Michael W. WindsorLEADER OF GROWTH AND DEVELOPMENT

Former President of Dolphin Services and Chemicals, LLC

Mr. Windsor received his Bachelor of Science Degree in Engineering Technology with an emphasis in Production Engineering from Texas A&M University, College Station, Texas in 1985.

After graduating, Mr. Windsor founded East Texas Oil Products based in Lufkin, Texas. The company specialized in producing road base materials in Angelina and Nacogdoches counties. In 1987, Mr. Windsor entered the crude oil reclamation business based in Kilgore, Texas. The company specialized in producing liquid asphalts and road base materials for a 22 county area in East Texas. In late 1987, Mr. Windsor expanded into the crude oil recovery business by obtaining an R2 permit from the Texas Railroad Commission. The company’s focus quickly became recovering crude oil from waste streams associated with exploration and production. By 1991, the company had become one of the largest and most comprehensive crude oil reclamation companies operating in the United States, accepting crude oil sludge from all major oil companies across the U.S. During 1992, the company merged with TransAmerican Waste Industries, a publicly held company. After merging the two companies, Mr. Windsor served as President of the Crude Oil Waste Division of TransAmerican Waste Industries, Houston, Texas, until 1995.

In 1995, Mr. Windsor co-founded MCS Technologies, L.L.C. (MCS). Corporate headquarters were opened in Houston, Texas, with operations based out of Corpus Christi, Texas. The primary focus of MCS was to serve the petroleum refining industry by providing superior technology in the separation of hazardous waste streams. MCS specialized in designing, building, and operating waste recovery plants in petroleum refineries. The technology and chemical treatment program developed by MCS proved to be the most economical means of resource recovery resolving potential environmental problems in the refining industry. Serving as President and CEO of MCS, Mr. Windsor guided MCS from a start-up company in 1995 to one of the top three providers of refinery waste processing in the U.S. and partnerships in three foreign countries. MCS gained more market share in its first five years than its top three competitors combined. In 2002, MCS was acquired by Veolia Water North America (Veolia) the world’s largest wastewater treatment company based in Paris, France. After the acquisition, Mr. Windsor serving as the Vice President and General Manager along with his MCS management team merged two other acquisition companies made by Veolia into a division knows as Process Solutions. By 2003, Process Solutions was the largest and most successful provider of refinery waste processing in the U.S. Mr. Windsor remained the VP/GM until 2005. From 2005 until September of 2010, Mr. Windsor served as a consultant for Veolia Water North America.

In October of 2010, Mr. Windsor formed Dolphin Services and Chemical L.L.C. along with longtime partners Lee Cooke, Michael Kopper and Richard Cummins. Dolphin provided separation equipment and specialty chemicals to the petroleum industry. Mr. Windsor served as the President and CEO.

Spearheading US Refinery Waste Processing with Three-phase CentrifugeIn late 1980s, a team which included Dolphin Services principal Michael Windsor, and later Richard Cummins, began designing a process using centrifugation to separate emulsions into three phases: water, oil, and solids. By early 1990s, they had successfully built a 3-phase centrifuge that separated emulsions according to densities. This waste processing technology was first deployed for use in oil recovery and oil reclamation facilities.

Just a few years after the 3-phase centrifuge was successfully built Dolphin Services’ principals formed MCS Technologies. MCS Technologies was an operation and service company created to introduce centrifuge technology into the refinery and chemical industries.

In 1995, MCS Technologies received a contract with a Gulf Coast refinery to design, build, and operate a facility to process hazardous and non-hazardous sludge streams produced within the refinery, pioneering the use of the 3-phase centrifuge within the refining industry. The principals also designed a process for the secondary treatment of solids utilizing methods such as coker injection and cement kiln fuel. By 2002, MCS Technologies had become one of the fastest growing refinery waste processing companies in the United States.

Centrifuge and Coker Injection Operations in Five Major Gulf Coast RefineriesBy 2000, the principals of WM Dolphin Services had designed, built and were operating complete process facilities for five major Gulf Coast refineries. In addition to the Gulf Coast region, they were successfully operating in several refineries located in the West, Northeast and Midwest.

The processes designed by WM Dolphin Services principals were able to substantially reduce or eliminate hazardous waste streams going offsite. The solids produced from their centrifuge process created a dryer cake than previous technologies. This allowed the principals to provide optimum secondary treatment of the solids. In some cases, they were able to eliminate hazardous waste solids by utilizing coker injection and fuel blending of the centrifuge cake.

• Non-Hazardous & Biological WWTP Streams: The principals found that many refineries were using belt presses for biological streams. The technology and design of the centrifuge allowed them to produce a dryer solid, reducing transportation and off-site disposal costs of non-hazardous biological streams. In some cases, they achieved up to 50% savings.

• Hazardous Waste Streams: The principals’ ability to achieve significantly dryer solids than processes previously used for hazardous streams, resulted in facility efficiency and cost savings. They processed solids and produced a fuel ready for cement kilns, meeting the 8,000 btu per pound requirements. In addition, the principals designed a coker injection process for solids coming off the centrifuge and other areas within the refinery. The solids were prepared and injected into the quench cycle of the refinery cokers. This process gave refineries the opportunity to eliminate certain hazardous waste streams.

West Indies Process for Emulsified Offshore CrudeIn 1997, the principals were asked to design and build a process to break an emulsion in offshore crude oil production for a client in the West Indies. The location of this project forced them to create a compact design for shipping purposes. They were able to skid mount the unit and fit it inside a shipping container. This concept is still used today for WM Dolphin Services skid mounted units. There have been many modifications over time as they fine-tuned the process to meet project demands.

This project was unique in the design and transport stages, but mostly in the principals’ ability to design a process and chemical program allowing the customer to break an emulsion where they had not previously been successful in doing so. In addition, the process had to produce an oil stream that met strict government requirements. The principals designed and built a facility in Trinidad that handled the processing of emulsified offshore crude oil in shipments of 400,000 barrels. Clean oil exiting the process was sold into the market, meeting all government regulations.

Refinery Clean-Up Project Utilizing Dolphin Services EquipmentMultiple contractors were utilized to perform the shut down and clean-up of a refinery in St. Croix. Contractors performing tank cleaning utilized both 2-phase and 3-phase Dolphin centrifuge units to dewater and recover oil from multiple tank cleaning operations.

Dolphin Services 2-phase units were utilized for processing slurry tank bottoms. These units out performed in throughput and wear protection. At the end of the project, the units showed very little wear after processing cat fine slurry oil for over 12 months.

Our 3-phase skid units were used onsite to process wastewater and slop oil tank bottoms for approximately 12 months. The solids exiting the 3-phase units were ready for processing through the refinery’s onsite TDU.

Exploration & Production Oil Recovery FacilitiesWM Dolphin Services has designed, built and operated several processing facilities specific to Exploration & Production (E&P) waste streams. The WM Dolphin team works with each client to determine the need and desired outcome. The Dolphin team is equipped to not only design and build these facilities, but is also capable of handling operations depending on customer needs.

In 2011, the WM Dolphin principals design and built American Oil Recovery (AOR) located in Lufkin, TX. AOR is a Texas Railroad Commission permitted reclamation facility, focused on oil recovery of crude wastes associated with exploration, production and transportation.

In 2012, the Dolphin team began working with Waste Management designing a Mud Processing and Oil Recovery Facility for the Covel Gardens Landfill located in San Antonio, TX. This facility, utilizing a robust process with 2-phase and 3-phase centrifuge technology at its core, was able to process 8,000 bbls of drilling fluids per day. This process significantly reduced the volume of the solid waste stream, saving valuable air space in the landfill. The Dolphin process was also able to recover oil from drilling fluids processed. The WM Dolphin Services team has since designed, built and operated both Mud Process Facilities and Oil Recovery Plants for clients in West Texas as well.

Design, Build & Operate Refinery Bio Sludge and Event Processing FacilityWM Dolphin Services was awarded the 3-phase processing operation in a Texas City refinery. The WM Dolphin team differentiated themselves during the competitive bidding process with their proven expertise and modernized process.

The WM Dolphin team went to work on the upgraded process design, which includes state-of-the art equipment to add capacity while increasing efficiency and optimizing separation. The engineering and fabrication teams successfully designed and built the system to tie in directly to the existing piping. Timing was critical to prevent disruption of the client’s wastewater treatment operations. While all preparation and pre-fabrication occurred at our Lufkin, Texas headquarters, the system fit seamlessly into the job site upon arrival, allowing WM Dolphin Services to have the new process installed and operational within 48 hours of arriving onsite

Our improved operation delivered immediate results. The increased capacity and process flexibility nearly doubled the post-processing solids content of the waste stream and eliminated waste solidification surcharges at the disposal facility. In addition, WM Dolphin Services is the first contractor to successfully process the site’s “river-mud” stream. Finally, WM Dolphin Services is assisting with event work, including a complex and ever-changing sludge stream from a large wastewater tank cleanout.

While the equipment upgrade contributed to the site’s increased capacity, the improved processing flexibility is due mostly to WM Dolphin’s operational expertise and attention to detail. Controlling variables such as spin rate, feed rate, and chemical dosage is critical to process optimization, i.e. dryer solids, cleaner water, and cleaner recovered oil.

Biological Retention Pond Dewatering at Food Processing FacilityThe portability of WM Dolphin’s system is ideally suited for event work and scenarios requiring rapid deployment. For example, in 2016 WM Dolphin was contacted by a large poultry processing facility to dewater finished biological sludge from the plant’s wastewater treatment retention ponds. Due to an upset condition, the ponds required immediate attention to prevent plant down time.

The customer contacted WM Dolphin on a Friday, requesting a turnkey sludge dewatering, transportation, and disposal project as fast as the team could deliver it. The WM Dolphin team immediately began preparing and sourcing all necessary equipment. Thanks to the team’s experience with rapid response situations, all primary process equipment was onsite by Monday morning, a mix tank arrived Tuesday morning, and by Wednesday morning, the system was fully operational. The first load of dewatered bio solids were delivered to a WM landfill on Wednesday.

WM Dolphin was on site 24 hours per day, seven days per week for just over six weeks. During that time, the system averaged 95 gpm and approximately 20 hours per day of processing time, with no unplanned downtime. Over 1,800 tons of dewatered solids were sent to the landfill–requiring no additional treatment or solidification–providing roughly three years of operating space for the wastewater plant.
