भारत क एकता एव ंअख डता के िलए उ लखे नीय एव ं रेणादायक योगदान देन ेके िलए

1. तावना 1.1 भारत ने ऐितहािसक वतं ता संघष के उपरांत िवदशेी दासता से मुि पाई िजसम असं य जाने-माने एवं गुमनाम यि य ने अपने जीवन का सव च बिलदान दया। वतं भारत का सपना साकार आ तथा असं य लोग के बिलदान, आजादी के हमारे संघष म शािमल नेता एवं संिवधान िनमाता क दरूद शता पर आधुिनक रा क आधारिशला रखी गई। 1.2 िवगत सात दशक से भारत क जातांि क राजनीित समय के साथ-साथ और अिधक मजबूत ई ह ैऔर आज यह िव व के सबसे बड़े जातं के प म अपने दशक पुराने जातांि क मू य , ब लवादी परंपरा तथा एक रा के प म इसक एकता एवं

भुस ता के ित दढ़ृ िन ठा, िजसे इसके नाग रक ारा बराकरार रखा गया ह ैऔर पोिषत कया गया ह,ै क सा य बनी ई ह।ै

1.3 रा ीय एकता एवं अख डता को बढ़ावा दनेे तथा एक रा के प म दशे के ताने-बाने को और अिधक सुदढ़ृ बनाने के िलए अनेक लोग ने िन: वाथ भाव से अनवरत यास कए। दशे क एकता एवं अख डता को बढ़ावा दनेे के िलए कायरत ऐसे यि य के

अनुकरणीय एवं उ कृ ट योगदान को स मािनत कए जाने क आव यकता ह ैता क वे एक सुदढ़ृ एवं संग ठत रा के प म भारत क छिव को बढ़ावा दतेे ए अ य यि य के िलए

ेरणा- ोत बन सक।

2 सरदार पटेल रा ीय एकता स मान

2. उ े य

सरदार पटेल रा ीय एकता स मान का उ े य रा ीय एकता एवं अख डता को बढ़ावा दनेे तथा सुदढ़ृ एवं संग ठत रा क मह ता म योगदान दनेे वाले नाग रक / संगठन / सं था ारा दए गए उ लेखनीय एवं अनुकरणीय योगदान को स मािनत करना ह।ै

3. सरदार पटेल रा ीय एकता स मान 3.1 दशे क एकता एवं अख डता को बढ़ावा दनेे के े म योगदान के िलए सरदार पटेल रा ीय एकता स मान (िजसे इसम इसके प चात ‘स मान’ कहा गया ह)ै सव च नाग रक स मान माना जाएगा। 3.2 इस स मान क घोषणा ितवष रा ीय एकता दवस अथात सरदार व लभभाई पटेल क जयंती के अवसर पर अथात 31 अ तूबर को क जाएगी। 3.3 स मान म एक पदक तथा एक शि त प शािमल होगा। इस स मान के साथ कोई मौ क अनुदान/ नकद पुर कार दान नह कया जाएगा। 3.4 यह स मान रा पित ारा ह ता रत एवं उनक मुहर लगी सनद के प म प पुर कार दान करने के समारोह के साथ आयोिजत पुर कार िवतरण समारोह म दान कया जाएगा, िजसका आयोजन रा पित भवन म कया जा सकता ह।ै पुर कार िवतरण

समारोह के अवसर पर एक मारक पुि तका, िजसम सरदार पटेल का फोटो तथा भारत क एकता के संबंध म उनके ारा कही गई बात एवं स मान ा तकता का शि त प तथा फोटो छपा होगा, का भी िवमोचन कया जाएगा। 3.5 स मान ा तकता के नाम स मान दान करने के समारोह के दन भारत के राजप म कािशत कए जाएगें और ऐसे सभी स मान ा तकता का एक रिज टर रखा जाएगा। 3.6 स मान का व प और उसका िवशेष िववरण अनुल नक-‘क’ म दए गए के अनु प होगा।


3.7 इस स मान को धारण करने का पैटन और उसक शत का िववरण अनुल नक-’ख’ म दए गए के अनु प होगा।

3.8 एक वष म तीन से अिधक स मान नह दए जाएगें, जो उस वष के िलए स मान सिमित ारा उपयु त उ मीदवार का चयन कर दए जाने पर दान कया जाएगा। 3.9 यह स मान उपािध नह ह ैऔर इसे कसी भी कार से नाम से पहले अथवा उसके बाद म योग नह कया जा सकता ह।ै कसी भी दु पयोग के मामले म चूककता से स मान वापस ले िलया जाएगा। 3.10 यह स मान अित असाधारण और अ यिधक सुयो य मामल को छोड़कर मरणोपरांत

दान नह कया जायेगा। 4. पा ता 4.1 भारत का कोई भी नाग रक धम, जाित, जाित, लग, ज म थान, आयु अथवा यवसाय का भेदभाव कए िबना और कोई भी संगठन/ सं था, इस स मान हतेु पा ह गे ।

4.2 केवल यि / संगठन/ सं था ही इस स मान हतेु आवेदन करने के िलए पा ह गे। 5. स मान दान करन ेहेत ुमानद ड स मान ा त करने के उ मीदवार ारा रा ीय एकता और अख डता को बढ़ावा दनेे और ो सािहत करने के िलए इस कार से उ कृ ट यास तथा उ लेखनीय योगदान कया गया हो क वह अ य लोग के िलए ेरणा ोत बन सके, और शि शाली तथा

अख ड भारत के मू य को पुन थािपत करे। 6. आवदेन हेत ु या 6.1 नामांकन येक वष सावजिनक प से आमंि त कए जाएगें।


6.2 आवेदन को गृह मं ालय ारा िवशेष प से िडजाइन क गई वेबसाइट पर ऑनलाइन दज कया जाएगा। 6.3 स मान दान करने हतेु नामांकन करने के िलए आवेदन येक वष 1 जून से 31 जुलाई के बीच दज कए जाएगें। 6.4 भारत का कोई भी नाग रक अथवा यहां ि थत कोई भी सं था अथवा संगठन कसी भी यि , सं था अथवा संगठन को इस स मान को दान करने हतेु िवचार कए जाने के िलए

नामां कत कर सकता ह।ै यि अथवा सं था या संगठन वयं को भी नामां कत कर सकते ह। पुर कार के िलए िसफा रश रा य सरकार / संघ रा य े शासन और भारत सरकार के मं ालय / िवभाग से भी आमंि त क जा सकती ह जो अपनी िसफा रश ऑनलाइन भेजगे।

7. जाचं सिमित 7.1 गृह मं ालय म िवशेष सिचव/ अपर सिचव क अ य ता म, तथा सद य के प म दो संयु त सिचव सिहत, एक जांच सिमित का गठन कया जाएगा। 7.2 जाचं सिमित, पा ता और संपूणता के िलए आवेदन क जांच/ छानबीन करेगी और

येक नामांकन पर एक संि ोफ़ाइल तैयार करेगी। यह उ मीदवार ारा कए गए काम के दाव क मािणकता को स यािपत भी कर सकती ह।ै सिमित स मान के िलए अ य यो य उ मीदवार क पहचान या तलाश भी करेगी। 7.3 जांच सिमित, िवचार कए उ त आवेदन को स मान सिमित के सम तुत करेगी। 7.4 स मान के िलए चयिनत स मान ा तकता का सरकार क जांच एजिसय ारा इस उ े य से स यापन कया जाएगा क उनका च र / पूववृ त िन कपट हो। 8. स मान सिमित 8.1 स मान सिमित का गठन धान मं ी ारा कया जाएगा ।


8.2 स मान सिमित म धान मं ी ारा चयिनत तीन से चार िस यि य के अलावा मंि मंडल सिचव, धान मं ी के धान या अपर धान सिचव, गृह सिचव तथा रा पित के सिचव सद य के प म शािमल ह गे। 8.3 यह सुिनि त करने के िलए क स मान गौरवमयी माना जाए, स मान सिमित कसी यि या संगठन या सं था को स मान के िलए िसफा रश करते समय उ चतम मानक को

लागू करेगी। 8.4 स मान सिमित ारा सं तुत स मान ा तकता के नाम को अनुमोदन के िलए गृह मं ी, धान मं ी तथा रा पित के सम तुत कया जाएगा। 8.5 कोई भी स मान, स मान सिमित क िसफा रश के िबना दान नह कया जाएगा। 8.6 स मान क िव वसनीयता केवल दशािनदश क भाषा नह बि क स मान

ा तकता के चयन म स मान सिमित के काय पर आधा रत होगी।

सरदार पटेल रा ीय एकता स मान का व प और उसका िवशेष िववरण

पदक / अलंकरण कमल के प े िजसक लंबाई छह सटीमीटर, सबसे बड़ी चौड़ाई छह और दो सटीमीटर और मोटाई चार िमलीमीटर म होगी। यह शु चांदी और सोने का होगा। इसके अ भाग म प े के ऊपर कमल क चार और पाँच सटीमीटर वृ क ितकृित और तीन और चार सटीमीटर ास वाली कमल क सोलह पंखुिड़याँ और एक और दो सटीमीटर क र सी का घेरा होगा। सभी सोलहव पंखुिड़य क ितकृित उभरी होगी । र सी के घेरे और आंत रक च के बीच म सरदार व लभभाई पटेल का उभरा आ िच (फोटो) होगा, जो सटीमीटर के एक और छह म फैला होगा। र सी और िच (फोटो) के बीच म वृताकार म "सरदार पटेल रा ीय एकता स मान” श द उभरा आ अं कत होगा। सरदार पटेल के िच को दो सटीमीटर ास के साथ एक गोलाकार सोने क धातु पर उभरा जाएगा। पृ भाग पर रा य तीक और आदश वा य “स यमेव जयते” उभरा होगा। तीक िच ह, कमल और पंखुड़ी सोने से मढ़ा चांदी का होगा। िशलालेख ॉ टेड (frosted) सोने का होगा।

सरदार पटेल रा ीय एकता स मान को धारण करने का पैटन और

उसक शत का िववरण

पु ष ारा अलंकरण को छाती के बा ओर पहना जाएगा तथा यह भारतीय वज का ितरंगा रंग वाले सवा इंच चौड़े रबन से लटका होगा और मिहला ारा इस अलंकरण को इसी रंग एवं चौड़ाई वाले रबन, जो एक बो के प म बंधा होगा, के साथ पहना जाएगा। अलंकरण ा तकता ारा कुछ अवसर पर इस अलंकरण का लघु प पहना जा सकता ह ैजो सरदार पटेल रा ीय एकता स मान के अलंकरण के आकार से आधा होगा तथा इस उ त लघु प का एक सीलबंद नमूना जमा करवाया जाना चािहए तथा इसे रखा जाना चािहए।

SCHEME OF SARDAR PATEL NATIONAL UNITY AWARD

FOR NOTABLE AND INSPIRING CONTRIBUTION

TO THE UNITY AND INTEGRITY OF INDIA

1. PREAMBLE 1.1 India achieved her freedom from foreign yoke after a historic freedom struggle where countless individuals, named and unnamed, made the supreme sacrifice. The dream of independent India was realized and the foundation of the modern nation was laid on the sacrifices by the multitude, the vision of the leaders of our freedom struggle and the founding fathers of the constitution. 1.2 Over the past seven decades, the democratic polity of India has grown from strength to strength and today, as the largest democracy in the world, stands testimony to the soundness of its age old democratic values, pluralistic traditions and unflinching commitment to its unity and sovereignty as a nation, all of which are sustained and nurtured by its citizens. 1.3 Many citizens worked tirelessly and selflessly to promote the cause of national unity and integrity and to strengthen the fabric of the country as one nation. The exemplary and outstanding contributions of such individuals, who work for promoting the unity and integrity of the country, need to be recognized so that they can serve as an inspiration to others, while reinforcing the idea of India as a strong and united nation.

10 Sardar Patel National Unity Award

2. OBJECTIVE

The objective of the Sardar Patel National Unity Award is to recognize the notable and inspiring contributions made by the citizens/ institutions/ organizations of India to promote the cause of national unity and integrity and to reinforce the value of a strong and united India. 3. SARDAR PATEL NATIONAL UNITY AWARD 3.1 The Sardar Patel National Unity Award (hereinafter, the ‘Award’) shall be regarded as the highest civilian award in the field of contribution to the unity and integrity of India. 3.2 The Award shall be announced on the occasion of the National Unity Day, which is the birth anniversary of Sardar Vallabhbhai Patel i.e. 31st October, each year. 3.3 The Award shall consist of a medal and a citation. No monetary grant/cash award shall be attached to this Award. 3.4 The Award shall be conferred by the President by a Sanad under his hand and seal and presented by him in a presentation ceremony along with the Padma Awards presentation ceremony which may be held in Rashtrapati Bhawan. A commemorative brochure, containing the photograph and quotations of Sardar Patel on unity of India, citation and photograph of Award winner, will also be released on the day of the presentation ceremony. 3.5 The names of the Awardees shall be published in the Gazette of India on the day of the presentation ceremony and a register of all such recipients shall be maintained. 3.6 The design and specification of the decoration would be as given in the Annexure-‘A’. 3.7 The pattern and conditions for wearing the decoration may be as detailed in the Annexure-‘B’.


3.8 Not more than three Awards shall be given in a year, subject to a suitable candidate being selected by the Award Committee for that year. 3.9 The Award is not a title and cannot be used as suffix or prefix in any manner whatsoever. In the case of any misuse, the defaulter will forfeit the Award. 3.10 The Award shall not be conferred posthumously except in very rare and highly deserving cases. 4. ELIGIBILITY 4.1 Any citizen of India without distinction of religion, race, caste, gender, place of birth, age or occupation and any institution/ organization shall be eligible for the Award. 4.2 Only individuals/ institutions/ organizations would be eligible to apply for this Award. 5. CRITERIA FOR AWARD

The candidate for the Award should have made outstanding efforts and notable contribution to promote and further the cause of national unity and integrity in a manner that may serve as an inspiration to others, and reinforce the value of a strong and united India. 6. PROCEDURE FOR APPLYING 6.1 Nominations will be invited publically every year. 6.2 The application shall be filed online on the website specifically designed by Ministry of Home Affairs.


6.3 The applications towards nomination for the Award shall be filed between 1st June to 31st July each year. 6.4 Any Indian national or institution or organization based in India can nominate an individual or institution or organization for consideration for this Award. Individuals can also nominate themselves. The recommendations for the award may also be invited from the State Governments/ UT Administrations and Ministries/ Departments of the Government of India who shall send their recommendations online. 7. SCREENING COMMITTEE 7.1 A Screening Committee will be constituted in the Ministry of Home Affairs under the chairmanship of Special Secretary/ Additional Secretary, with two Joint Secretaries as Members. 7.2 The Screening Committee shall process the applications for eligibility and completeness and prepare a brief of profile on each nomination. It may also verify the authenticity of work claimed to have been done by the candidates. The Committee shall also identify or search for other deserving candidates for the award. 7.3 The Screening Committee shall place the applications, processed above, before the Award Committee. 7.4 Candidates selected for the Award would be subjected to verification by the investigating agencies of the Government with a view to ensuring that their character/ antecedents are above board. 8. AWARD COMMITTEE 8.1 The Award Committee may be constituted by the Prime Minister.


8.2 The Award Committee will include the Cabinet Secretary, Principal or Additional Principal Secretary to the Prime Minister, Home Secretary, and Secretary to the President as Members besides three to four eminent persons selected by the Prime Minister. 8.3 To ensure that the Award is regarded as prestigious, the Award Committee will apply the highest standards while recommending a candidate for the Award. 8.4 The names of the candidates recommended by the Award Committee will be submitted to the Home Minister, the Prime Minister and the President for approval. 8.5 No Award shall be conferred except on the recommendation of the Award Committee. 8.6 The credibility of the Award would not be merely based on the language of the guidelines but by the action of the Award Committee in the selection of the persons.

Annexure-‘A’ DESIGN AND SPECIFICATION OF THE DECORATION OF

SARDAR PATEL NATIONAL UNITY AWARD

The decoration shall be in the form of a lotus leaf, six centimeter in length, six and two centimeter at its greatest breadth and four millimeter in thickness. It shall be of fine silver and gold. On its obverse shall be embossed a replica of the lotus four and five centimeter circle and three-four of a centimeter in diameter with petals of lotus spreading out from sixteen petals and one-two of a centimeter the rope circle, and all sixteen petals attached/based with rope circle and inner circle a embossed photo of Sardar Vallabhbhai Patel spreading out from one-six of a centimeter and between rope and circle of photo embossed the words SARDAR PATEL NATIONAL UNITY AWARD in Hindi. The portrait of Sardar Patel will be embossed upon a circular shaped gold metal with diameter of two centimeter. On the reverse shall be embossed the State Emblem and motto in Hindi. The Emblem, the lotus and the petals shall be of fine silver plated with gold. The inscription shall be of frosted gold.


Annexure-‘B’

PATTERN AND CONDITIONS FOR WEARING THE DECORATION OF SARDAR PATEL NATIONAL UNITY

AWARD

The decoration shall be worn by men on the left breast, suspended from a plain lotus tri-colour ribbon one and four centimeter in width; and by women the same colour and width fashioned into a bow. The miniature of the decoration which may be worn on certain occasions by recipients shall be half the size of the SARDAR PATEL NATIONAL UNITY AWARD, and a sealed pattern of the said miniature shall be deposited and kept.
