MINUTES OF THE CITY COUNCIL MEETING

JUNE 16, 2014

1. The meeting was called to order by Mayor Smith at 7:30 p.m. 2. The following aldermen were present: Notheisen, Thomas, Hopkins, Trantham, Metzger,

Frederick and Koerber. Alderman Heller was absent. 3. Pledge of Allegiance was led by Mayor Smith. Mayor requested a moment of silence in the death of Dix Lenhardt. 4. Correction or Withdrawal of Agenda Items by Sponsor. None. 5. Approval of Minutes as Written or Amended. Motion made by Alderman Frederick and seconded by Alderman Hopkins to approve June 02,

2014, 7:30 p.m., City Council Meeting Minutes. Motion passed unanimously with Aldermen, Frederick, Koerber, Notheisen Thomas, Hopkins, Trantham and Metzger voting yea.

6. Petitions by Citizens on Non-Agenda Items. None. 7. Communications from the Mayor and other City Officers.

A. Report of Collector. Report is in the packet. Motion to accept the report made by Alderman Notheisen and

seconded by Alderman Metzger. Discussion regarding decrease in sales tax. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Metzger, Frederick and Koerber voting yea.

B. Report of Treasurer. Report is in the packet. Motion to accept the report made by Alderman Metzger and

seconded by Alderman Frederick. Motion passed unanimously with Aldermen Metzger, Frederick, Koerber, Notheisen, Thomas, Hopkins and Trantham voting yea.

C. Report of Zoning Administrator. No report. Administrator Jim Nagel was absent. D. Report of Director of Public Works. No report. F. Report of Chief of Police. No report. G. Report of City Attorney. No report. H. Report and Communication by Mayor. Mayor Smith stated the first coat of asphalt has been laid on Vandebrook Drive and

should be ready for road traffic by the end of the year.

A. Consideration and Action on Resolution No. 14-06 Approving a Professional Services

Agreement – Task Order No. 4 between the City of Waterloo, Illinois and HMG Engineers, Inc. for Engineering Services regarding the Handicap Accessible Fishing Pier Project. Motion made by Alderman Metzger and seconded by Alderman Thomas to approve Agenda Item #10A, Resolution No. 14-06 Approving a Professional Services Agreement – Task Order No. 4 between the City of Waterloo, Illinois and HMB Engineers, Inc. for Engineering Services regarding the Handicap Accessible Fishing Pier Project. Motion passed unanimously with Aldermen Metzger, Frederick, Koerber, Notheisen, Thomas, Hopkins and Trantham voting yea.

B. Consideration and Action on Ordinance No. 1666 Authorizing the Sale of Excess

Seized Equipment by the Waterloo Police Department for a 2003 Chevrolet Monte Carlo by Sealed Bid. Motion made by Alderman Notheisen and seconded by Alderman Frederick to approve Agenda Item #10B, Ordinance No. 1666 Authorizing the Sale of Excess Seized Equipment by the Waterloo Police Department for a 2003 Chevrolet Monte Carlo by Sealed Bid. Discussion. Chief Trantham stated the sale was for $1,000. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Metzger, Frederick and Koerber voting yea.

A. Consideration and Action on Request from the Life Network of Southern Illinois for

Approval of the Proposed Route for a 5K Run/1.8 Mile Walk to be held on Saturday, September 20, 2014. Motion made by Alderman Hopkins and seconded by Alderman Thomas to approve the request from Life Network of Southern Illinois for approval of the proposed route for a 5K Run/1.8 Mile Walk to be held on Saturday, September 20, 2014. Discussion. Chief Trantham stated the course was approved by the Waterloo Police Department. Motion passed unanimously with Aldermen, Hopkins, Trantham, Metzger, Frederick, Koerber, Notheisen and Thomas voting yea.

B. Consideration and Action on PumpkinFest Ad to be Placed in the Tourism Times Fall

Issue in the Amount of $442.00 to be Paid Out of the Hotel/Motel Tax Fund. Motion made by Alderman Notheisen and seconded by Alderman Trantham to approve the PumpkinFest Ad to be placed in the Tourism Times Fall Issue in the amount of $442.00 to be paid out of the Hotel/Motel Tax Fund. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Metzger, Frederick and Koerber voting yea.

C. Consideration and Action on Annual Membership Dues (Ruby Level) of $2,500.00

with the Tourism Bureau to be Paid Out of the Hotel/Motel Tax Fund. Motion made by Alderman Notheisen and seconded by Alderman Thomas to approve annual membership dues (Ruby Level) of $2,500.00 with the Tourism Bureau to be paid out of the Hotel/Motel Tax Fund. Discussion. The Ruby Level has been in effect for 10 years and it helps with other ads. Motion passed unanimously with Aldermen Notheisen, Thomas, Hopkins, Trantham, Metzger, Frederick and Koerber voting yea.

13. Discussion of Matters by Council Members Arising After Agenda Deadline. Alderman Notheisen reported the Garden Club will complete planting at the Welcome to

Waterloo sign on Route 156 soon. The next Garden Club meeting is scheduled for Wednesday, June 18, 2014 wherein discussion will be the Yard of Distinction contest.

Mayor Smith led the Council in tributes and comments on the life of Dix Lenhardt stating he

was a retired City of Waterloo employee, former alderman, Waterloo Fire Protection District Fireman, Waterloo Police Commissioner and former Auxiliary Police Officer.

14. Motion to Adjourn. Motion made by Alderman Notheisen seconded by Alderman Thomas to

adjourn. Motion passed by unanimous voice vote. Mayor Smith adjourned the meeting at 7:45 p.m.
