer softball on the new each week, we need to address this, do we even have a publicity officer? , results in the paper, team news, club news. It is not just an issue for the association but the clubs, I’m sure clubs would find it easier to gain sponsorship if we had publicity.Along with raising the profile we need to also met the news and a papers halfway , they will report whatever you give them but they are also wanting to report the best we have to offer each week the TV stations send people to film and report on the Rugby union at Connolly park something we should be trying to piggy back onto, if we liaised with them I’m sure they would grab a two minute bite of hickey to go with a report we supplied, do we want them filming c grade men or b grade men, of course not we want to show the best we have, will the news make a special trip to come back at 5-6 at night to film hockey ?While on the topic will anyone else come and watch hockey at 6 at night when it’s minus 2? Will you bring kids down to watch at that time? To me the later games are an unnecessary expense, aren’t we trying to promote hockey and save cost where possible? If night games are a something we need to do why don’t we play Friday and Sunday nights? Why isn’t this option open to all grades they all pay the same fees and therefore should be given the same opportunity to play under the lights?When i attended the meeting the other night one thing stood out to me we as an association made a loss, how is this possible we are in a user pays business, after listening at the meeting it was obvious we lost money though the juniors as we went per player vs per team, its simple if we don’t have the numbers in that many grades reduce the amount of grades, play grass hockey if costs are an issue, junior cricket doesn’t play on Robertson oval, junior rugby league isn’t on equex.The other blinding obvious expense, lights, we haven’t been charged for lights previously and now we are, we need to reduce the use of the lights were ever possible last year the suggestion of playing 2 grades of men’s was floated while meet with resistance the idea had its merits but why not play a Sunday comp and let people who want to play Sundays play and play 2 grades on a Saturday for that matter play a Friday night game whether it be a grade c grade or whatever, I know deferred games are on a Friday but let the club requesting a deferment approach the other clubs and sort out a suitable time whether it be at their training or on Sunday arvo make it agreeable and we need to look at increasing the junior base and offsetting with sponsorship, every business wants to seen to be helping support kids but again profile, we have position on the board for facilities rep teams functions but we need a publicity officer.Yes these are my opinions and I may not be privy to all the comings and going in wagga hockey but I have been around a long time and I have seen it flourish, I am not singling out anyone or saying we need to make drastic changes but we need to look at these simple changes unfortunately we aren’t running an association it is a business and we need to reduce our cost and increase our exposure.I am happy to discuss this and fell this is something we need to discuss at the next meeting , we need to move on this it’s not going to go away our numbers and the game we love is in decline in wagga.We need to make changes this year and try to make something happen to improve the compNo I don’t have all the answers but I have attached my name phone number and email feel free to contact me and propose a different solution it is only going to help.

Agenda Item 7.1 Presidents Report

I, along with other members of the board, have been looking through the Rules of the Association on the website, and I am confident in saying that we should be able to have these updated with the correct version within the next couple of months.

After an enquiry from an association member and after reading through the rules, I have noticed that there are no provisions for appointing a life member. Upon talking to the previous committee members it looks like this was an oversight when the new constitution was written up. Therefore I would like to move a motion that the following be added into the Rules of the Association; this is taken from the previous constitution with a few minor changes.

Life membership(1)    Life membership may be awarded to a member of the association who has given ten (10) years active service to the association.(2)    Active service may include being a member of the board, convener of panel, coach, or manager.(3)    A nomination will stand in the names of two members and shall be sent to the board.(4)    Nomination for Life membership must be accompanied by a supporting statement of the nominee’s contribution of the association.(5)    The board shall verify the validity of the nomination.(6)    Life membership will be granted if two thirds of the board vote in favour of the nomination(7)    Life membership will be presented at the next Annual General Meeting, Presentation Evening, Grand Final Day or other date as seen as appropriate by the board.

As per the WWCHA Child Protection Policy, the association must have a MPIO and a Working With Children Check Registrar, currently these positions are filled by Mark Stephens & Phil Bradley respectively. Both have agreed to continue in the role for this season, however over the coming season I will be reviewing the process for appointing these positions and with the idea of introducing a nomination and election process (similar to the board election) for coming seasons. Of course anyone that applies for these positions must hold the appropriate paperwork to hold the position.

Association reform is continuing, we will be having a meeting with representatives from Griffth, Tumut and Young (maybe) in the coming weeks to nut out the final details.

The RCC representatives have been down a few times in March to what I can only describe as very disappointing turn outs. The meeting on the 2nd March which was requested all board members ad at least one representative from each club attend was only attended by 2 Board members and 4 clubs. The Representative Coaches training session the next day was only attended by 4-5 people.

I will be provided with the next dates in April that they will be down very shortly, so we will be trying to organize sessions for them to do. If anybody has anything training sessions they want run by them or suggestions on what they can do for the association, please let us know so we can book them in (this can include school visits, club coaching sessions, player coaching session, etc.). As explained by Andy at the meeting, if we do not utilize them fully, they will stop coming down and we are basically paying NSW for nothing.

Finally, I have been hearing a lot of complaining about various board members, however everybody on the board was either elected or re-elected to there position unopposed. If anybody had an issue with a member of the board, they had the opportunity to stand against them and take there position. Again, if you do not like how a board member is running there department, you are free to nominate for that position at next years AGM. Constructive criticism is always welcome but any personal attacks will no longer be tolerated.

Agenda Item 7.2 Administration Report

Thank you for electing me to the position of Administration with WWCHA for the 2015 hockey season and I look forward to working with you all throughout the season.

The past few weeks have been fairly hectic in keeping things moving along whilst trying to learn a number of new technology platforms which are linked to our website and registration portal. Having said that the registration portal is live and people are registering.

In the coming months there will be some changes to the structure of the website, building on existing foundations that will hopefully make the site a bit easier to navigate, so watch this space. Other items that will be reviewed over the coming months include the WWCHA Constitution and Playing rules.

To date I only have 4 clubs on the Incorporations register, can you please forward your Club Incorporation numbers to me asap. Can I also please have an up to date list of those club members that have voting privileges for my records, thanks.

Lastly, I would like to implement a cut off day and time for all reports and items of correspondence to be added to the agenda to allow the agenda to be posted at a reasonable time. I propose that all reports and agenda items are to be submitted by 9am on the Monday 1 week before the gazetted meeting. Any items received after this time will be held over until the next gazetted meeting.

Agenda Item 7.3 Treasurer Report

Have just received books from previous treasurer so I am still sorting things out.Clubs should have their fees now sorted. I have had a few queries about them so any other clubs not understand please contact me.

With paying account. I understand that last year Bruce had accounts coming at him from all over that he didn’t know about. I will not be doing this. Accounts will get approval prior to things being ordered either by previous vote at meeting or my asking in my reports for accounts to be paid. In saying this, I understand that some accounts are important and I will be seeking approval from the President.Motion: I request that I am granted approval up to $100 to pay account without prior approval.

Our accounts at Westpac need changing of signatory’s. I request that President, Secretary and Treasurer being add to the accounts and all other previous signatory’s be deleted. This included tokens and the MasterCard (in Bruce’s name) being cancelled and new ones given.Motion: I move that President, Secretary and Treasurer be the new signatory’s on our Westpac accounts.Grants: Mark and I have spoken. There are a few grants out there that we can apply for. The main ones being Council community grant for $10000 and a commonwealth grant. We are happy to apply for these be we need a purpose. Any suggestions….Some I have heard are canteen inside our hockey grounds (shed), lights and representative costs. These expire soon so we need to get onto it.

Umpiring fees from 2014: Still have some juniors outstanding. I will chase up these when season starts.I would like to pay juniors their umpiring fees on a weekly basis to stop all this confusion and chasing around. I will be organising this with Benson and Brydie. Kids will need to sign when they have received their payment. And with luck they can spend it at our canteen.Motion: I move that junior games under16, under13 and under11 be paid $5 per games each week.

Ask all board members to supply me with details of what they require for the running of their section. I would like to get a budget read y for the next meeting

1. We need to choose a structure for the game times as we need to move things around on Saturday. We have to move to 8am – or move juniors to the grass. The difficulty is that multiple juniors play up a division, so I can merely move the game times so they are playing at the same time. However this would be a lot easier!!

Therefor the officiating panel would like to propose the following as a rule for all WWCHA competitions: (this will be added to the playing rules during the review.Where there is a clash in uniforms the team listed 1st in the WWCHA Draw will be required to wear an alternate strip. The alternate strip should be uniform in colour.Wherever possible the OC will advise clubs of the clash before the match.

In relation to the new rules for 2015:The OC would like to recommend that we follow the advice given by Hockey Australia. The following snippets are extracts from the letter sent on the 13/02/2015. If you would like a full copy of this letter please contact me.

- - - - - - - - - - - - - - -The latest Rules of Hockey will incorporate the following Tournament Regulations:

1. Green Card – two minute suspension FIH Note: The two minute green card will now provide an additional management aid to umpires at all levels.

2. Stick above the shoulder - The skill adds another dimension to the sport and provides excitement for fans and players alike.

3. Maximum length of Stick - The length of stick, as measured from the top of the stick to the bottom of the head, shall not be more than 105cm.

4. Breaking of a Penalty Corner - The breaking at penalty corners Regulation has effected a significant reduction in the number of breaks at Tournaments, by both attackers and defenders.

…Hockey Australia considers the implementation of the Green Card two minute suspension, maximum length of stick and the breaking of a penalty corner rules to be non-contentious for State and Territory Hockey Associations and their member Clubs and Associations, however we recognise that the stick above the shoulder rule will be a rule that needs to be carefully considered by each State and Territory Association.…It is important to note that the ability to play the ball with the stick above the shoulder has been in top level International Hockey and domestic National Leagues for well over a year. The FIH have observed that the skills of players to be able to control and play the ball above shoulder height have dramatically improved over a short period of time, and adds another dimension and set of skills to the game. The FIH has provided the following advice: “Any safety fears at various levels or age groups in competitions below top domestic National League level may be allayed by the possibility for National Associations to opt out of this particular Rule”.…Hockey Australia recommends that the stick above the shoulder rule should be implemented for all State and Territory Association top Senior Leagues or competitions and their linked reserve grades (e.g. Premier League & Premier League Reserve, State League & State League Reserve, Capital League, or equivalent) as well as the top Junior (Underage) Leagues or competitions (e.g. Under 16, 17 or 18 depending on the State or Territory). With the exception of the top Senior League or competition and the top Junior League or competition, Hockey Australia intends to apply to the FIH to opt out of the stick above the shoulder rule for all other State/Territory and Club/Association level competitions to achieve a consistent approach across the nation. There are many reasons for this approach but in summary the following main concerns have been raised:

Whether players at these levels of competition have the necessary technical and tactical ability to safely execute the skill;

Whether umpires at these levels of competition (who often do not have any umpiring accreditation) have the necessary skills to interpret, adjudicate and manage the skill; and

Whether coaches at these levels of competitions have the technical knowledge and experience to instruct and train the skill.

To keep in line with the advice given by Hockey Australia in relation to the above rules the OC would like to recommend the following rule change:Within WWCHA competitions only Division 1 will be permitted to play the ball above their shoulder.NOTE: Should at any stage the WWCHA competition have 2 or less divisions, this potential rule should be re-visited and discussed due to the lower skill level of players in lower divisions therefor creating danger in the poor execution of the skill.

They must also attend one umpires meeting throughout the year. Gold – All umpires who have met the requirements for Silver and have accumulated the points to get to this level will be assessed and deemed suitable to umpire the desired grade. Platinum – All umpires who have met the requirements for Gold and have accumulated the points required and are currently umpiring the top grade of WWCHA competently as assessed regularly by the OC

Failing to fulfil officiating duties:The OC would like to implement a new set of rules regarding failure to fulfil club umpiring and technical official duties.We feel this has become necessary to ensure clubs are filling their commitments. Last year we had around 5 recorded incidents and about another 5 that weren’t recorded. That boils down to 1 every 2 weeks of the competition. That’s too many!

Currently:a) Failure of a club to do their umpiring duties will result in a loss of two (2) competition points.

Proposed change:a) Failure of a club to do their umpiring duties will result in:

I. First offence: Loss of two (2) competition points for offending teamII. Second offence: $40 fine to offending club

Umpire Uniforms:Umpire uniform are the same as normal:Men: Fluro yellow shirt or vest, with long black pants (shorts may be worn in hot weather)Women: Fluro yellow shirt or vest, black skirt and long black socks or long black pants.

Stakehouse Cup:I have been working with Sarah to organise a draw for Stakehouse Cup early to ensure finding umpires will be easier than last year with just 10 days. This draw will be available on the Wagga Hockey Website in the events and competitions portal.I will be working over the next couple rounds to name umpires and tech bench.

The OC would like to have ALL clubs nominate a Captain and Vice-Captain for ALL teams. This will assist the OC with the identification of these players week to week and also for disputes and other such events. These nominations will be due before the start of Round 2 (28/03/2015).We understand that this player may not be the physical captain every week of the season but they should be captain and or vice-captain for the majority of the season.

Can all clubs please also give me the best email address to send umpire allocations to each week. This does not need to be the club email address.

Leading into the 2015 season I would like to remind all clubs that:- Each team must provide an umpire for their own umpiring duties. That umpire does not have to play

for that team, but must be able to umpire that division competently

- All umpires are to make every attempt to comply with the uniform requirements as recommended by the OC

- All teams must have a clearly marked captain for all matches (armband or ribbon)- All substitutions are to be made in the designated area at half way on the dugout side of the field

UMPIRE BREIFING:Mandatory briefing for all umpires. This will also be very beneficial for players to attend to fully understand the new rules coming into hockey! Remember – you will gain points to the next level of umpire payments!!This meeting will be held at the Paul field at 7pm Friday the 20th of March. I will also endeavour to attend all club trainings that week leading into the competition.

For everyone's information, I will be out of town and unavailable until 1pm for the first 2 rounds of the competition due to commitments in Albury. I will try and organize someone else to stand in with junior umpires for these 2 rounds.

Wagga Wagga Combined Hockey AssociationJunior Development Report March 2015 - Kate WicksonAdditional Registration days are being held on Sunday 8th March 2.30 to 4.30, Thursday 12th March 4.30 to 6pm.Teams will be finalised and posted on the Wagga Hockey Website at the conclusion of the Registration days. New players will be accepted after Registration days.A fundraising raffle is being held in conjunction with the Registration days. The winner will be drawn on the first weekend of games, 21st March, receiving an Australian replica singlet signed by Jamie Dwyer.Centre of Development Days: NSW Hockey has organised these days in order to encourage new and existing Under 9 and Under 11 players to further develop their skills and knowledge of the game as well as having fun while playing hockey. They will be Wednesday/Thursday 11th/12th March, as well as Wednesday/Thursday 18th/19th March, both sessions from 4.30 to 5,30pm.Ten coaches have expressed an interest in coaching a Junior Team this year. We appreciate the time, energy and expertise they contribute in order to ensure our Junior Competition is successful.

There hasn’t been a lot happening with Representative so far with a lot of organising and future preparation the focus.

A lock has been placed on the last container lock up which Andy holds his equipment in. All his stuff was moved to the top shelf and WWCHA owed development kit and Academy donated equipment on the other two shelves. The board and Andy currently has this code. Rep coaches will receive this in the coming days with a letter to the containers contents and its use.

Hence I am in the middle of creating an inventory of equipment and resources. I will chase up outstanding shirts and uniform in the next week to complete the list.

I have contacted Tumut and Griffith to have people on my panel - (one junior representative and one for each team they intend on sending to Championships in 2015). So far only Tumut has responded. They have a meeting on the 9th March where this will be discussed. I will talk with Griffith again in the coming weeks. I will be talking with current managers to be a part of my panel – and also clubs not represented to have a representative contact.

Positions still vacant : Coach and manager of the open women, open men and U/18 girls. I’m looking for people to fill these roles. I would like input form the wider community who to approach for these positions. Some of this is already occurring but assistance is need by the clubs and players to get this done. This is hoped to be resolved by the next general meeting.

Facilities Report as at 9th March 2015In the past few weeks since the AGM a few ongoing maintenance things 1,,,,, the pumpshed--- Bidgee Pumps were called to look into why the pump wasn’t working properly on Friday 20th Feb and he thought it was an electrical problem. I then contacted Phil to see if he did the electrics for that or if we had a contractor he said he would look at it over the weekend and he found there to be water in the power box. After drying it out and resetting the programmes for the cannons it is now working again Thanks Phil2 ,,,, The Field service by ABC sports was completed on Thursday 5th March a day ahead of schedule. The practice circles on the side of the fields have been repainted. On Thursday after I spoke to Wayne the ABC service man at 4pm we decided it would be better for all that no training would be held on the fields I text the appropriate people 16.55 hrs Nic Tinning (for Zac training the U15boys ,as don’t have his mobile number) also Cherie Kendal (who i knew had 2 sons training) and who did acknowledge the text , Phil Bradley for Cavaliers and Mark Hill and Adam Cutts for CSU with a text that read” could you please not train on the turfs for this week Thursday to give the newly painted lines time to dry. Thank You. Sharyn Wellham.” Its quite obvious people do what they want and train on the fields anyway. I did get 2 missed calls from Benson at 1731 and 1736 with no message left. I returned his call at 18.13 and left a message i had returned his call. I was unaware of Benson had a booking at that time , so didn’t involve him in the original text and also Luke Geaghan. Ben Woldron from mustangs Im sorry i didn’t have your mobile number so you didn’t get notification.As of last night Sunday the 8thmarch we have another problem with the pump. Today Monday i have rang WWCC and also Bidgee pumps with no response at this time and will chase it up again tomorrow. I apologise to Lake Albert for not informing them prior to there training session but i had made Luke aware this morning and the word had been passed on. For the Tuesday people i have informed them and will keep the other teams posted as required.This week all bookings to WWCC have been sent in for training times and cloudmaster pass PINS and am awaiting the instalment for 2015 and your PINS.As we need to recoup money for the Association we will need to get the Canteen up and running again for the benefit of the Association ( to keep our Fees as low as possible) Therefore we need to vote on all clubs being rostered to Canteen and or a duty team for a weekend or 2 during the season. Maybe the duty team needs to open up in the mornings , make sure Paul turf is watered and also close up and turn off the lights were required for the whole weekend, The Facilities panel may set out a list of duties when they have a meeting.For My Budget at this stageThe Field services that are twice a year approx $3000 Plus per time maybe Padlock and batteries for the timers to be reimbursed as required I will submit dockets.New vacuum cleaner for the club rooms approx $100Products for the canteen as required.Also any repairs to facilities that may arise during the course of the upcoming seasonIf you wish to keep the first aid box fully stocked some things need to be purchased but i do think the clubs should provide some first aid equipment themselves on the side lines by the coaches /managers and not just WWCH.

CSU/Rivcoll Report for March 2015 WWCHA General Meeting

Report regarding proposed uniform change

In order to lower the costs for our players, we request that our playing uniform be changed so that the shorts and skirts our club uses are now plain navy shorts and skirts, as well as allowing women to wear skorts, as has been popularly requested over the last few years by our members. As per our previous report, this will cut costs during tough economic times and these have a much higher degree of availability. Adherence to the uniform as approved by WWCHA will be better observed. We also request that we have a phase in period of one to two seasons where our players can wear the older shorts and skirts until they deteriorate and our stockpile runs down.

We seek the same phase in period provisions for our new shirts, and we will supply the board and club delegates with our livery when it arrives from Petbarn. Hopefully this can be done by the meeting. The new shirts will have virtually the same design but for the Petbarn livery on the front of the shirt.

Report regarding grants and WWCHA

We wish to support WWCHA in the endeavour to seek more grant funding. We make three practical suggestions:

1. That the 2015 Packham Cup event be funded from grant funding through Wagga Wagga City Council’s event funding. This can help make the tournament profitable as costs and in-kind contributions would be covered. All entry fees net of winnings and canteen profits for the day would be all counted as actual

profit. Hopefully WWCHA will have some funds allocated from the grant to further promote the Carnival which has seen dwindling numbers over the last decade.

2. That the upcoming State election (given caretaker provisions) will make NSW Government grant funding hard to find at least until mid-April. The Federal Regional Development Australia Fund grants have not been reintroduced and so the main Federal assistance will be Federal Assistance Grants to local government. At the moment Local Government is the most likely source of grant funding.

3. That a calendar of grants is compiled by the WWCHA Treasurer over the year as to act as a guide in future grant applications and grant seeking from 2016 onwards.
