Overview of the State AssessmentsPosting Testing Locations Each testing location must be posted with a Testing—Do Not Disturb sign. Care should be taken when posting the sign not to obscure security windows on doors. The ability to view testing sessions without entering the room will help facilitate administrative monitoring of testing sessions.
Electronic Devices Many students and staff members carry electronic devices with them to class. Because cellular, messaging, or wireless devices have the capability of recording, reproducing, or transmitting secure test content, cell phones, pagers, iPods®, tablets, and other non-approved web-enabled communication devices must be turned off and kept out-of-view and reach until the testing session has completed and all secure materials have been collected, accounted for, and returned to the limited-access secure location.

Overview of the State AssessmentsGenerally Recognized Standards and Code of Conduct WAC 181-87-060 - Provides penalties for the unauthorized use or disclosure of test content and flagrant disregard of generally recognized professional standards in test preparation and administration.
The Office of Professional Practices (OPP) is charged with enforcement, including discipline of educational practitioners for violation of the Professional Code of Conduct. The office receives, investigates, and makes legal findings regarding complaints. Unprofessional conduct must be reported to OPP at (360) 725-6130.
Professional Code of Conduct The Professional Code of Conduct is codified by the Washington State Legislature in WACs and RCWs. A list of complete rules and regulations can be found online: www.k12.wa.us/ ProfPractices/CodeConduct.aspx.

Overview of the State AssessmentsMediaStudents should not have the added pressure of media attention on campus. Having media on campus also compromises the security of the assessment. Photographs or video taken of actual test booklets violate state law (RCW 42.56.250 and RCW 28A.635.040).
Schools have the right to limit visitors’ access on campus, and that includes the media. OSPI strongly urges you to make every effort to minimize any distractions that could interfere with student performance. Educators can respond to media requests that do not distract students and test administrators. You can refer media to OSPI Communications at (360) 725-6032.

Overview of State AssessmentsWho Administers States Assessments?Volunteers may not administer or assist in the administration of any state assessments. Volunteers are not permitted to assist with handling secure test material. Volunteers may assist in the supervision of students who need a break or have completed testing.
RCW 42.56.250 - Provides provisions on the exemption of the following from public inspection and copying: test questions, scoring keys, and other examination data used to administer state assessments. No actions in any form or by any means may be taken that reproduce, record, reveal, or transmit secure test content.
RCW 28A.635.040 - All persons having access, directly or indirectly, to secure test material, must ensure the confidentiality of the test content under their control.

Logging Into WCAP Portal (wa.portal.airast.org)The portal site itself is not secure and contains documentation and training resources available to all. 1. Passwords are established when your district assessment coordinator (DC)
loads staff accounts into TIDE2. Staff usernames are district email addresses3. Staff receive an activation email from [email protected]
containing a temporary login password4. In the Old Password field, enter the password from the activation email5. Staff will create a new password which must be eight characters long and

Smarter Balanced AppealsReset• Removes that test from the system and enables the student to start a new test.
Invalidation• Eliminates the test. The test will not be scored.
Restore• Returns a test from the Reset status to its prior status. This action can only be
performed on tests that have been reset.
Reopen• Allows a student to access a test that has already been submitted or has expired.
• If an EXPIRED test is reopened, the test will reopen at the location at which the student stopped the assessment.

General Test Administration - ELLAssessment ParticipationAll students, including students with disabilities, English learners (ELs), and ELs with disabilities, should have equal opportunity to participate in the Smarter Balanced assessment and MSP-Science assessment.All students in grades 3-8 and 11 are required to participate in the Smarter Balanced ELA and math assessments. Exceptions include:• English Language learners who enrolled in a U.S. School within the last 12
months prior to beginning testing have a one-time exemption from the ELA assessments but must participate in the math assessments.

General Test Administration – SpEdTesting Special Education with Smarter Balanced AssessmentsAll students are to be held to the same expectations for participation and performance on state assessments. Specifically, all students enrolled in grades 3-8 and 11 are required to participate in the state assessments except:• (Math) Students with the most significant cognitive disabilities who meet the
criteria for a WA-AIM ELA and/or mathematics alternate assessments based on alternate achievement standards (approximately 1% or fewer of the student population).
• (ELA) Students with the most significant cognitive disabilities who meet the criteria for the English language arts/literacy alternate assessment based on alternate achievement standards (approximately 1% or fewer of the student population).
HSPE Eligible Special Education Students It is important for the state and schools to know how all Washington public school students are succeeding with their learning. Consistent with the Individualized Education Program (IEP), a student receiving special education services may participate in the state assessment system in the following ways: • Take the HSPE with or without accommodations. • Take the HSPE-Basic with or without accommodations. This option allows a
student to pass the grade level assessment with Level 2 or Basic proficiency.

• Students who have documented additional days for a testing session may have multiple days to complete one HSPE content-area or session. However, a student must finish one content-area test or session before beginning the next content-area test or session.

General Rules of Online Testing• Students must enter an answer for all items on a page before they
can move on to the next page. • Students can mark a question for review later but must attempt an
answer before moving on.• It is recommended that students click on the SAVE button in the
tools menu to ensure enhanced test questions are saved.• Once a test or section (CAT, PT) is completed, students cannot go
back and review questions. • If a student can use a calculator, one will be provided in the tools
menu.• To end a test, a student must click on the End Test button in the

Designated SupportsAccess features of the assessments available for use by any student for whom the need has been indicated by an educator (or team of educators working with the parent/guardian and student). They are either provided as digitally delivered components of the test administration system or separate from it.
AccommodationsChanges in procedures or materials that increase equitable access during the Smarter Balanced assessments. Accommodations are available for students with documented IEPs or 504 Plans. Consortium-approved accommodations do not compromise the learning expectations, construct, grade-level standard, or intended outcome of the assessments.

Day of Test AdministrationPausing a Test• A pause may be initiated the teacher for individual student tests or
to all students within a test session. A pause may also be initiated by a student
• Teacher-Initiated Pause– students tests remain active until they complete the question or questions on that page.
• Student-initiated Pause – Student test is ended immediately.• If a test is paused, no matter for how long, a student must login and
be approved to continue their test• Less than 20 minutes the student can review their previously
answered questions. • More that 20 minutes the student cannot go back to previously
answered questions.
If the student exceeds the 20 minute pause limit at any time during the CAT test, at the end of testing they will not be able to
review the responses completed prior to the pause.

Ending a Test• The End Test button appears on the screen after the student
has selected a response to every test question on the test.• If students click on the End Test button, another screen will
appear allowing them to go back and review their answers.• If students then choose to Submit the test – they will get one
more warning screen, allowing them to return to the test before finally ending the test.

Handling Defective Booklets It is possible that a test booklet may be damaged or defective. In this situation, the Test Administrator: 1. Requests a new booklet from the School Test Coordinator. 2. Verifies that the student’s pre-printed label is on the cover of the
replacement test booklet. 3. Documents the testing irregularity in the Notes: Test

Day of Test Administration – Paper/PencilWhen reading directions to students: • Do not paraphrase the directions. • Read the directions to students exactly as they are
written, using a natural tone and manner. • Read all material printed in boxes next to the word SAY . • You may repeat any part of these directions as many
times as needed. • Do not provide suggestions to students on how to
respond to the task or evaluate student work. • All non-approved electronics must be turned off and
kept out-of-view and reach during testing. • Provide all required tools, supports, and
accommodations. • Students may make notes in their test booklet as long as
it does not interfere with any answer space.

• Collect and account for student test materials (e.g., test booklets, accommodated forms, scratch paper) prior to releasing the students from the testing location.
• Immediately report any missing materials according to your school’s Test Security and Building Plan. Notation of missing materials must be included on the Test Security Assurance form.
• Return all used and unused test booklets and accommodated forms to the School Test Coordinator immediately after each testing session is completed.
• Return all Pre-ID Rosters and additional papers added to the student test booklets to the School Test Coordinator. Ancillary materials provided during the testing session are considered secure.
• Complete a Test Security Assurance form. The completed form must include an explanation of boxes checked “no” and notation of any missing materials. As required by OSPI, sign and submit the report, along with your secure testing materials, to your School Test Coordinator. Retain a copy for your records

Handling Test Materials• Federal law—the Family Educational Rights and Privacy Act—
prohibits the release of any student’s personally identifiable information. Any printed materials must be securely stored and then shredded.
• Printed and paper test materials must be securely shredded immediately following each test session and may not be retained from one test session to the next.
• The only exception to this is scratch paper (and graph paper for Grades 6 and up) used during the ELA and math performance task, which must be collected, inventoried and stored in a secure location for use only to complete the specific performance task.
