Whitmore Lake Road – Flooding Issue Mr. Udo Huff addressed the Board with concerns of flooding near his property on Whitmore Lake Road.

Miller Road/Wagner Road Roundabout Stacy Colias addressed the Board advocating for bike lanes to be installed on Miller Road just east of Wagner Road with the Miller Road/Wagner Road roundabout project.

Fuller seconded that upon the final approval from the Pittsfield Township Board with the recommendation of the County Highway Engineer and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and Managing Director to sign the Pittsfield Township agreement for the design and administration of the construction of six (6) speed humps on Grant Drive between Washtenaw Avenue and Packard Road at the estimated cost of $47,458.50. Hawks Avenue Traffic Calming Project – Pittsfield Township Agreement

Ann Arbor-Saline Road – WCRC TCO #2536

RC19-358 R. Green moved, B. Fuller seconded

WHEREAS, under the provisions of Chapter VI of Act No. 300, Public Acts of Michigan of 1949, as amended (Michigan Vehicle Code), this Board is authorized to place and maintain traffic control devices and traffic control signals on any highway under its jurisdiction for the purpose of regulating, warning or guiding traffic; and

WHEREAS, Ann Arbor – Saline Road located in Section 7 of Pittsfield Township is a county road under the jurisdiction of this Board, and in the interest of public safety, it is deemed necessary to place and maintain certain traffic control devices and/or signals on said roads to regulate, warn and guide traffic.

NOW, THEREFORE, BE IT RESOLVED that U-Turns on Ann Arbor–Saline Road are prohibited between Waters Road to point 750 feet East of Waters Road.

BE IT FURTHER RESOLVED that proper signs be erected to give notice of the regulation hereinbefore established; and

BE IT FURTHER RESOLVED that a certified copy hereof be filed with the County Clerk of the County of Washtenaw, Michigan.

ROAD COMMISSIONER REPORTS Commissioner Barb Fuller Commissioner Barb Fuller attended the following meetings: 10/8 Parks & Recreation Meeting Overview

Parks & Recreation will be investing $350,000 working with Stantec Engineering Services for electronic improvements for the facilities of Blue Heron Bay (Indian Lake) and Rolling Hills. This quote does not include installation of structural improvements. There will be $80,000 invested in purchasing a gas generator for concessions.

• Rolling Hills – in 2018 there were 13 power outages resulting in $112,700 in lost revenue and equipment damage.

• Blue Heron Bay – in 2018 a direct lightening strike caused damage with rolling brown outs. In 2019 there was $85,600 in lost revenue and equipment damage from power loss & brown outs.

• Ypsilanti Summer Day Camps – there will be $65,000/yr. invested for three years at three locations for the Ypsilanti Summer Day Camps.

Connecting Communities There was $457,000 requested for design/engineering with $111,251 available for regular construction. Ypsilanti Township Skate Park Development Costs $500,000 – to build $60,000 – to purchase the property $250,000 – Tony Hawk $250,000 – Parks & Recreation Construction will begin in the spring of 2020.

Commissioner Rod Green Commissioner Green will be attending the Roads Funding Sub-Committee Meeting on October 24th Commissioner Doug Fuller No report.

MANAGING DIRECTOR’S REPORT Sheryl Siddall, Managing Director

• Sheryl made a presentation on October 14th to the Ypsilanti Rotary on what the Road Commission does.

• The West Willow neighborhood has developed a traffic committee. Sheryl Siddall and Emily Kizer, Communications Manager, will be attending the traffic committee meeting on Thursday, October 17th.

• County Public Hearings – Staff is preparing a report to present to the County Board at the

upcoming Public Hearings on October 23rd and November 6th to review the WCRC structure, on what the Road Commission does, providing data on who we are and what we do. Sheryl has shared the public hearing dates with the township officials.

• November 7th is the WCRC Annual Pancake Breakfast to be held at the Washtenaw Farm Council Grounds.

OPERATIONS REPORT Adam Lape, Superintendent

• Dry Run will begin October 16th. • Operations is looking to apply more gravel and limestone on several roads since many of

the PA 207 projects came in under budget. Adam stated that renting improved rollers has benefited the gravel/limestone program.

FINANCE & IT REPORT Dan Ackerman, Director of Finance & IT Finance Report

• Staff is working on getting budget documents ready for review for 2019 and 2020. There will be a working session in early November to review the 2019/2020 budget.

• Dan Ackerman has inquired on the status of the pension waiver that was submitted on August 5th per PA 202

IT Report

• Management has been discussing different forms of training for staff.

ENGINEERING REPORT Matt MacDonell, Director of Engineering

• US12/M-17 brainstorming session was held on October 4th. The meeting was well attended by the community and various local elected officials. A public information meeting will be held on October 29th at 6:30 p.m. at the New Covenant Baptist Church.

• Pontiac Trail/7-mile Road Roundabout – a Public Information meeting was held last week and was very well attended.

• Miller Road/Wagner Road Roundabout – A Public Information meeting will be held tonight at 6:00 p.m. at the Road Commission on Zeeb Road.

• Matt gave Emily Kizer, Communications Manager, a big thank you for her work in presenting the road commission in a positive way tailoring information to our audience. Matt also reported that the road commission had some public t.v. time with Channel 7 on the state of the roads in Southeast Michigan.

• Ann Arbor/Saline Road – the concrete repairs are going well. We are waiting on concrete

cure time and Ann Arbor-Saline Road will be reopened between Oak Valley and Lohr Road. Matt stated that a determination will be made whether to move forward with the second phase of this project of Ann-Arbor Saline Road between Waters Road and I-94 now or wait until the spring of 2020 depending on weather conditions for the next few weeks.

MISCELLANEOUS DISCUSSION ITEMS Hewitt Road Driveway Permit A lawsuit has been filed against the Road Commission regarding a driveway permit denial on Hewitt Road. This has been sent to MCRCSIP to handle.

Dead End Road – Cedar Road The Road Commission has multiple locations consisting of small dead-end pieces of right of way with no visible road/street being developed. Curt Brochue stated that he has received several resident complaints of a neighbor putting up a shed and a boat dock on Cedar Road in Dexter Township. Cedar Road is not a certified public road. This road ends at a body of water with different requirements for abandoning. The Road Commission can abandon the right of way of Cedar Road back to the township. It was legal counsel’s recommendation to abandon these types of dead-end road segments. Staff will bring back to the board the recommendation to abandon this portion of Cedar Road in Dexter Township. The township would need to file a petition in favor of abandoning this portion of Cedar Road.

Staff has advised both to leave the road commission out of this dispute. Allen Philbrick, legal counsel, stated according to Mr. Hammer, KBK is going beyond mowing just the right of way which he claims is on his property. ADJOURNMENT

SUBJECT: NEW BUSINESS ITEMS FOR NOVEMBER 5, 2019 BOARD MEETING

A. CONSENT ITEMS

1. Wagner Road Safety Project – Preliminary Engineering - MDOT Contract No. 19-5507

Staff is preparing the design documents for the Wagner Road Safety Project in accordance with requirements of the Michigan Department of Transportation (MDOT). The documents are programmed to meet the MDOT Local Agency Program (LAP) scheduled for advertisement for the September 2020 bid letting.

This project combines two projects for fiscal year 2020 that received Highway Safety Improvement Program (HSIP) funding:

1. Wagner Road from Ann Arbor-Saline Road to approximately 900 feet south of Liberty Road was awarded $664,302 of HSIP funding. Work Description: Install centerline rumble strips, recessed durable pavement markings, construct a left turn lane and an overhead beacon at Waters Road, and spot drainage improvements.

2. Wagner Road from approximately 900 feet south of Liberty Road to Huron River Drive was awarded $426,355 of HSIP funding. Work Description: Enhanced curve delineation, recessed durable pavement markings, signal modernization at Dexter-Ann Arbor Road, signal timing optimization along the corridor and spot drainage improvements.

The project is eligible for reimbursement of 50% of the preliminary engineering costs through the federal transportation funding under the Surface Transportation Program. As part of this process, the Washtenaw County Board of Road Commissioners is required to enter into a contract with MDOT establishing the roles of both parties and specifically the federal-aid percentage. The federal-aid percentage for participating costs associated with the preliminary engineering for this project is 50% percent federal funds.

The estimated cost for preliminary engineering for Wagner Road from Ann Arbor-Saline Road to approximately 900 feet south of Liberty Road is $66,430.20 and for Wagner Road from approximately 900 feet south of Liberty Road to Huron River Drive is $42,635.50. Therefore, we are eligible to receive $54,532.85 for the preliminary engineering costs associated with this project. This project has been included in the 2020 budget.

PROPOSED MOTION: that upon the recommendation of the Director of Engineering and the concurrence of the Managing Director, the Board hereby approves and authorizes the Chair and Managing Director to sign the MDOT Agreement (Contract No. 19-5507) for the Wagner Road Safety Project.

2. Border to Border Trail Segment D2 – Construction Engineering Amendment

Staff is requesting the Board to authorize the Managing Director to amend the existing purchase order to Wade Trim Associates, Inc. for the construction engineering for the Border-to-Border Trail Segment D2 project. Construction on the non-motorized shared use path is ongoing. The remaining work includes HMA paving, boardwalk, concrete shared use path, setting of bridge #2, pavement markings, final restoration, completion of punch list items, and close out of the MDOT contract. The original construction engineering budget was based on a duration of services significantly less than the final Contractor progress schedule. The Consultant could not have been reasonably expected to predict the Contractor schedule for this project. This budget increase has been discussed with Washtenaw County Parks and Recreation Commission staff. The costs for the construction engineering services are funded entirely by the Washtenaw County Parks and Recreation Commission.

On August 21, 2018, the Board approved (RC18-299), the signing of the Purchase Order to Wade Trim Associates, Inc. for construction engineering services. Due to the significant change in the final Contractor progress schedule, and the resulting additional Consultant work and time associated with this project, staff is recommending an additional fee in the amount of $191,568.17 to Wade Trim Associates, Inc.

PROPOSED MOTION: that upon the recommendation of the Director of Engineering/County Highway Engineer and the concurrence of the Managing Director, the Board hereby authorizes the Managing Director to amend the existing Purchase Order for construction engineering services for the Border-to-Border Trail Segment D2 project in Scio Township, increasing the total by $191,568.17. The revised not to exceed Purchase Order amount for the project will be $649,043.49.

3. Payroll & Bills for October 16, 2019

Staff is requesting the Board to approve the payment of payroll and bills for October 16, 2019.

PROPOSED MOTION: the Board hereby approves Voucher 10372 totaling $272,168.53 for payroll of October 16, 2019, and Voucher 1073 totaling $1,680,473.06 in payment of bills for October 16, 2019.

HR REPORT

Benefits • A MERS 457 education session was held for employees after hours on October 24th. • Open enrollment is anticipated to start the first week of November. • Flu prevention kits were distributed to all yards/departments.

Staff/Hiring Update

• Devereaux Irving’s last day of employment was October 22. Keith Welch resigned with a last day of November 4th. Shayne Mickels resigned with a last day of November 8th.

• Justine Hanewald started as a Mechanic October 21st. Josh Jacobs starts as a Heavy Truck Driver for State Trunkline on November 11th and Richard Johnson start as a temporary/seasonal heavy truck driver on December 1st.

• Staff is recruiting for heavy truck drivers and seasonal heavy truck drivers.

Misc. HR • We have 4 TPOAM employees off work on short-term disability and one non-union employee

on worker’s compensation. • Random drug screens were held for cdl holders on October 25th. • Mediation was held with TPOAM on 2 grievances. Two other grievances are at Step III. • Nicole Peterson attended the 2019 MERS Retirement Conference in Acme, MI. • Nicole Peterson attended a Veteran Hiring Best Practices Workshop at DTE Energy in Detroit. FINANCE REPORT FEDERAL AID Federal aid information and final accountings were processed.

SAD

Numerous questions were answered regarding SAD payoffs. Various SAD payoffs were received. Provided Washtenaw County with 2019 SAD winter tax amounts.

BUDGET Work began on the 2019 year-end and 2020 budget spreadsheets. Updated the 2020 federal aid project worksheet. Sent meeting requests with Department leadership to discuss the budget.

The September outstanding check listing, cash and bank reconciliation was prepared. The books were closed for September.

for work on Grove Road, MDOT for PE costs on the US 12 improvement project, Washtenaw County Parks & Rec for costs on the Border to Border Trail – HRD, Ann Arbor Township for Dixboro Rd Trail Phase IIMDEQ for SAW Grants invoices # 8.

MISCELLANEOUS Staff continues to increase the number of payments to vendors electronically. The

process is completed. Letters were sent to vendors offering electronic payments as an option.

Continued to work on the 2018 OPEB report. Additional information was provided to Part D Advisors for the 2020 RDS application. Received approval from the state of Michigan for the 2018 Waiver for our pension.

IT REPORT Help Desk

Staff received 100 new tickets and closed 102. Computer Replacements

The goal is to have a consistent number of updates on an annual basis. The budget will be able to support this. Within a few years, computers will be replaced shortly after the 3-year warranty is expired.

The last of the Windows 7 computers has been replaced. The 2020 PC replacement program was created.

Phone System work

Staff is investigating adding a Skype calling feature as a potential replacement for the Avaya One-C app.

Traffic & Safety Network Upgrade New servers were mounted. Asking for assistance to get three 30AMP outlets into the wall for the UPS’s for the new

Traffic server. Tim Coakley assisted with this. Integral Blue is setting up the server. Met with AVI to discuss the setup for the conference rooms.

Outside Yards Increased Internet speeds at all outside yards. Worked on a network issue at Manchester. Looking at recording issues and a camera at NESC that has been offline. The camera is

faulty and will be sent in for repair. Staff addressed a faulty gate card reader at the SESC. Staff met with Spectrum at the NESC to assist with installation of a new modem.

Miscellaneous The Systems Administrator continues to develop a master document of all software and

hardware. This includes how to troubleshoot as well as install and remove programs Mailstore was determined to meet staff needs for searching older emails. MailStore

migration is complete. Staff is looking at adding new badge readers at the main yard. The lobby TV was mounted, and the computer installed. This has a different slide show

than all of the other screens. Staff is looking into the best way to display emergency messaging. Staff is looking at training options for staff. A software renewal spreadsheet was created. A printer replacement spreadsheet was created.
