Midtown Area Crime Report, Week of 3-21 to 3-27-17 By CPS John R. Baumann, Minneapolis Police Department Midtown Community Safety Center, 2949 Chicago Ave S, 612-825-6138 Midtown is the area between Highway 35W and Hiawatha Ave, between 28 th St E and 32 nd St E Summary There were 10 Part 1 (most serious) crimes in Midtown during the week, down from 14 last week. Part 1 crimes include homicide, rape, robbery, aggravated assault, burglary, arson, auto theft and larceny (theft). Public information narratives (direct from police reports) for all but the larceny incidents appear below. There were 5 violent crimes reported-1 rape, 2 robberies and 2 aggravated assaults. By comparison, there were 4 violent crimes last week-all robberies. There were no homicides, burglaries or arsons reported during this week. There were no business robberies and no business burglaries reported during the week. MPD officers arrested and jailed or issued citations to 16 suspects in Midtown. Focused Enforcement in Midtown Lake Street (29 th St E to 32 nd St E, I-35 W to 16 th Ave S) was a focused enforcement area for violent crime this week. Results included: 125 stops, 101 directed patrols and 13 arrests. There was 1 rape, 1 robbery and 1 aggravated assault reported in this area during the week. Strategies for the coming week include: Patrol Tactics • Directed patrol, foot beats, proactive stops, business checks.

Summary There were 10 Part 1 (most serious) crimes in Midtown during the week, down from 14 last week.
Part 1 crimes include homicide, rape, robbery, aggravated assault, burglary, arson, auto theft and larceny (theft). Public information narratives (direct from police reports) for all but the larceny incidents appear below.
There were 5 violent crimes reported-1 rape, 2 robberies and 2 aggravated assaults. By comparison, there were 4 violent crimes last week-all robberies.

Investigative Tactics• Regular details with neighborhood Probation Officers and MAVI (Minnesota Ant-Violence Initiative) to focus
on chronic offenders.• Evening Beat Detail with Probation.
Crime Prevention Tactics• Work with Lake St Council on grants for lighting, etc.
Problem Properties Strategies• Problem Properties focus on an address on 5th Ave. The community is monitoring the address. • CPS & Problem Properties Officer will meet with Salvation Army to determine division leadership.
Reported Part 1 Crimes in Midtown This Week (Excluding Larceny)
Rape (1)3-22, 12:00 to 2:00 pm Lake St E & 16th Ave S (East Phillips or Powderhorn Park neighborhood) Officer responded to a Criminal Sexual Conduct-Rape at North Memorial Medical Center. Victim provided suspect information. Victim was advised and given a blue (victim resources) card. Recommendation: Further investigation.
Robbery (2)3-24, 9:50 to 9:52 pm 28th St E & Bloomington Ave S (East Phillips neighborhood) Victim reported that he was robbed at gunpoint by Suspect 1 and Suspect 2 at the above location between the above times. Victim provided a limited suspect description. Emergency Medical Service was refused and Victim was given a blue (victim resources) card. Recommendation: Case closed pending further information or leads.
3-25, 9:13 to 9:25 pm 32nd St E & Chicago Ave S (Central or Powderhorn Park neighborhood) Officers were dispatched to the above for a robbery of person report. Victim stated she was walking southbound on Chicago Av S at 32 St E, when a male dressed in all black wearing a black mask jumped from a green minivan and she was thrown down. Suspect then took Victim's purse before jumping back into the van and leaving in an unknown direction. Victim stated she was uninjured and refused medical attention. Victim provided a blue (victim resources) card. Recommendation: Further investigation.
Aggravated Assault (2)3-23, 2:30 to 2:35 pm Lake St E & Hiawatha Ave S (East Phillips or Corcoran neighborhood) Officers responded to an assault in progress at the above location. Officers spoke with Victim who stated he was assaulted by classmates. Officers spoke with Victim over the phone and upon arrival at Victim's residence, Victim was not able to be located. Recommendation: Further investigation.
3-26, 9:45 pm to 3-27, 10:00 pm 30xx 14th Ave S (Powderhorn Park neighborhood) Officers were dispatched to a report of domestic abuse at the above listed address. Suspect was gone on officers’ arrival. Suspect was not on the enhancement list. Domestic abuse supplement was filled out along with medical release forms and inventories. Victim 1 declined medical attention, Victim 1 and Victim 2 were transported to the hospital, Victim 2 possibly had minor injuries. Victim 1 was given a blue (police resources) card. Officers contacted the domestic hotline. Recommendation: Further investigation.
Auto Theft (1)3-25, 3:12 pm to 3-26, 3:30 pm Lake St E & 15th Ave S (Midtown Phillips or Powderhorn Park neighborhood) The victim’s friend parked his vehicle at the above intersection. When he attempted to find it again it was gone. The Auto Desk was notified.

3-21, 10:42 pm Lake St E & 10th Ave S Kevin Gerald Robinson stopped, arrested and booked into Hennepin County Jail for 1 Felony Warrant.
3-21, 10:47 pm 29th St E & 11th Ave S Ahmed Deq Laylan Mohamed arrested and booked into Hennepin County Jail for Narcotics Violation (Felony); Abubakar Hassan Mahamud stopped and issued a citation for Driving After Revocation.
3-22, 3:20 am 28th St E & 18th Ave S Carlos Raul Olson arrested and booked into Hennepin County Jail for Motor Vehicle Theft (Felony) and Narcotics Violation (Felony); Lydia Rose Sargent arrested and booked into Hennepin County Jail for Narcotics Violation (Felony) and 2 Misdemeanor Warrants; Talana Corrine Ortley arrested and booked into Hennepin County Jail for 2 Gross Misdemeanor Warrants and 1 Misdemeanor Warrant.

3-22, 8:12 pm 28xx Clinton Ave S Rebecca Lynn Goodman stopped and issued a citation for Driving After Revocation and No Proof of Insurance.

3-27, 11:58 pm Lake St E & 3rd Ave S Justin Lee Iverson stopped and issued a citation for Driving After Revocation and No Proof of Insurance.
Metro Transit Police Department (MTPD) Arrests in Midtown (2)3-24, 8:36 am 29xx Chicago Ave S Jovauna Marie Gill arrested and booked into Hennepin County Jail for 2 Felony Warrants (Theft), 1 Gross Misdemeanor Warrant (False Information) and 11 Misdemeanor Warrants (various charges).
3-25, 2:11 pm 29xx Chicago Ave S Joseph Kpane Kaleewoun arrested and booked into Hennepin County Jail for 1 Misdemeanor Warrant.
