1. BACKGROUND TO THE NATIONAL RESEARCH FOUNDATION AND ITS BUSINESS UNITSThe National Research Foundation (“NRF”) is a juristic person established in terms of Section 2 of the National Research Foundation Act, Act 23 of 1998 and a Schedule 3A Public Entity in terms of the Public Finance Management Act. The NRF is the government’s national agency responsible for promoting and supporting research and human capital development through funding, the provision of National Research Facilities and science outreach platforms and programs to the broader community in all fields of science and technology, including natural science, engineering, social science and humanities.

2. BACKGROUND TO THE SOUTH AFRICAN AGENCY FOR SCIENCE AND TECHNOLOGY The South African Agency for Science and Technology (SAASTA) is a business unit of the National Research Foundation (NRF) with the mandate to advance public awareness, appreciation and engagement of science, engineering and technology (SET) in South Africa.

3. BACKGOUND TO SPACE SCIENCE AND TECHNOLOGY

SAASTA’s involvement in Space Science Education, Outreach and Awareness dates back to 2003 when World Space Week was implemented and SAASTA was commissioned by Department of Science and Technology (DST) to implement space science outreach activities. South African National Space Agency (SANSA) is mandated as the primary, but not sole implementing agency of South Africa’s National Space Programme to direct Government’s investment in space science and technology. Their role is to foster research and cooperation in space science, technology and engineering, develop applications and services, advance competencies and capabilities, support industrial development and grow and sustain space related facilities, programmes and outreach activities.Space science focuses on everything above and beyond the surface of earth, from the atmosphere to the very edges of the universe, e.g. astronomy, Space physics and geodesy. Space Science uses Space technology in satellites and ground system that is used to study the universe (looking up) and the earth (looking down).

3.1. BACKGROUND TO THE WORLD SPACE WEEK PROJECT

World Space Week, held from 4 to 10 October, was declared in 1999 by the United Nations General Assembly to celebrate each year at the international level, the contribution of space science and technology to the betterment of the human condition. This was in response to the recommendation of United Nations conference on the exploration and peaceful uses of outer space (UNISPACE III) which states:

•4 October 1957 was the date of the launch into outer space of the first human-made Earth satellite, Sputnik I, thus opening the way for space exploration;

•10 October 1967 was the date of the entry of the Treaty on Principles Governing the Activities of States in the Exploration and Peaceful Uses of Outer Space, including the Moon and Other Celestial Bodies;

In order to contribute to the achievement of the objectives of UNISPACE III, in particular that of increasing awareness among decision makers and civil society of the benefits of the peaceful uses of space sciences and technology for sustainable development, to invite the General Assembly to declare, according to its procedures, “World Space Week” between 4 and 10 October for the yearly celebration at the international level of the contribution that space science and technology can make to the betterment of the human condition.

A global theme is selected by the Space Week International Association Board of Directors in conjunction with the UN Office of Outer Space Affairs. Although conformity to the theme is not compulsory, it is encouraged to demonstrate global cooperation in space. SAASTA’s involvement in Space Science Education, Outreach and Awareness dates back to 2003 when World Space Week was implemented.

Each year a different theme is chosen and activities are offered around this theme to the target audiences. World Space Week (WSW 2014) will be celebrated under the theme “Space: Guiding Your Way”. SAASTA intends on using this theme to attract public participation in Space Science related activities.

WSW is viewed as a public awareness project aimed at the following;

- Profiling South African institutions and their achievements (milestones) in the peaceful uses of outer space and space technologies;

- Capacity building, training and education (including careers); and

- Applications and benefits derived from the peaceful use of outer space and technology

- Popularising space science to the broader South African society.

4. PURPOSE OF THIS INVITATION/CALLThe objective is to appoint a number of service providers (including research facilities & HEI) to conduct Space Science and technology related outreach activities during World Space Week (4 October to 10 October) until 15 November 2014.

National Research FacilitiesNational Research Facilities are still required to complete the Bid Document, but are not required to complete the SBD forms. Proposals will be evaluated on the same principle. All proposals need to follow the submission rules as set out in this document.

5. SCOPE OF WORK

The contracted service providers are to offer a range of Space Science and technology related outreach and awareness activities within the proposed theme. These activities can be on the promotion of science, mathematics, engineering and technology.

6. SPECIFICATIONS

6.1. THEME FOR 2014

Theme – “Space: Guiding Your Way”Applicants are also encouraged to focus on the following thematic programmes : Earth Observation, Space Science and Exploration, Navigation, Communications and Satellites

6.2. DETAIL SPECIFICATIONS AND QUOTATION TEMPLATE

6.3. General

In order to facilitate service delivery, South Africa is demarcated into District Municipalities and/or Metros.

In an attempt to achieve an even spread of the Space Science activities, proposals should indicate the

Municipal Districts or Metros under which the area in which activities will be held falls. (See annexure A

attached for District Allocation)

6.3.1. Provide activities within your field of expertise where applicable, but not limited. Research Facilities

are encouraged to submit proposals.

6.3.2. To enable citizens to understand and appreciate their own environments, local activities should be

highlighted. Advice can be sought directly from SAASTA for guidance;

6.3.3. Identified educational resource material will be provided by SAASTA.

6.3.4. It is compulsory to respond to all objectives and target groups.

6.3.5. Any deviation from the framework must be approved by SAASTA in writing;

6.3.6. Indicate if any part of your proposal will be outsourced to a third party, if so, third party profile and

terms and conditions between the provider and third party are to be attached. Indicate as well on the

SBD6.1 Preference Claim form field’s where part of your proposal is outsourced;

6.3.7. If required prior to change of line item, you are expected to apply in writing via email for approval to

make any line item changes after the contract has been signed as per the deadline, which will be

communicated to you in due course;

6.3.8. Submit a narrative and financial report 30 days after the project roll-out as per the deadline in your

contract; Templates for these two reports will be provided in due course;

6.3.9. Provide SAASTA with a CD of event photos

6.3.10. Provide registers/proof of attendance (templates will be provided).

6.3.11. Service provider to ensure that parents have signed consent forms for their learners before they

attend the intervention.

6.4. Target Audience

The targeted audience should comprise of 60% as the general public.

You are expected to indicate who you are targeting. The possible target participants are:

- General public

- Industry

- Media

- Learners in the schooling system

- Higher education institutions- Science centers, natural history museums and interpretation centers- Science councils (including National Research Facilities) - Politicians or decision-makers - Government departments involved in scientific and technological activities.

6.5. Budget Submission Requirements6.5.1.Price is fully inclusive of all costs; value added tax and other taxes.6.5.2.Proposal price in South African currency, foreign exchange risk is for the account of the service

provider.6.5.3.Detailed proposal including detailed calculations must be submitted on the prescribed template.

6.6. Proposal Quotation Template (SBD 3)6.6.1.1. Bidders are required to submit their proposal on the standard SBD 3 template.6.6.1.2. The SBD3 template allows for fair, transparent and efficient evaluation of proposals received.6.6.1.3. Travel costs to be charged up to a maximum of R3.24 per km when using a private vehicle.6.6.1.4. If catering is needed, only snacks/refreshments at a maximum rate of R40 per person per day will be

allowed. 6.6.1.5. Accommodation may not exceed a maximum of R1300-00 for bed, breakfast & dinner, per person

per night (as per National Treasury)6.6.1.6. A management fee of up to a maximum of 10% will be allowed. This fee is to be calculated by adding

up all expenses and indicating the sub-total. The management fee is a percentage of this sub-total and the amount indicated separately. No promotional items will be funded.

6.7. Award Cap6.7.1.1. A Space Science Outreach and technology Awareness programme is a national programme that aims

to promote as many activities as possible across the 9 provinces, only one proposal per organisation will be considered with the maximum award being capped at R80, 000-00 (organisations can apply for more than one province). Research Facilities are encouraged to submit proposals.

6.7.1.2. Proposals should clearly indicate whether activities are prior, during WSW or after WSW as indicated on the template.

6.7.1.3. An organisation is defined as an independent business unit.6.7.1.4. Each activity proposed must include the costing of the expected number of people it will reach.6.7.1.5. Proposals ranging from R20 000 to R80 000 are invited depending on (1) capacity of the organisation

and (2) the intended audience reach of the project with the proposals setting out the costing per activity.

7. PERFORMANCE MONITORING NARRATIVE REPORT – SITE REPORT7.1.1. A template will be provided once you have been selected. This report is compulsory. 7.1.2. The service provider will be expected to deal with any queries within 72 hours. 7.1.3. All reports (narrative and financial) must adhere to the deadline. 7.1.4. All financial reports must be accompanied by both proof of expenditure as well as proof of payment

for each expense. 7.1.5. Service provider must write on the proof of expenditure and proof of payment the line item number

corresponding with the budget.

8. INVOICE SUBMISSION AND PAYMENT THEREOF8.1. NRF/SAASTA requires that the Performance Monitoring Narrative Report, Financial report,

Attendance registers and CD with photos are provided with the invoices to enable NRF/SAASTA to validate the delivery of the goods and/or services as stipulated in the contract.

8.2. NRF/SAASTA undertakes to pay validated invoices in full within 30 (thirty) days from date of validation provided that all the necessary documents were submitted, i.e. (1) proof of expenditure (Invoices) as well as (2) proof of payment ( deposit slip, internet banking ) per item claimed.

9. CONTRACT PERIOD9.1. The contract is signed from receipt of your acknowledgement and acceptance of the letter of award

issued and will continue through the stipulated period.

10. CASH FLOW SUPPORT10.1. SAASTA shall provide support by making available a deposit equal to 80% of the awarded amount.

This is not a pre-payment of your final invoices.10.2. Please note that no payment is made for outstanding deliverables or for any unproductive or

duplicated time spent by the service provider.

11. FINAL AND BEST OFFER AND REVISION OF PROPOSALS11.1. A large number of proposals are expected and which are required to be funded. Evaluation of costing

may require service provider, upon feedback from the Evaluation Committee, to reassess their 8

proposal and submit revised final and best offers enabling as many activities across as many centres as possible, to be put into play.

12. SELECTION ON SPECIFICATIONS AND CAPABILITIES AND CAPACITIESAs required by legislation the proposals submitted in response to the call for proposals follows the following process:

12.1. A Terms of Reference (ToR) is developed and approved for advertising which constitutes this document, i.e. the invitation to bid. Following the closure of the bid, all proposals are evaluated against the ToR as outlined in this document.

12.2. The set of criteria below is the first stage of qualifying criteria, i.e. NO proposal will be considered if it does not meet the following sets of criteria.

16.4. COST OF PREPARATION FOR THE SERVICE PROVIDER’S ACCOUNTNRF/SAASTA is not liable for any cost incurred by a service provider in the process of responding to this proposal.

16.5. CAPITAL EQUIPMENTThe service provider agrees that no part of this award may be used to purchase any capital equipment.

16.6. THIRD PARTY CONFIRMATIONThe service provider assures SAASTA that in the event of being unable to carry out the project, the project will still go ahead under the leadership of the third party specified to SAASTA or that the award will be returned. To this end, the service provider includes the confirmation from the selected third party that the project and reporting requirements will be carried out should the service provider be unable to complete these or that the award will be returned.

16.7. CONDITIONS OF CONTRACTGeneral Conditions of Contract, as issued by National Treasury, are part of this contractual agreement and are made available on the NRF The Conditions of Contract stipulated in this Bid invitation form part of the Conditions of Contract applying to this document.

16.8. CANCELLATION PRIOR TO AWARDINGThe NRF has the right to withdraw and cancel the Bid.

16.9. LATE BIDS.Bids submitted after the stipulated closing date and time are not considered.

16.10. COLLUSION, FRAUD AND CORRUPTIONAny effort by Bidder/s to influence Bid evaluation, Bid comparisons or Bid award decisions in any manner may result in the rejection of the Bid concerned.

16.11. CONFIDENTIALITYThe successful Bidder agrees to sign a general confidentiality agreement with the NRF.

16.12. VALIDITY PERIODThe Bid has a validity period of 150 days from date of closure of the Bid.

16.13. VALIDATION OF SUBMITTED DOCUMENTATIONThe NRF has the right to have any documentation submitted by the Bidders inspected by another technical body or organization.

16.14. PRESENTATIONS AND PROOF OF FUNCTIONALITYThe NRF has the right to call interviews/presentations/pitching sessions as well as proof of concept sessions with short-listed service providers before the final selection is done.

If the B-BBEE status level of contribution has been claimed or obtained on a fraudulent basis or any of the conditions of contract have not been fulfilled, the purchaser may, in addition to any other remedy it may have –

Disqualify the Bidder from the bidding process;

Recover costs, losses or damages it has incurred or suffered as a result of that Bidder’s conduct;

Cancel the contract and claim any damages which it has suffered as a result of having to make less favourable arrangements due to such cancellation;

Capital equipment: Space Science Grants do not fund the purchase of fixed assets. Travel and subsistence rates: Rates used must adhere to NRF policies, specifically:Accommodation costs are limited to a maximum of R1300-00 for bed and breakfast. Daily allowance/subsistence costs of R250 for full 24 hours away or R10.41 per hour for incomplete day up to a maximum of R250 per day; Maximum rate for use of privately owned motor vehicles is: R3.24 per km.

Mathematics in our daily lives: Two presenters from maths organisations are invited to show learnrs a numbers of ways maths is applied in our daily lives. Presentations on Patterns, Fibonacci numbers and Phylotaxis will be provided. 3 Presenters will present simulanteously at 3 schools per day for 5 days.
