The 2016 Edelman Trust Barometer shows that more than half of the global population expresses distrust in government institutions. World Bank Group FY 16 Country Surveys with opinion leaders in our client countries show that addressing governance has risen to the top of countries’ policy priorities. Why is this the case, and what can we do about it? How can we bridge the Governance Gap?

This event will bring together a high-level panel from government, academia and civil society to discuss citizen trust as it applies to essential functions of government, including provision of services, collecting taxes, and enabling private sector growth. The conversation comes at an interesting moment, with Governance as a Special Theme in the IDA-18 negotiations, and “Governance and the Law” the theme of the next World Bank World Development Report 2017. Join us to hear cutting-edge thinkers in this field unpack the notion of “effective governance” and clarify some of the drivers necessary to improve governance and meet the enormous development challenges of the 21 century.

Investing in the early years is one of the smartest investments a country can make to break the cycle of poverty, address inequality, and boost productivity later in life. Today, millions of young children are not reaching their full potential because of inadequate nutrition, lack of early stimulation and learning, and exposure to stress. Investments in the physical, cognitive, and emotional development of children—from before birth until they enter primary school —are critical for the future productivity of individuals and for the economic competitiveness of nations. Join us as country leaders share their commitments to reduce chronic malnutrition in children and expand access to early childhood development services by 2020.

Borrow Without Sorrow: Managing Debt in a Volatile Global Economy (WBG)2:30 p.m.–4:00 p.m. Preston Auditorium, World Bank

Featuring: Mauricio Cárdenas, Minister of Finance and Public Credit, Colombia Pravin Gordhan, Minister of Finance, South Africa Moritz Kraemer, Global Chief Ratings Officer Sovereigns, Standard and Poor’s Liliana Rojas Suarez, Senior Fellow, Center for Global Development Apisak Tantivorawong, Minister of Finance, Thailand Jan Walliser, Vice President, Equitable Growth, Finance, and Institutions, World Bank Group

Moderator: Francine Lacqua, Anchor, Bloomberg Television

The current, volatile global environment poses significant challenges for debt managers and fiscal policy makers. The prolonged decline in commodity prices deteriorated terms of trade, diminished fiscal buffers and dampened growth in many countries. In addition, the prospect of the Federal Reserve raising policy interest rates, together with increasing risk aversion could put upward pressure on borrowing costs. Against this background, fiscal authorities and debt managers have to develop new strategies in order to achieve economic growth and ensure the sustainability of public debt. The panel discussion will showcase trends in public and private sector debt management, together with good performers and their capacity to maintain debt sustainability and free resources for productive investments, under the current volatile global environment.

Financial inclusion has emerged as a critical development challenge. Fintech innovation and successes from emerging countries and the private sector show tangible progress toward Universal Financial Access 2020. But de-risking, where global financial institutions are restricting relationships with remittance companies and certain local banks because of perceived anti-money laundering risks, is undermining these efforts. Join us to hear about emerging countries’ innovative approaches toward financial inclusion and learn how countries can manage de-risking.

Moderator: Martin Wolf, Journalist, Financial Times

The World Bank Group is taking a new differentiated approach to addressing Fragility, Conflict, Violence and Forced Displacement, looking at a broader spectrum of situations across low- to middle income countries, from prevention to long term solutions which are key to building stability. Jobs are critical to building stability in fragile areas, and the private sector plays a key role in providing opportunities – but fragility also poses many challenges. This high level panel will examine new initiatives to advance jobs in fragile contexts. Issues for discussion include: Can focusing on jobs outcomes help shape better macro-fiscal policy decisions for shared growth? How can the displaced and host communities seize opportunities amidst the refugee crisis? Can countries foster domestic investment in limited regions or sectors, even as longer-term capacity building proceeds?

This event will highlight country actions on the Sustainable Development Goals (SDGs), nearly one year since their adoption in September 2015. The SDGs have special relevance to the World Bank Group because they are strongly aligned with the WBG’s twin goals to end extreme poverty and build shared prosperity in a sustainable manner. In July, 22 countries presented their plans to achieve the SDGs, as part of the United Nations High-Level Political Forum (HLPF) on Sustainable Development. At the event, six of these countries will share from their national voluntary reviews as examples of early planning and action in pursuit of these global goals. Countries will be encouraged to share how they are integrating the SDGs into their national plans, their views on the state of the goals, and how these efforts contribute to effectively addressing global public goods.

Preventing Violent Conflict Through Development (WBG)10:00 a.m.–11:00 a.m. JDW Atrium, World Bank

In a world of growing global risks, over 80 % of humanitarian needs are in conflict-affected situations, and poverty is increasingly concentrated in these areas. There is consensus that the global community needs to focus on prevention rather than crisis response, building partnerships across humanitarian, development, security and diplomatic communities. This special event aims to share experiences on what works in practice, to better understand the role of development in preventing violent conflict.
