1. Welcome and introductions

Lynn welcomed all to the meeting and thanked Jo for Well YPs hospitality.

2. Notes of last meeting and matters arising

The notes of the last meeting on 13th April 2017 were agreed.

0-19 service Lynn has made contact with Kerrie France from North West Boroughs Healthcare (previously 5 Boroughs Partnership) about coming along to a meeting but hasnt heard anything back yet.

3. Perinatal Mental Health Service

Noreen Clarke, Perinatal Lead Nurse and Mark Barsoum, Consultant Perinatal Psychiatrist spoke about the expanded Perinatal Mental Health Service, run by Mersey Care.

A few years ago, Mersey Care started a monthly clinic for mums with mental health issues. Now, with additional NHS England funds through Local Transformation Plans, they run a weekly clinic at Liverpool Womens Hospital and fortnightly at Aintree Hospital, seeing mums with moderate to severe mental illness. Primary Care should take the lead on less severe cases. The service runs up to one year postnatally, but they have usually signposted women to other appropriate services before then. They work closely with voluntary and community services.

A report published in October 2014 by the Centre of Mental Heath and the London School for Economics estimated the cost of perinatal mental health problems at 8.1bn annually (72% of these costs relate to the impact on the child), and it only costs 360m to deliver perinatal mental health services. The report states that suicide is a leading cause of death for women during pregnancy and in the year after giving birth, at a rate of approximately 3 suicides per 10,000 nationally. This rate has remained consistent over the last 20 years. Sefton has approximately 10,000 births per year.

The additional money is allowing the expansion of the service across Cheshire and Merseyside. They are able to offer training to GPs, midwives, and health visitors to raise awareness and make them more confident to work with these mums.

4. Update on Task & Finish Groups

Self-harm protocol in the final edit, the next meeting is Friday 28th July, 9:30 am to 11am at HALO, Redgate Annexe, Formby. If anyone else wants to get involved, please go along to the meeting. If you cant go but would like to input into the protocol, please contact Lynn for a copy of the draft.

Website Ryan McCarthy, the Sefton Young Advisor who has been working with the Council on their Sefton Youth website will be redesigning the Sefton CVS webpages relating to CYP mental health SEAS, Red Ties and the Network page. The plan is that these can be used for useful information for professionals and parents. Hell also be putting some information together for young people to go on the Sefton Youth emotional health page. When this is done, Lynn will contact those who have expressed an interest in the Website T&F group to ask for feedback and to look at what else is needed.

Eve spoke about the research project she is doing in partnership with Sefton CVS and Worrinots working with refugees and asylum seekers which could be useful for the website work.

5. CYP IAPT (Improving Access to Psychological Therapies)

Seftons CYP IAPT partners are Alder Hey, Venus, the Well Young Person project, and ADHD Foundation. ADHD Foundation are not currently attending partnership meetings or accessing training, as they are not funded for work in Sefton due to the lack of an ADHD pathway. They will be delivering weekly in the Star Centre though.

Training is provided to the partnership via NHS England to improve workforce skills. This years opportunity is Inter Personal Therapy for Adolescents and several partnership staff have been put forward for it. They are also trying to identify appropriate staff for forthcoming Supervision training, to be shared across the partnership.

They were unsuccessful in a recent bid to train Wellbeing Practitioners lower level mental health work linking into schools but the partnership are in talks with the CCG about how we can go forward with this in Sefton.

6. Resilience in school-age children - update

Steve Gowland, Public Health Lead (Wellness and Mental Health), gave an update on the discussions so far regarding the one-off funding for resilience work with school-age children. See attached presentation. The figures within the presentation have been extrapolated from national statistics as it has been difficult to get them for Sefton.

Schools will now be assessed on mental health and wellbeing support by Ofsted, with it comprising of 50% of their overall score.

Steve is looking for Sefton to have a month long campaign leading up to World Mental Health Day on 10th October, raising awareness of support services in Sefton. He would like services to record attendance figures to see if they improve as a result of the campaign.

In preparation for this, Lynn will be requesting information about their services from all Network members just a paragraph or two, with links to websites or publicity attached. This will also be used to look at producing something for schools through the Emotional Health and Wellbeing Steering Group.

7. Updates from members

Young Minds Eve is running parent support groups in Childrens Centres, with a view to the parents taking over the reins in the future. Jo wondered if these groups could access Youth Connect 5 training through the new pool of trainers. Caroline informed the group that more Childrens Centre staff are being trained to deliver Theraplay. All agreed that there are still gaps in ADHD and Autism support in Sefton.

Brighter Horizons 4U deliver counselling in schools, working with 17 schools across Merseyside. Their work is tailored to individual schools. They also run anxiety workshops, a bereavement course, and family therapy, plus much more.

Edge Hill University/ Everton in the Community Jon spoke about Tackling The Blues, a mental health awareness project that works with children across Merseyside, going into schools and tailoring the work to the school. The work is free to Merseyside schools. See attached report.

Venus Star Centre emotional health and wellbeing drop-in for young people, based at the former Orrell Arts Centre/Library, Linacre Lane, Bootle, L20 6ES. Its open from 3:30 to 7:30pm Monday-Friday and 1-4pm on Saturdays. Theres also parent information and support sessions on Saturday mornings from 10am to 1pm, and sexual health advice and contraception sessions on Wednesdays 3:30 to 5:30 pm. See attached flyers. Lorraine invited professionals to pop along to see the Centre.

Adele Hoskison-Clark 3rd - 7th July is National Coproduction Week. The SEND Ofsted report for Sefton said that there were pockets of good practice in coproduction but it was inconsistent. Staff from the Council and Sefton CVS, including Young Advisors, will be doing some work to encourage and celebrate coproduction with young people, not just parent/carers.

Suicide deaths Bob quickly reminded all present that Samaritans offer Postvention Support to schools after a student has died by suicide. If anyone is made aware of a death by suicide, please let Bob know so he can make contact with the school.
