Procedure of Construction ApplicationBeijing Display Image Planning Co., Ltd. Construction Application Procedure

1. Booth constructors must apply for booth construction, the use of water, electricity, gas, internet and telecommunication on the website of Beijing Display Image Planning Co., Ltd.

2. The construction blueprint auditor shall check whether the documents are complete and verify the design blueprint in accordance with the “Exhibition Construction Management Regulations”. After the verification, audit opinions and rectification requirements will be proposed, which shall be confirmed and signed by the constructor. If the application materials are incomplete or the drawings do not meet the requirements, a new application must be made.

3. Verified blueprints and documents will be registered by the auditor, and the application documents will be passed on to a service entry clerk for verification.

4. The service entry clerk will confirm the application items and the number of applications from the constructor before a list of charges is issued. The charges need to be paid in full.

5. The constructor shall pay the relevant fees and booth deposit according to the charging list. The fees and the deposit have to be paid in full at one time. The booth construction procedure will not be handled if only a single item is paid for. The construction deposit must be paid by the constructor. After March 5th, 2020, payment by check or through remittance will not be accepted except payment in cash.

6. After the payment is completed, the constructor shall return the receipt with the financial seal to the service entry clerk, and the construction application is completed.

7. After the payment has been made, the constructor needs to transact constructor badges and construction vehicle passes at the NECC (Shanghai) Service Center with the deposit receipt issued by the official contractor. Please refer to the "Regulations on Certificates of Booth Constructors and Transporters" for details.

8. During the building-up period, if booth constructors need to deal with construction-related matters, they must transact relative procedures at the official contractor service counter. The staff can accept or reject the application depending on the service conditions. They will charge relevant fees and implement the application if the application is accepted.

9. After the fair, booth constructors shall dismantle the booth and remove all garbage. A certificate of acceptance will be issued after confirmation by the exhibition and hall staff. (The certificate of acceptance is important evidence for refunding the deposit)

10. After tearing-down and confirmation by the exhibition and hall staff, the constructor shall upload the deposit receipt, the certificate of acceptance and remittance slip to the official website of Beijing Display Image Planning Co., Ltd.

11. The deposit paid in cash or by check can be retrieved at the Beijing Display Image Company; the deposit paid through remittance can be returned to the payment account. (handling charge shall be paid by the constructor)

12. The Invoice will be entitled under the name of the company who paid to the Beijing Display Image Planning Co., Ltd. If the invoice information provided is incorrect, 3% of the invoice amount as a handling fee will be charged if a new invoice is requested.

Price of Vehicle Pass

For transport vehicles during the building-up period, Cost of production: 30 RMB/vehicle, Administration fee: 20 RMB/vehicle, Deposit: 300 RMB/vehicle.

If the transport vehicle leaves the loading site on time, the deposit can be retrieved by showing the Vehicle Pass, the Vehicle Guide Card and the deposit receipt. The loss or damage of the Vehicle Guide License will lead to a compensation of 50 RMB.

In order to make the vehicle arrangement convenient, please mark the hall number on the windshield of the vehicle. As shown below.

Regulations on Construction

About the booth standard heightStandard height: 4mTo ensure the overall appearance of the exhibition, the height of a booth has to conform to the uniform standard height and must not be higher or lower than the standard height. The host has the right to enforce this regulation on booth constructors.

Provisions on Raw Space Booth ConstructionFire safetyExhibitors shall choose environment-friendly and flame-retardant materials for booth construction. Power connectors shall be connected by plug-in components. If terminal connection is adopted, the terminal must be completely closed and must not be exposed (a flame-retardant insulated box can be used to cover it). All power lines shall be double-layer insulated sheathed copper wires, and the insulation strength shall conform to the industry standard. Wires with an appropriate size of the cross section shall be adopted according to the strength of electricity consumption. The minimum size of the cross section of insulated wires connecting lamps is 1mm2. Fireproof paint must be applied to the back of flammable materials.

Note: An enclosed booth is not allowed. Each booth has to reserve at least two entrances and exits to ensure the flow of visitors and evacuation in case of emergency.

According to the regulations of the Fire Department of Shanghai, all the fire hydrants in the exhibition must be exposed. If they are blocked by a booth, the exhibitor is required to open a door on the back wall of the booth and mark the door with the word “Fire Hydrant”.

The booth with a big LED screen should be equipped with at least two carbon dioxide extinguishers, 2 extinguishers/50㎡. Using fake green plants and turf are prohibited.

LimitationAn exhibition booth shall at least be 1 meter away from the wall of the exhibition hall, and at least 1.2 meters away from public facilities such as fire fighting equipment, toilets and distribution boxes. It is not allowed to hang any decorations on the ceiling of the exhibition hall without permission. It is forbidden to install fixing devices on the floor, wall or any part of the building and to use adhesive on the wall of the exhibition hall. Please consult with the host or the exhibition construction company for detailed construction regulations. Exhibitors shall be responsible for compensation for the damage to the venue caused by the construction and dismantling of the booth.

Booth boundaryAny facilities in a booth shall not exceed the designated booth boundary, and the exhibits of an exhibitor shall not interfere with other exhibitors.

Regulations on Construction of Package BoothsAdding furnitureExhibitors of package booths cannot change the specification of the package booth and adding furniture without permission. (such as adding power outlets, installing light boxes, adding lighting lamps, etc.) Exhibitors must provide the exhibition venue construction company with the design plan and detailed instructions of booth construction before Feb. 18 th, 2020. The exhibitor needs to pay for additional booth renovation. The exhibition venue construction company is accountable for the installation of power facilities in package booths and exhibitors are not allowed to install power equipment on their own. Rule breakers shall take all the legal liability arising from this.

Special modificationNormally, a package booth less than 27 square meters are not allowed to be modified into a raw space booth. If exhibitors who have special requirements about modification of package booths, they must state their reasons in writing to the host before Feb. 18 th, 2020 and obtain approval. If the booth needs to be temporarily changed on-site, the price difference between different booth types will not be refunded.

Booth height limitThe height of the enclosure of a package booth is shown in the picture below. No exhibiting items are allowed to exceed the height. During the exhibition, no exhibits in a booth are allowed to exceed its boundary. Otherwise, the host has the right to require the exhibitor to restore the booth to its original state, and the expenses incurred shall be borne by the exhibitor.

Requirements for building upPlease do not use adhesive tape, nails, etc. to fix boards, carpets, ceilings or fascias. Exhibitors' self-provided advertising boards can only be KT boards, and can only be fixed with fishing lines or hooks. Any loss caused by the violation of the above requirements shall be borne by the

exhibitors.

Production of fasciasFascia boards are made by the host. A fascia includes a company's Chinese and English names and its booth number, which are consistent with the contents in the Booth Confirmation. Exhibitors are not allowed to change the contents of the fascia without authorization and to make decorations on it.

Note: If the following construction management regulations are violated and the consequences are caused, the exhibition will penalize to the booth constructor according to the seriousness of the violation and its consequences. The fine will be deducted from the construction deposit. The exhibition reserves the right to impose special restrictions on booth construction in special circumstances. The management of the exhibition has the right to enter the booth to inspect its compliance with the above regulations. The exhibition has the final right to amend and interpret the above items.

Provisions on the Exhibition Construction in the NEEC (Shanghai)In order to strengthen the management of the exhibition construction in the NEEC (Shanghai) and ensure the safe and smooth operation of the exhibition, the following regulations are formulated for the management of the exhibition construction:

Regulations on construction safety management 1. Basic Provisions1) Builders shall wear safety helmets before entering the construction site and wear safety belts when working at a height of more than 2 meters. The planning and design of an exhibition area and the construction of an exhibition booth shall not exceed the designated functional areas. Illegal structures beyond the boundary shall be removed. Otherwise, the exhibition organizer, exhibitors or booth constructors shall bear the consequences arising from this.2) The design of a booth must conform to the relevant professional and technical standards in terms of safe electricity use, fire fighting, construction structure, water supply and drainage, etc.3) Please refer to the relevant contents in "Fire Safety Management Regulations" of this manual for the requirements of the width of fire fighting access.4) Do not damage, contaminate or damage the main buildings and supporting facilities of the exhibition, including not using nails, piling and other means to fix objects on the surfaces or walls of the exhibition halls, not using hard-to-remove materials such as grease, paint and glue on the

ground or walls, not leaning on, pressing, pulling and hanging objects on the walls, ceilings and various special facilities and equipment (such as pipes, embedded parts, etc.) of the exhibition halls, not hanging any structural load-bearing objects on the facilities of the exhibition halls without permission.5) The building materials must be non-combustible or flame retardant. If flammable materials such as wood and gauze have to be used for booth construction, fire prevention must be done for such materials before they are brought into the exhibition halls. Wooden materials shall be coated with fire-retardant paint or pasted with fire-retardant surfaces. Textile materials such as cloth and gauze must be soaked in fireproof water. Whether these materials are qualified is based on the standard that no flame should be generated during the field fire test. Staff at the exhibition halls have the right to remove materials that do not meet the fire prevention requirements. Flammable materials without fire prevention treatment are prohibited on the construction site.6) Requirements for use and storage of special construction materials:* Explosives, petroleum, flammable, toxic, corrosive and radioactive substances are prohibited in the exhibition areas.* The inventory of solid or liquid hazardous substances stored in the exhibition areas shall not exceed one day's usage, and they shall be placed in special containers and sealed and stored in a place agreed by the government department and the exhibition.* Toxic waste must be sealed in special containers with corresponding marks, and managed according to relevant government regulations on waste management.7) Carpets used for public areas, passageways and booths shall meet the relevant national standards for environmental protection, fire prevention and flame retardancy. Only non-residual single-sided and double-sided cloth tapes are allowed to fix carpets and other floor coverings to the cement floor.8) The glass used for booth construction must be toughened glass, laminated glass or other glass with high safety performance. Loading-bearing glass, movable glass used for making doors and windows, and single glass that is more than 2 square meters shall be toughened, and its thickness shall not be less than 10 millimeters. Other ordinary glass for decorative purposes and non-load bearing purposes must pose no harm to humans. Exposed glass corners must be processed or equipped with protective devices to avoid injury to humans. If transparent glass is used as enclosing walls, it must be clearly marked within the normal range of vision to prevent injuries caused by accidental collisions.9) For hard objects forming acute angles after decoration, decorative structures protruding or sunken on the ground, ropes or cables dragged and dropped on the ground, and articles that are easy to cause bruises and bumps, protective measures and eye-catching warnings must be taken within the height or plane range that may cause injuries to personnel to avoid accidental injuries.10) Stairs and ladders built in a booth must conform to relevant technical specifications and safety requirements. Handrails must be firm to prevent people from sliding down. Clear evacuation signs shall be displayed in the booth.11) During the construction of a booth, the exhibition hall has the right to stop the construction work which has not been approved, do not conform to the technical specifications or relevant regulations, and has other safety hazards. The booth constructor and the official hall contractor must make rectification of unqualified construction as required.

12) During the building-up period, booth constructors shall not uncover the cover plates of trenches in the exhibition halls without permission to take trenches as part of wiring routes for booths.13) During the move-out period, booth constructors shall clean up the special materials and garbage in their booths within the specified time, and the exhibition hall builder shall confirm the result and refund the deposit. The hall builder shall make sure the cleaning up of all the garbage and articles in the exhibition area under his responsibility and retrieve the deposit only after the examination of hall staff. Otherwise, the official exhibition contractor has the right not to return the deposit.14) The booth construction unit must handle construction certificates for its construction personnel. During construction, all construction personnel must wear valid construction certificates and obey the management of the administrator. If they do not wear certificates as required or do not obey the management of on-site personnel, on-site management personnel have the right to cancel the qualification of illegal construction personnel to enter the site for construction.15) After the exhibits and other large items are transported out of the exhibition hall, they shall be away from the red line and shall not be piled up within the red line. In case of violation of this regulation, any articles that block the passages will be removed, and the violator shall bear all relevant expenses arising therefrom.16) The exhibition organizer, booth constructors and exhibitors must take necessary safety precautions to ensure the personal safety of booth construction workers in accordance with relevant national laws and regulations.

2. Booth design1)The structural strength of a booth shall meet the strength requirements for load bearing, and the overall strength, rigidity and stability of a booth structure shall be taken into account.2)A booth construction company must carry out construction according to the plan approved by the plan examination company, and shall not modify the booth design without permission.3)The exhibition hall can offer opinions on booth modification before a booth plan is submitted for approval. The specific review requirements shall be in accordance with the laws and regulations of relevant departments.4)The standard height of all exhibition booths is 4 meters. It is forbidden to build a double-deck exhibition booth. Exhibitors or booth constructors shall submit their design drawings to the official exhibition contractor for review.5)There must be a passage no less than 0.8m between the booth and the wall.6)The passage must be straight, and there must be no obstructions such as columns and piles in the passage.7)A passageway of at least 0.8m wide shall be maintained between the exhibition stand and the contact points leading to fire hydrants, machine room doors and alarm bells.8)The exhibition organizer shall ensure the safety of booth construction and the exhibition, and prevent and eliminate potential safety risks arising from booth structural design and construction problems.

3. Construction of raw space booths

1) The building materials shall conform to the material standards of relevant national departments for temporary buildings, and shall be reasonably selected.2) The structure must be built within the boundary of the booth, and its vertical projection shall not exceed the marking range. No booth structures or exhibits (company name, logo, light box and poster) are allowed to exceed the booth boundary. It is forbidden to use buildings, building decorations, railings and walls in the exhibition hall as part of the booth structure, and booths are not allowed to occupy green lands.3) A steel structure upright shall be made of non-welded materials with a diameter of more than 10cm, with the bottom welded to a chassis and the upper welded to a flange with a diameter of not less than 60cm in order to increase the force bearing area of the upright and ensure the firmness of the booth structure.4) The ground contact width of the main load-bearing wall in all exhibition booth structures shall not be less than 120mm, so as to ensure the contact area between the wall body and the ground. For walls with a large span of over 6m and steel column framework structures, connecting beams shall be added on the top, with supports fitted in between the columns at the bottom of columns, so as to ensure the overall stiffness and stability of the exhibition booth. 5) Load bearing components, angle iron, box iron, quadrate pipes and other materials used must be national standard products. Load bearing components for raw space booths shall not be made of decorative flexible metal materials or brittle materials (such as glass).6) Wooden load-bearing columns and supporting beams shall be lined with continuous solid wood square tubes inside to ensure their structural integrity and stability.7) The single span of a wooden structure is limited to 6 meters and the height is limited to 5 meters. The single span of a steel structure and a steel-wood mixed structure (including lined steel square tubes and iron frames) is limited to 8 meters. The maximum span of a formed steel frame cannot be more than 12 meters (except for professional stage steal frames). If a booth exceeds the above standards, the booth shall present the hall staff a report to prove the stability of the structure.8) The thickness of a wooden wall shall not be less than 30cm for a raw space booth with no frame structure; the thickness of a wooden wall shall not be less than 10cm for a raw space booth with a frame structure. A load-bearing wooden wall must be braced with square steel or seamless round tubes.9) The glass used for decorating exhibition booths must be toughened glass. To ensure the strength and thickness of the glass (the thickness of curtain wall glass is not less than 1cm), the glass installation method should be reasonable and reliable. Metal frames must be adopted or professional hardware must be used for glass installation. Elastic materials shall be used as a cushion between frame, hardware and glass materials to ensure safe use of glass. Large glass materials shall be clearly marked at the height of 1.5m to prevent injuries due to glass breakage. If a glass platform is used, the structural support columns and walls must be fixed under the platform and a booth structure must not be established directly on a smooth glass surface.11) The adjacent back walls of exhibition booths must be decorated. If the exterior surface of raw space booths on the vacant site is within the sight, it must also be decorated to maintain the overall beauty of the exhibition hall.12) A constructor must truthfully declare the actual construction area and the number of construction workers when applying for booth construction, and pay the construction security

deposit and management fees. If the construction security deposit is not paid for the first time, a written warning will be given. If it is not paid for the second time, the construction company will be listed in the blacklist and will be disqualified from booth construction for 2 years. It is forbidden that the actual construction area and construction personnel are not consistent with the declaration. No construction companies are allowed to handle construction procedures for others. Violators will be disqualified from booth construction for 2 years. Construction workers must wear construction certificates at the site, obey the management of the hall management staff, and cooperate with their work.13) Booth constructors are not allowed to engage in other activities irrelevant to the construction. Upon discovery, the violators will be disqualified from carrying out construction work in the hall and be added to the blacklist. If the circumstances are especially serious, the violators will be disqualified from their construction work in the hall permanently.14) There must be a person in charge of the construction site and the responsible person is required to be registered when the construction application is handled. The responsible person has the obligation to educate the construction personnel on civilized construction and the legal system, and be responsible for daily safety inspection and supervision, and wear identification.

15) Herringbone ladders can be used for operations below 2m. Movable scaffolding must be used for operations at heights between 2m and 3m. Casters and cross braces must be fixed. Each floor must be covered with scaffold boards and the operating floor must be equipped with guardrails. If the operation height exceeds 3m, reliable climbing facilities and safeguard measures must be adopted in accordance with relevant national safety regulations. The above operations shall be supervised by a professional. When necessary, the operation area shall be isolated by warning belts.16) During construction, construction materials shall be placed within the boundary of the booth and shall not block passages. If passages are blocked, the exhibition hall may treat these materials as waste and take corresponding measures. Waste construction materials shall be put into the garbage bin in the exhibition hall. During construction, construction materials are not allowed to lean against the exhibition booth.17)The weight of heavy machinery and special vehicles on the ground must be distributed through the use of supporting plates, so that the pressure of the machinery and special vehicles on the ground does not exceed 80% of the bearing capacity of the ground of the exhibition halls, and the stress point shall avoid pressing the trench cover plates in the exhibition hall for a long time. If machinery and other heavy exhibits are unstable after installation, bottom frames and absorbing devices should be set up. Special vehicles entering the exhibition hall shall be commanded by a special person and driven on a designated route. Heavy forklifts and cranes are prohibited from passing through the trench cover plates in the exhibition hall. The feet of hoisting vehicles must lie prone and be paved with steel plates or sleepers to ensure sufficient bearing area. In case of violation of the above regulations, 500 RMB deposit will be deducted for each violation. If the ground of the exhibition hall is damaged, the violator shall be liable for it according to the relevant regulations of the exhibition.18) During the move-out period, demolition work should be carried out from top to bottom. It is prohibited to carry out brutal construction such as pushing and pulling down booths. It is

forbidden to throw materials in the course of demolition.19) The cover plate of the package booth distribution box shall not be covered when the booth is built. The raw space booth must reserve a movable cover board above the booth distribution box so as to operate the box when necessary. If the cable trench is completely pressed by the bearing structure (such as walls or columns) of the booth, the exhibitor can only reapply for a new distribution box (This application will be treated as a new order. If the exhibitor is unwilling to reapply and the coordination between the venue operation department and the organizer fails, the exhibitor must commit to exempt the organizer from liability if tripping occurs. If the power supply is requested after the trip, the exhibitor still needs to reapply for a contribution box because the old one is covered and cannot be restored in time).20) Paint spraying, brush painting and graffiti are prohibited in the exhibition hall.

4. Outdoor construction1) If the exhibition organizers use the outdoor venue as an exhibition venue, they shall report the

outdoor exhibition plan to the fire department and the public security agency for the record in advance, and outdoor exhibition can only be arranged after approval.

2) Temporary exhibition booths shall be built with walls with B1 combustion performance or nonflammable walls. The area of each exhibition booth shall not be more than 2500 square meters (including 2500 square meters). If a temporary exhibition booth is equipped with an automatic sprinkler system, the area of the booth can be doubled. The distance between a temporary booth and other temporary buildings should not be less than 9 meters, and the distance for fire prevention between temporary exhibition booths should not be less than 6 meters.3) The design of outdoor exhibition booths should take into account the unsafe factors caused by nature such as wind and rain, and effective measures should be taken to prevent them.4) Thin-walled stress components with pipe walls less than 0.8mm and severely rusted stress components shall not be used as booth structures.5) The span of the outdoor booth structure shall not exceed 6 meters, and columns shall be added to support the outdoor booth structure beyond 6 meters. Steel structures shall be used for long-span walls to ensure the strength and stability of the walls.6) During outdoor construction, it is forbidden to sprinkle paint, coating, adhesive on the ground and buildings, and it is forbidden to drill holes on the ground and use expansion bolts to damage the ground and buildings.7) Fire fighting equipment should be provided for outdoor booths. Patrol inspection shall be strengthened during the exhibition to ensure personal and booth safety.8) Lighting, sockets, distribution boxes and other electrical equipment installed in outdoor exhibition booths shall be waterproof, and electrical equipment shall be rain-proof and leakage-proof. Wires laid on the ground shall not have joints and shall be protected by duct boards.5. Power (water, gas)1) Water Safety Management* If the water use in a booth does not meet the relevant national norms and standards, the provisions in this regulation, or there is a hidden danger of water use, the exhibition hall has the right to request immediate rectification. If the exhibitor or builder refuses to rectify, the exhibition hall will cut off the water supply. The exhibitor and the booth constructor shall be responsible for

all the consequences arising from this. Exhibitors and booth constructors shall take the responsibilities for accidents or economic losses according to relevant regulations due to the violation of this provision.*It is not allowed to introduce private water supply without permission. 500 RMB will be deducted from the deposit for each violation. If the hall facilities and equipment are damaged because of this, loss assessment charges shall be paid separately.*It is forbidden to directly connect water use equipment to hall pipelines. Valves should be installed at the water inlet.*Discarded liquid, catering sewage and non-normal temperature liquid must be poured into the closed containers provided by the organizer or exhibitors. It is forbidden to pour discarded liquid into the sewers and toilets of the exhibition hall. 500 RMB will be deducted from the deposit for each violation. If the hall facilities and equipment are damaged because of this, loss assessment charges shall be paid separately.*Water supply pipelines that cross walkways must be protected by duct boards.2)Electrical safety management

*In order to strengthen the electrical safety management of the exhibition and ensure safe and reliable power supply, these regulations are formulated in accordance with the "Regulations on Safety Management of Large-scale Mass Events" (implemented as of October 1, 2007) and fire safety regulations issued by the State Council, with reference to relevant national electrical design and construction specifications, regulations and standards, and in combination with the actual conditions of the exhibition.*These Provisions shall apply to all kinds of electricity use by organizers, exhibitors or constructors during building-up and move-out periods.*Package booth exhibitors who want to increase power use services should apply at the exhibition service counter in advance. If the application exceeds the specified time limit, a rush fee will be charged. It is prohibited to install lighting fixtures and sockets without permission. If the above violations are noticed, the official exhibition contractor shall stop and confiscate the lighting fixtures and sockets. The power sockets of package booths and raw space booths shall not be plugged with booth lighting facilities. It is prohibited to use plug boards. It is prohibited to use electrical facilities with a capacity exceeding the allowed maximum capacity of 500W. In case of switch tripping in the venue, the official exhibition contractor has the obligation to check the circuit before resuming the use of power after inspection. In case of repeated switch tripping, in addition to deducting 500 RMB from the deposit, the booth constructor must obtain the approval of the venue staff before resuming the use of power. If the circumstances are serious, the exhibition hall has the right not to resume power transmission. All electrical facilities and equipment installed in the booth shall not be removed or displaced at will. If the electrical box is completely covered by a bearing structure of the booth (such as walls or upright posts), the exhibitor shall apply for a new electrical box, but no rush fee will be charged. If an electrical box has to be re-installed due to the damage, only the responsible party will be charged for the damage incurred, and no other fees will be charged.*Considering the capability of the power supply system of the exhibition hall, the exhibition hall has the right to accept or reject power use demand from exhibitors, to enter the booths of exhibitors for a safety inspection, and to impose special restrictions or even stop the power supply

under special circumstances when power supply is unsafe.*Exhibitors, booth constructors and the exhibition venue shall jointly assume the responsibility for electrical safety. All parties shall assume their respective responsibilities in accordance with this regulation and jointly do a good job in the safety management of electricity use in the exhibition hall in accordance with the principle of "The person in charge is the person responsible".*The exhibition organizers are responsible for the electricity safety of the exhibition they undertake. The main person-in-charge shall be responsible for the safety of electricity use in the exhibition, and shall abide by these regulations, be responsible for the safety of electricity use, and bear corresponding legal responsibilities.*The exhibition organizers have an organizational structure for the safety management of electricity use for the exhibition, the persons responsible for the safety of the exhibition venue and the persons responsible for the coordination of the exhibition venue, a safety work plan including electricity use safety and safety responsibility system, and have explicit safety management measures and job responsibilities for electricity use, and have the responsibility for submitting the list and contact information of the persons-in-charge to the exhibition hall for record.

*The exhibition organizers shall be responsible for the safe and reliable management, coordinator and supervisor of electricity use within the scope of exhibition responsibilities, implement the safety work plan and electricity use safety management measures, ensure the electricity use safety of all the electrical circuits and facilities installed on the leased venue, and eliminate potential safety hazards.*The exhibition organizers shall be responsible for organizing safety inspections during the exhibition, building-up and move-out periods, shall cooperate with the exhibition hall for safety work, urge exhibitors and booth constructors to implement rectification proposed by the exhibition hall, urge the rectification of potential safety hazards, and handle all problems related to electricity safety timely.*The exhibition organizer and the designated official exhibition contractor shall sign and submit the "Responsibility for Safe Electricity Use of the Exhibition".*Exhibitors shall be responsible for the electricity safety of their booths during the building-up and exhibition periods.*Exhibitors shall urge their booth constructors to abide by these regulations and implement electricity safety work.*Exhibitors shall urge their booth constructors to implement the rectification requested by the exhibition hall to eliminate potential safety hazards.*The official exhibition contractor shall be responsible for the safety of all electrical equipment, facilities and lines installed in the exhibition. The main person in charge is the person directly responsible for the safety of electricity use in the exhibition.*The official exhibition contractor shall implement the relevant national fire protection regulations, electrical design, installation and construction norms, regulations and standards, fully control the electricity use in the exhibition venue, and regulate the exhibition construction and electricity safety management.*The official exhibition contractor shall assist the exhibition organizers in electricity safety management, identify persons-in-charge for safe electricity use, implement the safety work plan and electricity safety management measures, and ensure the electricity safety of all electrical

circuits and equipment installed in the exhibition venue.*The official exhibition contractor shall be responsible for electricity safety inspection during the exhibition, building-up and move-out periods, engage in the acceptance check for booth construction, eliminate all kinds of potential electricity safety hazards, implement relevant rectification, and bear direct safety responsibility for installed electricity facilities.*The official exhibition contractor shall implement the rectification opinions put forward by the exhibition hall and accept the safety inspection of the exhibition hall.*Booth constructors shall be responsible for the electricity safety of their booths during the building-up and exhibition periods.*Other duties of booth constructors shall be implemented according to the duties of the official exhibition contractor.*The exhibition hall shall ensure that the power supply and distribution facilities in the exhibition hall comply with the technical safety standards and safety regulations of the national electrical industry, and ensure the safety and reliability of power supply points provided by the fixed equipment and facilities in the exhibition hall.*The exhibition hall shall examine the application materials submitted by exhibitors for electricity use.*During the building-up and exhibition periods, the exhibition hall shall carry out safety supervision and inspection on the electricity use in the venue, and order rectification timely if any potential safety hazard is noticed.*The exhibition hall shall be responsible for controlling and monitoring the electricity load of the exhibition hall, and provide technical guidance and management for the electricity safety of the exhibition.*The exhibition hall shall urge exhibitors to carry out a safety inspection on the exhibition site and rectification of potential safety hazards, and to eliminate power outage.*After the application for electricity use is approved by the exhibition hall, the exhibition organizers or the official exhibition contractor shall go to the exhibition hall in advance to handle the venue access procedure for paid construction companies.* The valid operation certificate (photocopy) of electricians shall be displayed when the venue access procedure is handled, and the list and contact numbers of the electricians on duty during the exhibition period shall be submitted.*If the construction application procedures and venue access procedures are otherwise stipulated, other regulations shall be followed.

Basic technical requirements for exhibition electrical installation:*The installation of electrical facilities must conform to the norms and regulations of the national power industry, and be implemented in strict accordance with the national "Code for Design of Low Voltage Electrical Installations (GB50054-95)", "Technical Code for Safety of Temporary Electrification on Construction Site (JGJ 46-2005 J405)", "Code for Acceptance of Construction Quality of Building Electrical Engineering (GB50303—2002)", "Code for Design of Electric Distribution of General-purpose Utilization Equipment (GB 50055-94)" and other codes, as well as the relevant fire safety regulations of the exhibition hall and the specific requirements of these regulations. Construction shall be carried out in accordance with the scheme drawings approved by the exhibition hall. The main electrical control box must be made of metal.

*The low-voltage power supply system of the exhibition hall adopts a three-phase five-wire system. Voltage 380V/220V, 50Hz. The distribution system in the exhibition area (booth) shall adopt a three-phase five-wire system or a single-phase three-wire system. If the voltage and frequency required by exhibitor equipment are different from those of the exhibition hall, the exhibitors or constructors shall bring their own power conversion device to solve this problem.*The number of electrical equipment (including lamps and sockets) for each protection circuit shall not exceed 25, with a total capacity of less than 3KW or 16A current.*If the electrical load of three-phase non-mechanical power is greater than or equal to 20A current, an air disconnect switch must be provided for graded protection. If the single-phase load is greater than 16A current, three-phase power supply shall be used for power distribution, and the power load shall be evenly distributed to achieve balanced distribution of three-phase power.*In general, a booth needs to take its own power box to connect with the power box provided by the exhibition hall. The leakage protection switch must be used for self-brought power boxes (the leakage current must not exceed 30mA). Under special circumstances, if exhibitors need to dismantle an earth leakage protection device due to special reasons, the exhibition host/official exhibition contractor must submit the application for dismantling earth leakage protection devices of trench distribution boxes (host) together with the application for power load.*If a booth needs power for both lighting and large power supply, it is recommended to apply for both separately, and the lighting circuit must be equipped with a leakage protector. If the application for the removal of the leakage protector for large power supply has been made according to the above procedure, the installment of leakage protector is not required; If the power equipment has its own protection switch and its load is less than 80% of the load of the power box, it can be connected to the power box of the venue. If several power equipment shares one power box, the booth must bring its own main power box, and the power equipment must not be directly connected to the power box provided by the exhibition hall.*Electrical equipment for temporary use during the building-up period shall be connected to the booth's own power box. Booth constructors are required to apply for power transmission in advance, and other power sources shall not be used without authorization.*The setting value of the main switch protection of the main power use control box shall be less than or equal to 80% of the setting value of the switch protection of the hall’s power box to ensure the safe operation of the exhibition hall power supply system.*Electrical materials, equipment and facilities shall conform to the national product quality standards and certification, and meet the fire safety requirements of Shanghai. Electrical materials must have sufficient current-carrying capacity, which must be greater than the rated current of the switch for the booth. Wires should be ZR-BVV (flame retardant double-plastic copper wires), ZR-RVVB sheath lines or ZR-VV cables (refer to a three-phase five-wire system of the low-voltage distribution system, three-core or five-core cables must be used), twisted pairs (twisted wires), four-core wires (cables) and aluminum core wires are prohibited. Lamps rectifiers and triggers shall have passed the inspection by the fire department.*Ordinary lighting equipment, mechanical power equipment, frequency conversion equipment, silicon-controlled control equipment, stage dimming equipment, sound amplifying equipment and 24-hour electrical equipment shall be equipped with independent circuits according to classification. It is prohibited to share the same circuit. Important electrical equipment and facilities used in important occasions and locations shall be equipped with a main-standby double-

circuit power supply. Requirements for installation and construction of electrical equipment:*Electricians shall take valid electrical operation certificates with them issued by the national technical supervision department and submit to the verification of the exhibition hall. The exhibition hall prohibits personnel without valid operation certificates to engage in electrical installation. Once discovered, 500 RMB deposit will be deducted from the total for each violation.*Electrical construction shall be carried out in strict accordance with the plans and drawings approved by the exhibition, and the power consumption load shall be within the approved total load. If additional electrical facilities and other electrical equipment are needed on-site and the total power consumption load exceeds the declared power load, relevant formalities shall be handled in time and relevant expenses shall be paid according to regulations.*Booth constructors must have his own construction distribution box (equipped with leakage protection switches). Temporary electricity use for booth construction shall be connected to the electricity box applied for the construction, and the booth constructor shall apply for electricity use in advance and shall not use other power sources without authorization. All electrical appliances shall be installed by electricians with valid certificates. Electric tools used in construction shall be tested to meet safety requirements; Power cords for construction shall be sheathed copper core flexible cords with no connection heads, and must be equipped with protective switches. It is prohibited to directly insert power cords into power sockets or connect them with a metal switch to use electricity. Plugs and fastening port screws shall be used to connect the power supply.*The main switch and power supply access lines (cables) of the booth's main power control box shall conform to the industry standards. Electrical equipment shall be connected to the electrical box applied for in the booth according to the total power, and shall not be connected to the electrical boxes and sockets of the exhibition hall at will. All electrical boxes must be insulated and placed on the ground or hung up. Only one main cable is allowed to connect to the master power control box. It is strictly prohibited that the protection setting value of the booth power box is greater than 80% of the protection setting value of the venue power distribution facilities.If the setting value of the booth switch protection cannot be adapted, exhibitors or constructors shall replace the switch that meets the requirements.*All metal frames, metal shells of equipment and facilities, and the booth's power control box must be reliably grounded (multi-strand soft copper wires not less than 2.5mm shall be used and connected to the ground row of the power box). Electrical wiring must be fixed and must not be laid on exhibition booths, floors and passages at will. Electrical wiring crossing pedestrian walkways must be protected by duct boards. There must be no wire joints concealed in the decoration and under carpets. Wire joints must be protected by sleeves (metal tubes or flame-retardant plastic tubes), and metal tubes require bridge connection. It is forbidden to use ceilings and pipes to suspend wires, lighting devices and other objects.*All switches must be used for wire interfaces (cable interfaces) , and it is prohibited to connect wires with insulating tapes.*More than 500W high-power lamps are not allowed in booths. When using lamps with high calorific value (such as quartz lamps and iodine tungsten lamps), protective covers must be installed. Can lights and quartz lamps shall be protected by heat insulation pads. Convective cooling holes must be reserved in advertising lamp boxes and lamp posts. The electrical appliances and lighting facilities in outdoor open-air booths must be waterproof and have reliable

safety measures such as rain prevention, moisture prevention and wind prevention.*All lamps shall keep a distance of more than 30cm from exhibits and other items. All equipment and facilities with heat sources shall be installed at a distance of more than 3 meters from the fixed power distribution facilities of the exhibition hall and shall not discharge heat to the fixed power distribution facilities.*Booths shall not block the lighting, power boxes (cabinets) and telephone distribution boxes of the exhibition hall. Not less than 60cm operating space shall be reserved for a safety inspection and fault handling.*After the electrical construction is completed, exhibitors and the official exhibition contractor should conduct a safety inspection of the power distribution system before the power is officially turned on. The exhibition hall’s electrician and the official contractor’s electrician can switch on the power only after joint inspection.*During the exhibition period, exhibitors or booth contractors must arrange for an electrician on duty to deal with any problems in time to ensure the safety of electricity use. During the building-up and exhibition periods (especially before the move-out period), it is necessary to check whether the lamps in the booth are stable each day. If the lamps are likely to fall off, they should be handled immediately to avoid damaging exhibits and causing safety accidents.*Booth constructors shall educate their construction personnel on civilized construction and safety. The construction personnel shall carry out construction within the approved time frame and working area, and shall not carry out construction in non-working areas and time without permission. In case of any safety accidents due to violation of this regulation, the booth constructor shall take full responsibility and bear all economic losses caused to the exhibition hall and third parties.*No exhibitors, booth constructors or individuals have the right to operate the facilities of the venue without permission. 500 RMB deposit will be deducted for each violation, and the violator shall hold responsible for it and compensate the losses resulting therefrom.*The exhibitors or booth constructors shall be responsible for failures in the booth. During the exhibition period, the booth electrician on duty shall deal with the power failure in the booth on time. It is prohibited to switch on the power switch with power failure.*If the power failure of the booth is caused by the tripping of safety switches of power distribution facilities in the exhibition hall, the electrician on duty shall first check whether there is any fault in the electrical equipment and circuits and eliminate possible failures. Meanwhile, the electrician shall report immediately to the hall’s electrician. It is prohibited to resume power transmission without finding out the problem. If accidents and economic losses are caused due to unauthorized switching on, relevant personnel and units will be held accountable.*If there is a power failure in the exhibition booth during the exhibition period, in order to ensure the electricity safety, the exhibition hall has the right to adjust the power lines and loads for the exhibition. Exhibitors and booth constructors must cooperate.*If the exhibition hall discovers the potential electricity hazard in a booth, it shall notify the electrician on duty to handle the problem, and may even take compulsory measures such as cutting off the power supply to ensure safety. In case of serious potential safety hazards or violation of regulations, the exhibition hall has the right to stop power supply without notice to ensure safety.*If exhibitors need electricity (water and gas), they must submit the Application for Electricity Use (Water and Gas) to the exhibition venue. If a booth needs a continuous power supply, the

Application Form for a Continuous Electricity Supply shall be submitted to the exhibition hall and act according to the official opinions. The two application forms can be collected from the exhibition hall. A facility with a continuous electricity supply shall be equipped with independent electrical circuits and appropriate and reliable protection switches to avoid hidden hazards. The exhibitors shall arrange their electricians to be on duty 24 hours a day to ensure the electricity safety of the booths.*If 30mA leakage protectors are not allowed (or inappropriate) to be installed on the power distribution lines for special power use such as mechanical power and silicon-controlled stage dimming equipment, exhibitors or booth constructors shall sign the "Commitment for Safety of Special Power Use", and the host or the official exhibition contractor shall submit the "Application for Removal of Leakage Protectors of Trench Distribution Boxes (Organizer)" together with the application for power load, and assume any responsibilities arising therefrom. In the implementation process, exhibitors or booth constructors should take strict and adequate protective measures to ensure the safety of the power supply system and personal safety.

*An uninterruptible power supply shall be installed to protect computers, precision instruments and other equipment. The exhibition hall shall not be responsible for compensation for data loss and damage of computers, precision instruments and other equipment caused by power outage.*High-power electric heating equipment is prohibited. (such as electric kettles, electric stoves, electric irons) If electric heating equipment is needed, an application must be made to get the approval of the exhibition hall.

Exhibitors or booth constructors will assume all responsibilities in the following cases:*The equipment and electrical circuits of exhibition booths are malfunctioning leading to losses caused by power outage due to the activation of power protection in the exhibition hall.*Losses caused by power failure in the use of power distribution circuits that are not designed and installed in accordance with regulations and specifications; Losses caused by power failure due to construction failure against with approved construction drawings, power distribution circuits and power loads.*The loss caused by power failure cannot be handled in time due to the absence of exhibitors’ electrician or the venue contractor’s electrician on duty.*The loss caused by the exhibition hall's compulsory measures such as cutting off the power supply to ensure safety due to the discovery of serious safety hazards or violations of regulations.*The Loss caused by power outage of important, expensive and special electrical equipment, facilities and exhibits that have not taken special protection measures (such as self-provided emergency power supply devices, etc.).*Other losses caused by the negligence of exhibitors or booth constructors.*Due to natural disasters such as earthquakes and floods, power outage in the municipal power grid, government emergencies and other irresistible factors, the exhibition hall, exhibitors and booth constructors will be exempted from liability.*The power supply in booths is cut off during the non-business hours of the exhibition and the move-out period. If a power supply is still required during these periods, a written application for electricity use shall be submitted to the service counter in the exhibition hall in advance.*Entrusted booth constructors are responsible for the electricity management of package booths. If

a booth needs additional electricity services (such as sockets, lamps, etc.), an application shall be made to the official exhibition contractor or the authorized construction company, who shall be responsible for providing services, allocating and controlling the electricity load.*The exhibition hall shall conduct on-site management and the inspection of the booth constructors' work and supervise the implementation of these regulations. Booth constructors shall voluntarily accept the management and inspection of the exhibition hall and shall rectify issues if any hidden danger is found, and shall not refuse inspection or refuse rectification.*If the power distribution of a booth does not conform to the requirements of the relevant national codes, standards and these regulations or there are potential safety hazards in electricity use, the exhibition hall has the right to request immediate rectification. If the exhibitor or the constructor refuses to rectify problems, the exhibition hall will not continue to supply power. The exhibitor and the booth constructor shall be responsible for all the consequences arising from this. The exhibitor and booth constructor shall be held responsible according to relevant regulations for accidents and economic losses.

*For those who do not apply for electricity use and connect power privately without permission, power supply to the booth will be stopped and they will be charged twice the amount of electricity consumed as a penalty.*Those who cause damage to the exhibition hall's electrical equipment and facilities will be charged twice the value of the damaged equipment as compensation. If other economic losses are caused to the exhibition hall, the person who causes the damage shall be responsible for compensation.*For those who do not truthfully report the electricity use or understate it, the exhibition hall will charge twice the standard energy rate for additional electricity consumption.*It is prohibited to resume power supply with faults. If accidents and economic losses are caused by switching on power without authorization, relevant units and personnel will be responsible for accidents and economic losses.*If exhibitors modify the lamps or wiring of their package booths without authorization and move the lamps and distribution box of the booths without authorization, the electrician of the exhibition hall will restore them to the original configuration, and the exhibitors shall be responsible for the expenses incurred. If lamps, circuits and distribution boxes are damaged or lost, the incidents shall be handled according to these regulations.3) 用气安全管理 Gas safety management* It is not allowed to store and use pressurized pressure vessels in the exhibition hall. The compressed air source is provided centrally in the exhibition halls and the outlet pressure is the general compressed air of 0.6-0.8Mpa. The exhibitor can install dryers, filters and other adaptors according to the condition of their own equipment. If the amount of gas supplied by a single gas intake point exceeds 1m³/min, the exhibitor shall apply to the Venue 30 days in advance. If it is not notified in advance, the default amount of gas supplied will be less than 1 m³/min, and the exhibitor shall bear the consequences arising therefrom.* If an exhibitor or a booth constructor do not make gas use application and use gas privately without authorization, the Venue has the right to request immediate rectification. The exhibitor or the booth constructor who refuses to rectify the problem shall bear all the consequences arising from this. The exhibitor or the constructor will be held responsible for accidents and economic

losses incurred.*Exhibitors should conduct a safety inspection before applying for power supply or air supply to the exhibition organizer. After receiving the application for electricity or air supply from exhibitors, the exhibition hall will conduct safety inspection together with the organizer and exhibitors. The hall will supply electric power or gas for the exhibitors who have passed the inspection.*No gas equipment is allowed to connect directly to the pipelines of the exhibition hall, and valves should be installed at the air inlet.*Gas supply pipelines that cross aisles must be protected by bridge boards.

4. Aerial work1) Any work at a height more than 2 meters (including 2 meters) from the datum plane (the horizontal plane of the lowest falling point) that is likely to fall is called aerial work.2) People aged at least 18 that have passed physical examination can engage in aerial work. Those suffering from hypertension, heart disease, epilepsy, psychosis and other people who are not suitable for working at heights are not allowed to work at heights.3) Aerial workers shall keep in a healthy state. Safety helmets, safety belts, ladders, springboards, scaffolds, etc. shall be in good working condition.4) Aerial workers must fasten safety belts, wear safety helmets. Tools, parts, materials, etc. must be packed into tool bags. All small appliances used in aerial work shall be properly placed and tied with ropes or iron wires.5) The aerial operation site shall be designated as a forbidden zone, and obvious warning signs shall be set up, such as "Staff Only" and "No Through Traffic". Non-authorized people shall be prohibited to enter. 6) For high-altitude welding and oxygen cutting operations, flammable and explosive devices shall be beyond the scope of sparks.7) It is prohibited for operators to frolic in high-altitude operation and sleep within high-altitude operation areas.

Regulations on fire safety management1. Construction companies shall earnestly implement the guidelines and policies on safety production and fire protection issued by the state, Shanghai and the departments of labor protection and production safety, and strictly implement the relevant labor protection laws, regulations and provisions.

2. Smoking is forbidden in the exhibition hall.

3. Work with naked fire, electric welding and other fire operations are prohibited in the exhibition hall.

4. It is forbidden to use iodine tungsten lamps, neon lights and high-temperature and high-pressure lamps with triggers that can generate large heat and have potential safety hazards.

5. It is forbidden to install electrical equipment such as lamps and lanterns on flammable objects

without fire prevention or isolation protection. Electrical equipment and high-temperature lamps that are easy to generate heat can only be used with the written consent of the exhibition hall. Flammable materials are not allowed to be around high-temperature lamps (within 0.5m).

6. It is forbidden to align spotlights and other heating devices with or near fire sprinklers.

7. It is forbidden to interfere with the normal operation of fire alarm contacts, fire hydrants, fire extinguishers, safety doors and other fire safety and monitoring facilities.

8. There shall be no piles of objects or booths near fire exits and fire hydrants. No sundries shall be piled up in the exhibition hall. Piles of temporary articles must be collected to one spot in a reliable manner.

9. The Organizer shall arrange for the exhibition in accordance with the exhibition plan. The width of the main fire passage, the sub-fire passage and other fire control requirements shall be in accordance with the relevant provisions of the "Fire Safety Management Requirements for Key Units Part 3: Exhibition Venues" of Shanghai (DB31/540.3-2013).

10. According to the design requirements on fire protection of the National Exhibition and Convention Center (Shanghai), in order to strengthen the fire prevention management in the exhibition hall and improve the fire prevention capability, the upper floors of the single-storey large exhibition hall and the double-storey large exhibition hall shall be equipped with fire barriers (see the figure below) at the two longitudinal main fire passages in the exhibition hall. The specific widths are as follows according to the requirements of different exhibition types:

Fire barriers1) According to the type of exhibition halls, the widths of fire barriers shall be 12 meters and 17 meters. Fire barriers shall be no less than 12 meters, and automobile for large-scale mechanical and food exhibitions. Fire barriers shall be no less than 17 meters for automobile, furniture and building material, and gift exhibitions.2) Hall 4.2, 5.2, 6.2, 7.2 and 8.2 shall have fire barriers not less than 12 meters.

3) The width of the main fire-fighting longitudinal passages in hall 4.1, 5.1, 6.1, 7.1 and 8.1 is 8m to allow fire-fighting vehicles to access and for the purpose of evacuation.

11. The exhibition does not advocate an enclosed design for raw space booths. When the construction area of an enclosed booth is more than 160 square meters and the use of fire fighting facilities are affected, an automatic fire alarm system and an automatic sprinkler system shall be set up in the booth with fire extinguishers. When the construction area of an enclosed booth or a semi-enclosed booth is more than 120 square meters, the number of evacuation doors shall not be less than 2 and the width shall not be less than 0.9 meters.

12. Building materials for booths or other buildings shall be non-combustible materials as stipulated by the fire safety laws and regulations of the People's Republic of China and Shanghai, and the combustion diffusion rate shall be no less than Level B1. Flammable materials in some local areas shall not be used until they reach the flame-retardant performance after fire prevention treatment. Official staff have the right to clean up materials that do not meet the fire prevention requirements. Flammable materials without fire prevention treatment are prohibited on the construction site.

13. Carpets must be flame retardant. Booth builders must show proof that the flame retardancy of the carpets is not lower than B1.

14. Hidden electrical lines shall be protected by metal pipes or flame retardant PVC pipes, and closed light boxes shall be installed with ventilation openings to dissipate heat.

15. It is forbidden to attach or hang any object on ceiling spray devices or lighting devices.

16. For mechanical exhibits such as diesel locomotives, automobiles, tractors and various gasoline and diesel engines, the fuel in a fuel tank shall not exceed 10% of the fuel tank capacity.

17. All kinds of inflammable, explosive, toxic, corrosive, radioactive substances and weapons, guns and knives are not allowed to be brought into the exhibition hall without the written approval of the exhibition. If they are needed for the exhibition, they have to be replaced by models.

18. Hydrogen balloons are prohibited. Without the written approval from the venue, it is forbidden to take balloons to the exhibition hall. Once discovered, the venue has the right clear away balloons at the expense of the Organizer or exhibitor.

19. For any matters not mentioned herein, please refer to the "Shanghai Exhibition Hall Fire Safety“Management Standards" and "Key Unit Fire Safety Management Requirements" (DB31/540).

Security management regulation1. The organizer shall sign “Exhibition Safety and Security Agreement” along with the exhibition hall rental contract with the venue to define the responsibilities and obligations of each party.

2.During the exhibition, the organizer is the primary responsible unit for the security of the exhibition. The official exhibition contractor and booth constructors are the primary responsible persons for construction safety in the construction area. Each exhibitor is the primary responsible person for the safety of his booth. The exhibition organizer shall arrange sufficient full-time (part-time) security staff to be responsible for public security inspection, traffic control and the maintenance of public order, and shall assign full-time staff to carry out safety monitoring of use areas.

3. During the exhibition, the exhibition organizer shall be responsible for arranging special personnel to inspect people, articles and luggage accessing the leased area. The costs for setting up security inspection equipment and staffing security inspection personnel shall be borne by the exhibitor.

4. Staff and exhibitors accessing the exhibition venue must wear identification certificates issued by the venue or the organizer during specified periods.

5. Venue staff (including security guards outside the exhibition halls) have the right to check visitors’ badges or tickets in the exhibition venue and inspectors shall show their ID before the inspection. If the person being inspected cannot show his or her valid identity, he or she has to leave the exhibition hall immediately.

6. The exhibition organizer shall be responsible for security and theft prevention, and properly looks after exhibits and personal belongings of exhibitors. Exhibitors should be reminded to raise awareness of theft prevention and access and leave the exhibition venue on time to ensure the safety of exhibits. During the building-up period, the organizer shall assign staff to take care of articles. If any item is found missing, the exhibitor shall promptly report to the organizer or the public security bureau. Exhibitors are responsible for looking after their exhibits, samples and personal belongings. Items with anti-theft requirements shall be taken away from the exhibition hall or entrusted to the organizer to take protective measures such as storage, installation of monitoring equipment, or arrangement of guards.

7. To avoid personal and property losses, the organizer is suggested to purchase property liability insurance. If exhibitors have valuable exhibits, the organizer shall inform the exhibitors that they have can sign a property liability insurance with a security company, and advice the exhibitors to insure their valuables.

8. During the exhibition, any unit or individual must not place exhibits and other articles outside the designated area.

9. With the authorization of the organizer, the security of the exhibition hall may request exhibitors or other personnel to show the “Permit to Leave” slip issued by the organizer before moving the exhibition items out of the exhibition hall.

10. When there is a potential safety hazard caused by a large flow of visitors, the exhibition hall may take emergency measures to control and facilitate passenger flow after soliciting opinions from the police. Measures include suspension of visitor’s badge application and the entrance of new visitors.

11. The exhibitors are responsible for handling all kinds of unexpected events related to the exhibition, such as solving disputes among exhibitors.

12. Commercial photography and photo-taking activities within the red boundary line of the exhibition hall shall be carried out at the designated time and place according to the requirements of the hall staff with the prior consent of the venue. Non-commercial personal photography and other photo-taking activities shall not be carried out in the forbidden zone, nor shall they affect the normal exhibition order and public order, otherwise they will be stopped.

13. To ensure the order of the exhibition and maintain public order and safety within the red boundary line of the venue, the venue has the right to stop the following activities within the red boundary line:1) Any activities without the venue’s permission such as business activities, promotion activities, including the sale of various commodities and foods and providing services with or without charges.2) Posting or distributing leaflets, posters, magazines and various advertising materials in exhibition areas and public areas without permission.3) Any act that affects, pollutes or destruct the environment of the exhibition hall.4) Stay in the exhibition area without permission after the hall is closed.5) Bringing pets in the exhibition without permission.6) Bringing public security control items and inflammable and explosive dangerous articles in the exhibition without permission.7) Any act involving violation of national laws and regulations and social public ethics.

Traffic Safety Management Regulations1. Buses and transport vehicles1) During the building-up and move-out periods, staff of the organizer, exhibitors and other passenger cars and freight trucks , exhibition enter the parking area within the red boundary line with their vehicle pass. The organizer shall make vehicle passes strictly according to the number of parking informed by the exhibition hall.2) The exhibition organizer shall provide the vehicle route planning and vehicle passes to the exhibition hall for review 30 working days in advance, and vehicle licenses with the stamp of the exhibition venue shall be valid. The organizer is requested to provide the corresponding car license samples to the exhibition hall three working days before the building-up period.3) When buses and transport vehicles arrive at the venue, they are required to follow the unified instructions of the staff and enter the designated parking area. During move-in and move-out periods, exhibitors’ transport vehicles need to wait in the parking area when the loading area is fully occupied and follow the staff’s instructions to enter their respective exhibition areas to unload cargo.

4) If vehicles need to access the loading area, they are required to get the Vehicle Pass for Loading and Vehicles Guide Card in the accreditation center of the hall in advance. Security personnel have the right to prevent vehicles that do not comply with site management from accessing the loading area.5) Once the application for any certificate has been made, the relevant fee and administration fee will not be returned. The deposit can be refunded with the Vehicle Pass for Loading and Vehicles Guide Card and the deposit receipt after leaving the loading area on schedule. If the Vehicles Guide Card is damaged or lost, 50 RMB for each card will be charged as compensation.6) The loading time limit is 90 minutes. If transport vehicles leave the loading area on time within 90 minutes, 300 RMB deposit will be refunded. For overtime, 100 RMB will be deducted from the total deposit for every 30 minutes of overtime for each vehicle. If the timeout is less than 30 minutes, it shall be calculated as 30 minutes. Once the total deposit is deducted, the exhibition hall has the right to take compulsory measures to ask relevant units, vehicles and personnel to leave the exhibition hall immediately.7) Drivers must follow security guards’ instructions and not leave their vehicles when loading goods. they should leave immediately after unloading their goods. Anyone who causes traffic jam will lead to deposit deduction.8) Vehicles are not allowed to park in public passageways or block fire exit doors. Offenders will bear all consequences arising therefrom. Illegal parking of vehicles or storage of goods shall be towed or removed away at the expense of the carrier or goods owner.9) During unloading goods, protective measures shall be taken to avoid damage to hall facilities. Otherwise, the transporter or goods owner will be responsible for compensation for the damage incurred.10) The operation of vehicles in the exhibition hall shall be in strict accordance with the safety operation procedures, and the operators must hold relevant certificates. Vehicles entering the red line boundary shall travel along the route specified during the exhibition period at a speed not exceeding 15km/h and the speed entering the exhibition hall shall not exceed 5km/h.11) Requirements for vehicles entering the exhibition hall on the second floor: length limit 17.5m (including 17.5m); weight limit: not exceed 30 tons and the height limit is 4.5m (including 4.5m). Extra-long, overweight and super-high vehicles have to upload goods in the parking lot designated by the exhibition hall.12)After a vehicle is parked, the doors and windows of the vehicle shall be closed and valuables shall be kept by oneself. The organizer is obliged to inform exhibitors that vehicles are not allowed to park overnight in the North Square during the exhibition period. If a vehicle parking overnight hinders the move-in and move-out work, the vehicle will be towed away at the exhibition organizer’s expense.13)l-leaking vehicles and vehicles carrying inflammable, explosive, toxic, radioactive or pollution articles are prohibited from accessing the exhibition hall. Smoking, using fire, car washing and vehicle maintenance are prohibited in the parking lot.14)If a driver causes safety accidents, leading to casualties and property losses to the National Exhibition and Convention Center or a third party, all units (people) of the vehicle or the driver shall assume all compensation liabilities and relevant legal liabilities.

1) Special vehicles include but are not limited to cranes, forklifts, aerial vehicles, etc. Special vehicles entering the hall must conform to the relevant regulations of the state on the safety management of special equipment, have complete licenses, are in good condition, and have passed the annual inspection according to regulations.2) Special vehicles must enter the exhibition hall with the special vehicle license issued by the certificate accreditation center. Drivers of special vehicles must hold the operation license. They are not allowed to drive without a license or give their special vehicles to others for driving.3) Comply with the speed limit requirements of the exhibition hall. Speeding is forbidden.4)   Comply with the safe production operation rules. Hazardous operation, illegal operation, drunk driving and smoking in a cab are prohibited.5) Special vehicles are used for work only. It is prohibited to drive or pick up people without work tasks.6) When special vehicles are no longer in use after work, the vehicle engines must be shut down.7) Special vehicles are prohibited to park at will and must be parked within the specified area when not in use. Special vehicles that are not parked in the specified area due to special reasons must be guarded by specially-assigned persons.8) If a special vehicle’s driver causes safety accidents, leading to casualties and property losses to the National Exhibition and Convention Center or a third party, all units (people) of the vehicle or the driver shall assume all compensation liabilities and relevant legal liabilities.

3. Other means of transportation

1) No unit or individual is allowed to carry or use any means of transportation such as balance cars, battery cars, scooters, jumping poles, etc. within the exhibition hall without permission.

2) If the driver of the above vehicles causes safety accidents, leading to casualties and property losses to the National Exhibition and Convention Center or a third party, all units (people) of the vehicle or the driver shall assume all compensation liabilities and relevant legal liabilities.

Before construction, real-name authentication and registration, submission of construction blueprints and other procedures shall be handled in accordance with the relevant provisions of the National Exhibition and Convention Center (Shanghai), and relevant fees shall be paid.

2. Construction companies shall be responsible for the safety and fire prevention of the construction site, and a construction company shall have a person-in-charge for the safety and fire prevention of the construction site.

3. The structure of exhibition booths must be firm and safe. Building materials should be non-combustible or flame-retardant materials not lower than the B1 fire prevention standard. Elastic cloth, needle cotton fabric, fake green plants, fake turf, hemp rope curtains are prohibited as decorative materials.

4. The structure of exhibition booths does not allow hanging or binding objects on the top of the exhibition hall, pillars, fences on the second floor and various special pipelines. All other structures should connect the main structure of a booth. It is prohibited to utilize racks at the top of the exhibition hall to hoist a booth’s construction parts.

5. For multi-storey or complex structure exhibition booths and outdoor booths, a detailed structure plan shall be provided (with the seal of a national class I registered structural engineer and the seal of approval from his or her architectural design institute) and a structure audit report.

6. A completely enclosed booth is prohibited. The area of a storage room and any other room shall not exceed 50%. The booth construction plan (including three-dimensional effect drawings, CAD drawings, booth plan drawings, elevation structure drawings, dead load drawings, material labeling drawings and relevant calculation data) must be verified and sealed by a first-class registered structural engineer of the People's Republic of China, and can also be verified by a construction plan verification company designated by the exhibition hall. If an exhibitor or a booth constructor hires a first-class registered structural engineer to examine the drawings, the exhibitor or its booth contractor shall submit the original drawings signed and confirmed by this first-class registered structural engineer and a copy of qualification certificate of this engineer to the construction plan examination company designated by the exhibition hall. The construction plan audit company will charge a drawing review fee according to the review standard.

7. All exhibition booths must be equipped with fire extinguishers that pass the annual inspection.

8. The structure of an exhibition booth is not allowed to block fire-fighting facilities, electrical equipment, emergency exits and audience passages. In order to prevent personal injury due to difference of level between the booth platform and the ground, a gentle slope must be set up at the edge of the platform. No display racks, booths, platforms shall be built and no goods shall be piled up under the fire-proof rolling shutter door of the exhibition hall. The pillars of the exhibition hall where the fire-proof rolling shutter door is located is forbidden to be wrapped and shielded in any form to ensure smooth lifting of the fire-proof rolling shutter door.

9. The height of a raw space booth shall not be higher or lower than the standard heights of a booth for this exhibition.

10. The hanging operation in the new hall is classified as level 3 (15-30m) aerial operation. Booths with hanging requirements must have their own aerial operation equipment and be equipped with professional operation personnel. The hanging operation shall be completed by the construction company itself at their own risk.

11. Outdoor booths shall be well protected against wind to ensure the strength, rigidity, stability and local stability of the booth structure.

12. Glass decoration materials must be made of toughened glass. To ensure the strength and thickness of glass (the thickness of glass walls is not less than 8mm), the installation method of glass should be reasonable and reliable. Metal frames must be made or professional hardware must be used for glass installation. Elastic material should be used as a cushion between frames and hardware and glass material to ensure the safety of glass use. Large glass material shall be pasted with obvious signs to prevent injuries caused by breakage. If a glass platform is used, the structural supports and walls must be fixed under the platform, and the booth structure must not be erected directly above a smooth glass surface.

13. The selection of materials for booth construction shall conform to the material usage standards for temporary buildings of relevant national departments and shall be reasonably selected based on the characteristics of the exhibition. The selection of materials shall conform to the national environmental protection requirements.

14. Smoking is prohibited in the exhibition. Inflammable and explosive materials are not allowed for booth construction, and the use of naked fire is prohibited.

15. Booth construction personnel should wear certificates before entering the venue for construction. Wearing inconsistent identification cards and inverted identification cards are not allowed. Professional and technical personnel must hold work permits for construction.

16. Construction companies shall clean up all kinds of wastes such as construction garbage at any time during construction. Booth building materials shall be neatly packed in the booth. It is prohibited to block fire-fighting passageways. It is forbidden to set up a warehouse in the booth or store booth materials and construction tools in public areas. Otherwise, the construction office has the right to confiscate the materials and reserves the right to deduct the construction deposit.

17. The use of neon lights as decorative illumination for exhibition booths is prohibited. The state safety certification for the electric facilities and materials such as light fittings etc. shall be provided and the same shall be constructed, installed and used in line with the Electric Installation Standards of Shanghai. Double layer isolation ducts shall be used for electric connection installation and the terminals must be fully covered and protected by isolation boxes.

18. Construction companies shall not use fixed facilities such as the exhibition hall’s distribution box, water source and air source. Outdoor lamps, sockets, distribution boards, etc. shall be rainproof, and outdoor electrical equipment shall be equipped with reliable rainproof measures.

19. During the exhibition, construction companies shall arrange for a site safety supervisor and a person-in-charge to handle any problems in time.

20. When the move-out period, construction companies must withdraw all the building materials and clear them away. It is prohibited to pile them up in the exhibition booth or the courtyard of the exhibition center.

21. The Construction Office reserves the right to impose special restrictions on booth construction in special circumstances. The management of the construction office has the right to enter a booth for inspection.

22. Relevant penalties shall be implemented in case of violation of regulations during booth construction, exhibition and move-out periods.

Construction companies shall take full responsibility for all safety accidents such as casualties, fire and damage to exhibition buildings and facilities caused by violation of the above regulations during the building-up period, move-out period and transportation of construction material, and shall bear all reputational and economic losses caused to the National Exhibition and Convention Center (Shanghai). The construction company shall have its own fire extinguishers and shall prepare for one fire extinguisher for every 30 square meters and two fire extinguishers for every 50 square meters. All construction personnel must wear safety helmets; two carbon dioxide fire extinguishers for each large LED screen; the raw space booth shall not be higher than or lower than the standard height specified by each hall.

Booth constructors shall strictly follow their construction plans. False green plants and turf shall not be used; fully-enclosed raw space booths are not allowed, and at least two or more entrances shall be reserved for a booth more than 50 square meters (including 50 square meters); The width of a passageway in a booth shall not be less than 2 meters.The use of membrane structure must be equipped with a fire prevention test report. Elastic cloth, grid cloth, light-shielding cloth and materials that do not conform to the fire prevention regulations cannot be used. The top of an exhibition booth cannot be closed. No combustible materials shall be placed within half a meter of an electric box.

Construction companies shall submit photocopies of aerial work permits if aerial work is needed. Operation staff shall wear safety belts, which shall be fastened above the working place, and the operation shall be supervised by a construction supervisor (safety helmets and safety belts shall be brought to the venue office for inspection);

The power source must be cut off after work (every day during the building-up period) and at the end of a day (during the exhibition period). Construction companies shall not abandon any water, waste or construction waste into the trench of the exhibition hall;

During the construction application, building-up and exhibition periods, construction companies must rectify any problems based on the rectification opinions put forward by the exhibition operation department, security department, fire department, Beijing large-scale activity department and other relevant departments of the National Exhibition and Convention Center (Shanghai). Otherwise, all consequences arising therefrom shall be borne by the construction company.

The fire inspection report and a sample of membrane structure, grid cloth and carpets must be provided, and the sample provided must be the same as the materials used for booth construction.

Note: The inspection report shall be issued by the provincial and municipal administrative units for fire prevention inspection of building materials (not lower than B1), and shall not exceed its validity period. The final inspection result shall be subject to the final judgment by the fire department.

Construction companies shall connect their electricity box with the three-phase leakage protection device to the electricity box of the venue, and the exhibition hall shall not send power before the inspection.

The move-out time shall be subject to the time specified in the Exhibitor's Manual, and all expenses incurred due to work overtime during the move-out time period shall be borne by the booth construction company.
