1. EXECUTIVE SUMMARY PBKB’s water tank, which is located at Kemaman Supply Base (KSB) Phase 1, was the only water tank storage in the KSB area constructed in 1980’s. The water tank, designed as circular/round reinforced concrete (RC) water tank founded on the ground, has a dimension of 12m in diameter and 5m in height. The water tank is utilising to supply fresh water to warehouses in KSB Phase 1, vessels and also act as a fire water tank. After almost 30 years in operation, PBKSB intends to carry out an inspection for the water tank as well as cleaning to maintain a good water quality and to identify any problems to the structure of the tank. The limitation to execute water tank cleaning is the supply of water to vessels need to be online during the cleaning process and the depth of sediment particles settled in the water tank is questionable. Therefore, it is crucial to carry out comprehensive inspection to propose the most effective cleaning method before the cleaning process without any distraction to PBKSB’s operation.
2. INSPECTION EXECUTION 2.1 TASK
Satu Teknik Sdn Bhd (STSB) has been asked by Client, Pangkalan Bekalan Kemaman Sdn Bhd (PBKSB) to perform an external and internal RC water tank inspection. The location of the said job is at KSB Phase 1, Kemaman, Terengganu Darul Iman, Malaysia. We deployed our Mini ROV ST01.2 and Mini Drone DJI Spark to site to perform the GVI.
2.2 INSPECTION OBJECT
The RC water tank will be closely monitored internally and externally for any anomalies, defects, damages and cracks.
2.3 EQUIPMENT
The Mini ROV and Mini Drone were tested at our last work site facility in Kuala Terengganu before departing to KSB. Suitable tools and consumables were also deployed. The Mini ROV is designed to execute underwater GVI with ease and to capture quality photos and video recording in 4K resolution. The Mini Drone is designed to execute aerial GVI with ease and to capture quality photos and video recording in 4K resolution.
The specifications of the Mini ROV and Mini Drone are attached together with the report. Please refer to attachment Item No. 1 and Item No. 2.

2.4 MOBILIZATION & PREPARATION
The Mini ROV + Mini Drone and its manpower are mobilized from STSB’s facility on 12th September 2021. The manpower involved are:-
1) Sham Khaidzir ROV Supervisor / Pilot
2) Nazrul Zamri Project Coordinator
3) Safiullah Johari ROV Pilot / Drone Pilot
4) Mahadi Malek ROV Pilot / Tech
The Mini ROV + Mini Drone are ready in backpacks for easy mobilization. All remote controllers, tether and winder, chargers, laptops, extra batteries and CHIRP sonar are packed inside the backpacks.
Multitools, consumables, water sampling bottles and water sampling pole were obtained before mobilization and were stowed in the vehicle of transport.
Both manpower, equipment and consumables were mobilized to KSB on 12th September 2021 and arrived at site (see Figure 1) on 13th September 2021.

2.5 EXECUTION
Internal Water Tank General Visual Inspection (Underwater Operation)
Our observation class Mini ROV type ST01 was used for this underwater inspection. Once deployed, it commenced with the general visual inspection of the internal area of the water tank and monitored for any anomalies, defects, damages and cracks. The inspection was done via video recording to determine depth and accurate location of the inspection area. The length of the inspection was dependable on the water conditions and visibility.
External Water Tank General Visual Inspection (Aerial Operation)
Our Mini Drone DJI Spark was used for this aerial inspection. Once deployed, it commenced with the general visual inspection of the external area of the water tank and monitored for any anomalies, defects, damages and cracks. The inspection was done via video recording to determine accurate location of the inspection area. The length of the inspection was dependable on the wind conditions and surrounding obstacles.
Video Recording
The video footages of the complete operation from the Mini ROV and Mini Drone were saved and reviewed for data analysis. The video yields information and smoothness of recording motion.
Data Quality
The data quality was good and showed on our video recordings (see Figure 2 & 3). Visibility was less than 0.5m but managed to get quality videos for inspection.

3. RESULTS The inspection report and video recordings are available at www.satuteknik.com/pbksb. The dive log of the Mini ROV is attached together with the report. Please refer to attachment Item No. 3.

4. CONCLUSION With the current state of the tanks there are in need for major maintenance both from internal to external. Issues that were clearly visible are as follows :-
External
i) Ladder
ii) Surroundings
iii) Open hatch
iv) Painting
Internal
i) Internal ladder
ii) Piping
iii) Bottom tank
iv) Debris
v) Miscellaneous
RECOMMENDATIONS
From our observation through General Visual Inspection (GVI), we recommend that a major maintenance is needed.
Below is our recommendations for major tank maintenance:
External
i) Ladder needs extra anchors to make it stable
ii) The tank surroundings need to be cleaned and if possible cleared from external debris. All valves need to clear from all debris. Markings is also needed for future maintenance
iii) Open hatch need to have new bearings. Also, the hatch cover is missing cement stopper when closing
iv) The tank needs new painting to mark it as RC water tank cum fire water tank
v) Additional, we would suggest that the asset owner install guard rails at the top of the tank. This ensures safety is observed
Internal
i) Diving ladder needs replacement. The current condition is questionable as no diving activities ever dive at site

ii) Piping as seen in the videos are heavily corroded, This is possibly due to oxidization from the water and the presence of oxygen in water. Would recommend upgrading to stainless steel pipes and J tubes
iii) As per video recording, evidently the tank has soil bottom. Thus, we recommend to level the soil. Also we recommend that major clean at the side is necessary to ensure cleanliness of the tank
iv) There is evident of debris in the tank thus the use of divers is needed to clear and clean the bottom tank
v) Final inspection is needed after water tank cleaning utilizing the divers. This final inspection will determine the healthiness of the tank. Also, in accordance to water quality act, Client needs to do regular inspection annually
ADDITIONAL RECOMMENDATION
From the water quality test report (Item No. 4), we used the guidelines of standard for water from the Malaysia Food Act (Item No. 5) and we have found out that result for Sulphate (SO4) was 439.79mg/L, in which the maximum permitted level is 250mg/L. This high reading is due to the fact that the tank has soil bottom.
The presence of Sulphate (SO4) in drinking water can result in a noticeable taste; the lowest taste threshold concentration for Sulphate (SO4) is approximately 250mg/L. Sulphate (SO4) may also contribute to the corrosion of water distribution systems.
No health-based guideline value for Sulphate (SO4) in drinking water is proposed. However, there is going to be an increasing likelihood of complaints arising from a noticeable taste should the concentrations in water increase above 500 mg/L.
With regards to the result for Total Coliform Count, we have found out the reading was >1600MPN/100mL. Coliforms are bacteria that can be found in soil material. Thus, this high reading is also due to the fact that the tank has soil bottom.
In considering the above-mentioned situation, Ultraviolet (UV) water purification is the most effective method for disinfecting bacteria in the water. UV rays penetrate harmful pathogens in the water and destroy illness-causing microorganisms by attacking their genetic core (DNA). This is extremely efficient in eliminating their ability to reproduce. Disinfecting the water with UV light is exceptionally simple, effective and environmentally safe. UV systems destroy 99.99% of harmful microorganisms without adding chemicals or changing the water’s taste or odour.
Below is our additional recommendation:
i) Installing UV water filtration system and strainer at the J tube to improve the water quality
